Regular meeting of the Ci ty Counc i I of the City of Auburn, held at 8:00 p. m. in the Counc i I Chambers at the Ci ty Ha II. The meeting was called to order by Mayor Shaughnessy. Counci Imen present: Aaby, Lei, Kammeyer, Fitzsimmons, Sonnemann, Knechtel, and Geines. Minutes of the previous meeting held June 3, 1963 were approved as meiled. I PUBLIC HEARING ON L. I. D. HI44 The Mayor reconvened the public heering on L. I. D. HI44 for water meins and fire h"drants for E. Main St. from "R" St. to Cedar Lene, 1st St. N. E. from Eastline of Heissermen Addition to 200 ft. East of "U" St. N. E., "U" St. N. E. from E. Main St. to 1st St. N. E., Ceder Lane from E. Main St. N. 470 ft., "U" PI. N. E. from "U" St. N. E. Eo I 80 ft. A letter from George A. Schuler, Planning Director, stated that the petition to create L. I. D. #144 wes signed by 76.11% of the property owners in the area, and that the essessments in the ere a did not exceed the limits ellowed by lew. After consideration of the letter read last meeting in opposition to L. I. D. HI44, it was moved by Kammeyer and seconded by Geines that the Public Hearing on L. I. D. #144 be closed, and the City Attorney be instructed to draw up the necessary Ordinance to implement same. MOTION CARRIED PUBLIC HEARING ON VACATION OF STREET HILENS PARK ADDITION I The Mayor declared the public hearing open on the vacation of a street beginning at the N. W. corner N E ~, N W ~, Section 30, T. 21 N., R. 5 I. W. M., thence South along the West line said N E ~, N W ~, Section 30 to a point 140 feet south of the north line of Block 6, Hi lens Park Addition, thence east 30 feet, thence north 140 feet to the north line Block 6, thence east to intersection with e curve 50 feet radius centered at a point on the south line of Lot 12, Block 3, Hi lens Park Addition 5 feet west of the S E corner thence northwesterly on said curve to point of intersection with south line said Lot 12, thence west to west line of Block 3, Thence north to the N W corner of Block 3 said Hilens Park Addition, thence east 65 feet, thence north to a point on the south line Lot 12, Block 2, 10 feet east of the southwest corner the~eof, thence west to the west line Block 2, thence north to the northwest corner, thence east 70 feet, thence north to the north line section, thence west 100 feet to point of beginning. Luther Martin, Attorney, presented the Council with a letter from W. G. Nelson and Johanna L. Nelson, which stated their refusal to deed any property to the City of Auburn for Street Purposes. A letter from Johanna L. Nelson stated that she was not in favor of deeding e roed through lots 9 and 12, Block 2, Hi lens Park Addition to Auburn, and therefore would not sign a deed to City of Auburn. It was moved by Lea and seconded by Kammeyer that the petition to vacète the above described street be rejected, and the public hearing be closed. MOTION CARRIED BIDS ON DEMOLITION OF HAUGE BUILDING The following bids were opened at 8:00 p. m., June 17, 1963, for the demolition of the Hauge Bui Iding and read as follows: I BIDDER NET AMOUNT BID ALTERNATE BID FOR REMOVING CONCRETE WALLS GLENN ROCKEY CONSTRUCTION COMPANY $3,000.00 Included in net amount R. CORRESPONDENCE COVENANT TO CITY OF AUBURN IRA F. GREGG & HELEN GREGG A convenant to the City of Auburn signed by Ire F. Gregg & Helen Gregg was read, stating that in consideration of the rezoning of property described as the south ~ of Lot 5, all of Lot 14, and the east 75' of Lot 13, all in Block "B~ French's First Addition to the Town of Slaughter (now Auburn), according to plet recorded in volume 5 of Plats, page 53, records of King County Auditor, and all situated in King County, Washington, from R-2 to R-4, that they would build according to plans, sketches of erchitect, elevetions, sidewelks end materials, as designated in Alternate Plan, or Plan No.2. It elso stated the exterior of said apartment house, and of said duplexes, would be brick veneer or masonary construction, except above the windows, and thet seid bui Idings would conform in every respect with the Sui