PUBLIC HEARING - EDWARD BLASFIELD REZONING The Mayor declðred the public hearing open on the petition of Edward Blasfield to rezone from R-2 to C-2 property located at 9th and C Street Southeast. There being no discussion on this rezoning, the Mðyor declared the public heari ng closed. Mayor Gaines stated a report would be made on this later in the meeting. ----- CORRESPONDENCE AUBURN CHAMBER OF CO~N~ERCE A letter from the Auburn Chamber of Commerce requested the release of a portion of B Street Southeast between East Main end al ley on July 17 and 18 for the purpose of holding a chicken barbeque as a pert of Retei I Trades promotion. This letter was referred to the Engineering Department and the Street Committee with power to ect. PLANNING CO~ISSION REPORT AND RECO~~ENDATIONS The petition of Cosby & Brunnel for Special Property Use was withdrawn. The Auburn Planning Commission recommended the petition of Mr. R. O~ Bain, Mr. John W. Greqgs and Mr. D. Roqer Landrud to rezone be held in abeyance unti I June 18, 1964 for further study. The Auburn Planning Commission recommended approvel of the petition of AI fred Schoenbachler to rezone from A-I to C-3 land located adjacent to west side of river across from Green River Golf end Country Club. It was moved by Sonnemann and seconded by Hough that the City Clerk be instructed to cal I for a publ ic hearing to be held, July 6, 1964, at 8 p. m. in the Counci I Chambers at the City Hall on the Alfred Schoenbechler petition to rezone. MOTION CARRIED Mayor Gaines asked Hal Hagestad, City Engineer, to look into the matter of a left turn lane on the property to be rezoned. The Auburn Planning Commission recommended approval of the Preliminary Plat of Marder Addition to Auburn, Division No.2 provided thet 30 feet of right-of-way be dedicated for road purposes on the west side of the plet, that 5.25 feet on the south side of the plat be dedicated for road purposes, and the road in the center of the plat be widened to 60 feet instead of 50 feet. It was moved by Kline and seconded by Aaby that Counci I approve the Prel iminary Plat of Mardel Addition to Auburn, Division No.2 subject to additions and corrections as specified by the Auburn Plenning Commission. After discussion as to whether there were water mains provided for in this plat, Counci Iman Aaby withdrew his second to the motion. The motion was then seconded by Counci Iman Hough. I 964 Mayor Gaines instructed the Engineering Department to contact heads of departments and other people concerned with the formation of new plats, and give them copies of the proposed plat or at least inform them of the detei Is of the plet. The Auburn Planning Commission recommended the petition requesting that the setback line be changed from 135 feet to 105 feet from the west marginal line of Auburn Avenue in the plat of Hazel McKean Addition and the Mardel Addition be granted. It was moved by Sonnemann end seconded by Hough thet we concur with the Plenning Commission's recommendation. MOT I ON CARR I ED REQUEST FOR L. I. D.s The fol lowing petitions for formation of Local Improvement Districts were submitted. I. Water Mains on 29th Southeast between F and K Streets. 2. Sanitary Sewer in 81 ley east Auburn Avenue between 24th and 26th St. N. E. 3. Sanitery Sewer on K St. N. E. between 11th end 12th and on 11th St. between K and M St. Northeast. 4. Curb, gutter and asphaltic peving on 11th St. N. E. between K and M Sts. These requests were referred to the Engineering Department. AUBURN CEMETERY BOARD - VACATION OF ROAD A letter from the Auburn Cemetery Board requested the vacation of a certain road within the boundaries of the Cemetery. This matter was referred to the City Attorney. MYRA SIEGLE RESIGNATION A letter was received from Myra Siegle submitting her resignation es a member of the Auburn Cemetery Board. It was moved by Sonnemann and seconded by Aaby that we accept the resignation of Myra Siegle as a member of the Auburn Cemetery Board. MOTION CARRIED F. H. A. CONTRACT FOR OFFICE SPACE The Farmers Home Administration presented the Counci I with a contract for renewing lease on space now occupied by them for year beginning July I, 1964. It was moved by Sonnemann and seconded by Aaby that the Mayor and City Clerk be instructed to sign this contract with the Farmers Home Administration. MOTION CARRIED AUKEEN MENTAL HEALTH SERVICE A notice from the Aukeen Mental Health Service set a meeting for 7:30 p. m., June 18, in the Seattle King County Health Department Bui Iding. Auburn. Mayor Gaines asked that al I Counci I Members who could attend this meeting do so. H. A. RUTLEDGE - CITY OWNED TRAILER A letter from H. A. Rutledge inquired as to the possibi lity of he being able to purchase a city owned trai ler. This matter was referred to the Engineering Department. KING COUNTY AUDITOR A letter from the King County Auditor stated the pro-rated shere of the City of Auburn in the Feb. Mackie requested the rezoning of her property located