Regular meeting of the City Counci I of the City of Auburn, held at 8:00 p. m. in
the Council Chambers at the City Hall.
The meeting waS called to order by Mayor Shaughnessy.
Councilmen present: Asby, Lea, Kammeyer, Fitzsimmons, Sonnemann, Knechtel, and
Gaines.
Minutes of the previous meeting held May 20, 1963 were approved as mai led.

PUBLIC HEARING ON L. I. D. #144
The Mayor declared public hearing open on L. I. D. #144 for water mains and fire
hydrants for E. Main St. from "R" St. to Cedar Lene, 1st St. N. Eo, "U" St. N. E. from
Eo Main S·. to 1st St. N. E., Cedar Lene from E. Main ST. N. 470 ft., "U" PI. N. E. from
"U" Sr. N. Eo E. 180 ft.
A letter from L. C. Roberts and Edwin R. Cevenaugh steted that they were opposed
to being assessed for L. I. D. #144 as they had adequate water faciliTies of their own
installed prior to coming into the City.
Ed Cavenaugh stated that he felt their lots should not heve been included in the
L. I. D. es their lots were on the river and this would be the end of the water line.
It was moved by Aaby and seconded by Knechtel that the Public Hearing on L. I. D.
#144 be adjourned until June 17, 1963.

Councilman Gaines requested that a letter staTing The percentage on petition for
L. I. D. #144 be brought to The June 17, 1963 meeting.
PUBLIC HEARING ON L. I. D. #146
The Mayor declared public hearing open on L. I. D. #146 for water mains for 17th
St. S. E. between "F" Sr. S.E. end e point 1009 west of "F" St. S.E.

There being no objections, iT was moved by Kammeyer end seconded by Fi tzsimmons
thar The Public Hearing on L. I. D. #146 be closed, and the City Attorney be instructed
to drew up the necessary Ordinance to implement same.

REQUEST TO ELIMINATE PARKING METERS
A lerter from Harold Clark, President of Auburn BoosTers, Inc., reauested the
Councí I consider the elimination of the parking meters in Auburn.

COMPLAINTS ON CAIERPILLAR PROBLEM
A letTer from R. D. Edwards stated they were surprised to tind that Auburn had no
ordinance entorcing caTerpi liar conTrol, and they felt The Ci y of Auburn should be
consistant WiTh King County's desire to maintain conTrol o~ ca+erpi liars.
A letter from Mrs. Carl Wedeen expressed a need for c8terplI I!'\r control in The
City of Auburn.

Mayor Shaughnessy stated he would endeavor to ge1 some members ot the Counci I
together to Try to tind a solution to The caterpi lIar problem.

The monthly report tor Ma" 1963 Q.,i :tJbe Municipal Court was presented to the Counci I
by George Fiori, Jr., Judge, Auburn Municipal Court, showing the total to City Treasurer
of $3,802.25.

A letter from Roy M. Harris, Director of the Washington State Pollution Control
Commission, advised the Council that in accordance with the Rules and Regulations of
the Pollution Control Commission, the plans and specifications for the Sanitary Trunk
Sewer Project - 1963 as revised, were reviewed and approved.
DEPARTMENT OF HEALTH
A letter from Bernard Bucove, MD, DPH, State Director of Health for the Department
of Health, stated that plans and specifications for the Trunk Sewer Project were I
reviewed, and, in accordance with Chapter .92 of the codified Rules and Regulations
of the State Board of Health and the State Department of Health have been approved.
PROGRESS REPORTS ON SEWER EXTENSION PROJECT
The following p~ogress reports, on work done on the sewer extension project as
submitted by Richard E. Wolff, Consulting Engineer, covering work completed by May 29,
1963, were read.
F. H. Field Construction Company Progress Estimate No.2 shows $8,447.76 due the
contractor at this time after deduction of the 15 percent retainege.
A & M Construction Equipment Company Progress Estimate No. 2 - After deduction of 15
percent reteinage and previous payments, payment of $77,310.00 is approved by the
engineer.
W. A. McConnachle - Progress Estimate No.4 - After deduction of 15 percent retainage
and previous payments, payment of $20,775.90 is approved by the engIneer.
Frank Coluccio Construction Company - Progress Estimate No.3 - After deduction of
15 percent retainage and previous payments, payment of $40,467.00 is approved by the
engineer.
It was moved by Kammeyer and seconded by Gaines that the Council euthorize
payment on the sewer extension project as steted in progress reports submitted by I
Richard E. Wolff, Consulting Engineer. The following roll call vote was recorded:

