Jim Rogers, representing the National Bank of Washington stated the $275,000.00
figure in the National Bank of Washington bid was a typographical error and should
read $225,000.00.

of Library Bonds to National Bank of Commerce on their submitted bid of 3.44575% net

RECOMMENDATION OF LIBRARY BOARD
A letter from Elinor Wood, Chairman Board of Trustees, Auburn Public Library,
recommended that the contract be awarded to the R. D. Anderson Company of Tacoma on the
submitted bid in the amount of $131,950.00.
It was moved by Kammeyer and seconded by Gaines that the contract for construction
of a new Auburn Public Library be awarded to the R. D. Anderson Company of Tacoma on
the submitted bid in the amount of $131,950.00, and the Mayor and City Clerk be instructed
to sign this contract. The fol lowing roll call vote was recorded: Aaby, yes; Lea,
yes; Kammever, yes; Fitzsimmons, yes; Sonnemann, yes; and Gaines, yes.

PUBLIC HEARING ON L. I. D. 6145

The Mayor declared the public hearing open on the assessment rolls for l. I. D. 6145
for asphalt concrete paving to a width of 34 feet and standard curb and gutter on "F"
Street Northeast, South of 8th Street.
A letter from Calvin W. Radtke reQuested the amount of his assessment be adjusted
to cover only that portion of said improvement which is constructed in accordance with
the Ordinance on this l. I. D. The letter stated there is no curbing abutting his
property, end his property abutts only 17 feet of "F" Street Northeast.
Clinton Cote', City Engineer, stated that Mr. Radtke's property wi I I be greatly
benefited by the improvements provided for in L. I. D. 6145, and it was his opinion
that the assessments on his property should not be further adjusted, some adjustment
having already been made.
It was moved by Lea and seconded by Kammeyer that the public hearing on L. I. D.
6145 be closed and the City A'torney be instructed to draw up the necessary Ordinance
approving the assessment rol I.

PUBLIC HEARING ON L. I. D. 6147
The Mayor declared the public hearing open on the assessment rolls for L. I. D.
6147 for asphalt concrete paving and standard curb and gutter on 14th Street Southeast
between "B" Street and "C" Street Southeest.

A letter from K. A. Leen of 221-14th Street Southeast, stated he was opposed to
the assessment on Lot 25, Block 5, as he had heard this street wi I I be made a dead end
street.
Grace Parslow said there were six breaks and a long scrape mark in the curb in
front of her house, which she stated could have possibly been caused by the grader.
Mrs. Don Granger stated there were four breaks on her forty foot lot, and several
breaks on her son's property which adjoins hers.
Clinton Cote', City Engineer, said he was not aware of any breaks in the curb,
but would check into the matter.

PUBLIC HEARING ON L. I. D. ',48
The Mayor declared the public hearing open on the assessment rolls for L. I. D. I
#148 for Asphalt Concrete Paving, Curb and Gutter, and necessary catch basins and
inlets, to be connected to the existing storm sewer, on 5th Street Northeast East
from "H" Street, Northeast to the Auburn City Park.
It was moved by Lea and seconded by Aaby that the Public Hearing on L. I. D. "48
be closed, and the City Attorney be instructed to draw up the necessary Ordinance
approving the assessment roll for this L. I. D.

PUBLIC HEARING ON FORMATION OF L. I. D.
FOR WATER MAINS
The Mayor declared the public hearing open on Resolution No. 130 to create a
local improvement district for the purpose of constructing a six inch cast iron
water main along a portion of "M" Street N. E.
It was moved by Aaby and seconded by Kammeyer that the Public Hearing be closed
and the City Attorney be instructed to draw up the necessary Ordinance implementing
an L. I. D. for the purpose of constructing a six inch cast iron water main along
the specified portion of 11M" Street N. E.

PUBLIC HEARING ON VACATION OF A PORTION
OF I1C" STREET SOUTHEAST
The Mayor declared the public hearing open on the vacation of a· portion of "C" I
Street Southeast. .
A petition signed by thirty residents of 13th, 14th and 15th Street Southeast,
requested the Counci I refn!lÎn from vecating the designated "C" Street Southeast,
as shown on the Terminal Park Addition Plat, as they deemed it unwise to curtai I
proposed deeded streets in the area due to the increased population and future expansion.
Mrs. Don Granger said the population in the area had almost tripled, and "B"
Street had become a main thoroughfere. She asked why "C" Street could not be opened
from 12th Street to 17th Street Southeast to help lighten the traffic load on "B"
Street Southeast'
Councilman Lea said a street had not been deeded from 14th to 17th Street
Southeast.
It was moved by Lea and seconded by Gaines that the petition for vacation of a
portion of "C" Street Southeast be denied.

PUBLIC HEARING ON VACATION OF A PORTION
OF "D" STREET SOUTHEAST
The Mayor declared the public hearing open on the vacetion of a portion of
"D" Street Southeast.

Elisabeth Heritage, City Clerk, read a letter from W. G. Nelson and Johann!'!
L. Nelson who were in opposition to the first proposal for vacation of "DI1 Street
Southeest.
George Schuler, Planning Director, stated that the new reauest for the vacation
of a portion of liD" Street Southeest did not involve the Nelson property.
It was moved by Lea and seconded by Kammeyer that the Public Hearing be closed,
end the City Attorney be instructed to draw up the necessary Ordinance to implement
this vacation, with the uti lity easements being retained on the portion vacated.

