HomeMy WebLinkAbout11-02-1964 3 (:)<6 AUBURN, WASHINGTON HONDAY NOVEMBER 2, 1964 Regular meeting of the City Council of the City of Auburn held at 8:00 p. m. in the Council Chambers at the City Hall. The meeting was called to order by Mayor Gaines. Councilmen present: Hoyt, lea, Kline, Fitzsimmons, Calkins, Sonnemann, and Aaby. Minutes of the previous meeting held October 19, 1964 were approved as mailed. PUBLIC HEARINGS The Mayor declared the public hearing open on the petition of the Auburn Cemetery Board to Change the £l!t of the Auburn Cemetery. It was moved by Calkins and seconded by Kline that the public hearing be closed. NDTION CARRIED It was moved by Kline and seconded by Calkins that the petition of the Auburn Cemetery Board to change the plat of the Auburn Cemetery be granted, and the City Attorney be instructed to draw up the necessary Ordinance to implement same. ROll CAll VOTE. All Councilmen voting YES. HOTION CARRIED The Mayor declared the public hearing open on the petition of E. Odeaard to rezone from R-I to R-3 property in the vicinity of the Hi-Crest Drive. The Auburn Planning Commission recommended this request be denied. It was moved by Aaby and seconded by Kline that the public hearing be closed. NDTION CARRIED It was moved by Aaby and seconded by Fitzsimmons that we concur with the Planning Commissions recommendation and deny the request of E. Odegard to rezone from R-I to R-3 property in the vicinity of the Hi-Crest Drive. ROll CAll VOTE. All Councilmen voting YES. Wright $690.00 $70.00 CORRESPONDENCE A letter from the Pollution Control Association commended the work of Jerry Keesee, Sewer Supervisor for the City of Auburn. A letter from Blythe & Company, Inc. agreeded to submit a bid for the proposed $450,000 City of Auburn Water and Sewer Revenue Bonds provided bonds are sold on or before August 31, 1965. Proposals for the purchase of $440.000 interest bearina warrants for temporary financing Water-Sewer Construction Fund (lea Hi II) pending sale of bonds were received and read as follows: RATE OF INTEREST TO BE PAID BY CITY I. It was moved by Sonnemann and seconded by Fitzsimmons that the proposal of National Bank of Washington be accepted. ROll CAll VOTE. All Councilmen voting rs2. HOTION CARRIED A request was made by R. K. Calkins of the Auburn Fire Department that permission to send Inspector W. E. Wheeler to Fire Prevention Conference at Clark Colleae from November 16, to 20, 1964 be given. It was moved by Sonnemann and seconded by Hoyt that this request be granted. MOTION CARRIED A letter from Statewide City Employees Retirement System approved City's Resolution No. 161 for Discount Matching. A letter from Statewide City Employees Retirement System approved City's Resolution No. 162 -- Amortization of Prior Service. A letter from Statewide City Employees Retirement System approved Resolution No. 163 -- Full Compensation Contributions. It was moved by lea and seconded by Kline that Elisabeth Heritage be granted permission to continue participation in Statewide City Employee's Retirement System unti I December 31, 1965. HOTION CARRIED The report of the Examiner for 1963 has been received from the Division of Municipal Corporations. (A copy of this report is avai lable for councilmen to check out for further study for a limited length of time.) ProQress Estimate No. I in favor of Austin Construction Company as prepared by Richard E. Wolff showed the amount due as of October 30, 1964 less the 10% retained percentage as $81,172.00. It was moved by Sonnemann and seconded by Calkins that Austin Construction Company be paid $BI,172.00 as per Engineer's Estimate No. I. ROll CAll VOTE. All Counci Imen voting YES. MOTION CARRIED Richard W. Wolff, Consulting Engineer submitted a bi II of $22,757.70 for approval and ~ yment by the Council for engineering fees from the Water-Sewer Construction Fund for the lea Hi II Project. It was moved by Fitzsimmons and seconded by Hoyt that Richard E. Wolff be paid $22,757.70 for