The meeting was called to order by Mayor Shaughnessy. Counci Imen present: Aaby, Kammeyer, Fitzsimmons, Sonnemenn, Knechtel, and Gaines. Counci Iman absent: Lee. PUBLIC HEARING FOR WATER MAINS ALONG "M" STREET NORTHEAST Mayor Shaughnessy stated that due to an irregularity in publication of Resolution 12~, a new public hearing must be called for on this L. I. D. However, the mayor stated the Counci I would like to hear from anyone in the audience who might want to speak on this matter. Bi II Hibrey who resides at 535 "M" Street Northeast spoke in opposition to the creation of a L.I.D. for the purpose of Installing a six-inch cast iron water main along a portion of "M'I Street Northeast. He stated that he could not afford the high assessments that would be levied against his property due to the creation of a L.I.D. for curb and gutter in addition to the L.I.D. for water mains on "M" Street Northeast. Wi Iliam Baker, representative of the Church of Jesus Christ Latter Day Saints, spoke in fevor of the creation of the proposed L. I. D. for water mains on "M" Street Northeast. He asked if ¡he L. I. D. for curb and gutter on "M" S1reet Northeast is going through, and also if there would be any other improvements made in the near future along this street. Clinton Cote', City Engineer, said that e tew signatures were still needed on the petition to create a L. I. D. for curb and gutter on "M" Street Norrheast, and at the present time no further improvements were being proposed. CORRESPONDENCE NEED FOR MORE SLOW & SPEED SIGNS ON "J" STREEI SOUTHEASI A letter from Dr. G. A. Russon pointed out the need for more slow and speed limit signs on "J" Street Southeast. He requested that the Council consider this proþlem and take such action as they deem necessary. This matter was referred to the Street Committee. PETITION TO REZONE CAROLINE B. ORAVETZ A petition from Caroline B. Oravetz requested the rezoning of property located at 2536 Auburn Avenue from R-4 to C-I. The petition was signed by eleven property owners lying within a 200 foot radius of the above property, stating they have no objections to the proposed zoning. This petition was referred to the Planning Commission. The petition was signed by eight property I owners lying within a 200 foot radius of the above property stating they heve no objections to the proposed zoning. E. from 5th Street N. E. to 7th Street N. E. Clinton Cote', City Engineer, certified that the petition contained 80.4% in favor of the creation of this L. I. D. It was moved by Kammeyer and seconded by Aaby that the City Attorney be instructed to draw up the necessary Ordinance to create a L. ,. D. for the purpose of constructing curb & gutter and street surfacing on liB" Street N. E. from 5th Street N. E. to 7th Street N. E. MOTION CARRIED CONDEMNATION OF JEFFS' ORPHANS HOME ESTATE PROPERTY - KING COUNTY CAUSE NO. 595016. A letter from Tom M. Alderson, of Bogle, Bogle & Gates, asked that the City commit themselves to a specific easement setting forth therein the nature of a grant that would be reserved to Jeffs' Orphans Home. It was moved by Kammeyer and seconded by Gaines that the City Attorney be instructed to prepare the necessary easement across the condemned property for the benefit of Jeffs' Orphans Home Estate and their assigns or lessees. MOTION CARRIED WASHINGTON STATE POLLUTION CONTROL COMMISSION SÐVAGE IMPROVEMENT PROJECT- SCHEDULES HI & II - CHANGE ORDER HI A letter from the Washington S1ate Pollution Control Commission stated that in accordance with the Rules and Regulations of the Pollution Control Commission, the Change Order and plans have been reviewed and are approved. MINUTES OF THE BOARD OF ADJUSTMENTS MEETING The minutes of the Board of Adjustments meeting was read covering the Public Hearing held July 9, 1963 at 2:00 p. m. PROGRESS ESTIMATES ON SEWAGE IMPROVEMENT PROJECT The following progress estimates