The meeting was cal led to order by Mayor Shaughnessy. Counci Imen present: Aaby, Lea, Kammeyer, Fitzsimmons, Sonnemann, and Gaines. Counci Iman absent: Hough. Minutes of the previous meeting held January 6, 1964 were approved as mai led. I CORRESPONDENCE REQUEST 2-HOUR PARKING SIGNS ON 3RD N. E. A letter from L. Kenneth Schoenfeld requested permission to place 2-hour limit parking signs on 3rd Street Northeast, adjacent to the Schoenfeld Bui Iding. This matter was referred to the Street Committee. 2-HOUR PARKING IN FRONT OF GRADE SCHOOL Mayor Shaughnessy asked Counci Iman Lea to look into the matter of the 2-hou~ parking zone West of the Washington Grade School on "E" Street and on 1st N.E. from "D" To liE", this area was not being used enough to warrant a 2-hour parking zone. C' REQUEST FOR CROSSWALK ON HARVEY ROAD AT 12th Street. Northeast A letter from Esther Ott, Principal North Auburn Elementary School, requested a pedestrian walk be painted across Harvey Road at 12th Street Northeast. This request was referred to the Street Committee. I VALLEY NATIONAL BANK REQUEST DEPOSIT OF CITY OF AUBURN FUNDS A letter from Robert M. Doherty, President Val ley National Bank, requested they be named as a depostiory for a portion of the funds of the City of Auburn. This request was referred to the Finance Committee. BOARD OF ADJUSTMENTS MINUTES Elisabeth Heritage, City Clerk, read minutes of the Board of Adjustments public hearing held January 13, 1964 at 7:00 p. m. Mayor Shaughnessy asked that these minutes be placed on fi Ie in the Clerk's Off i ce. RICHARD E. WOLFF FINAL FEE ON SCHEDULE 'II Richard E. Wolff submitted his final estimate for fee for inspection and engineering services on Sewage Treatment Project, Schedule I I I, showing balance due him of $800.44. Mr. Wolff also submitted his estimate for Resident Inspection on Schedule I I I, Sewage Treatment Plant showing a balance due him of $332.30. It was moved by Kammeyer and seconded by Lea that Richard E. Wolff be paid 1$1,132.74 the total of these two est imates. The following roll call vote was recorded: Aaby, yes; Lea, yes; Kammeyer, yes; Fitzsimmons, yes; Sonnemann, yes; Gaines, yes. MOTION CARRIED 15% RETAINAGE DUE F. H. FtELD CONSTRUCTION CO. Elisabeth Heritage, City Clerk, reported the thirty days have elapsed since the completion of Schedule III (Pump Station, Laboratory Bui Iding, Etc.), and the 15 Percent retainage on the contract is due F. H. Field Construction company upon receipt of clearance from Tax Commission and Labor Industries Dept. J64; AUBURN, WASHINGTON MONDAY JANUARY 20, I 964 ~ o It was moved by Kammeyer and seconded by Aaby that F. H. MOTION CARRIED PETITION AGAINST PIPE COATING COMPANY A petition signed by sixty-five residents living in the area of Pipe Coating Inc., located at 2808 "A" Street Southeast, requested the City fake some action against the pungent and offensive odor originating from this plant, as they belived it constitutes a public nuisance. REQUEST TO AMEND GARBAGE ORDINANCE I A letter from J. V. Lange, Sanitation Supervisor, requested that Section 6 of Ordinance No. 1530 be so amended as to establish for residential area the maximum or minimum distance from a property line that garbage containers shall be placed for collection, and that Section 6 be amended to establish the maximum weight (including the weight of container) that the collector of refuge should be obliged to pick up and remove from a premise. ZONE CHANGE APPLICATION - CHRIS J. KLONTZ Mr. Chris J. Klontz submitted a zone change application to the Counci I which requested the change of zoning classification of property at 7th & Harvey Road from R-2 to R-4. This zone change application was referred to the Planning Commission. SPECIAL PROPERTY USE PE~^IT APPLICATION A. J. FRY & ASSIGNS A. J. Fry & Assigns submitted a special property use permit application for the establishment of apartment units and office center at 19th Street Southeast. This special property use permit application was referred to the Planning Commission. I AUD I ENCE ODOR OF PIPE COATING COMPANY Charles Street resident at 2215 D Street Southeast reported on the odor being given off from Pipe Coating Inc., and requested the Counci I take some action to eliminate the problem. George Schuler, Planning Director, stated that a fi Iter had been instal led so the fal lout foom this plant is no longer harmful. Robert Smythe, City Attorney, recommended the Engineering Department along with the Health Officer be appointed to investigate this matter, in order to determine whether action should be taken. Mrs. Frankhauser resident at 2107 D Street Southeast reported that she could not keep the odor out of her house and off her