Minutes of the previous meeting held January 21, 1963 were approved as mai led. BIDS ON RADIO EQUIPMENT I Bids on radio equipment including 60 Watt Base Station, I Remote Control Console, folded Coaxial antenna and 7 Mobile Radios. Equipment including 25 Watt Universal Wall Mount type base station, Remote Control unit and 25 Watt Transistor Mobile Units were all factory reconditioned. New Antenna. It was moved by Aaby and seconded by Sonnemann that the bids for radio equipment I be referred to the Purchasing Committee and a fourth person with power to act. MOTION CARRIED Counci Iman Aaby, head of the purchasing committee, cal led a meeting of the Purchasing Committee - Friday at 3:00 p. m. to go over the bids for radio equipment. CORRESPONDENCE PETITION TO REZONE WHITE RIVER BUDDHIST CHURCH A petition was received from the White River Buddhist Church to rezone property on Auburn Avenue just past the Town & Country Cafe from A-I to Special Property Use for Church purposes. The petition was signed by eight owners of property lying within a 200 foot radius of the property, stating they have no objections to the proposed zoning. This petition was referred to the Planning Commission. PAYMENT TO CLARK-COLEMAN FOR SERVICES ON PARK SITE A letter received from Wi IIi am A. Raven, Chairman of the Auburn City Park, asked the Counci lis approval of an advance payment of $2,000 to Clark-Coleman for planning services on the old Auburn terrace site. I The City Attorney was asked to draw up a Resolution to provide advance payment to Clark-Coleman, and present it to the Counci I at the next Counci I meeting. TRANSFER ORDERS #492 & #493 The following transfer orders were presented to the Counci I for approval. #492 - Transfer from the '1962 Water-Sewer Extension Fund to the Water Fund the sum of Sixty four thousand one hundred and no/IOO dollars for repayment of loan. Principal $62,500.00 interest $1600.00 #493 - Transfer from the 1962 Water-Sewer Extension Fund to the Water Cumulative Reserve Fund the sum of Seventy one thousand three hundred and no/IOO dollars for Repayment of Loan Principal $69,500.00 Interest $1800.00 It was moved by Kammeyer and seconded by Aaby that the Counci I authorize Transfer #492 & #493. MOTION CARRIED AUBURN, WASHINGTON MONDAY i1 FEBRUARY 4, 1963 PROGRESS ESTIMATE L. I. D. #146 17TH STREET SOUTHEAST A progress estimate on L. I. D. #146 was presented to the Counci I for approval by Tom Bolton, Water Superintendent. The estimate showed a balance due Glenn Rockey Const. Co. of $985.47 as of February 4, 1963. It was moved by Kammeyer and seconded by Gaines that the Counci I approve the progress report on L. I. D. #146 as submitted by Tom Bolton, Water Superintendent. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; and Gaines, yes. I MOTION CARRIED ARCHITECTURAL FEES FOR AN ADDITION TO THE PRESENT C I TY,JA IL A letter received from Archie Fry, Architect, stated that his office would furnish design, working drawings specifications and supervision, for six percent of the total cost of construction for an addition to the present city jai I. AUDIENCE Ted Schutte~ Member of the Auburn Beautification Committee, requested the Counci 1 consider the fol lowing proposals. (I) The Beautifications Committee would like to have the Park Department take over the watering of planters in the down town area. (2) The Beautification Committee would like the Council to authorize them to hang planter baskets on the light poles in the down town area. These two proposals were referred to the Park Board for consideration. ANNUAL REPORT OF AUBURN POLICE DEPARTMENT The annual report of the Auburn Police Department was presented to the Counci I. I ANNUAL REPORT OF THE SEWAGE TREATMENT PLANT The annual report of the Sewage Treatment Plant was presented to the Counci I. COMMITTEE REPORTS PURCHASING COMMITTEE Councilman Aaby reported that one of the bids on the radio equipment for the City of Auburn arrived late. He requested the City Attorney give the Purchasing Committee an opinion on the legality of accepting this bid. Attorney Smythe said that he would give them an opinion on this bid by Friday. FIRE COMMITTEE No Report LICENSE COMMITTEE No Report STREET COMMITTEE I Councilman Lea reported