The meeting was cal led to order by Mayor Gaines. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann. Minutes of the previous meeting held November 16, 1964 were corrected to include the rol I cal I vote on the original motion made on the Larberg Hansen vacation: AI I counci Imen voting Yes. MOTION CARRIED. With this correction, the minutes were approved as mai led. PUBL I C HEAR I NG Mayor Gaines declared the public hearing open on the request of Joe Starkovich for a Special Permit for a service station at 9th and Enumclaw Highway. Kenneth Ingal Is, Attorney representing Joe Starkovich, stated that his client had conformed to all the provisions of the Ordinance establishing the special use permit under the C-2 zoning, and therefore should be granted a special use permit on his proper-ty. It was moved by Kline and seconded by Calkins that the public hearing on the request of Joe Starkovich for a Special Permit for a service station at 9th and Enumclaw Highway be closed. MOTION CARRIED Elisabeth Heritage, City Clerk, read the Auburn Planning Commission's recommendation on the request of Joe Starkovich. It was moved by Kline and seconded by Calkins that the request of Joe Starkovich for a Special Permit for a service station at 9th and Enumclaw Highway be granted. ROLL CALL VOTE. December 3, 1964, for LeQal Advertisin~: AUBURN GLOBE NEWS 2.40 per 100 words first insertion 1.80 per 100 words subsequent insertions 8 point type computed on basis of 6 words per line. CORRESPONDENCE A letter was received from Hugh R. Darby requesting permission for Charles Bible dog warden, to work five days of his annual vacation. It was moved by Kline and seconded by Sonnemann that the request of Chief Darby be granted. MOTION CARRIED 816 AUBURN, WASHINGTON MONDAY DECEMBER 7, 1964 A letter was received from Harold A. Hagestad, City Engineer, requesting authorization to sign an agreement between the City of Auburn and Motorola Communications and Electronics, Inc. for maintenance of the Public Works Department two-way radio system. ~., o ~ t:: c.-:J It was moved by Kline and seconded by Sonnemann that the City Attorney be directed to review the contract and the Mayor and City Clerk be granted authorization to sign this agreement. ROLL CALL VOTE: All Counci Imen voting YES. MOTION CARRIED A request was received to circulate an Annexation Petition for the area between I present east city limits and Green River and between 17th and 26th Sts. N. E., signed by 21 property owners in the area. This request was accompanied by Engineer!s Certificate to the effect that signatures represent owners of 48.18 percent of land value in the proposed annexation. * It was moved by Calkins and seconded by Sonnemann that the request to circulate Annexation Petitions be granted. MOTION CARRIED Mayor Gaines appointed the fol lowing committee to work on this annexation request: Ray Sonnemann, Chairman; Robert Hoyt and George Aaby. A zone chanQe application was received from C. R. and Evelyn Gustaves requesting change of zoning classification of property located on the corner of E. Main and L Sts. N. E. from R-3 to C-I. This application was referred to the Planning Commission. A zone chanQe application was received from Kenneth D. Lane requesting change in zoning classification from R-4 to C-I on property located at 6th and Auburn Avenue N. E. This application was referred to the Planning Commission. A petition was received for creation of a Local Improvement District signed by I Martin Seley, David A. and Ruby S. Botting and Johnson W. Meade for construction of asphalt concrete paving, curb and gutter on First N. E. between Land M Sts. This petition was accompanied by a certification of Harold A. Hagestad, City Engineer, that the signatures comprise 71% of total frontage and area in said proposed improve- ment district. It was moved by Lea and seconded by Fitzsimmons that the City Attorney be instructed to draw up the necessary Ordinance to implement the formation of this L.I.D. MOTION CARRIED The following invoices and vouchers were submitted for approval of payment from the Water-Sewer Construction Fund. I. En~ineer's Progress Estimate No.2 in favor of Austin Construction Compan~ ,...s66 . 388.00. It was moved by Fitzsimmons and seconded by Calkins that Austin Construction Company be paid $66,388.00 as set forth in Engineer's Progress Estimate No.2. ROLL CALL VOTE. All Councilmen voting YES. MOTION CARRIED 2. R. E. Wolff--Work on test wel I $4,141.82. It was moved by Fitzsimmons and seconded by Sonnemann that R. E. Wolff be paid I $4,141.12 for work on the test well. ROLL CALL VOTE. AI I Councilmen voting YES. MOTION CARRIED 3. R. E. Wolff--Landscaping & Job Inspection, $1,526.15. It was moved by Fitzsimmons and seconded by Calkins that R. E. It was moved by Fitzsimmons and seconded by Kline that Westinghouse Electric be piad $1,325.38 for transformers installed at the Lea Hi I I Pumping Station. ROLL CALL VOTE. AI I Counci Imen voting YES. MOTION CARRIED The following invoice and voucher was submitted for approval of payment from the L.I .D. HI55 fund. TRAFFIC CONTROL SIGNS COMPANY--Traffic Signs for downtown parking lots, $574.86. It