PETITION TO REZONE
J. N. SHAUGHNESSY & F. H. SHAUGHNESSY
A petition from J. N. Shaughnessy and F. H. Shaughnessy requested the rezoning of
property of 135 - 30th Street Northeast end 221 - 30th Street Northeast from A-I to M-I.
This petition was signed by one property owner living within a 200 foot radius of the
property, stating he had no objections to the proposed zoning.
This petition was referred to the Planning Commission.
PETITION TO REZONE
ENMA BROOKS
A petition from Emma Brooks requested the rezoning of 3204 Auburn Abenue from
A-I to C-I. This petition was signed by six owners of property lying within a 200
foot radius of the property, stating hey have no objections to the proposed zoning.
This petition was referred to the Planning Commission.
PETITION TO CREATE L. I. D. FOR CURB &
GUTTER ON "M" STREET, NORTHEAST, AND
HARVEY ROAD
A petition signed by thirty-six owners of property abutting "M" Street N. E.
from Main Street to Harvey Road (6th Street N. E.) also, Harvey Road from 6th Street
N. E. to Auburn Avenue requested the Counci I create a L. I. D. for the purpose
of constructing curb, and gutter along these streets.
A letter from George Schuler, Planning Director, stated that he had checked
the peti tions for L. I. D. for curb and gutter on "M" Street, Northeast, and Harvey
Road between Main Street and Auburn Avenue, and certified that these petitions were
signed by 54.23% of the property affected.
It was moved by Lea and seconded by Kammeyer that the City A'torney be
instructed to draw up the necessary Ordinance to create a L. I. D. for curb and
gutter on "M" Street N. E. from Main Street to Harvey Road (6th Street N. E.) also,
Harvey Read from 6th Street N. E. lo Auburn Avenue.

The monthly report for July 1963, of the Municipal Court was presented to the
Counci I by George Fiori, Jr., Judge, Auburn Municipal Court, showing the total to
City Treasurer, $3,882.25.

'MPROVEMENTS TO AUBURN CITY JAIL
Archie Fry, Architect, submitted Progress Estimate No.3 on the additions &
improvements to Auburn Ci ty Jai I to the Counci I for approval. The estimate showed
the amount due C. E. Skinøer, Inc. as $13,843.52.
It was moved by Sonnemann and seconded by Kammever that C. E. Skinner, Inc.
be paid the amount due of $13,843.~2 as reported in progress estimate No.3. The

A letter from Ervin Hansen requested a loading and unloading zone be granted in

REQUEST FOR INTERPRETATION OF
PRESENT LIBRARY DEED
A letter from Ed Cavanaugh requested that the City request an interpretation by
the SU.!te Attorney General as to the intent of the clause in the lease which stated V
"said premises or, any part thereof is used for any purpose incompatible with
that of ð Free Public Librðry.", as the Library Board is anxious to assist in any way
necessary to keep this bui Iding within the framework of the City of Auburn.

from the City to allow him to maintain the tent for business purposes while his new bui Iding
is being completed for en edditional ninety days.
It was moved by Gaines and seconded by Lea that Johnson's Hardware & Appliance
be granted permission to meintain the tent for business purposes for an additional
ninety days, subject to the issuence of e permit by the Fire Chief.

YOUNG CITIZENS GROUP
A letter from a group of young citizens informed the Counci I of their formation
as e group interested in gathering information about the methods of politics. They
requested volunteers from the incumbent public servants in the community to attend
their meetings to help in finding the answers to their questions on politics.
Mayor Shaughnessy and severe I Counci Imen stated they would be heppy to essist.

IRA GREGG REQUEST TO REZONE
The Plenning Commission recommended the approval of the reouest of 'ra Gre99 to
rezone from R-2 to R-4 property described es the south helf (!) of Lot Five (5), ell
of Lot fourteen (14) and the east seventy-five (75) feet of Lot thirteen (13), all
in Block "B" French's First Addition to the Town of Slaughter (now Auburn), according
to plat recorded in volume 5, of Plats, page 53, records of King County Auditor al I
situated in King County, Washington. because it conforms to the City of Auburn's
Comprehensive Plan.
George Schuler, Planning Director, read the covenant to the City of Auburn,
Washington from Ira F. Gregg and Helen Gregg which was submitted with their petition
to rezone.
Jerry Adair said that a petition signed by 50% of the property owners in the
area, who were against the rezoning of this property, was turned into the Plenning
Commission. He also said that the duplex to be built on the property wi I I be land
locked.
Cas Adair, owner of property at 420 K Street Northeast, stated that all the
people who signed the petition against the rezoning were living on the same block
on which the property to be rezoned is located. He also stated that he was against
spot zoning.
Ralph Beers urged the Counci I to turn down the request of Ira Gregg to rezone,
as he was not in favor of spot zoning.
George Schuler, Planning Director, stated that he had checked the petition
and it contained the necessary number of signatures to make it legal.
It was moved by Gaines and seconded by Sonnemann that the Counci I concur with
the recommendation of the Planning Commission and approve the rezoning as reouested
by Mr. Gregg.

George Schuler, Planning Director, requested confirmation of the appointment
of new planning commission members.
Mayor Shaughnessy stated that Hugh Jones, Jim Sui lenberger, and Charles Hough
resigned from the Planning Commission.
He said that he had appointed the following members to the Planning Commission
to fi lithe vacated positions: Steve Lone, Ralph Hamlin, and Ted Lea.

Mayor's appointment of Steve Lone, Ralph Hamlin, end Ted Lee to the Planning Commission.

Hugh Darby, Police Chief, reported that the new addition to the jai I is just
about completed. He also reported that they now have a state wide teletype in
operation in their department. Chief Darby said that Glen Detton is leaving the
Auburn Police Force to accept the position of Enumclaw Police Chief, and Wi I liam
Francke wi II become a new Patrolman for the Auburn Police Department.
