Regular meeting of the City Counci I of the City of Auburn, held at 8:00 p. m.
in the Counci I Chambers at the City Hal I.
The meeting was cal led to order by Mayor Gaines.
Counci Imen present: Lea, KI ine, Fitzsimmons, Calkins, Sonnemann, and Aaby.
Minutes of the previous meeting held August 17, 1964 were approved as mai led.
BIDS
Elisabeth Heritage, City Clerk, read the fol lowing bids opened at 3 p. m.
September 3, 1964, for water system and erection of steel standpipe water tank
for the Lea Hi I I Project:

A letter from Richard E. Wolff, Consulting Engineer, recommended the Counci I
award the pipeline contract to Austin Construction Company on the basis of
equipment as in the specifications, for the total amount of $237,916.64 including
state sales tax, and award the tank contract to Pittsburgh-Des Moines Steel Co.
in the amount of $55,068.00 including sales tax.
Elisabeth Heritage, City Clerk, reported that the bid of King Brothers Inc.
had arrived after the official time for opening these bids.
It was moved by Sonnemann and seconded by Calkins that the bid of King
Brothers Inc. be rejected and the city clerk be instructed to return the
sealed bid to them. Rol I Cal I Vote, al I Counci Imen voting YES.

CORRESPONDENCE
A petition was filed by Joe Starkovich, 1268 3rd Avenue N. W. for vacation
of property abutting the portion of the al ley lying between the Enumclaw Highway
(Portion of said highway lying between 8th St. S. E. and D St. S. E. ) and lOth
St. S. E. This petition was accompanied by a certification signed by Harold A.
Hagestad, City Engineer, that 100 percent of the adjacent property owners have
signed the petition.
It was moved by Kline and seconded by Calkins that the city attorney be
instructed to draw up the necessary Resolution to cal I for a public hearing to
be held October 5, 1964, at 8 p. m. on the petition fi led by Joe Starkovich for
vacation of property.

City Engineer, Harold Hagestad, submitted the fol lowing proQress report for

2. Progress Report No.2 on C. J. Rockey Co. contract, showing amounts due

amount due from LID #157 of $11,764.00 and amount due from Arterial Street Fund

A letter was received from the City's Insurance Committee giving recommendation
regarding chanqes in city's insurance policy.
A letter was received from Harry O. Lieske resiQninq as chairman of the
Insurance Committee of the City with suggestion as to his successor.
It was moved by Calkins and seconded by Aaby that the Counci I accept the
resignation of Harry O. Lieske as chairman of the Insurance Committee.
MOTION CARRIED
Mayor Gaines reported that a meeting would be held later to discuss a
successor for this position.

A letter from the Department of Health, State of Washington, approved plans
and speci fications for Lea Hi II 12 inch Pipel ines Pumpinq Station and LM. G.

A letter from the Auburn Chamber of Commerce recommended a minImum fine of
$1.00 be considered for overtime parkinq on streets and off-street parking lots
after they have af I been declared free for the published time limits.

A Statement from Lawyers Title Insurance Co. to LID Fund No. 155 in the
amount of $2700.32 for title insurance, revenue stamps am other expenses relative
to purchase of land for off-street parking was submitted for approval.
It was moved by Calkins and seconded by Fitzsimmons that Lawyers Title
Insurance Co. be paid $2700.32 from LID Fund No. 155 for title insurance, revenue
stamps and other expenses relative to purchase of land for off-street parking.

MOTION CARRIED
A petition signed by five owners of property abutting East Main Street I
between A St. S. E. and B. St. S. E. asked the counci I to create a LID for the
purpose of constructing sidewalks on this street. A Certificate from Harold A.
Hagestad, City Engineer, showed the estimated cost of this LID as $2,600.00.
The valuation of the real estate as $76,115.00, and that the petition contained
92% of the total assessable square footage proposed, 93% of the total frontage,
and 92% of the total area in the proposed LID district.
It was moved by Lea and seconded by Aaby that the city attorney be instructed
to draw up the necessary Ordinance to implement the formation of this LID.