PAYMENTS DUE RICHARD E. WOLFF, CONSULTING ENGR.
Payment due Richard E. Wolff, Consulting Engineer, was read as follows: Amount
due on Trunk Sewers for construction staking end resident inspection - Apri I 28
through May 25, 1963 Is $2,554.67. Amount due for construction staking end resident
inspection on Sewer projects - Schedules II, I II & IV - April 28 through May 25, 1963
is $1,607.30.
It was moved by Kammeyer and seconded by Fitzsimmons that Richerd E. Wolff,
Consulting Engineer, be paid the amount due him of $4,161.97. The following roll cell
vote was recorded: Aaby, yes; lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemenn, yes;
Knechtel, yes; and Gaine$, yes.

PETITION TO REZONE
A petition to rezone Lots 13, 14, 15, 16, 17, 18, 19, 45, 46, 47, 48, 49, 50,
51,52,53, 54, 55, 56 Block 14 of the C. D. Hillman's Auburndale Addition to the City
of Seattle Div. #2 Auburn, Washington from R-2 to C-I was read. The petition was
signed by eight owners of the above property. Seven owners of property lying within
e 200 foot radius of the above described property indicated they had no objection to
the rezoning.

This petition was referred to the Planning Commission.
REQUEST FOR BUS STOP
H. M. Myers requested the Counci I take some action to allow the bus to stop
on Auburn Avenue at 8th Street Northeast as it had for many Veers.

Chief Darby stated that State regulations prohibited buses from stoping on any
highway where there was not sufficient room for them to pull completely off the road
wey. He said that since "A" S reet Northeast had been widened there was no longer
room for the buses to pull off the roadway, therefore, the bus stop at this point
had been discontinued.
Mr. Myers asked why the City could not supply the buses with enough room for
a bus stop.
It was moved by Aaby and seconded by Gaines that this matter be referred to the
Street Committee for study.

REQUEST SALE OF "SAFE AND SANE" FIREWORKS
A letter from Fred W. Poe, President of Auburn Junior Chamber of Commerce, reouested
the Counci I consider adopting e resolution permi tting the sale of "Safe and Sane"
fireworks within the city limits of Auburn.
Poe stated that the Auburn Junior Chamber of Commerce would like to engage
themselves in the sale of "Safe end Sane" fireworks in the City from June 28, 1963
until July 5, 1963.
Chuck Tozer stated that the County Commissioners are expected to authorize the
sale of "Safe end Sane" fireworks in King CounTY at their meeting June 24, 1963.
Ken Calkins, Fire Chief, said that he was strictly against the sale of any
fireworks in the City of Auburn, but he felt that if the County approved the sale of
these fireworks the Ci ty should go along wi th their decision.
It was moved by Kammeyer and seconded by Gaines that this matter be referred to the
license Committee for consideration, and that this committee be prepared to report
on their findings at the June 17, 1963 Counci I meeting.

PURCHASING COMMITTEE
Councilman Aaby reported that Glenn Rockey Consturction Company hes offered to
demolish the Hauge Building for $3,000.00 instead of the $4,955.00 that was originally
bid.
It was moved by Kemmeyer and seconded by Fitzsimmons that the original bid of
$4,955.00, with the alternate bid of $500.00 from Rockey Construction Company be
rejected.