engineering fees from the Water-Sewer Construction Fund for the lea Hill Project pending approval of the claim by City Treasurer and City Engineer. ROll CAll VOTE: All Councilmen voting~. HOTION CARRIED A letter from Auburn Junior Chamber of Commerce was received with offer to take over and maintain city owned litter barrels. This matter was referred to the Street Committee. They are to report on this at the next counci I meeting. The Clerk's BudQet report for first three quarters of 1964 is complete and copies have been distributed to counci I members. ProQress Estimate No. I in favor Rainier Asphalt Paving Company as prepared by Harold A. Hagestad, City Engineer showed the amount due from l. I. D. HI55 as of October 30, 1964 less 15% retained percentage as $7,664.96. It was moved by lea and seconded by Calkins that Rainier Asphalt PavinQ Company be paid $7,664.96 for work done on l. I. D. It was moved by Calkins and seconded by Aaby that Valley Cement Construction Company be paid $556.92 for work done on l. I. D. '156 as per Engineer's Estimate No.2. ROll CAll VOTE. This matter was referred to the Water-Sewer Committee. I MAYOR'S PROCLAMATIONS Mayor Gaines proclaimed November 8-14, 1964 to be American Education Week. Mayor Gaines asked al I citizens to observe Wednesday November 11th as Veterans Day. COUNCil COMMITTEE REPORTS STREET COMMITTEE--COUNCllMAN lEA Councilman lea reported that he had been contacted in regard to Christmas Decorations. It was moved by lea and seconded by Sonnemann that City Engineer Hagestad be instructed to write a letter to the Chamber of Commerce telling them of our wi Iliness to help put up Christmas Decorations. HOT I ON CARR I ED WATER-SEWER COMMITTEE--COUNCllMAN FITZSIMNONS It was moved by Fitzsimmons and seconded by Hoyt that we award the bid for I the purchase of property located on "M" Street Southeast to Donald Edward Wright and Mignonette J. Wright for $690.00, and the City Attorney be instructed to draw up the necessary Ordinance to implement same. HOTION CARRIED DEPARTMENT HEAD REPORTS ACTING WATER SUPERINTENDENT--JOHN HURT Mr. Hurt reported that Austin Construction Company had reported they were 98% complete on laying the water line. AUDIENCE Bill Johnson, President Washinaton State Junior Chamber of Commerce reported on the activities of their organization and asked the Council if their group could use the City's addressoaraph machine. ORDINANCE NO. 1738 It was moved by Kline and seconded by Calkins that Ordinance No. 1738 entitled "AN ORD I NANCE OF THE C ITY OF AUBURN, WASH I NGTON APPROV I NG THE REV I SED PLAT OF THE 4th ADDITION TO THE MOUNTAIN VIEW CEMETERY OF THE CITY OF AUBURN ACCORDING TO THE REV I SED PLAT THEREOF ON FilE WITH THE CITY CLERK OF THE CITY OF AUBURN," be introduced and adopted. All Councilmen voting m· I HOT ION CARRIED RESOLUTION NO. 172 It was moved by Fitzsimmons and seconded by Calkins that Resolution No. 172 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, TRANSFERRING THE SUM OF $2,000.00 FROM THE "WATER FUND" OF THE CITY OF AUBURN TO THE "WATER-SEWER CONSTRUCTION FUND" (lEA Hill), ON A lOAN BASIS, TO PROVIDE NECESSARY FUNDS FOR ADVANCE PAYMENTS DUE IN SAID WATER-SEWER CONSTRUCTION PROJECT,":be introduced and adopted. I 964 30 9~< OLD BUSINESS City Attorney Smythe reported that the oral arguments were heard on the luther HearinQ October 31, 1964, and that it would take from thirty days to six months for a decision from the supreme court. Planning Director George Schuler reported on the progress of work on off- street parkinQ lots. I NEW BUSINESS The request of the WashinQton State Junior Chamber of Commerce to use the City's addressoQra~h machine was referred to the Water-Sewer Committee and Bob Smythe City Attorney. CLAIMS It was moved by Calkins and seconded by Fitzsimmons, that the claims as approved by the Audit Committee be paid. NOTION CARR I ED There being no further business the meeting was declared adjourned at 9:08 p. m. subject to the call of the Mayor.
