Minutes of the previous meeting held February 3, 1964 were approved as mai led.

PROPERTY OR ACCESS ROADS
A letter from Carl Spratley. President of the Outl~N Saddle Club, requested
informaTion on any restrictions on access roads or property at \Vhite Lake, as their
saddle club is looking for an arena for their club sponsored horse shows as we I I as
practice area.
This letter was referred to the License Committee.

A letter from Bernard 6ucove. M.D. State Director of Health for the State of
Washington Department of Health, stated that the plans and specifications for the
City of Auburn Coal Creek Pipeline and Spring Development had been reviewed. and, in
accor~ance with Chapter 154. of the codified Rules and Regulations of the State Board
of Health and the State Departmert of Health, they were approved.

on the request of the Bible Baptist Church to rezone from R-3 to a Soeciaf Property
Use for church purposes or. the following described property.

The Iq;burn Planning Commission recommended the approval of this request as it
was a good use for the pr-operty involved; it· wi II provide ô l!ìuffer zone between
future commercial and existing residential uses; and there is good aCcess to this
f ac i lit y.
A letter from Carol.yn ~. Landrud and D. Roger Landrud protested the granting
of a special property use on the above described property.

the P!anning Commissions recommendation.

the Counci I proceed \vith due caution in permitting additional shopping centers in
the city.

Alva Long, Auburn Attorney, appeared before the Counci I on several matters.

He stated there was a crying need for City of Auburn Ordinances relative to I
impounding of cars.
In regard to the request of the Outlaw Saddle Club, he said he bel ieved the
road to '.'lhite Lake is privately owned and not a city street.
l\s a representative of Howard ßothel'. 1\\1". Long presented several qU'2stions.
He inquired if the LID assessments against the property would be superior to fir~t
mortgages? Would the City of /\uburn underwrite the bond issue on the Parking LID
without putting it to the vote of the people? If so, he stated that if the City
accepts the liability of the' bonds, Howard Bothe!! \vould be put in jeopardy twice--
once as a property owners ¡ n the proposed park ¡ ng LI D and aga in as a property owner
in the City of Auburn.
Mr. Long asserted that city ordinances setting up mandatory duties of city
engineer in regard to formation of L'D~ had not been complied with and presented
a copy of an affadavit 81 legedly signed by Clinton Cote', former city Engineer,
stating he had not made the surveys as set up in Ordinance 1646 and that the work
had been done by George Schuler. Planning Director.
City Attorney Smythe requested a copy of the original affadavit signed by
Cote'. He stated that Cote' had executed a sworn statement to the effect that he
had actually performed the required work on the Parfdng LID and if the leter
affadavit was factual, Mr. Cote' had committee perjury.
Smythe stated in regard to Parking L.! .D. the City had only a contingent
obligation and the whole matter was premature at this time.

Counci Iman Sonnemann reported for the Finance Committee in their decision
to renew the lease between the F.H.í\. and City of Auburn for office space in tt1e
City Hal I for another year under the terms of the old lease.
! t was moved by Sonnemann and seconded by f'Zammeyer that the t:,ayor and Ci ty
Clerk be authorized to sign a one year lease with the Farmers Home Administraction
for office space in the city hal I under the terms of the present contract. The

Counci Iman Hough reported that he had received a letter from R. K. Calkins,
Fire Chief, requesting that the necessary arrangements be made for Captains, Blinn, I
Hansen, Taylor, and himself to attend the sixth annual command school to be held
in Yakima. Apri I 13-16, 1964.

Counci Iman Kammeyer reported that the bids on Schedules A and B of the Coal
Creek Project would be m,arded at the next Counci I meeting.

Retirement System in which it was determined that the 25% of uniform personnel contri-

participating city's release matching funds.

Robert Smythe stated that he had prepared a questionnaire to be distributed to
al I the people in the area of Pipe Coating Inc., and these have been given to the
Enginnering Department.
Elisabeth Heritage, City Clerk, said their would be a man avai fable from the
University as soon as Pipe CoaTing Inc., and these have been given to the Engineering
Department.