on the Enumclaw Highway between J St. and 17th St. S, E. from R-2 to C-I. This petition was referred to the Planning Commission. REQUEST TO SELL FIREWORKS John Marty. Commander of Auburn Post 78 American Legion. asked the Counci I to give their organization permission to sel I "Safe and Sane Fireworks" in the City of Auburn. MAYOR'S PROCLAMATIONS AND APPOINTMENTS Mayor Gaines appointed Mrs. Georqe Wolff for a five year term as a member of the Library Trustees, replacing ~rs. Mike Wood whose term expired June. 1964. It was moved by Aaby and seconded by Sonnemann thet the Counci I confirm the Mayor's appointment of Mrs. George Wol ff as a member of the Library Trus-tees for a term of five years. MOTION CARRIED Mayor Gaines appointed Howard Bothel I as a member of the Planninq Commission. replacing AI Leslie whose term expired June. 1964. It was moved by Sonnemann and seconded by Hough that the Counci I confirm the Mayor's appointment of Howard Bothel I, Sr. as a member of the Planning Commission. MOTION CARRIED Mayor Gaines appointed Hal Haqestad, Phi I Aspinwal I, Ke~ Weeks, Steve Lone, Howard Bothel I and Jack Hawkins to the Val ley PlannJng Commission. It was moved by Kline and seconded by Hough that the Council confirm the Mayor's appointment of Hal Hagestad, Phi I Aspinwal I, Ken Weeks,Steve Lone, Howard Bothel I and Jack Hawkins to the Val ley Planning Commission. MOTION CARRIED Mayor Gaines re-appointed Ed Cavanauqh as Civi I Defense Director and Dr. Naomi Pettinqi I , as Health Officer. I t was moved by Sonnemðnn and seconded by Hough that the Counci I confirm the Mayor's appointment of Ed Cavanaugh as Civi I Defense Director. MOTION CARRIED It was moved by Aaby and seconded by Hough that Ray Sonnemann be elected to serve as Chairman of the Finance Committee. Wolff, Consulting Engineer, on the Lee Hi I I Water Supply. WATER-SEWER DEPT. - ACTING SUPT. JOHN HURT John Hurt reported the following concerning the Coal Creek Project: 1. AI I pumps instal led and working satisfectorly. 2. Minor work left to be done on the project. 3. Awaiting final letter from Health Department. POLICE - BOB KLINE II Counci Iman Kline stated he had received a request from Police Chief Darby for R. E. Fisher and Capt. McDermott to attend two-day Communications School in Yakime, June 26 and 27. It was moved by Kline and seconded by Hough that R. E. Fisher and Capt. McDermott be given permission to attend a two-day Communications School in Yakima, June 26 and 27. MOT I ON CARR I ED FINANCE - JOHN KELLY, CITY TREASURER John Kelly, City Treasurer, reported that it was the recommendation of the Finance Committee to instruct the City Attorney to draw up an emerqency ordinance appropriating funds for the purchase of two Police Cars and the construction of a Doq Pound. Mr. Kelly reported that it was the recommendation of the Finance Committee that the City Attorney be instructed to draw up an emerqency ordinance approprieting $4,547.92 for purchase of two. vehicles and one mobi I radio unit for Public Works ~t., payment to be mede from General Cumulative Reserve fund. Mr. Kef Iy requested approval of the fol lowing transfer, orders: I No. 502 - $25,440.77 from 1962 Water-Sewer Extension Fund to 1960 Water-Sewer Revenue Bond Redemption Fund. No. 503 - $34,316.24 from Water Construction Fund to 1960 Water-Sewer Revenue Bond Redemption Fund. Mr. Kelly reported that it was the recommendation of the Finance Committee that the Counci I designate the National Bank of Washinqton, National Bank of Co~erce and Val ley National Bank as the óffical banks for the City of Auburn for 1964. Mr. Kelly reported that it was the request of the City Finance Committee that the Counci I concur in its action euthorizing the City Treasurer to reinvest I I I 239~' AUBURN, WASHINGTON MONDAY JUNE I~ 1964 Park Constructi0'l.Funds in such amounts, and for such periods as mey be most advantegeous to the Park Construction Fund. I REMOVAL OF FENCE - LES GOVE PARK Robert Smythe, City Attorney, said he had written a letter to Harold McMasters informing him that his fence. which is located on the Les Gove Park property, must be removed within 30 days. LEGAL HOLIDAYS FOR CITY EMPLOYEES It was moved by Aaby and seconded by Kline that the request for return of February 12. Oct. 12. and November I I as regular city legal holidays for employees be denied. MOTION CARRIED STATE OF WASHINGTON'S COUNCIL FOR CHILDREN & YOUTH It was moved by Aaby and seconded by Hough that the city endorse the $4.6 mi II ion bond issue for the Chi Idren's insti tution (Referendum No. 13) which wi II appear on the November bal lot. MOTION CARRIED VACATION OF STREETS Robert Smythe. City Attorney, reported that he had written the Association of Washington Cities concerning charges levied by other cities for the vacation of streets. He said he would make a report on this at the next Counci I Meeting. I NEW BUSINESS Robert Smythe, City Attorney, reported on the progress of the downtown parking L. I. D.