Attorney Smythe said that a new call for bids on the demolition of the Hauge
Bui Iding would be in order. He informed the Counci I that in his opinion, it would
be i I legal to accept the offer of Glen Rockey Construction Company to demo I istì the
bui Iding for $3,000.00 without a new call for bids.
It was moved by Aaby and seconded by lea that the City Clerk be instructed to
call for bids on the demolition of the Hauge Building, bids to be opened at 8:00 p. m.
June 17, 1963.

Councilman Kammeyer informed the Council that Jerry Keesee, Sewage Disposal
Operator, would like to attend a Sewage Treatment Works School at Washington Srete
University.
It was moved by Kammeyer and seconded by Gaines that the Counci I authorize
Jerry Keesee to attend a Sewage Treatment Works School at Washington State University.

POLICE COMMITTEE
Councilman Sonnemann reported that the Police Committee had met with the Police
Chief and the Animal Control Warden In regard to the Animal Control Work as it is
presently being done. He said that it had been decided that Enumclaw and Kent should
send representatives to meet with the City of Auburn Police Committee to decide on
dog control plans for next year and proportion of cost to be borne by each participating
CI ty.
Mayor Shaughnessy stated that he would contact the cities in regard to this
matter end arrange a meeting.

PLANNING DIRECTOR

George Schuler, Planning Director, requested the Counci I consider the development
of a business permit for the City of Auburn. He said that this permit would enable
the City to keep e record of all businesses In Auburn, and help control the establish-
ment of new businesses in areas which were not properly zoned for them.
This matter was referred to the License Committee.

ORDINANCE NO. 1613
It was moved by Fitzsimmons and seconded by Kammeyer that Ordinance No. 1613
entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, RELATING TO AND PROVIDING
FOR THE REGULATION OF PUBLIC DANCES WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN;
REQUIRING THE HOLDING OF A PERMIT BY PERSONS OR ORGANIZATIONS CONDUCTING PUBLIC DANCES
HEREUNDER; PROVIDING PENALTIES FOR THE VIOLATIONS THEREOF; AND REPEALING ORDINANCES

Richard E. Wolff stated that he had presented a bi II to the City for some redesign
work he had done for relocation of Trunk Sewers in the South part of town. He said
that this redesign work was made necessary when they found it impossible to get right-
of -way on three tracks of land.
It was moved by Kammeyer and seconded by Fitzsimmons that Richard E. Wolff be
paid $3,556.70 for redesign work for relocation of Trunk Sewers in the South part of
town. The fol lowing roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes;
Fitzsimmons, yes; Sonnemann, yes; Knechtel, yes; and Gaines, no.

CHARLOTTE R. NELSON REQUEST TO REZONE
The request of Charlotte B. Nelson for rezoning which had been tabled at the
previous meeting was brought up for discussion and decision.
As no addition specifications or plans for this property were submitted to the
Council with the petition for rezoning of the N. 283.09' of the wi of the NE! of the
SW! of the NE! located in Section 19, Township 21 North, Range 5 E W M from R-3 to
C-I, it was moved by Aaby, seconded by Lea, that the Planning Commission's recommendation
to approve the petition be rejected and that Mrs. Nelson's petition to rezone be
denied.

REQUEST TO ATTEND ASSOCIATION OF
WASHINGTON CITIES CONVENTION
George Schuler, Planning Director, and Clinton W. Cote', City Engineer, requested
permission to attend the Association of Washington Cities Convention in June.

It was moved by Kammeyer and seconded by Fitzsimmons that the Planning Director,
and City Engineer be granted permission to attend the Association of Washington Cities
Convention in June.

SIDEWALK REPAIR
Counci Iman Gaines asked the City Engineer what work was presently being done on
the sidewalk repeir project.
Clinton Cote', City Engineer, stated that no new work had been done on this
project as their department was too busy at the present time.

against the City, all having previously been passed end signed by the Purchasing
Committee be approved and the City Clerk be authorized to draw warrants in payment.
