Regular meeting of the City Counci I of the City of Auburn, held at 8:00 p. m.
in the Counci I Chambers at the City Hall.

Councilmen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann.
Minutes of the previous meeting held November 2, 1964 were approved as mailed.
PUBLI C HEAR I NG
The mayor declared the public hearing open on the petition of Wi Iliam H. I
Larberg and William Hansen to vacate the alley lying between East Main and First
Streets Northeast and between D and E Streets N. E.
The Auburn Planning Commission recommended this vacation be held in abeyance
as they needed more information, and time to study the total plan and plot plan before
acting on this vacation.
It was moved by Lea and seconded by Calkins that the public hearing be closed.
MOTION CARRIED
City Engineer Hagestad stated that the uti lities which are located in this
alley service the store only, with the exception of power poles, and some decision
would have to be made concerning them. He also said if the city was to go into
a one way street system some arrangements should be made to get a 100 foot radius
on E Street and 1st Street Northeast, and to do this successfully the corners of
the Larberg, Hansen property would have to be used.
It was moved by Lea and seconded by Sonnemann that the request of William
H. Larberg and Wi Iliam Hansen to vacate the alley lying between East Main and
First Streets Northeast and between D and E Streets Northeast be granted after an
easement haS been granted Puget Sound Power and Light for the full length of the
alley, and after an easement has been granted Washington Natural Gas Company on
the Westerly 80 feet of the alley, and after the Northeast corner of this property
has been dedicated to the city for street purposes.
City Attorney Smythe stated that it was his opinion that the city could not
ask for the dedication of the Northeast corner of the Larberg, Hansen property,
as a condition to the granting of this alley vacation.

It was moved by Kline and seconded by Calkins that the motion to grant the
vacation of this alley be amended to strike out the portion of this motion concerning_
the dedication of the corners of the Larberg, Hansen property. Rol I Call Vote.

The mayor declared the public hearing open on the petition of Peter T. Wagner,
Yolanda M. Wagner, Walton L. Hagen and Jacqueline D. Hagen for vacation of 16 ft.
right of way south of lOth Street Northeast.
The Auburn Planning Commission recommended this vacation be denied as it
would not be to the benefit of the City.
Hagestad pointed out the fact that if this street was vacated, it would all
revert back to the property on the west side.
Wagner spoke in favor of this vacation. I
It was moved by Kline and seconded by Calkins that the public hearing be closed.
It was moved by Lea and seconded by Kline that this request be denied.

CORRESPONDENCE
The Auburn Planning Commission made the following recommendations at their
meeting held November 10, 1964:

Re: Request of Joe Starkovich for a Special Permit for a Service Station
on the Enumclaw Highway between D and E Sts. S. E. The Auburn Planning
Commission recommended this request be denied.
It was moved by Sonnemann and seconded by Calkins that the City Clerk
be instructed to cal I for a public hearing on the request of Joe Starkovich
for a Special Permit for a Service Station on the Enumclaw Highway between
D and E Sts. S. E. to be held December 7, 1964, at 8 p. m.

2. Re: Request from the Grace Baptist Church for withdrawal of their
request for a Special Permit for Church Purposes. Auburn Planning
Commission recommends this request be granted.
City Attorney Smythe said no action could be taken to withdraw
the request as Ordinance 1713 which granted the permit had never
been published because no plot plans were available for publication.
Mayor Gaines asked that the letter from Grace Baptist Church
for withdrawal of request be placed on fi Ie with Ordinance No. 1713.
3. Re: Letter from Archie Meade asking that action be taken to stop
the operation of a processing and rock crushing plant on land leased
from the Indian Agency, located on the Harvey Road just south of the
Auburn Reservoir. The Auburn Planning Commission recommended that
the City Engineer thoroughly investigate this complaint and write to
the Department of Indian Affairs to restrict the operation of this
gravel pit to its present use.
A request was received from Richard Haag Associates for extension of time
on Valley Supply Co-op contract with city to install the irrigation system
at Les Gave Park for the reason that control center for system can not be installed
until the toilet building is completed.
It was moved by Sonnemann and seconded by Aaby that this request be granted,
giving Valley Supply Co-op ten days extension time on their contract after the
toi let bui Iding is completed.

