HomeMy WebLinkAbout11-04-1963 1'34 AUBURN, WASH I NGTON MONDAY NOVEMBER 4. 1963 Regular meeting of the City Council of the City of Auburn, held at 8:00 p. m. in the Council Chambers at the City Hall. The meeting was called to order by Mayor Shaughnessy. Councilmen present: Counci Iman absent: Aaby, Lea, Kammeyer, Sonnemann, Hough, and Gaines. Fitzsirrmons. Minutes of the previous meeting held October 21, 1963 were approved as mai led. BIDS ON POLICE CARS The City Clerk read the following bids on two Police Prowler cars, which were opened at 4 p. m. November 4, 1963 in the Council Chambers at the City Hall: Firm Bid Including:Sales Tax Less Trade-in '. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Sonnemann, yes; Hough, yes; and Gaines, yes. PUBLIC HEARING ON OFF-STREET PARKING The Mayor declared the public hearing open on the Comprehensive Plan for the provision of off-street parking space and facilities for motor yehicles within the City of Auburn. Lillian Kelly, speaking for her mother Jessie M. Luther; Howard Bothe"; Alva Long, Attorney representing William Moses; and Thomas Agee spoke in opposition to' the proposed L. I. D. for off-street parking. Alva Long, in behalf of his client, asked that his name be removed from the petition to create this Local Improvement District. At the request of Alva long, Attorney, Elisabeth Heritage, City Clerk, read the Engineer's Certi ficate on the proposed local Improvement Distriè:t 1155. Waldo Carlson spoke in favor of the proposed L. I. D. for off-street parking and urged the Council to pass the Ordinance to implement same. Gene Kasper said he felt each member of the Council should be able to answer all the questions which were brought up concerning the L. I. D. for off- street parking before they vote to create this L. I. D. Mayor Shaughnessy requested Howard Bothell to repeat his questions concerning the L. I. D. for off-street parking, so that they could be answered. Howard Bothell repeated his questions, George Schuler, Planning Director, and several Councilmen answered the qu~stions as they were presented. It was moved by Aaby and seconded by Kammeyer that the Public Hearing be closed on the proposed L. I. D. for off-street parking and the City Attorney be instructed to present the Ordinance which was drawn up for the purpose of creating this l. I. D. MOTION CARRIED Robert Smythe, City Attorney, suggested that copies of this Ordinance be made available to the public. WASH I NGTON MONDAY NOVEMBER 4. 1963 CORRESPONDENCE PETITION ON PUBLIC PARK TERMINAL PARK ADD I nON f// A petition signed by eight-five residents of Auburn stated they were opposed to the City trading the city land that now is being used for public park purposes in the Terminal Park Addition for an undeveloped piece of land adjacent to the Auburn Heights Addition. It was moved by Lea and seconded by Aaby to deny Archie Meade's request for the City to deed him the Terminal Park property which borders his property in exchange for the amount of acreage for the new park adjacent to the Auburn Heights Add i t ion. MOTION CARRIED REQUEST TO ACCEPT PRELIMINARY PLAT OF CANTERBURY ADDITION A letter from Bruce C. Dennis & Associates requested the council consider for acceptance the Preliminary Plat of Canterbury Addition. This matter was referred to the Planning Commission. SPECIAL PERMIT REQUEST FOR NURSING HOME A letter from Mrs. A. J. Dunn requested the Board of Adjustments grant a special permit on property described as The west one half of the Southeast quarter of the Northeast quarter of the Southwest quarter of said Section, EXCEPT the South 165 feet, the West 170 feet and the North 15 feet; TOGETHER with the North 320.3 feet of the West 170 feet of the West one half of the Southeast quarter of the Northeast quarter of the Southwest quarter of said Section; EXCEPT the West 30 feet and the North 15 feet, situate in the County of King, State of Washington, for nursing home purposes. The letter was signed by fourteen owners of property lying within a 100 foot radius of the above described property, stating they have no objections to the proposed special permit. This matter was referred to the Board of Adjustments. AUBURN CONCRETE PRODUCTS, INC. REQUEST REGARDING THE DUMPING OF SEPTIC TANK AFFLUENT A letter from Auburn Concrete Products, Inc. requested consent to their dumping septic tank affluent into the City of Auburn Sewer Disposal System. This matter was referred to the Water Committee. FREE PARKING REQUESTED DURING XMAS SEASON A letter from James Weese, Chairman Retial Trades Committee Auburn Chamber of Commerce, requested the Council grant free