I. Call to Order
The meeting was called to order at 2:20 p.m. by Trish Borden. Ms. Nancarrow was introduced and welcomed.
Those Board members present, in addition to Ms. Borden, were Lonnie Sundahl and Marian Nancarrow. Len
Elliott, Garna Jones and Todd Meyers were absent. Also present were Parks Planning and Development Manager
Dan Scamporlina, Horticulturalist Kirk Hadley, and Secretary Ann Fuqua. THERE WAS NO QUORUM.
II. Minutes of the January meeting were discussed. No changes were made.
III. Correspondence/Public Input
Mr. Hadley advised that he was approached by the GMC Dealership owner on Auburn Way North, who came out
while he was working in that area. He asked about whether or not there was a plan to replace the trees along
the street that have been removed or that died. At one time trees had been planted in the tree wells along the
street in that area, but there are few left. The original plan stated that the trees had to be replaced with the
same species, which are not the trees we would put there today; and the tree rings are not the appropriate
manner in which they should be planted. The suggested tree list prepared by the Planning Department does not
list this species. Mr. Hadley suggested we remove the tree rings and plant an appropriate species of tree in the
area. Mr. Scamporlian will contact the Code Enforcement Officer to see if there is a plan in place that addresses
this area and to see if we can change the species.
IV. Old Business
Mr. Scamporlina advised that the plan is underway to thin the trees in Game Farm Park. We have informational
brochures in the mail and in the park telling people of the removals and explaining that the trees were planted
too closely together. It is anticipated that the trees left will be much healthier and will spread out to cover the
area.
V. New Business
A. Develop Tree Board Duties and Expectations
Mr. Scamporlina explained that since this Board had decided they wanted to accomplish some educational
goals in the coming years, we need to decide how we want to operate and become involved in the
activities selected. As a Board in the public sector, being able to conduct business is important; therefore
attendance is necessary so that we have a quorum for meetings. City Code specifies that members must
participate in meetings that unexcused absence is a reason for dismissal, but we know there are times
when schedules do not allow someone to make every meeting. If we are going to have a public presence
at events in the City, it will also take participation of the Board as well as staff to accomplish this.
Discussion about what expectations the members of the Board had were discussed. Everyone was asked
to review the information and we will bring this up again for a vote next month.

B. Discussion of the 2006 Work Plan
Todd Myers was revising the work plan, but was absent from this meeting, so we will table this discussion
until the March meeting.
C. Update of Tree Planting Standards in City Rights-of-Way
The members reviewed the Tree Planting Standards on public rights-of-way. Mr. Scamporlina reported
that the list of street trees is still under review by the City. It is hoped that the final draft will be available
soon.
D. Review/Update Proposed Benefit of Trees
Since we have the ISA literature, it was thought that we could condense the material and put them out in
the utility bills. This would be an inexpensive way in which to reach a large number of people with little
cost. Everyone agreed that this was a good idea. Staff will draft the first flyer for review at our next
meeting.
E. Select a Tree and Location for Arbor Day
Mr. Hadley reported that Furney's Nursery donated trees to the Department following the Cedarlane Park
project. They are too big to use for Arbor Day, but they will be a nice addition to the parks.
The tree for Arbor Day is usually selected and purchased by the Garden Club, of which Ms. Sundahl and
Ms. Nancarrow are members. Mr. Hadley will call several nurseries to check species availability and cost
for the group. They can then make a selection for planting in Les Gove Park on Labor Day.
VI. Board Recommendations
Ms. Nancarrow asked about the trees in the Pioneer Cemetery that need to be removed. Mr. Hadley said the plan
is still to remove them because they are becoming dangerous. Limbs come down frequently, especially during
wind storms. Ms. Nancarrow explained that she has seen materials about available grants written up in the
literature she receives. The grants for 2006 have been distributed, but we might be able to apply in 2007. She
will get the information and give to staff for the next grant cycle.