Iding Code of the City of Auburn, and that this agreement would be pert of the Building Permit. COMPLAINT AGAINST CUTTING TREES ON "0" STREET NORTHEAST A letter from Earl D. Sterk, resident at 401 2nd N. E., informed the Council that I e tree had been cut down in front of his property, and that he felt this could have been avoided by widening the street on both sides instead of just the one side. Sterk stated that he would lose another tree if the city was to continue widening the street on just the one side. Counci Iman Lee stated that 'this street wes being widened on one side only due to the cost factor. Meyor Shaughnessy expressed his sympathy to Mr. Sterk at the loss of his trees, in the City's effort to help solve the traffic problem in the City. OFFER TO COLLECT UTILITY BILLS A letter from Vernon D. Forslund, Forslund Prescription Pharmacy, stated they would collect City of Auburn Utility bi lis, remit the proceeds to City Hall at times specified by the treasurer, end will furnish such bond es is required by the treasurer, at no cost to the city. This matter was referred to the Water Committee & City Treasurer to come back with a recommendation et the next Council Meeting. PROGRESS REPORT ON ADDITIONS TO CITY JAIL A report submitted to the Council by Archie J. Fry, Architect, showed balance due C. E. Skinner, less 15% retainage, as $9,219.09, es.:of June 8, 1963. I It was moved by Sonnemann and seconded by Lea that C. E. Skinner be paid $9,219.09 emount due as shown in report from Archie J. Fry, Architect. The following roll cell vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel, yes; end Gaines, yes. MOT I ON CARR I ED CONTRACT FOR OFFICE SPACE FARMERS HOME ADMINISTRATION A contract for the rent of office space in the City Hell at $60.00 per month for the Farmers Home Administration was presented to the Council for approval. 65 AUBURN, WASHINGTON MONDAY JUNE 17. 1963 It was moved by Sonnemenn end seconded by Kammeyer that the Council accept the contract of the United States Department of Agricultùre for rent of office space for the Farmers Home Administration at $60,00 per month, and the Mayor and City Clerk be euthorized to sign said contract. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Knechtel, yes; end Gaines, yes. M~TION CARRIED I WESTERN AUTO ASSOCIATE STORE REQUEST TO PARK TRAILER A letter from Irwin Klemm, Western Auto Associate Store, reouested permission to park a semi-trailer in front of their store at 13 E Main, and to use sidewalk for stacking a few tires for tire promotion from June 17¡to June 22nd. Chief Darby said the tires should not be stacked on the sidewalk as a safety precaution. It wes moved by Aaby and seconded by Fitzsimmons that the request of Irwin Klemm be granted. MOTION CARRIED PETITION AGAINST KUZMER BUilDING A petition signed by seventeen residents living in an area adjacent to the George Kuzmer property described as Lots 6 & 7, Block 2, Flood's tst Addition, according to volume 45 of plats, pege 53, King County, Washington, except N~ thereof. (1420 Harvey Road) requested they go on record as protesting any commericel use of accessory bui Iding on the Kuzmer property as it would be in violation of the restricted zoning in the area. George Schuler, Planning Director, stated that this building could not be used for commerical use under the present zoning. I Jeck Lange, Building Inspector, said this petition should not be entertained at al I as the building has not been used for commerical purposes. Joe McLaughlin, 816 15th Street Northeast, said this petition was presented to the Council only as a means of insuring the proper use of this bui Iding. PLANNING COMMISSION REPORT ON PUBLIC HEARING HELD JUNE 13, 1963 MARK HEDMAN PETITION TO REZONE The Planning Commission recommended the approval of Mark Hedman's petition to rezone from R-4 to C-I on property described as the East 200 feet of the SE ~ of the NW * of Section 12, Township 21 N, Renge 5 E W M, King County, Washington. Except the southerly 1105.94 feet thereof and except the northerly 15 feet thereof conveyed to