parking during the Christmas Shopping season from Friday, November 29th to December 28th, inclusive. It was moved by Lea and seconded by Sonnemann that the request of the Auburn Chamber of Commerce Retail Trades Committke be granted. MOT I ON CARR I ED VERNEE. JONES - SALE OF HOME A letter received from Verne E. Jones concerning the sale of his home to the City of Auburn, set his estimate of a fiar market value as $18,500.00. This matter was referred to the Water Committee. ESTIMATES ON 1962 WATER-SEWER EXTENSION W. A. McCONNACHIE & FRANK COLUCCIO CONSTRUCTION Elisabeth Heritage, City Clerk, read Progress Estimate No.8, showing amount due W. A. A. McConnachie and Frank Coluccio. The follewing roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer,yes; Sonnemann, yes; Hough, yes; and Gaines, yes, on progress payment to W. A. McConnachie and "no" on pregress payment to Frank Coluccio. MOTI ON CARR I ED STATEMENT OF ARCHIE FRY, ARCHITECT I E'isabeth Heritage, City Clerk, read the statement of Archie Fry, Arcþitect showing amount due him as $600.00. Councilman Sonnemann stated there were a couple items which should be taken up with Archie Fry before payment is made. It was moved by Gaines and seconded by Hough that the statement as presented by Archie Fry be tabJe_._ MOTION CARRIED PROGRESS ESTIMATE'5 C. E. SKINNER, INC. Progress estimate No. 5 as approved by Architect Archie Fry was presented to the Council, showing amount due C. E. Skinner, Inc. for the period of October I, 1963 through October 25, 1963 as $586.09. It was moved by Sonnemann and seconded by lea that Progress Estimate #5 be approved and payment be made C. E. Skinner, Inc. in the amount of $586.09. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Sonnemann, yes; Hough, yes; and Gaines, yes. MOT I ON CARR I ED PROGRESS ESTIMATE '3 R. D. ANDERSON COMPANY Progress estimate No. 3 as approved by Architect Don Allison was presented I to the Council showing amount due R. D. Anderson Company as $26,488.80. It was moved by Gaines and seconded by Hough that R. D. Anderson Company be paid $26,488.80 as specified in Progress Estimate #3 by Donald l. Allison, Architect. I Progress estimate No. I for work on ItM" Street Northeast & Harvey Road was presented to the Council by Clinton W. Cote', City Engineer, showing amount due Valley Cement Finishing Company as $10,189.30. It was moved by lea and seconded by Sonnemann that Progress Estimate No. I be approved and payment of $10,189.30 be made to Valley Cement Finishing Company. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; 50nnemann, yes; Hough, yes; and Gaines, yes. MOTION CARRIED HAYS FIREWORKS COMPANY A letter from Hays Fireworks Company accompanied with King County Resolution #26125, regulating the sale, possession, use and discharge of fireworks within I King County, was presented to the Counci I in order to help enable the Council to pass legislation which would be up-to-date. It was moved by Kammeyer and seconded by Sonnemann that this matter be referred to the License Committee. MOT ION CARR I EO 1 R:.7; AUBURN. WASH I NGTON MONDAY NOVEMBER 4. 1963 LETTERS CONCERNING GARBAGE CONTRACT Elisabeth Heritage, City Clerk, read letters from Dr. George Nickelsen, Oren K. Sroufe, Mrs. Larry Spurgeon, Ardith M. Cox, Robert E. Justice, Sr., Gerald W. Harrell, and petitions bearing 128 signatures which requested Johnson's Disposal be awarded the garbage contract. COMMITTEE REPORTS PURCHASING COMMITTEE I CALL FOR BIDS ON LEGAL PUBLICATIONS It was moved by Aaby and seconded by Kammeyer that the City Clerk be instructed to call for sealed bids on legal publications of the City during the year 1964, bids to be opened November 18, 1963 at 4 p. m. MOTION CARR I ED CALL FOR BIDS PREMIUM OR ETHYL GASOLINE It was moved by Aaby and seconded by Lea that the City Clerk be instructed to call for bids on premium or ethyl gasoline at the City's supply tanks for the year 1964, bids to be opened on November 18, at 4 p. m. Erath be awarded the garbage collection contract for the city for a five year period beginning January I, 1964, on the basis of his bid submitted October 21, 1963; with the provision that Mr. Erath also enter into a five year contract to provide garbage service for those areas in the city on which he now holds a county franchise at the same payment basis as his 1963 contract with the city; also with the understanding that as the franchise periods elapse on various areas he will provide them with garbage service at the regular rates as submitted in his October 21st bid; also that the Mayor and City Clerk be authorized to sign these contracts with Erath.