on Sewage Improvement Project were submitted to the Council for approval by Richard E. MOT I ON CARR I ED COMMITTEE REPORTS PURCHASING COMMITTEE Counci Imen Aaby reported that the Purchasing Committee was in favor of accepting the bid of Smith - Corona Marchant, Inc. on bookkeeping machine for Clerk's 0 ff i ce. It waS moved by Aaby and seconded by Sonnemann that Smith-Corona Marchant Inc. be awarded the bid for e twenty-five total bookkeeping machine for the City Clerk's Office, total cost to be $6,000,80. CITY ENGINEER No Report PLANNING DIRECTOR No Report RETURN BID BONDS ON BOOKKEEPING MACHINE It was moved by Kammeyer and seconded by Sonnemenn that the bid bonds or certified checks be returned to the unsuccessful bidders on the bookkeeping machine. '6 AUBURN, WASHING~ON MONDAY JULY 15. 1963 REPORT FROM LOUIE HITCHCOCK ON MORE THROUGH STREETS FOR THE CITY Louie Hitchcock reported to the Council that he had contacted Mr. Pfieffer about making "F" Street e through street from 21st Street to 29th Street, and was told by Mr. Pfieffer that he had never been approached on this subject prior to this time. POLICE CHIEF No Report ORDINANCE NO. 1622 Ordinance No. 1622 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE APPOINTMENT OF THE CITY CLERK AND THE CITY ATTORNEY OF THE CITY OF AUBURN. Councilman Sonnemann stated that he would like to see the positions of City Clerk and City Attorney made appointive. He said this would enable the Counci I to discharge anyone who might not be fulfilling the duties of their job, and it would elso give the Council power to hire the most qualified person for the position. It was moved by Aaby and seconded by Gaines that Ordinance No. 1622 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE APPOINTMENT OF THE CITY CLERK AND THE CITY ATTORNEY OF THE CITY OF AUBURN.", not be adopted. A letter from K. A. Leen stated that he was opposed to the L. I. D. on 14th Street S. E. as he recently heard it will be mede a deed end street. COMPLAINT ON DOGS A letter from K. A. Leen requested the Council take ection to stop demege to his property by dogs. He stated that dogs had caused up to $15.00 worth of damage in the past few months, and listed the dogs involved. I Counci Imen Sonnemann suggested that a copy of this letter be given to Charles Bible, Dog Warden. OLD BUSINESS None NEW BUSINESS COMPLAINT ON ONE WAY ALLEY BETWEEN "JII & ilK" STREET NORTHEAST Jack Warren, owner of J & J Food Market, stated he was opposed to the action teken by the Street Committee in making the alley between "J" & ilK" Street Northeast one way. He said that he was not contacted by anyone prior to meking this alley one way, end that it was proving to be a hindrance to his business. This matter was referred to the Street Committee. COUNCILMAN AL KNECHTEL RESIGNS The Counci I was presented with a letter of resignation from Councilman Alfred E. Knechtel. The letter steted that he would have to give up his duties as' Counci Iman as he is moving out of the city limits in the near future, and prior to I that time preparations to move wi II be taking all of his time. It was moved by Geines and seconded by Sonnemenn that the resignation of Alfred Knechtel be accepted. MOTION CARRIED Councilman Kammeyer expressed appreciation on behalf of the 'Counci I for the job done by AI Knechtel whi Ie serving in the capacity of Councilman. Mayor Shaughnessy said he would like the Counci I's approval of the appointment of Charles Hough as Counci'man to finish out the term of AI Knechtel. It was moved by Gaines and seconded by Sonnemann that the Counci I approve the Meyor's appointment of Charles Hough as Councilman for the position formerly held by Knechtel. MOTION CARRIED AUBURN, WASHINGTON MONDAY JULY 15, 1963 79 Mayor Shaughnessy administered the oðth of office to Charles Hough. Charles Hough said that it was indeed a pleasure for him to accept this position.