King County by Deed recorded as document number 423728 and except the easterly 16 feet and except the westerly 30 feet thereof conveyed to the City of Auburn by instrument recorded under auditors file #5141028. It was moved by Kammeyer and seconded by Knechtel that the Council concur with the recommendation of the Planning Commission, end the City Attorney be instructed to draw up the necessary Ordinance to implement same. MOTION CARRIED IRA GREGG PETITION TO REZONE I Due to the fact that the le9~1 description of the property on the petition and convenant was in error the Auburn Plànning Commission could not ect on the request of Ire Gregg to rezone from R-2 to R-4. The Auburn Planning Commission referred the matter to the City Attorney. Bob Smythe, City Attorney, said that he had not formulated an opinion as yet on the Ira Gregg petition to rezone, but he felt the petition should be recirculated with the correct legal description. Luther Martin stated that the petition was being recirculated. 66 AUBURN, WASH I NGTON MDNDAY JUNE I 7, I 963 PETITION FOR ONE WAY TRAFFIC ALLEY BETWEEN "J" & ilK" "', o ""<: c: lJ A petition signed by four residents reauested the council make the 191 ley between "J" & "K" Street Northeast one way east bound from "J" Street, to stop the hi gh rate of traffic. This petition was referred to the Street Committee. AUDIENCE MORE THROUGH SIREETS NEEDED I Louie Hitchcock expressed the opinion that more through streets ere needed in the City of Auburn. He urged the Counci I to consider this need when accepting new plets. SPEED LIMITS IN ALLEYS Luther Martin expressed the need for speed limit signs in heavly traveled alleys. SPEED RESTRICTIONS ON 6TH SIREEI NORIHEÀSI Àlbert Heine said speed restrictions were needed on 6th Street Northeast in the area of the chi Idrens play ground. TRAFFIC HAZARD CORNER OF 15th & "M" STREET Joe Mclaughlin pointed out a treffic problem tit the corner of 15th & "M" Street N.E. Councilman Lea said he was very familiar with this problem, and the only solution he could see was to make 15th Street a one way street. FINAL SPECIFICATIONS ON LIBRARY Ken Schoenfeld, representative for the library Board, presented the Council with the final specifications on the new library. I The specificetions were accompenied by a letter from Elinor Wood, Chairman of the Library Board, stating that the board of trustees of Auburn Public Librari had approved the final plans as submitted by Don Allison and Associates, and reouested the City Counci I cal I for bids for the construction of a public library building, bids to be opened at 4 p. m. July 17, 1963. It was moved by Kammeyer and seconded by Aaby that the Council concur with the request of the Library Soard and instruct the City Clerk to call for bids on the con- struction of e public library bui Iding, bids to be opened at 4 p. m. July 17, 1963. MOTION CARR I ED COMMITTEE REPORTS PURCHASING COMMITTEE No Report FIRE COMMITTEE No Report LICENSE COMMITTEE Ken Fitzsimmons stated thet the License Committee was not in favor of allowing I the sale of "Safe and Sene" fireworks in the Ci ty at this time, as the County had made no decision on this matter as yet. It was moved by Fitzsimmons and seconded by Lea that the petition of the Auburn Junior Chamber of Commerce to permit the sale of "Safe and Sane" Fireworks within the city limits of Auburn be denied. MOT I ON CARR I ED AUBURN, WASHINGTON MONDAY 67 JUNE 17, 1963 STREET CONMITTEE . Councilman Lea reported that the Street Committee had met with Mr. McCloud of the ~Ighwey Department in regard to the request of the City for two trê!lffic IYghts to be Installed et 1st St. N. E. & C St., and 2nd St. N. E. & C St. Lea reported that this request had been denied on the premise that the flow of traffic was not heavy enough to warrent the Ynstallation of these IYghts. Councilman Lea reported thet there wes sti II some work to be done in regerd to the request for bus stops, and he would report on this matter at the next Council Meeting. D. for weter mains on "M" Street between 4th Street end 10th Street.