An invoice of Metropolitan Press Printing Company, for briefs on Luther,
Witten condemnation, $362.74 to be paid from local Improvement District No. 155
Fund was presented to the Council for approval.
It was moved by Kline and seconded by Calkins that the invoice of Metropolitan
Press Printing Company be approved. Roll Call Vote. AI I Councilmen voting Yes.
NOTION CARRIED
An invoice of McBride Fence Company, for fencing Les Gave Park, $6,283.68
from Municipal Park Construction Fund, pending approval of architect was presented
to the Counci I for approval.
It was moved by Sonnemann and seconded by Calkins that the invoice of McBride
Fence Company be approved. Roll Call Vote. All Councilmen voting YES.
MOTION CARRIED
A request for Special Property Use was received from Myron W. Massey to
convert existing dwel ling at E. MaIn and H Sts. to a professional bui Iding.
This matter was referred to the Planning Commission.
A zone change application was received from Myron W. Massey to rezone from
A-I to C-I property located across from Town and Country Restaurant.
This matter was referred to the Planning Commission.

The Auburn Planning Commission recommended that Ratph Rennemo be appointed
to the vacancy on the Board of Adjustment.
Mayor Gaines appointed Ralph Rennemo to the Board of Adjustments.
It was moved by Sonnemann and seconded by Kline that the Council concur with
the Mayor's appointment of Ralph Rennemo to the Board of Adjustment.
MOTION CARRIED
Mayor Gaines appointed Robert Hoyt chatrman of the Fire Committee and member I
of the Pol ice Commi ttee.
Mayor Gaines appointed Robert Tollefson as Water-Sewer Utilities Superintendent.
Counci Iman Lea said, "I appreciate the work that the Water-Sewer Committee did
in screening applicants for this position and I am aware that the Engineering Office
will need help, but its interesting to observe that we can hire people at additional
cost to the city but we cannot give city employees a pay increase."
It was moved by Sonnemann and seconded by Fitzsimmons that the Council concur with
the Mayor's appointment of Robert Tollefson as Water-Sewer Utilities Superintendent.
Roll Call Vote. Sonnemann, Hoyt, Lea, Kline, Fitzsimmons, Aaby, YES. Calkins, NO.

COUNCIL COMMITTEE REPORTS
STREET COMMITTEE--COUNCILMAN LEA
It was moved by lea and seconded by Sonnemann that the Mayor be authorized to
sign an agreement with Puget Sound Power and Light for installation of lights in
our downtown parking lots. Rol I CAli Vote. All councilmen voting YES.

I
Councilman Lea reported that no action has been taken regarding the offer of
Junior Chamber of Commerce to take over and maintain city owned litter barrels.
POLICE COMMITEE-COUNCILMAN KLINE
Councilman Kline stated the Police Committee has not taken any action as far
as restriction of punch boards, card rooms, etc. as they have had no indication
of the desire of the Mayor and License Committee concerning this matter.
WATER-SEWER COMMITTEE--COUNCllMAN FITZSIMMONS
Councilman Fitzsimmons said it was the recommendation of the Water-Sewer
Committee that the request of the Junior Chamber of Commerce to use the City's
addressograph machine be denied, as they felt it would set a precendent of loaning
city equ i pment.
MOTION CARRIED
Councilman Fitzsimmons reported on the letter received from William McCue
in which he asked the Counci I's opinion on the Sharp increase in his water bill.
Councilman Fitzsimmons stated it was the recommendation of the Water-Sewer Committee
that William McCue pay $1.50 to have his meter pulled and inspected, and if the
meter was found to be not operating properly the $1.50 would be credited to his
account.
PURCHASING COMMITTEE--COUNCILMAN SONNEMANN

Counci Iman Sonnemann reported that it was recommended by Planning Director,
Schuler, that payment be made Lone Brothers Construction Company for construction
of new dog pound of $7,111.73. This amount is less the 10 percent retainage.
It was moved by Sonnemann and seconded by Calkins that Lone BroÂhers Construction
Company be paid $7,111.73 for construction of new dog pound. Roll C II Vote.
All Councilman voting YES.

Park Superintendent Freemire reported that the fence has been installed
around Les Gave Park, that they have moved some plater boxes, and that they were
given a couple of trees.

AUBURN. PURSUANT TO SECTION I OF ORDINANCE NO. 634 OF THE CITY OF AUBURN, AND
REPEALING ORDINANCE NO. 1572 OF THE CITY OF AUBURN, AND ALL OTHER ORDINANCES OR