clothes. She also said her grandchi Idren picked up the odor in their hair after playing outside. Lloyd Kee resident at 2216 D Street Southeast reported that the odor was strong enough to burn your eyes at the Olympic Junior High located at 19th & K Street S.E. The manager of Pipe Coating Inc. stated he would be glad to meet with a Council I commi ttee. N~ENDMENTS TO GARBAGE ORDINANCE c. W. Erath, Garbage Co I lector for the City of Auburn, stated he håd heard nothing regarding the amendments to the garbage ordinance, but would meet with a Counci I Committee to consider these amendments. Mayor Shaughnessy said he would talk to Mr. Lange to see what basis he had for making this request. f65 AUBURN, WASHINGTON MONDAY JANUARY 20, 1964 COMMITTEE REPORTS PURCHASING COm^ITTEE No Report LICENSE COMMITTEE Councilman Fitzsimmons lIIunti next Council Meeting, stated that the Solicitation Ordinance would be held up in order that they may study it further. STREET COMMITTEE It was moved by Lea and seconded by Sonnemann that the City Clerk be instructed to cal I for sealed bids for the purchase of 20,000 G.V.W. Dump Truck with Body and Hoist for the Street Department, specifications for both 6 cylinder and V8 gas engine trucks to be obtained from the office of the City Clerk, bids to be received by the City Clerk on or before 4 p. m. Monday, February 3, 1964. MOTION CARRIED WATER COm^ITTEE It was moved by Kammeyer and seconded by Gaines that the City Clerk be instructed to cal I for sealed bids for the purchase of approximately 11,000 feet of concrete cylinder pipe, bids to be received by the City Clerk on or before 4 p. m. Monday, February 3, 1964. MOTION CARRIED LIGHT COMMITTEE Counci Iman Gaines, reporting for the Airport Survey Committee, requested permission by the Counci I to submit jointly with the City of Kent property now being used as a airport in the Kent area to FAA for a site survey. I It was moved by Gaines and seconded by Fitzsimmons that the Council resolve to authorize the City of Auburn jointly with the City of Kent to submit the property now being used as a airport in the Kent area to the FAA for a site survey. MOTION CARRIED POLICE COMMITTEE No Report FIRE CO^~ITTEE No Report FIRE CHIEF No Report WATER SUPERINTENDENT No Report PLANNING DIRECTOR George Schuler, Planning Director, stated he had received an invitation to a meeting Ion L.I .D.s to be held at Bel levue, February 6, 1964, at 12:00 p. m., and if any of the Council are interested in going please contact him. George Schuler requested that a counci I committee be appointed to help him in going over the option on parcels of property to be bought on the new parking L.I .D, in order to determine which parcels should be gone over by a professional appraiser. It was moved by Aaby and seconded by Sonnemann that the Counci I go over these options with George Schuler, Planning Director, and the Counci I committee with George Schuler, Planning Director, be authorized to hire a professional appraiser as needed. ORDINANCE NO. 1662 I Robert Smythe, City Attorney, stated that Ordinance No. 1662 would be tabled unti I the next Council meeting due to the new request for 2-hour parking zones. ORDINANCE NO. 1665 Robert Smythe, City Attorney, stated that Ordinance No. 1665 on Solicitation would remain tabled for further study. ORDINANCE NO. 1668 Robert Smythe, City Attorney, stated that Ordinance No. 1668, an Ordinance concerning janitor service for the city would be tabled. MOT I ON CARR I ED ODOR OF PIPE COATING COMPANY Mayor Shaughnessy appointed the License Committee with the Health Officer to look into the matter of odor from the Pipe Coating Company. AMENDMENTS TO GARBAGE ORDINANCE I Mayor Shaughnessy referred the matter of Garbage Ordinance amendments to the Police Committee. OLD BUSINESS REQUEST FOR TRAFFIC SIGNALS ON "CIt STREET Counci Iman Sonnemann asked George Schuler, Planning Director, if anything could be done in regard to traffic signals on "CIt Street. 161} AUBURN, WASHINGTON IKJNDAY JANUARY 20, 1964 George Schuler, Planning Director, said he felt a letter from the City Clerk and Mayor to the State about these traffic signals would help to draw this problem to their attention. It was moved by Sonnemann and seconded by Lea that the Mayor and City Clerk be instructed to write a letter to the State Highway Department urging them to take some action in getting more traffic signals installed on "C" Street. MOTION CARRIED NEW BUSINESS I None CLAIMS It was moved by Gaines and seconded by Sonnemann that the fol lowing claim against the City, al I having previously been passed and signed by the Purchasing Committee, be approved and the City Clerk be authorized to draw warrants in payment.
