("J Regular meeting of the City Counci I of the City of Auburn, held at 8:00 p. m. in the Counci I Chambers at the City Hal I. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann. It was moved by Sonnemann and seconded by Calkins that the Counci I Minutes of the December 7, 1964, Counci I Meeting regarding the receipt of the requests for annexation be amended to read: "That the annexation committee of the City Counci I meet with the initiating parties between counci I meetingsto determine the feasibi lity I of the proposed annexation and report their findings to the City Counci I. MOTION CARRIED The fol lowing corrections were made to the December 7, 1964, Counci I Minutes: Under Police Committee Reports, Item I, the mileage was corrected to read 70,000. Item 3, corrected to read four salary scales for Patrolmen. The words "be introduced amd adpoted" should be added to the motion by Calkins regarding Ordinance No. 1743. With these corrections, the minutes were approved as read. CORRESPONDENCE A letter from Harold A. Hagestad, City Engineer, requested permission for George Schuler to carryover five days of his 1964 vacation time into 1965. It was moved by Lea and seconded by Kline that the request to carryover five days of George Schuler's vacation time into 1965 be granted. MOTION CARRIED The Park Board requested the City cal I for bids for the purchase of a truck. It was moved by Sonnemann and seconded by Calkins that the City Clerk be instructed to cal I for sealed bids for the purchase of one 3/4 ton truck for the Park Department, bids to be received by the City Clerk at her office on or before 3 p. m. Monday, January 4, 1965, specifications for vehicles to be obtained from the office of the City Clerk, and al I bids to be in writing addressed to the Mayor and City Counci I of the City of Auburn, and to be a firm bid. I MOTION CARRIED The Cemetery Board requested the mayor and clerk to execute deed to county to widen Cemetery access road. It was moved by Aaby and seconded by Lea that the mayor and city clerk be authorized to sign deed to county to widen Cemetery access road. MOTION CARRIED Architect's Estimate No. I was submitted to the Council for approval. It was in favor of East Val ley Construction for work done on Les Gove Park Rest Rooms contract showing amount due at this time less the 15% retainage as $4,744.27, payable from the Municipal Park Construction Fund. It was moved by Sonnemann and seconded by Calkins that East Val ley Construction be paid $4,744.27 which is the amount due at this time less 15% retainage on the Les Gove Park Rest Rooms Contract. MOT I ON CARR I ED I The City of Auburn was served with Summons in regard to a complaint fi led by Stanley Brown through his attorney, Alva Long, for alleged impounding of his car. This summons was referred to the City Attorney. I I I AUBURN, WASHINGTON MONDAY DECEMBER 2 I . I 964 : ~ 21 ¡ A letter was received from the City of '^ercer Island in regard to legislation which would place the entire voter registration in the hands of the County Auditor. It was moved by Aaby and seconded by Hoyt that the Mayor and City Clerk be authorized to sign letter indicating the approval of the Auburn City Council for this legislation. MOTION CARRIED Payment from Water-Sewer Construction Fund to Richard E. Wolff--work by Rongey on Local Investigation test wel I plus $187.50 engineer' fees; a total of $1558.00 was submitted to the Counci I for approval. This apyment was approved by City Engineer Hagestad. It was moved by Fitzsimmons and seconded by Sonnemann that Counci I approve payment from Water-Sewer Construction Fund to Richard E. Wolff for work by Rongey on local investigation test wel I plus $187.50 engineering fees; a total of $1558.00. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED A letter dated Dec. 15, 1964, from the Finance Committee recommended issuance of Financing warrants to cover balances in L.I .D.s Nos. 156, 159, 157 and 158 Funds and Coal Creek Water Supply Faci lity Construction Fund and purchase of same by City Funds. It was moved by Fitzsimmons and seconded by Calkins that we accept the recommendations of the Finance Committee for issuance of Financing Warrants and purchase of same by City Funds. MOT ION CARR I ED The Finance Committee recommended the rotation of city business with local banks. This matter was tabled unti I the next Council Meeting. An application for Card Table License was