was moved by Sonnemann and seconded by Aaby that Traffic Control Signs Company be paid $574.86 for traffic signs for downtown parking lots. ROLL CALL VOTE. All Counci Imen voting YES. MOTION CARRIED A letter was received from the Washington State Pollution Control Commission regarding the Federal Grant Application for SewaQe Treatment Works Construction. It stated that the City of Auburn project qualified for a grant not to exceed $5,700 and urged the City to proceed with preparation of construction plans and specifications. Mayor Gaines asked that a copy of this letter be given to the City Engineer, and the orginal copy be placed on file in the Clerk's Office. A copy of a letter was from the King County Commissioners to Walter W. Winters, King County Engineer, stated that the letter signed by the Mayors of the cities of Kent, Auburn and Renton requesting King County to form a Green River Flood Control Zone District had been referred to his office for checking and report to the Board. The following claim was submitted to the Counci I for approval of payment from the Arterial Street Fund: I. Engineer's Progress Estimate No.5 in favor of C. J. Rockey Company for work on M Street S. E. Arterial $6.131.90. It was moved by Lea and seconded by Sonnemann that C. J. Rockey Company be paid $6,131.90 from the Arterial Street Fund for work on M Street Southeast. ROLL CALL VOTE. All Councilmen voting YES. MOTION CARRIED The fol lowing claim was submitted to the Counci I for approval of payment from L.I.D. HI55 Fund: I. Engineer's Progress Estimate No.2 in favor of Rainier Asphalt PavinQ Company for work done on the downtown parking lots, $23,655.47. It was moved by Fitzsimmons and seconded by Lea that Rainier Asphalt Paving Company be paid $23,655.47 for work done on the downtown parking lots. ROLL CALL VOTE. AI I Counci Imen voting YES. I~TION CARRIED The following agreements were presented to the Counci I for approval: I. Agreement C. S. Wi I Iiams for maintenance of police and fire departments radio equipment. It was moved by Sonnemann and seconded by Calkins that the Mayor and City Clerk be authorized to sign the agreement with C. S. Wi I Iiams for maintenance of police and fire departments radio equipment. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED 2. AQreements with Commonwealth, Inc., Barbara Ann Massey, Joseph S. Boyce and wife and Harry D. Hart and wife on R St. S. E. extension. It was moved by Aaby and seconded by Lea that the Mayor and City Clerk be authorized to sign these agreements after a satisfactory agreement has been obtained from the State Game Farm. MOTION CARRIED 3181. ~UBURN, WASH I NGTON MONDAY DECEMBER 7. 1964 It was moved by Kline and seconded by Fitzsimmons that the agreements be amended to include the provision that when R Street S. E. needs resurfacing the City wi /1 fay asphalt concrete paving to conform to the specifications of the City of Auburn with no cost to abutting property owners. NOTION CARRIED " ~ --- ,-< 1-- '.......... CJ MAYOR'S PROCLAMATIONS AND APPOINTMENTS Mayor Gaines introduced Bob Tollefson as the City's new Utilities Supervisor. COUNCIL COMMITTEE REPORTS POLICE COMMITTEE--COUNCILMAN KLINE I Counci Iman Kline reported that the Police Committee with the Police Chief had held a meeting and discussed the fol lowing: * I. 7,000 mi Ie trade in on Police Cars. 2. Whether the Police Cars should be included in the City's motor pool. a. Committee voted not to include the Police Cars in the City's motor pool. * 3. Three salary scales for Patrolmen. a. Suggestion that 6 mos. first raise, ne~t two salary increases to be determined by a written and oral examination under study by committee. 4. Present False Arrest Insurance inadequate. a. The Police Committee felt that the City's False Arrest Insurance should be raised to $/00,000.00, and referred this matter to the Mayor to appoint a committee to look into it. Referred to the Finance Committee. LICENSE COMMITTEE--COUNCILMAN CALKINS Counci Iman Calkins reported that the License Committee had met with the Chief of Police and Tavern Owners in the community to discuss amusement devices. I He said an Ordinance would be read later in the meeting establishing city policy on amusement devices. DEPARTMENT HEAD REPORTS PARK DEPARTMENT--GEORGE FREEMIRE, PARK SUPERINTENDENT Mr. Freemire reported that the fen~e has been completed at the 5th & K Street Bal I Field. He also reported that many trees have been donated to the City for the Les Gove Park. SEWER DEPARTMENT--JERRY KEESEE, PLANT OPERATOR Mr. Keesee reported that for the last two months the plant has been operating successfully, due to the small divisions made. ORDINANCE NO. 1740 It was moved by Lea and seconded by Calkins that Ordinance No. /740 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION 9./4.0/0 OF THE AUBURN CITY CODE, SAID SECTION 9./4.010 RELATING TO THE DESIGNATION OF ARTERIAL HIGHWAYS WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN, PURSUANT TO SECTION / OF ORDINANCE NO. 634 OF THE CITY OF AUBURN, AND REPEALING ORDINANCE NO. 1572 OF I THE CITY OF AUBURN, AND ALL OTHER ORDINANCES OR SECTIONS OF ORDINANCES IN CONFLICT HEREWITH." be adopted.
