PLANNING COMMISSION PUBLIC HEARING Recommendations of the Auburn Planning Commission on their public hearing held Apr i I 16, 1964 were as fo I lows: The Planning Commission took no action on the request of E. J. Ryan to rezone from R-I to R-4 property described as Lots 20, 21, 22, and 23, Block I, FOREST VILLA NO.3 as he wanted to withdraw his petition as he now fells that a precedent might be set if this zone change was granted. I The Planning Commission recommended that the Comprehensive Land Use Plan for the City of Auburn be adopted as presented. It was moved by Sonnemann and seconded by Aaby that the city clerk be Instructed to cal I for a public hearing, May 18th, at 8 p. m. in the Council Chambers at the City Hall on the Comprehensive Land Use Plan for the City of Auburn. MOTION CARRIED The Planning Commission recommended that the request of Mr. A. J. Fry and Assigns for a Special Property Use on property described as the E~ of SW~ of NEk of sw4, EXCEPT S 389.79'; E 135' of W! of swk of NEk of sw4 EXCEPT 389.79' ; S 90' of Ek of Nwk of NEk ofsw4 EXCEPT Co. Road all in Section 19, Township 21 N, Range 5 EWM, be gránted as Mr. Fry has conformed to al I changes requested by the Planning Commission. It was moved by Sonnemann and seconded by Calkins that the city clerk be Instructed to cal I for a public hearing, May 18th, at 8 p. m. in the Counci I Chambers at the City Hal I in regard to the petition of Mr. A. Quit Claim Deed from Columbian Club, Inc. to City of Auburn for portion of F Street Southeast between 19th and 21st Southeast. It was moved by Lea and seconded by Hough that the City Attorney be instructed to fi Ie both of these quit claim deeds. MOTION CARRIED THIRD ANNUAL BUILDING OFFICIALS WORKSHOP J. V. Lange requested permission to attend the Third Annual Building Officials Workshop April 23, and 24 in Tacoma, using the city's vehicle for transportation. It was moved by Kline and seconded by Hough that J. B. Lange, Bui Iding Inspector be given permission to attend this workshop, using the city's vehicle for transportation. MOTION CARR I ED RESIGNATION OF CITY TREASURER I Letter from James T. Skrivan submitted his resignation as City Treasurer for health reasons, effective as of May I, 1964. Mayor Gaines expressed his regret for the circumstances necessitating Mr. Skrivan's decision, stating he had long served the city efficiently and faithfully as City Treasurer. The Mayor asked the Counci I to defer action on this resignation as he would like time to further publicize this vacancy. RESIGNATION OF DONALD W. TAYLOR Letter from Donald W. Taylor resigned his position as captain in the Auburn Fire Department for personal reasons. 20Ji AUBURN, WASHINGTON MONDAY APR I L 20. 1964 OLD LIBRARY VACATED BY MAY 31 "'", o ~ t::: C'J Letter from the Auburn Public library Board notified the City Council that the old building would be completely vacated by May 31 at which time, by terms of the deed, the property reverts to the heirs of the original grantor, Arthur C. Bal lard. TRAFFIC CONGESTION - MIKE WOOD FURNITURE Letter from Mike Wood requested the city take action to remedy the traffic congestion in front of the Mike Wood Furniture and Appliance, Weaver's Appliance and the O.K. Tire Store. Mr. Wood stated the condition was caused when the widening of Auburn Avenue I left inadequate entrance and exit areas. Mayor Gaines turned this over to the Street Committee for their recommendation. NEW LIBRARY 100 PERCENT COMPLETE Certificate of Final Inspection and ~cceptance of the Auburn Public Library building by OonAllison and Associates, Architects, certifying that all work by contractor, R. D. Anderson, has been performed and 100 percent completed in accordance with the contract documents and amendments thereto. The Library Board has accepted the project as of April 17, 1964, and the Mayor and City Clerk need authorization to accept the project on behalf of the City of Auburn. It was moved by Sonnemann and seconded by Hough that the Mayor and City Clerk be authorized to sign the letter of acceptance regarding the new library building. MOTION CARRIED APPLICATION FOR SIDE SEWER LICENSE CLEO MANNING Application for Side Sewer License by Cleo Manning of Seattle. Mr. Manning has submitted bond in the amount of $1000. and certificate of insurance and paid.. the $25.00 fee for application and license. It was moved by Calkins and seconded by Aaby that the application of Cleo Manning I for Side Sewer License be approved. MOTION CARRIED PROCLAMATION OF FIGHT CANCER WEEK Mayor Gaines proclaimed the week of Apri I 28 through 30 as Auburn's FIGHT CANCER WEEK. COMMITTEE REPORTS LIGHT COMMITTEE - CHARLES HOUGH Counci Iman Hough reported that a survey had been taken by him with the assistance of Phil Aspinwal', of Puget Sound Power and Light, and the fol lowing installation and removal of lights are needed. 