submitted to the Council by J. W. McMasters. This application was turned over to the License Committee. A letter was received from the United States Department of the Interior regarding the gravel operation on the Nel lie Bi I I Hami Iton Allotment on the Muckleshoot Indian Reservation. This letter was placed on fi Ie in ~e City Clerk's Office. COUNCIL COMMITTEE RPEORTS POLICE COMMITTEE--ROBERT KLINE Counci Iman Kline reported on the fai lure of vehicular traffic to give right-of-way to emergency vehicles. He asked that the newspapers make note of this problem. LICENSE COMMITTEE--BRIAN CALKINS Counci Iman Calkins reported he had received a request for cabaret license from the New Moon Cafe. PURCHASING COMMITTEE--RAY SONNEMANN Counci Iman Sonnemann reported that the Purchasing Committee recommends the acceptance of the bids of Val ley Supply Cooperative for Diesel Oil and Premium Gasoline as they were the low bid. It was moved by Lea and seconded by Aaby that Val ley Supply Cooperative be awarded the bid for supplying the City of Auburn with Diesel Oi I for the Year 1965. ANNEXATION COMMITTEE It was moved by Calkins and seconded by Aaby that the recommendations of the annexation Committee be approved and that a petition to annex to the City of Auburn the area requested in the preliminary petition filed with the City Counci I at our last meeting of December 7, 1964, be circulated provided that such petition contain I a provision that the area to be annexed shal I assume the existing bonded indebtedness of the City of Auburn. MOT ION CARR I ED DEPARTMENT HEAD REPORTS FIRE DEPARTMENT--KENNETH CALKINS Chief Calkins reported that Pete Wheeler seems to be improving. and is doing very wel I at this time. ENGINEERING DEPARTMENT--HAROLD HAGESTAD Engineer Hagestad reported that the steel for the Lea Hi I I tank has been received. ORDINANCE NO. 1744 It was moved by Lea and seconded by Sonnemann that Ordinance No. 1744 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE INSTALLATION AND CONSTRUCTION OF ASPHALT CONCRETE PAVING AND CURB AND GUTTER 40 FEET BETWEEN CURBS ON FIRST STREET N. E., BETWEEN "L" STREET AND "M" STREET N. E., WITH I N THE CORPORATE LIMITS OF THE CITY OF AUBURN; CREATING AND ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO. 160; PROVIDING THE METHOD OF ASSESSMENT IN SAID DISTRICT AND THE MODE OF PAYMENT THEREOF, AND CREATING A LOCAL IMPROVEMENT DISTRICT FUND THEREFOR." be introduced I and adopted. MOTION CARRIED RESOLUTION NO. 174 It was moved by Sonnemann and seconded by Fitzsimmons that Resolution No. 174 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, RELATING TO THE TRANSFER OF FUNDS IN VARIOUS MUNICIPAL DEPARTMENTS OF THE CITY OF AUBURN TO PROVIDE NECESSARY FUNDS FOR THE OPERATION OF SAID DEPARTMENT," be introduced and adopted. ROLL CALL VOTE: AI I Councilmen voting YES. MOTION CARRIED RESOLUTION NO. 175 It was moved by Kline and seconded by Aaby that Resolution No. 175 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, ESTABLISHING A UNIFORM POLICY FOR THE PLACEMENT OF MUNICIPAL INSURANCE COVERAGE," be introduced and adopted. MOTION CARRIED RESOLUTION NO. 176 It was moved by Fitzsimmons and seconded by Sonnemann that Resolution No. 176 en tit I ed "A RESOL UT ION OF THE CITY OF AUBURN, WASH I NGTON, PROV I DING FOR THE PURCHASE I OF CERTAIN REAL PROPERTY REQUIRED FOR THE WATER IMPROVEMENTS TO BE MADE TO THE WATER WORKS UTILITY OF THE CITY OF AUBURN TO SERVE THE LEA HILL AREA, AS PROVIDED BY ORDINANCE NO. 1728 OF THE CITY OF AUBURN," be introduced and adopted. MOTION CARRIED AUBURN, WASHINGTON MONDAY DECEMBER 21, 1964 323 RESOLUTION NO. 177 It was moved by Lea and seconded by Hoyt that Resolution No. 177 entitled "A RESOLUTION AUTHORIZING THE EXECUTION AND DELIVERY OF A CONTRACT WITH PUGET SOUND POWER & LIGHT COMPANY FOR FURNISHING MERCURY VAPOR STREET LIGHTING," be introduced. MOTION CARRIED OLD BUSINESS None I NEW BUSINESS Mayor Gaines appointed Jack Sprenger Insurance Agent as chairman of the City's Insurance Committee. It was moved by Aaby and seconded by Lea that the Counci 1 approve the Mayor's appointment of Jack Sprenger Insurance Agent as chairman of the City's Insurance Committee. MOTION CARRIED Mayor Gaines wished the merchants and citizens of the City of Auburn a VERY MERRY CHRISTMAS AND A PROSPEROUS NEW YEAR. CLAIMS It was moved by Calkins and seconded by Sonnemann, that the claims as approved by the Audit Committee be paid.
