HomeMy WebLinkAbout09-16-1963 AUBURN, WASHINGTON Ñ\ONDA Y 101 SEPTEMBER 16. 1963 Regular meeting of the City Counci I of the City of Auburn, held at 8:00 p. m. in the Council Chambers at the City Hal I. The meeting was called to order by Mayor Shaughnessy. Councilmen present: Aaby, Lea, Kammeyer, Fitzsimmons, Sonnemann, Hough, and Gaines. Minutes of the previous meeting held September 3, 1963 were approved as mailed. CORRESPONDENCE I PETITION TO REZONE FROM JOHN B. SCHOMAKER A petition from John B. Schomaker requested the rezoning of property located at 17th & C Street Southeast from R-3 to R-4. The petition was signed by nine owners of property lying within a 200 foot radius of the property, stating they have no objections to the proposed zoning. This petition was referred to the Planning Commission. PETITION TO REZONE FROM HOWARD E. BOTHELL A petition from Bothel I Chevrolet-Cadi Ilac, Inc. requested the rezoning of property located at 16th and Auburn Avenue from R-2 to C-I. The petition was signed by five owners of property lying within a 200 foot radius of the property, stating they have no objections to the proposed zoning. This petition was referred to the Planning Commission. PLANNING COMMISSION REPORT ON PUBLIC HEARING HELD SEPTEMBER 12, 1963 EMMA BROOKS REQUEST TO REZONE I The Planning Commission recommended the rezone from A-I to C-I property described as the N 118 feet of the S 778.94 feet of H. H. 21 N, Range 5 E.W.M. approval of Mrs. Emma Brooks request to the E 122.43 feet of the W 1825 feet of Jones D.L.C. No. 39 in Section 6, Township It was moved by Aaby and seconded by Kammeyer that the Council concur with the recommendation of the Planning Commission. MOTION CARRIED J. N. SHAUGHNESSY REQUEST TO REZONE The Planning Commission recommended the approval of J. N. Shaughnessy's request to rezone from A-I to M-I property described as the N 480 feet of the W 415 feet of the H. H. Jones D.L.C. No. 39 in Section 6, Township 21 N, Range 5 E.W.M. It was moved by Kammeyer and seconded by Lea that the Counci 1 concur with the recommendation of the Planning Commission. MOTION CARRIED PRELIMINARY PLAT OF ARMSTRONG'S MAPLEWOOD ADDITION I The Planning Commission recommended the approval of the Armstrong Construction Co. request for approval of preliminary plat of Armstrong's Maplewood Add. described as the N~ of the SEk of the Nwk of the NEk of Section 30, Township 21 N, Range 5 E.W.M. Less the S 150 feet of the E 254 feet, provided that 28th Street is extended to the westerly property line of the proposed plat for future extension to adjacent undeveloped property. WASH I NGTON MONDAY SEPTEMBER 16. 1963 REQUEST FOR STRONGER ENFORCEMENT OF ORDINANCE NO. 1397 REGARDING NEW PLATS "'-..") o ~ t:= ("""J The Planning Commission recommended that Section 7, Paragraph 3 of Ordinance No. 1397, the Subdivision Ordinance of the City of Auburn, be enforced on al I new plats and plats where development has not started. It was moved by Kammeyer and seconded by Aaby that the Council concur with the Planning Commissions recommendation. MOTION CARRIED REQUEST FOR PATH ON "M" STREET S.E. BETWEEN 21st and 22nd STREETS. I A letter from Mrs. Lloyd Atkinson requested the City provide the children with a path on ~" St. between 21st and 22nd Streets S. E. She said that many children use this route on their way to Pioneer School and during the rainy season this area fi lIs with puddles and mud. This matter was held in abeyance without action. PROGRESS ESTIMATE NO. 4 ADDITIONS & IMPROVEMENTS TO CITY JAIL Progress Estimate No.4 as presented to the Council for approval by Archie J. Fry, Architect, showed amount due C. E. Skinner, Inc. as $1832.50 for a period from August I, 1963 thru August 31, 1963. It was moved by Sonnemann and seconded by Gaines that C. E. Skinner, Inc. be paid $1832.50 as reported due by Progress Estimate No.4 approved by Archie Fry, Architect. MOTION CARRIED FRANK TOWELL GIVEN CERTIFICATE OF COMPETENCY. A letter from Department of Health stated that a Certificate of Competency is being I issued to Frank Towel I by the Board of Certification for the State of Washington of the Pacific Northwest Pollution Control ~ssociation as he has successfully passed an examination, which with his experience has qualified him for this rating. NOTICE OF HEARING MAYOR'S PRELIMINARY BUDGET Elisabeth Heritage, City Clerk, announced that the Mayor's Preliminary Budget for the year 1964 has been completed and that a Public Hearing wi I I be held Monday, October 7, 1963, at 8 p. m. in the Counci I Chambers at the City Hall for consideration. Copies