Minutes of the previous meeting held March 2, 1964 were approved as mai led. 81DS ON PUMP HOUSE REVISIONS SCHEDULE C COAL CREEK PROJECT I Elisabeth Hertiage, City Clerk, read the bids which were opened at 4:00 p. m. in the Council Chambers at the City Hal I as fol lows: AUSTIN CONSTRUCTION $34,309.60 GENERAL MECHANICAL $35,296.56 MOTTNER & McCUTCHEN $41,423.20 PACIFIC POOLS INC. $35,984.83 U. C. O. I NC . $35,315.00 UNITED CONTRACTORS $35,602.32 G. R. LEISCHNŒ $37,370.32 AI I bids were accompanied by a bid bond and included 4% Sales Tax. Richard IVolff, Consulting Engineer, reported that the bids on the project were now al I in, and totaled less than 9 percent over the engineer's estimate. Taking into consideration that the Pump House Revision bids involved variances based on choice of several pumps, Austin Construction bid of $34,309.60 was low. Mr. Wolff I recommended the bid be awarded Austin Const,-uction leaving the choice of pumps to him. It was moved by Kammeyer and seconded by Gaines that Austin Construction Company be awarded the bid for pump house revisions Schedule C of the Coal Cr-eek Project, with the choice of pumps being left up to Richard E. Wolff, Consulting Engineer, and the Mayor and City Clerk be authorized to sign the contract. This matter was '-eferred to the License Committee. ROBERT DOWD PROTEST AGAINST GARBAGE RATE A letter from Pobert Dowd protested the high rate fo,- collecting garbage at his eleven unit apartment bui Iding located at 2205 Dog.^Jood Street Southeast, and requested an adjustment be made on the garbage bi I I for the last four months. I A\ayor Shaughnessy stated he would arrange forr a meeting with Mr. Dowd, tv'.r. Erath and a Counci I Committee to try to find a solution to this problem. I I I AUBURN, WASHINGTON MONDAY fMF(CH 16, 1964 189~ PROTEST AGAINST THE SALE OF DOG HOUSES A letter from Mr. and Mrs. Thomas A. Pibling, Mr. and Mrs. David Grinstead, I\k. Charles Ribling, and Mr-. and Mrs. Howar-d f:'. Wilson protested the sale of dog houses by George Kuzmer at 1420 Harvey Road stating it was a detraction to a residential neighborhood. F:obert Smythe, City Attorney, stated that a Resolution had been drawn up governing the sale of these dog houses by George Kuzmer. George Schuler, Planning Director, stated that he would contact Mr. Kuzmer in regard to this problem. REQUEST FOR STREET LIGHTS 'N I LDWOOD MOB I L HOME PAF¿K A I etter from Char-I es H. Dougherty requested street lights at the "Wi I dwood f,",obi I Home Park" entrance on the Enumclaw Highway, Oí- the extension of the street light system from the newly instal led lights near the Chinook School to the city I imi ts. PLANN I NG COfNv\ I SS ION f<EPOPT The City of Auburn's Planning Commission reported the Public Hearings, March 12, 1964 had been continued on the following petitions: The Auburn Planning Commission recommended the request of Mr. Odegar-d to rezone from R-I to R-3 property located on Hi-Crest Drive be held in abeyance unti I a more convenient time as Mr. Odegard is in serious condition from recent surgery. The Auburn Planning Commission recommended the r-equest of Mr. A. J. Fry and Assigns for a Special Property Use be held in abeyance whi Ie the Secretary and Planning Di,-ector- wt-ite a letter requesting the plans to be changed to accomodate an East and West right of way. rEQUEST TO ATTEND MEET I ~·JG J. V. LANGE, BUILDING INSPECTOR A letter from J. V. Lange, Bui ding Inspector, requested permission to attend a workshop for inspectors conducted by the Washington Natural Gas Company to be held in Seattle, TUElsday and Wednesday, March 31 and April 1,1964, useing a City vehicle for transpor'tation. It \'Jas moved by Gai nes and seconded by Aaby that the Counci I concur wi th the r'ecor;¡¡nendation of the Park Board and award Auburn Electric the bid for Street lights on Park Avenue and through the park to near 4th Avenue Northeast, and the Mayor and City Clerk be authorized to sign the contract. Putnicld, Acting Chief, Construction Grants Water t.::: Supply ('!.: Pollution Contr-ol, advised the Counci I that the information r-equested CJ in their letter of h\arch 2, 1964, has been submitted by our engineer Fichard E. Wolff, and that they will add OUI- project to the list of forthcoming inspections. PUMPING STATION REVISIONS, SCHEDULE C A letter from Bernard Bucove, M. D., State Director of Health, advised the Counci I that the plans and specifications for the Pumping Station Revisions, Schedule C were received in their office It,arch (S, 19(54, and have been reviewed, I and, in accordance with Chapter .54 of the codified Rules and Regulations of the State Board of Health and the State Department of Health, are approved. CITY OF AUBUrn, ' S COMPREHENS I VE LI AS I L I TY Elisabeth Heritage, City Clerk, reported the City of Auburn's comprehensive liability expir-es this month, and Harry O. Lieske; Insurance Agents Chairman, has submitted the bid information on this to various agencies. RETAINED PERCENTAGES DUE VALLEY CEMENT F I ìJ I SH I NG COMPANY A letter from George Schuler, Acting Engineer for the City of Auburn, submitted for approval the fol lowing retained percentages due Val ley Cement Finishing Company this date on the below listed projects: L.I.D. #149 L. D. 1f-150 L.I.O. iF/51 (2nd Street Southeast) (B Street Northeast) (M Street and Harvey Road, curb and gutter) Fund (M Street and Harvey Road) $ 1 , 0 1 8 . 84 799.54 Arterial Gas Tax 1,698.27 5,945.45 It was moved by Lea and seconded by Sonnemann that the retained percentages due Val ley Cement Finishing Company on L.I .D.'s #149, #150, #151 and the Arterial Gas Tax Fund be paid. Counci Iman Gaines asked if the retâined percentages should not be held up unti 1 repairs have been made on M Street and Harvey Road. I George Schuler, Acting Engineer, stated that the contractors were not at fault, but that it was due to the time of year the construction work was ordered done. George Blinn, Street Superintendent, stated that some of the repairs have already been done by his department. Counci Iman Lea stated that construction work on 1'.\ Street and flalvey F;oad was not started in September as planned, because it was found that a water line and a sanitary sewer system had to be put in before the road could be surfaced. He said at the present time they ar-e C"'J work i ng on A & ß Sh-eet ¡.!ortheast, and have removed two trees at the north line of the Cemetery on A Street Northeast. PLANNING DIRECTOR Geo¡-ge Schule , Planning Director, reported that he had been to several meetings concerning access and traffic patterns in the down town area. He stated the State Highway Department would be lesponsible for the traffic control lights I needed on A and C Street at Main and First N. E. only if Main and First Streets were made one-way sh-eets.