that they had received a request from the Post Master for parking restrictions at the New Post Office site. He said they are working on this request at the present time. WATER COMMITTEE No Report LIGHT COMMITTEE Counci Iman Gaines reported that the majority of lights have been instal led on the Enumclaw Highway. He proposed that the services of Archie Fry, ArchitectCJ be obtained to add an addition on to the City Jai I, which wi I I house from sixteen to twenty bunks for male prisoners in addition to the present ten. The approximate cost of this addition wi I I be $30,000.00. POLICE COMMITTEE It was moved by Sonnemann and seconded by Kammeyer that the City of Auburn negotitate a contract with Archie Fry, Architect, to add an addition to the Jai I and Police Department, and the City Clerk and Mayor be authorized to sign this contract. MOTION CARRIED WATER SUPERINTENDENT No Report CITY ENGINEER No Report PLANNING DIRECTOR George Schuler, Planning Director, reported that two petitions for annexation were being circulated at the present time. NG THE MOV I NG OF BU I LD I NG I OVER, ALONG OR ACROSS HIGHWAYS, STREETS AND ALLEYS WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN; PROVIDING FOR PROTECTION TO THE CITY FROM DAMAGES ARISING OUT OF SUCH OPERATION: AUTHORIZING THE CITY BUILDING INSPECTOR TO ISSUE PERMITS: PROVIDING FOR ENFORCEMENT: AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS.", be introduced. RESOLUTION NO. 117 It was moved by Gaines and seconded by Fitzsimmons that Resolution No. 117 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE PROPER OFFICIALS OF THE CITY OF AUBURN TO NEGOTIATE FOR THE PURCHASE OF CERTAIN REAL PROPERTY S J TUATE WITH I N THE CORPORATE LIMITS OF THE CITY OF AUBURN." be introduced and adopted, with the fol lowing rol I cal I vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; and Gaines, yes. MOTION CARRIED RESOLUTION NO. 118 It was moved by Sonnemann and seconded by Aaby that Resolution No. 118 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, APPROVING AND RATIFING THE FORMATION OF A REGIONAL PLANNING CO^YAISSION FOR THE LOCAL REGION AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE AGREEMENT FOR THE FORMATION OF SUCH COMMISSION ON BEHALF OF THE CITY OF AUBURN.", be introduced and adopted, with the following roll call vote being recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; and Gaines, yes. I MOT! ON CARR I ED QUIT CLAIM DEED Robert Smyt~e, City Attorney, reported that he had a quit claim deed from Mrs. Ivan Pinyan for Street purposes. It was moved by Gaines and seconded by Lea that the City Attorney be authorized to record the quit claim deed from tArs. Ivan Pinyan. MOT! ON CARR I ED !UBURN, WASHINGTON MONDAY 13~ FEBRUARY 4, 1963 APPOINTMENT OF 4th PERSON TO PURCHASING COMMITTEE Mayor Shaughnessy appointed AI Knechtel to the Purchasing Committee to consider the bids on radio equipment for the City. If Counci Iman Knechtel is unable to meet with this committee Counci Iman Fitzsimmons wi I I replace him in this position. OLD BUSINESS LIGHTING AGREEMENT WITH MR. MC MASTERS I Attorney Smythe said that he would have an agreement drawn up between the City of Auburn and Mr. McMasters by the next Counci I meeting for providing lighting at his trai ler court. AMENDMENTS TO ORDINANCE NO. 1429 Attorney Smythe said that he would like to hold up making amendments to Ordinance No. 1429 regarding drunk driving pending any new legislation which may be enacted by the present session at Olympia. NEW BUSINESS Counci Iman Gaines brought to the attention of the Counci I the reported need for a pedestrian pushbutton control on the Traffic Light at 4th and C Street Northeast. Chief Darby said that upon instal ling this Traffic Light at 4th and C Street it was felt that the flow of traffic from al I directions would be enough to take care of this pedestrian problem. He also said that one more electrical device, which wi I I work as a circuit breaker, has yet to come. CLAIMS It was moved by Kammeyer and seconded by Fitzsimmons that the fol lowing claims against the City, al I having previously been passed and signed by the Purchasing Committee, be approved and the City Clerk be authorized to draw warrants in payment.
