The meeting was cal led to order by Mayor Gaines. Counci Imen present: Hough. Lea, Kline. Fitzsimmons. Calkins, Aaby and Sonnemann. Mayor Gaines inquired if there were any ommissions or corrections for minutes of the July 6. 1964 counci I meeting. It was moved by Calkins and seconded by Hough that the passage of Ordinance No. 1707 be deleted from the July 6. 1964 counci I minutes. due to the fact that the Ordinance had not been previously publ ished. MOTION CARRIED The minutes of the previous meeting held July 6, 1964 were approved as mai led and corrected. PUBLIC HEARING-VACATION OF PORTION "B" ST. S.E. The Mayor declared the public hearing open on the request of Robert F. and Joan M. Nelson. his wife, and Wi I liam M. Nelson and Julia C. Nelson, his wife, for vacation of a portion of B St. S.E. Howard Bruskin, Attorney for the Nelsons explained why they were requesting this vacation. Mr. Robertson, representative of Safeway Stores Inc. stated thev were opposed to the proposed vacation of this street. It was moved by Calkins and seconded by Sonnemann that the public hearing be closed. MOT ION CARR I ED It was moved by Lea and seconded by Calkins that the request of Robert F. and Joan M. MOT I ON CARR I ED PUBLIC HEARING-RAIN, GREGGS, LANRUD REQUEST TO REZONE The Mayor declared the public hearing open on the request of R. O. Bain. John W. Greggs and Roger Lanrud to rezone from R-2 to C-I land located between the Enumclaw Highway and 17th St. S. E. and between M and K Sts. Archie Fry. Architect, stated he was there to answer any equestions concerning this rezoning. It was moved by Calkins and seconded by KI ine that the public hearing be closed. CORRESPONDENCE A request was received from 2l~rkovich Brother~ for a special permit for a service station to be located between C and D Sts., south of Eighth S. E. on PSH #5 I (Proposed plans were submitted with request. This request was referred to the Planning Commission for study. A letter from H. Donald Gouge, attorney for Val ley Disposal. Inc. requested a franchise for the purpose of furnishing refuse collection and disposal service for the Boeinq Company at the Auburn Faci lity. This request was referred to the Engineering Department and Sanitary Supervisor. Jack lange. A letter from Kinq County Housinq Authorit~ acknowledged the request for survey of need for Senior-Citizen low-rent housinq in Auburn and stated survey would be started in near future. Mayor Gaines asked that this letter be fi led. A letter from the 2late Department of Conservation asked that a notice of petition for Chanqe of Purpose of Use of Water be published. It was moved by Sonnemann and seconded by Calkins that the city clerk be instructed to publish this notice as requested. MOTION CARRIED A letter from .John B. Bereiter, City Attorney of Kent" requested the Council I of Auburn give their approval on formation of a flood control zone district for lonq-ranqe drainaqe proqram for Green River Watershed. It was moved by Fitzsimmons and seconded by Calkins that the Mayor be directed to sign a letter for approval of formation of a flood control zone district for long-range drainage program for Green River Watershed. Becker at the July 6, 1964 meeting in regard to difficulties he was having getting out of his driveway due to parking of other vehicles in f~ont of his house. was read. The report and ~ommendations of the Auburn Plan~inq Commission were read regarding rezoning requests of Edna Mackev. Buddhist Chl¿!,"ch, James Ç,blttenden. and M. N~ Cranne II. It was moved by Sonnemann and seconded by Kline that the city clerk be instructed to call for a publ ic hearing to be held on these requests for rezoning August 3. 1964. at 8 p. m. f^OT ION CARR I ED A letter from Kent Chamber of Commerce requested the City of Auburn adopt a reso I ut i on favor i n9 the y'a II eX' Jreewa'i' It was moved by Sonnemann and seconded by Kline that the city attorney be instructed to draw up the necessary Resolution in favor of the Val ley Freeway. MOTION CARRIED A letter signed by 13 residents of 4th St. N. E. was read ~egarding road conditions on this street and requesting a street light on 4th N. E. between R St. and the river. Mrs. Carol Rockwell and Kathleen Detton described the conditions of this street and requested that the Ci ty Counci I look into this matter and take action to improve the street. Mr. Del Heisserman said these streets were put in under city specifications. This matter was referred to the Street Committee and Counci Iman Hough fo~ study. And they are to report back at the next counci I meeting. A letter from the Auburn Chamber of Commerce requested permission to hold a Sidewalk Sale August 6 and 7. 1964. at the time of the Travel Trai ler Clubs of America convention wi I I be held in this city. It was moved by Calkins and seconded by Sonnemann that the renuest of the Auburn Chamber of Commerce to hold a Sidewalk Sale August 6 and 7. 1964 be 9ranted. MOTION CARRIED An appl ication was received from Ferquson's Tavern for Ca~d Table License. This application was referred to the License Committee. A letter from the Auburn Park Board requested the City ~I I for bids for irriqation system for the Le§...ßove Park. It was moved by Sonnemann and seconded by KI ine that the city clerk be instructed to cal I for bids for the irrigation system for Les C~ve Park. bids to be opened July 30, 1964 at 3 p. m. MOTION CARR 1m AUD I ENCE Robert Dolan. secretary Auburn Junior Chamber of Commerce. presented the Counci I with copies of a community survey taken by them. LICENSE COMMITTEE - BRIAN CALKINS Counci Iman Calkins reported the fol lowing action had been taken by the License Committee. I. The American Legion was given permission to hold a Rainier Shows Carnival. I 2. A shuffleboarq license was granted Roy's Place. 3. A request to hold a chicken barbecue dinner was received but the city has no ,Jurisdiction over this. WATER-SEWER COMtAITTEE - KENNETH FITZSIMMONS Counci Iman Fitzsimmons reported that an agreement had been drawn up between the City of Auburn and the Auburn School District for supplying municipal water to the {unior Colleqe. City Attorney Smythe read the contract. It was moved by Fitzsimmons and seconded by Sonnemann that the Counci I accept this agreement with the conditions as approved by the bond council (Jim Gay) and authorize the mayor and city clerk to sign this contract. Hugh Johnson said he would give the city an easement across his property for an entrance to the park. Mayor Gaines asked the city attorney to draw up the necessary agreement with Hugh Johnson for this easement. POLICE COMMITTEE - ROBERT KLINE It was moved by Kline and seconded by Calkins that Bothel I Chevrolet be awarded the ~for two four-door sedans for the Police Department subject to reviewal of the bid to see that af f specifications were adhered to. NEW BUSINESS It was moved by Lea and seconded by Calkins that the mavor be instructed to write a letter to the King County Commissioners concerning the possibi lity of the city acquiring parking sapce around the old post office bui Iding. MOT I ON CARR I ED Mayor Gaines set time and date for openinq of bids as 3 p. m. on Thursday immediately preceding Counci I meetings. Counci Iman Fitzsimmons stated that there was a possibi lity that the water and sewer rates would have to be increase~ to further develop the water system. Mayor Gaines asked the Water-Sewer Committee to look into this matter. Mayor Gaines asked the cooperation of the press in presenting the increase in water and sewer rates to the public.
