Councilmen present: Councilmen absent: Hough, Lea, Kline, Fitzsimmons, Aaby and Sonnernann. Calkins. Minutes of the previous meeting of August 3, 1964, were approved as mailed. PUBLIC HEARING - I The Public Hearing on the request of James Chittenden to rezone from R-3 to C-3 property located on 8th S. E. between A and B Streets was continued from the previous meeting. A l.etter from J. E. Ryan, Chairman of the Auburn Planning Commission, set forth the views of the Commission in recommending that this request be denied. It was moved by Fitzsimmons, seconded by Aaby that the Council concur with the recommendation of the Planning Commission. MOTION CARRIED BIDS The bids on the Group Life Insurance plan for city employees which had been opened at 3 p. m. Thursday, August 13, 1964, were read as follows: Rates quoted are per month and include $5,000 life insurance and $5,000 double indemnity and dismemberment provision. New York Life; Keith E. CORRESPONDENCE The minutes of the Board of Adjustments meeting held August 11, 1964 were read and ordered placed on file. City Engineer Harold A. Hagestad's Progress Estimate No.1 on M Street S.E. contract for LID No. 157 was read showing amount due contractor C. J. Rockey Co. as of August 15, 1964, as $6,776.62 from LID No. 157 Fund and $3,570.00 from the Arterial Street Fund. I It was moved by Lea, seconded by Hough, that payments outlined in Progress Estimate No. 1 be approved. Roll Call Vote, all councilmen voting ]!§. The report of the Auburn Planning Commission on the Public Hearing held August 11, 1964, was read. AUBURN, WASHINGTON MONDAY AUGUST 17, 12£7 D & D Commercial Investment, Inc. requested elimination of Recommendation No.8 which provided that approved garbage and incinerator faci lities be located inside the bui Iding. The company proposed to locate these faci lities outside of the bui Iding with a block fence. Fire Chief R. K. Calkins stated he was opposed to having the incinerator located inside of the bui Iding because of the fire hazard. It was moved by Sonnemann, seconded by Hough that D & D Commercial Investment, Inc. be granted permission to eliminate Recommendation No.8 from the requirements and permission be granted to bui Id the incinerator outside of the bui Iding when properfy screened and approved by the Fire Department. I MOT ION CARR I ED Mr. Sessums of the J & J Grocery Store had submitted a design for a sign for the bui Iding at East Main and M St. N. E. The Uniform Sign Code cal Is for a miximum size of 50 Square feet in a Neighborhood Shopplng Zone and this sign was 64 square feet. The Auburn Planning Commission recommended no action at this time and recommended the City Attorney be requested for a written opinion as to the interpretation of the Sign Code in reference to a Neighborhood Shopping Zone. The matter waS referred to City Attorney Smythe for the requested opinion. The City Clerk submitted Transfer Order No. 505 transferring $16,000.00 from the Parking Meter Fund to the Current Expense Fund and Transfer Order No. 506 transferring $4,000~00 from the Parking Meter Fund to the Street Fund for approval. Both transfers were to meet the requirements of the 1964 budget. It was moved by Fitzsimmons, seconded by Sonnemann, that Transfer Orders No. 505 and 506 be approved. Calkins, Chief of the Auburn Fire Department, for approval for the Chief and five men of his department to attend the Washington State Firemen's Ass'n. conference in Yakima, August 19 to 22 was read. I It was moved by Hough, seconded by Kline, that the request be granted. NDT ION CARF¿ I ED A Writ of Certiorari had been served on the City on behalf of Wi I Ii am and Julia Nelson and Robert F. and Joan M. Nelson protesting the Safeway street vacation. The matter was turned over to the City Attorney for proper action. A statement for the final payment to Richard E. Wolff for engineering fees on the Coal Creek Project in the amount of $1,382.78 was submitted for approval. It was moved by Fitzsimmons, seconded by Hough, that Richard E. Wol ff be paid the final amount of $1,382.78 for engineering on the Coal Creek Project. Roll Call Vote, al I Counci Imen voting ~. A letter from Norman R. Lawson, Chairman of the Board of Management, Auburn- South King County Y. M. C. A. in regard to area adjacent to the home of Mrs. Lyle Knowles, stated the area under discussion wi 1 I be used for a grass buffer st~lp between the curb of the access road and the Knowles fence. Mrs. Knowles has been advised of this decision. I A letter from Mrs. Donald E. Wright, 405 7th Street S. E. stated her desire to purchase approximate 35 feet of unused city-owned land on the north side of M St. S. E. adjacent to city wel I. The letter was referred to the City Engineer and Water-Sewer Committee. A claim for damages approximating $75.00 has been fi led by Clayton Gouchenow. Damages were incurred when Street cleaning equipment truck hit his car which was driven by his daughter Sharon. The accident occurred at Auburn Avenue and First Street August 14, 1964, at 9:20 a. m. AI Stolldorf requested a street light and Counci Iman Hough said this had been included in a list of 10 new lights the Light Committee had approved, and the matter had been turned over to the Finance Committee to try and find avai lable funds to pay for them. ò........ ~,1Qeor' -... _ _ì Carl E. Ackerman presented a petition signed by 255 residents favoring a Dog Leash Law. Mr. and Mrs. Bud Hansen spoke against the proposed law and Ed Hockstein, Kenneth Leen, Loretta Fryer, Arlene Knight and John Versolenko spoke in favor of it. It was moved by Hough, seconded by Kline, that a recommendation from the committee I· . appointed to investigate the dog problem be brought before the City Counci I at the next meeting. NOTION CARRIED Counci Iman Sonnemann reported construction was progressing on the new Dog Pound and the bui Iding should be completed shortly. City Attorney Smythe reported all of the properties under negotiation for off- street parking had been acquired by the City with the exception of the Scarff parcel and this acquisition would be closed shortly. It was moved by Sonnemann, seconded by Aaby that the City Attorney be instructed to draw up an Ordinance providing that parking meter heads be removed from al I parking meter posts for a trial period of six months beginning September 15 and that maximum parking time be the same as presently al lowed by the parking meters. It was moved by Kline, seconded by Aaby that this motion be amended to provide that penalties be the same as presently in effect on the metered parking zones. Sims of Blythe and Co. and request that he prepare a prospectus for sale of bonds for Water Department and that the Mayor and City Clerk be authorized to execute an agreement with Bly1he and Co. for this work. It was moved by Sonnemann, seconded by Fitzsimmons that the City Attorney be directed to draw up the necessary ordinances authorizing issuance of interest bearing warrants in the amount of $68,876.17 for the Coal Creek Water Supply Construction Fund.