of the Mayor's Preliminary Budget are on file and may be obtained at the office of the CI ty Clerk on and after Monday,,; September 23, 1963. TRANSFER ORDERS H496, H497, H498, & H499 Elisabeth Heritage, City Clerk, read transfer orders #496, #497, H498, and H499 as fo I lows: TRANSFER ORDER H496 to transfer from the Jail Construction Fund to the Current Expense Fund the sum of Three hundred twenty-two and 58/100 for Jail Addition as authorized by Ordinance No. 1612. TRANSFER ORDER H497 to transfer from the Municipal Library Construction Fund to the General Cumulative Reserve Fund the sum of Eight hundred fifty and no/IOO dollars for repayment of funds advanced for architect's fees as provided by Ordinance No. 1540. TRANSFER ORDER H498 to transfer from the Municipal Park Construction Fund to the General Cumulative Reserve Fund the sum of Two thousand and no/IOO dollars for I repayment of $2,000.00 paid Clark, Coleman & Reupeiks for preparation of prelimi~ary development plans for Terrace Park. TRANSFER ORDER H499 to transfer from the Library Fund to the Current Expense Fund the sum of One thousand and no/IOO dollars for repayment of loan for operating expenses in 1962--0rdinance No. 1551. MOTION CARRIED AUBURN, WASHINGTON MONDAY 1031 SEPTEMBER 16, 1963 AUDIENCE None COMMITTEE REPORTS PURCHASING COMMITTEE No Report I No Report FIRE COMMITTEE LICENSE COMMITTEE No Report STREET COMMITTEE No Report WATER COMMITTEE In regard to letter from Clarence Swanson and Virgi I Swanson as read at the last Counci 1 Meeting, Counci Iman Kammeyer reported it was found that no offer of this sort had been made by the City of Auburn to the Swan sons for damages to their property caused by the City of Auburn in the construction of a sewer. Further negotiations are under way. LIGHT COMMITTEE It was moved by Gaines and seconded by Kammeyer that a 7000 Mercury Vapor Light be installed at 1508 G Street and 3416 0 Street Southeast, and a 20,000 Mercury Vapor Light be installed at 12th and Enumclaw Highway. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Hough, yes; and Gaines, yes. MOTION CARR I ED AGREEh~NT FOR HOUSING PRISONERS FOR CITY OF ENUMCLAW I An agreement between the City of Auburn and City of Enumclaw for the housing of prisoners for the City of Enumclaw due to their lack of facilities was presented to the Council for approval. It was moved by Sonnemann and seconded by Kammeyer that the City Clerk and Mayor be authorized to sign an agreement for the City of Auburn with the City of Enumclaw for the housing of prisoners by the City of Auburn, with the addition of a clause in the agreement which wi I I provide housing for these prisoners only when there is sufficient space available in Auburn's jial faci lity. MOTION CARRIED OLD BUSINESS None NEW BUSINESS DEED FROM JOHN B. SCHOMAKER TO CITY OF AUBURN Robert Smythe, City Attorney, reported that he had received a deed from John B. Schomaker conveying fifteen feet of property to the City of Auburn on 17th Street for street purposes. This additional fifteen feet wi I I bring this street up to standard width at that point. I It was moved by Gaines and seconded by Aaby that the Counci I authorize the City Attorney to record this deed from Schomaker. MOT I ON CARR I ED REQUEST FOR MUNICIPALY OWNED AIRPORT Councilman Gaines reported that he had some new information in regard to plans for a municipaly owned airport and had talked with several Councilmen from the City of Kent in regard to having an airport to be owned jointly by the City of Auburn and the City of Kent. He requested that a new committee be appointed to look into the posslbi Ii ties of such a merger. It was moved by Aaby and seconded by Kammeyer that a committee be appointed to investigate the advisability of entering into a contract with the City of Kent for a jointly owned municipal airport. MOTION CARRIED Mayor Shaughnessy appointed Councilman Gaines to head the committee with Councilman Fitzsimmons and Councilman Aaby. PAYROLL DEDUCTIONS Councilman Aaby reported that nothing had been decided In regard to insurance deductions on the payrol I. He reported that the committee working on this matter I would like to see this matter tabled unti I the next Council Meeting so as to allow them more time to study this matter. Mayor Shaughnessy deferred any action until the next Council Meeting. CLAIMS It was moved by Kammeyer and seconded by Aaby that the following claims against the City, all having previously been passed and signed by the Purchasing Committee, be approved and the City Clerk be authorized to draw warrants in payment.
