HomeMy WebLinkAbout01-07-1963 1 AUBURN, WASHINGTON MONDAY JANUARY 7, 1963 Regular meeting of the City Counci I of the City of Auburn was cal led to order by Mayor Shaughnessy at 8:00 p. m. in the Counci I chambers at the City Hal I. Counci Imen present: Aaby,.Lea, Kammeyer, Fitzsimmons, Sonnemann, Knechtel, and Gaines. Minutes of the previous meeting held December 18, 1962, were approved as mailed. CORRESPONDENCE I PETITION FOR STREET LIGHTS A petition signed by fourteen persons residing in the area of H Street Southeast and 21st Street Southeast requested the Counci I to establish a light on the corner of H & 21st S. E. This petition was referred to the Light Committee. PETITION AGAINST THE MOVING OF OLDER HOMES INTO THE AREA OF 9th STREET N. E. A petition signed by ten residents in the area of 9th Street N. E. requested the Counci I to restrict the moving of any older homes onto property located on that street for the purpose of rental or sale as it is felt that these homes wi I I detract from the neighborhood and lower property values. Emi I J. Bitzer reported the area was composed of new homes; that the residents had recently put in curb and gutter and were desirous of keeping an attractive neighborhood. He felt older and outmoded homes would detract from the area. Mayor Shaughnessy said that the Counci I would do what they legally could to correct this situation. PETITION TO REZONE - MIKE BETSHART I A petition to rezone was presented to the Counci I by Mike Betshart to rezone property at 135 30th Northeast from A-I to M-I. The petition was signed by two property owners lying within a 200 foot radius of the property stating that they have no objections to the proposed zoning. This petition was referred to the Planning Commission. REQUEST TO CALL FOR BIDS ON 3/4 TON TRUCK FOR CEMETERY DEPARTMENT A letter from Ross Pickett, Chairman of the Auburn Cemetery Board requested the Counci I call for bids on one 3/4 ton pickup truck with hydraulic hoist as per specifications as set up by the Cemetery Board. It was moved by Kammeyer and seconded by Gaines that the City Clerk be instructed to cal I for bids on one 3/4 ton pickup truck with hydraulic hoist as per specifications, sealed bids to be received by the City Clerk on or before 4 p. m. Monday, January 21, 1963, specifications to be obtained from the office of the City Clerk, and al I bids to be on a firm bid basis. MOTION CARRIED VALLEY CEMENT FINISHING COMPANY DOGWOOD STREET L.I .0. #141 I A letter from Clinton Cote', City Engineer, reported that Val ley Cement Finishing Company had completed Dogwood Street, L.I.D. #141, according to terms of their contract with the City of Auburn and recommended that the retained percentage be paid and any surety or bond be returned for cancellation. It was moved by Lea and seconded by Kammeyer that Vgl ley Cement be paid the retained percentage as specified in the report of Clinton Cote', and that any surety or bond be returned for cancellation. MOTION CARRIED 2 AUBURN, WASHINGTON MONDAY JANUARY 7, 1963 WASHINGTON STATE POLLUTION CONTROL COMMISSION AUBURN SEWERAGE PROJECT SCHEDULE 2, 3, & 4. A letter from the Washington State Pollution Control Commission in accordance with the Rules and Regulations of the Pollution Control Commission, approved the Plans and Specifications on the Auburn Sewerage Project - Schedule 2, 3, & 4. THE STATE OF WASHINGTON DEPT. OF HEALTH AUBURN SEWERAGE PROJECT SCHEDULE 2, 3, & 4 A letter from the State of Washington Department of Health in accordance with Chapter .92 of the codified Rules and Regulations of the State Board of Health and the State Department of Health, approved the plans and specifications on the Auburn Sewerage Project-Schedule 2, 3, & 4. REPORT OF NAOMI E. PETTENGILL, M.D., HEALTH OFFICER The annual report of Health Officer, Naomi E. Pettengill, M. D., was received and read by the City Clerk. ANNUAL REPORT OF BUILDING DEPARTMENT The annual report of the Bui Iding Inspector, J. V. Lange, was received and read by the City Clerk. I. D. #142 had been completed. He also reported that L. I. D. #143 the Sleeman Plat & Kelley Plat were completed and water samples would be taken for approval tomorrow. MOT ION CARR I ED CENTRAL BUSINESS DISTRICT PLAN I George Schuler, Planning Director, reported that the Chairman of the Central Business istrict Plan was setting up a meeting for this week with some of the people who had not signed the petition as yet. George Schuler, Planning Director, said that after the petition has enough signatures, it will be presented to the Counci I for approval. POLICE CAPTAIN No Report LIGHT AT 4th & C STREET N. E. George Schuler, Planning Director, reported that Paul McKay of the State Highway Department, wi II be checking into the matter of a light at 4th & C Street Northeast. ORDINANCE NO. 1581 It was moved by Kammeyer and seconded by Fitzsimmons that Ordinance No. 1581, entitled, "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE ISSUANCE OF $1,000,000.00 PAR VALUE OF "WATER AND SEWER REVENUE BONDS, 1963," TO OBTAIN THE FUNDS WITH WHICH TO PAY THE COST OF CARRYING OUT THE SYSTEM OR PLAN OF ADDITIONS TO AND BETTER- MENTS AND EXTENSIONS OF THE WATERWORKS UTILITY OF THE CITY, INCLUDING THE SANITARY SEWERAGE SYSTEM AS A PART THEREOF, AS SPECIFIED AND ADOPTED IN ORDINANCE NO. 1519: FIXING ITHE DATE, FORM, DENOMINATION, MATURITIES, INTEREST RATES, TERMS AND CONDITIONS OF SAID BONDS; AUTHORIZING AND DIRECTING THE CITY OFFICIALS TO PROCEED WITH SAID IMPROVEMENT; AND PROVIDING FOR THE SALE OF SAID BONDS TO MC LEAN & COMPANY, INC., OF TACOMA, WASHINGTON, be introduced and adopted with the fol lowing roll cal I vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel, yes; and Gaines, yes.