PMYOR'S PROCLAMATIONS AND APPOINTMENTS
Mayor R. E. Gaines designated September 21, 1964, as Drum and Bugle Corps
Day, and so proclaimed.
Mayor Gaines asked the Street Committee to meet with him in regard to law
suits against the City of Auburn for property across from the Pioneer Cemetery.
AUD I ENCE
A petition signed by forty-eight residents of "M" Street Southeast, between
Main Street and the rai I road tracks asked the Counci I to take action to remedy I
problems having occured with the repaving of "M" Street.
Harold Hagestad, City Engineer, stated the City's position on this matter.
Bob Eastling, Dave Hopkins, Vance Rogers, George Pittman, Thomas Crawford,
and Mary Jane Eastling all residents in the area of "M" Street Southeast, and Thomas
Agee, Attorney, representing the people involved, gave their views on what action
the City should take concerning this problem.

fAayor Gaines asked that this problem be taken up at the Street Committee
meeting to be held September 9, 1964 at 7:30 p. m., al I persons involved requested
to be in attendance.
Counci Iman Sonnemann, Chairman of còmmittee on dog problem, reported that a
motion was made by this committee to recommend the Counci 1 to have the city attorney
draw up a dog leash IaN Ordinance.
It was moved by Calkins and seconded by Kline that the city attorney be
instructed to draw up a dog leash law Ordinance to be presented at the next counci I
meeting.
Mrs. Bud Hansen, R. J. Ta II ent, and Bob Ward spoke in oppos it i on to a dog
leash law.
Loretta Fryer, and Jean Jones spoke in favor of more rigid enforcement of
present law.
Mr. & Mrs. Mike Doyle, Carl Ackerman spoke in favor of a dog leash law.
After discussion by counci I members, the fol lowing rol I cal I vote was taken

Counci Iman Lea reported that the city attorney had been asked to draw up
an Ordinance to regulate parking in the City of Auburn.

It was moved by Fitzsimmons and seconded by Calkins that Pittsburgh Des Moines
be awarded the bid on the tank contract for the Lea Hi I I Project in the amount of
$55,068.00 including sales tax. Rol I Cal I Vote, al I Counci Imen voting YES.
Counci Imen Fitzsimmons reported that they were experiencing some operation
problems at the Auburn Sewage Treatment Lagoon and therefore proposed an engineering
study be made by Carey and Kramer to determine corrections required to insure proper
operation of the plant.
It was moved by Fitzsimmons and seconded by Kline that the Mayor be instructed I
to sign the agreement between the City of Auburn and Carey and Kramer for Engineering
Services on the Auburn Sewage Treatment Lagoon. Rol I Cal I Vote, all Counci Imen
voting YES.

instructed to return bid bonds to unsuccessful bidders on the Lea Hi 1 I Project

Mayor Gaines reported tha t Counci Iman Hough has moved outside the city limits,
creating a vacancy in his office requiring appointment of successor by the City
Counci I.

Robert Smythe, City Attorney, reported the city was ready to consummate the
last purchase of property on the downtown-parkinq LID.
Chief Darby reported that the plumbing is yeat to be done on the doq pound.
He suggested that the city cal I for bids for fencing the dog pound.
Robert Smythe, City Attorney, read letters reporting on the findings of tests
conducted in the Maplewood Addition of Auburn regarding need of sanitary sewers.
NEW BUSINESS
Robert Smythe, City Attorney, reported he was in receipt of an easement from
Harold McMasters for sanitary sewer lines.
It was moved by Fitzsimmons and seconded by Calkins that the city attorney
be instructed to record this easement.

Robert Smythe, City Attorney, reported he was in receipt of two quit claim
deeds: one from Walter and Freda Schlumpf and one from James and Fay Shaughnessy
and Frank and Geraldine Shaughnessy for street purposes.
