PUBLIC HEARINGS
The mayor declared the publ ic hearing open on ~e appl ication of the Auburn
Cemetery Board for vacation of a portion of 60th Ave. So. lying within the boundaries
of said Cemetery.
It was moved by Calkins and seconded bv KI ine that the publ ic hearing be closed.

The Auburn Planning Commission recommended that this request be approved with
the provision that the following street dedications be made; I. Ten (10') feet along
the south side of Enumclaw Highway for the length of their property: and 2. Thirtv-
eight (38') feet on the west side of their tract for the continuation of K Streets S. E.
and this street is to be curbed. guttered and paved to City standards.

to rezone from A-I to M-I property located north of 37th Street N. W. and west of A St.
N. W.
The Auburn Planning Commission recommended this request he granted.

It was moved by KI ine and seconded by Hough to amend the ~otion granting the
rezoning of Mrs. Fdna Mackie to include the fol lowing after the word granted: with
the provision that street dedications be made as recommended by the Auburn Planning
Commission.

The mayor declared the public hearin9 open on the petition of James M. Chittenden
to rezone from R-3 to C-3 property located on 8th S. E. between A and B Sts.
The Auburn Planning Commission recommended that this request be denied as the
location was in the middle of a residential block and this would be classified as
spot zoning.
After discussion of this matter by the Counci I and Mr. Chittenden. it was moved
by Hough and seconded by Lea that the publ ic hearing remain open for discussion at the
next regular meeting of the counci I.

Commission be directed to submit a written or verbal report on the decision of the
Planning Commission concerning the James M. Chittenden rezoning. at the next regular
meetinf of the counci I.

A letter from Police Sergeant Daivd B. Schuur regarding complaints of a noise
nuisance created by a music broadcasting device on Scotty Scooters was read.
This matter was referred to the License Committee.
A application for Zone Chan~e from A-I to M-I and M-2 fi led by O. R. Chase.
Archie Meade and Loren K. Kuzmer for property located on Auburn Avenue across from
35th N. E. was read.

Mayor Gaines said the Water-Sewer Committee Chairman would report on this later

A letter from Richard Haaq Associates landscapearchitects for the Les Gove Park
accepting the work on grading and giving the amount due Heisserman Construction Company
as $13.899.60 was read.
It was moved by Sonnemann and seconded by Hough that Heisserman Construction
Company be paid #13,899.60 as shown on Richard Haag Associates letter as amount due

was read. The estimate submitted by Consulting Engineer Richard E. Wol ff showed the
amount due at this time as $5.154.64. Engineer Wolff certi fied al I work had been
completed and recommended that the work be accepted: and that after 30 days, if no
liens were fi led and upon receipt of release from the State Tax Commission the
retained percentage amounting to $8.780.65 be paid the contractor John W. Schade Inc.

Counci Iman Hough reported that he had met with Phi I Aspinwal I and Mr. McDonald
of Puget Sound Power and Light Company and City Engineer Harold Hagestad concerning 1-
the new I ighting program for the City of Auburn. He reported that Mr. Aspinwal I is
drawing up a map of the proposed plan.

It was moved by Sonnemann and seconded b'J Lea that the city clerk be instructed
to cal I for bids for a contract to provide group term life insurance for city employees.

City Engineer Harold Hagestad reported that he had met with one of the gentlemen
from Heisserman Construction Company and that it was understood that he would clean
up the grass and gravel from the streets in the Heisserman Addition and put in a two
shot oi I mat on the South side of 4th Northeast and a catch basin at about 1800 4th
Northeast.
Howard Detton, Mr. & Mrs. Dan Epperson. John Darnel I and Ray Kettman. al I
residents of the Heisserman Addition, discussed the problems they have encountered
with the streets in the Martha Heisserman Plat.
WATER-SEWER-SONNEMANN
Counci Iman Sonnemann reported that the proposal presented by Richard E. Wolff.

George Freemire reported that Safewav Stores had given the City Park Department
between $200.00 and $300.00 worth of shrubbery for the park.
SEWER DEPARTMENT-JERRY KEESEE, PLANT OPERATOR
.Jerry Keesee reported that they were encountering some operational problems at
the plant, and they are preparing a report on these problems to present to the Counci I.

OLD BUSINESS
City Engineer Harold Hagestad reported on the progress of the downtown parking
L. I. D.. and the work being done on M Street Southeast between Main Street and the
Enumclew Highway.
Coune; Iman Sonnemann reported on the progress of the dog pound cohstructióa. .
The Council held a discussion on the removal of parking meters after the off-
street parking facilities are completed.
Mayor Gaines stated that he would like to see the removal of all parking meters
in the City of Auburn.
It was moved by Aaby and seconded by Sonnemann that all parking meters be removed
as of September 1, 1964, with time limit on parking remaining the same as it is now on
the parking meters. The following roll call vote was recorded: Aaby, yes; Sonnemann,
Hough, no; Lea, no; Kline, no, and Calkins, yes.
MOTION LOST
Mayor Gaines asked that the discussion on removal of parking meters be tabled
until next Council meeting.
NEW BUSINESS
Councilman Hough presented the council with a petition signed by one hundred
thirteen persons requesting the establishment of a dog leash law.
This petition was referred to the Dog Control Committee.
Mrs. Hanson spoke against the city adopting a dog leash law.
City Attorney Smythe stated he had a easement from William Murphy and his wife
to the City of Auburn for street purposes.
It was moved by Aaby and seconded by Hough that the city attorney be instructed
to record the easement of William Murphy and his wife.

against the city, all having previously been passed and signed by the Purchasing
Committee, be approved and the city clerk be authorized to draw warrants in payment.