20,000 Watt Mercury Vapor Lights at: 12th and Harvey Road lOth, K St. and Harvey Road 6th and Harvey Road First and M Sts. N. E. Two 7000 Mercury Vapor Lights at each of the fol lowing: Between Enumclaw Hi-way and 12th S. E. Between 9th and 12th S. E. Between 6th and 8th Sts. S. E. Between Main and Third S. E. Between lOth and 12th N. E. Between 12th and 14th N. E. I One 7000 Mercury Vapor light at each of fol lowing: 6th and 8th N. E. 14th and 15th N. E. Councilman Hough reported that no action would be taken on these installations and removals until further consideration could be given to the necessary funds involved. FIRE COMMITTEE - CHARLES HOUGH I Councilman Hough reported for Chief Calkins on the Yakima Fire Command School which was held Oct. 13th through 16th. Chief Calkins stated that Donald Taylor's services as captain terminated as of Apri I 15,1964. It was moved by Calkins and seconded by Hough that the Counci I accept the resignation of Donald Taylor. MOTION CARRIED PURCHASING COMMITTEE - RAY SONNEMANN No Report LICENSE COMMITTEE - BRIAN CALKINS No Report STREET COMMITTEE - TED LEA Counci Iman Lea reported that repairs have been started in a number of bad places on Harvey Road. WATER-SEWER COMMITTEE - KEN FITZSIMMONS I Councilman Fitzsimmons reported that Resolution No. 146, a resolution accepting the 1962 Water-Sewer Extension Project, would be presented for council approval. He stated that Richard E. Wolff, Consulting Engineer, John Hurt, Assistant Water Superintendent, and Jerry Keesee, Disposal Plant Operator, had been contacted in regard to the discrepancies which have shown up at the disposal plant. He said that the necessary revisions would be made to eliminate these discrepancies. Councilman Fitzsimmons reported that Richard E. Wolff, Consulting Engineer, has drawn up plans for a tower on Lea Hi I I. Councilman Fitzsimmons reported that they were laying pipe at trench site of Coal Creek Project. Counci Iman Fitzsimmons reported that S. L. Rowland Construction Company., Inc. has requested the City of Auburn establish a sewer line from Dogwood Street to Sherman Acres. POLICE COMMITTEE - SKIP KLINE Councilman Kline stated that a preliminary investigation had been made of the complaint of H. L. Baldwin and ten persons against the pasturing of two horses at 924 M Street Southeast. He said the committee was not ready to make a final report on this, but will report at the next counci I meeting. PLANNING DIRECTOR - GEORGE SCHULER I No Report ASSISTANT WATER SUPERINTENDENT - JOHN HURT No Report AUDIENCE Andrew Benedetti, resident at 509 M Street Southeast, reported that the new sewer line which is being placed in front of his home is not deep enough to accomodate basement faci I ities in his home; therefore, he felt that he ~hould not have to pay any sewer charges on his property. 208 AUBURN, WASHINGTON MONDAY APR IL 20, 1964 Mayor Gaines asked that the Water-Sewer Committee work with Andrew Benedetti in trying to solve his problem. oh,' o ~ ~ ("'J Louis Hitchcock drew attention to the road conditions of IIF" Street Southeast between 21st and 29th, and more especially the corner of 26th and "F" Street Southeast. He also asked why Mrs. Pfieffer has not been contacted in regard to deeding the City 30 feet. Councilman Lea reported that the Street committee was aware of the conditions on IIFII Street Southeast. He also reported that the Street Conmittee had authorized negotiations with Mrs. Pfieffer for 30 feet of her property. I ElRoy Childs asked about the progress on 21st Street Southeast to the Game Farm Road. Councilman Lea said this project should be completed in near future. ORDINANCE NO. 1661 Robert Smythe, City Attorney, asked that this Ordinance be witheld until action has been taken on it by the State Department of Highways. ORDINANCE NO. 1690 It was moved by Aaby and seconded by Calkins that Ordinance No. 1690 entitled IIAN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, RELATING TO, REGULATING AND LICENSING MERCHANT PATROlMAN AND THE MERCHANT PATROL BUSINESS AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF", be adopted. SALLEY AS ASSISTANT CITY ATTORNEY FOR THE CITY OF AUBURN, PURSUANT TO THE TERMS OF ORDINANCE NO. 1664 OF THE CITY OF AUBURN", be introduced and adopted. MOTl ON CARR I ED AUBURN, WASHINGTON MONDAY 2 () 9,' APRil 20, 1964 OLD BUSINESS It was moved by Fitzsimmons and seconded by Sonnemann that the Council accept the resignation of Ross Pickett from the Cemetery Board. MOTION CARRIED Mayor Gaines reported that the Street Department had taken care of putting in the back fill from the curb back to the property line on the Horn property át 1114 Harvey Road. I Mayor Gaines announced the completion of remodeling of mayor's office and attorney's office. He asked that the Councilmen and Head of Departments feel free to use the mayor's office as a meeting room. Counci Iman Sonnemann reported that the committee investigating the possibilities of a new dog pound had met with the Water Committee in regard to location of the pound. He said that several proposals for location of the pound have been made but no decision has been made as yet. NEW BUSINESS Mayor Gaines urged Councilmen and Head of Department to get information for agenda to the city clerk on Thursdays, before counci I meetings. Mayor Gaines urged Councilmen and Head of Departments to make all call for bids at 8 p. m. on the night of a council meeting. Mayor Gaines appointed the fol lowing committee to look into the possibilities of a municipaly owned airport: Counci Iman Fitzsimmons, Councilman Kline and City Attorney, Robert Smythe. Robert Smythe, City Attorney, reported that he had received a letter from the Washington State Aeronautics Board and a letter from the Federal Aviation Agency in regard to a municipaly owned airport. I Mayor Gaines reported that he had appointed Floyd Calkins to the Cemetery Board. It was moved by Fitzsimmons and seconded by Kline that the Council approve the appointment of Floyd Calkins to the Cemetery Board.
