'-~ CJ The meeting was cal led to order by Mayor Shaughnessy. Counci Imen present: Aaby, Lea, Kammeyer, Fitzsimmons, Sonnemann, Hough, and Gaines. Minutes of the previous meeting held December 16, 1963 were approved as mai led. BIDS ON STREET DEPARTMENT TRUCK Bids for the Street Department truck which had been opened at 4 p. m. January 6, 19641 were read by the City Clerk as follows: Bid Including Sales Tax Less Trade-in Net Bid ALLAN GREEN CHEVROLET Model Ld6303 $8610.56 Model D6303 $7712.71 BREWER MOTOR International Diesel Model 1600 $6876.43 BOTHELL CHEV. These bids were referred to the Street Committee. Counci Iman Lea reported that the Street Committee would I ike to hold the bids for further study and not take action on them at this time. CORRESPONDENCE REQUEST FOR LIGHTS ON 29th & F St. S.E. I A letter from Florence Morrision owner of Marsolais Manor, requested the Counci I take action to provide a street light or two on 29th and F Street S.E. This letter was referred to the Light Committee. CLAIM FOR DAMAGES (Stanley L. Brown) A claim for damages in the sum of $675.00 was filed with the City Clerk January 6, 1964 by Stanley L. Brown who resides at 108 Wayne Avenue, Paciffc, Washington. PLANNING COMMISSION REPORT The Auburn Planning Commission held a Public Hearing on January 2, 1964 on the request of Mr. David Botting to rezone from R-3, Residential to NS, Neighborhood Shopping, Block 12, FRENCH'S ADDITION TO THE CITY OF AUBURN, LESS portion of liMit Street NE. The Auburn Planning Commission recommended the approval of this request. It was moved by Lea and seconded by Hough that the Counci I concur with the Planning Commission's recommendation. MOTION CARRIED BOARD OF ADJUSTMENT REPORT I The Board of Adjustment held a Public Hearing December 5, 1963 at 7:30 p. m. on the request of Mr. Darrel Fowler and Mr. A. J. Dunn for a special property use for a nursing home on 19th & F Street Southeast. The Board of Adjustment granted this request. 1591 AUBURN, WASHINGTON MONDAY JANUARY 6, I 964 SEWER CONSTRUCTION DAMAGE (VIRGIL SWANSON & CLARENCE SWANSON) A letter from Virgi I Swanson & Clarence Swanson stated they would accept the Sewer Committee offer in which the City of Auburn would pay them twenty-five hundred dollars for easement damage. It was moved by Kammeyer and seconded by Fitzsimmons that the City of Auburn pay Virgi I Swanson & Clarence Swanson the sum of twenty-five hundred dollars for easement damage upon receipt of a letter relinquishing any further claim against the City of IAuburn. Anderson Company for construction work on the new Auburn Public Library. It was moved by Sonnemann and seconded by Kammeyer that $24,175.1 I be paid R. D. Anderson Company for construction work on the new Auburn Public Library as outlined by Progress Estimate #5. MOTION CARRIED PROGRESS ESTIMATE ON L.I .D. #154 Clinton W. Cote', City Engineer, submitted Progress Estimate No.2 on L.I .D. #154 showing amount due Glenn Rockey Construction Company as $3,859.60. It was moved by Kammeyer and seconded by Fitzsimmons that Glenn Rockey Construction Company be paid $3,859.60 as specified in Progress Estimate No.2 on L.I.D #154. The following rol' call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Hough, yes; and Gaines, yes. MOTION CARRIED RESIGNATION OF CITY ENGINEER Clinton W. Cote', City Engineer, submitted his resignation to the Counci I effective of February I, 1964. las of It was moved by Lea and seconded by Sonnemann that the Counci I accept the resignation Clinton W. Cote' as City Engineer effective February I, 1964. MOTION CARRIED MONTHLY, QUARTERLY, AND ANNUAL REPORTS OF MUNICIPAL COURT The monthly report of the Municipal Court was submitted to the Counci I by George Fiori, Jr. Judge, Auburn Municipal Court, showing total amount pay City Treasurer as $3,152.50. The quarterly report of the Municipal Court submitted to the Counci 1 by George Fiori, Jr., Judge Auburn Municipal Court. showed a total amount pa;d City Treasurer as $11,335.75. 1 ~JJUBURN, WASH I NGTON NONDAY JANUARY 6. 1964 The annual report of the Municipal Court also submitted to the Counci I by Judge Fiori showed a total amount paid City Treasurer as $45,390.20. AUD I ENCE None CO^~ITTEE REPORTS PURCHASING COr~ITTEE No Report FIRE CONNlITTEE Counci Iman Hough reported that Ben Franklin has retired as Fireman of The Auburn Fire Department as of December 31, 1963, after being employed by the City of Auburn for forty years. Counci Iman Hough reported that Richard R. Hays has been appointed Fireman for the Auburn Fire Department effective January I, 1964. LICENSE CONNlITTEE No Report STREET CONNlITTEE No Report WATER CONNlITTEE No Report LIGHT CONN" TTEE It was moved by Gaines and seconded by Aaby that a 20,000 Mercury Vapor light be instal led at 29th & F Street Southeast. MOT I ON CARR I ED It was moved by Gaines and seconded by Fitzsimmons that the matter of lights on Park Avenue be turned over to the Park Board for consideration and report back with a recommendation to the Counci I. MOTION CARRIED Bi I I Raven, Chairman of the Park Board, stated he would like to get the lights on Park Avenue off the park meter, and turn them over to Puget Sound Power & Light. Counci Iman Gaines recommended the Counci I consider replacing al I the old street lights in the City of Auburn with 7,000 Mercury Vapor Lights. POLICE CONNlITTEE Counci Iman Sonnemann ~eported that the Auburn Police Department had received both new Police Cars. ORDINANCE NO. 1662 Robert Smythe, City Attorney, reported that the Street Committee would like Ordinance No. 1662 held over for further study. I ORDINANCE NO. 1665 Robert Smythe, City Attorney, read Ordinance No. 1665 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, DEFINING, REGULATING AND LICENSING SOLICITORS AND CANVASSERS WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN: PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ORDINANCES NO. 747 AND I I 10 OF THE CITY OF AUBURN, AND ALL OTHER ORDINANCES AND SECTIONS OF ORDINANCES INSOFAR AS THEY ARE IN CONFLICT HEREWITH." MOTION CARRIED ORDINANCE NO. 1666 It was moved by Lea and seconded by Aaby that Ordinance No. 1666 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE REZONING OF CERTAIN PROPERTY IN THE CITY OF AUBURN, WASHINGTON, CHANGING THE ZONING CLASS OF SAID PROPERTY FROM R-3 TO NS." be introduced and adopted. MOTION CARRIED ORDINANCE NO. 1668 It was moved by Kammeyer and seconded by Hough that Ordinance No. 1668 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON DECLARING A PUBLIC EMERGENCY TO EXIST AND APPROPRIATING THE SUM OF $3,750.00 FROM THE ^~INTENANCE AND OPERATION CLASS OF THE GENERAL GOVERNMENT SECTION OF THE CURRENT EXPENSE FUND OF THE CITY OF AUBURN, TO PROVIDE NECESSARY FUNDS FOR THE EMPLOYMENT OF A JANITOR FOR THE MUNICIPAL BUILDINGS OF THE CITY OF AUBURN."be introduced. It was moved by Gaines and seconded by Lea that the City Attorney be instructed to record the deed from Bothel I Chevrolet-Cadi Ilac, Inc.
