Minutes of the previous meeting held January 4, 1965 were approved as mai led. CORRESPONDENCE A letter was received from F\obert M. Hanna certifying that the irrigation system I contractor has substantially completed his work and is entitled to final payment. Architect Richard Haag Associates submitted for approval the recommendation that Val ley Supply Cooperative be paid 85% of contract for installation of irrigation system instal led at Les Gove Park. Amount due as of this date $13,265.30. ($2340.94 retained) It was moved by Aaby and seconded by Sonnemann that the claim of Yal ley Supply Cooperative be approved, and payment be made them in the amount of $13,265.30. ROLL CALL YOTE: AI I Counci (men voting YES. MOTION CARRIED The Cemetery Board requested the Counci I cal I for bids for a Tractor-Backhoe for the Cemetery Department. It was moved by Sonnemann and seconded by Calkins that the City Counci I give notice that sealed bids wi II be received by the Ci ty Clerk on or before 3 p. m., February 8, 1965, for the purchase of one Tractor-Backhoe for the Cemetery Department. Specifications to be made avai lable at the office of the City Clerk MOTION CARRIED Loren E. Payne submitted a request for change of Zoning on property located at 12th 7 Harvey Rd. from R-2 Single Fami Iy Residence to R-3 Duplex Residence. The zone change application of Loren E. Payne was referred to the Planning Commission I The Auburn Park Board submitted to the Counci I a recommendation to accept the bid of the Brewer Motor Co. for the purchase of a 3/4 ton truck. Bid plus sales tax less trade in amounts to $2097.35. It was moved by Calkins and seconded by Aaby that the Counci I concur with the recommendations of the Park Board, and award the bid for a 3/4 ton truck to Brewer Motor Co. for $2097.35. ROLL CALL YOTE: AI I Counci Imen voting YES. MOTION CARRIED Payment from Water-Sewer Construction Fund to King County Road Fund No.2 for inspection charges in the amount of $253.00 from the Water-Sewer Construction Fund was submitted to the Counci I for approval. It was moved by Fitzsimmons and seconded by Aaby that King County Road Fund No.2 be paid $253.00 from the Water-Sewer Construction Fund for inspection charges. ROLL CALL YOTE: AI I Councilmen voting YES. MOT I ON CARR I ED The report and recommendations of the Auburn Planning Commission were read. The Auburn Planning Commission recommended that the request of Myron Massey for a Special Property Use on property located at East Main and H Sts. be granted. I It was moved by Sonnemann and seconded by Calkins that the Counci I cal I for a public hearing to be held February I, 1965, at 8 p. m. on the request of Myron Massey for a Special Property Use on property located at East Main and H Sts. MOTION CARRIED The Auburn Planning Commission reported they had tabled the request of Myron t^assey for rezone from A-I (Agricultural) to C-I (Light Commercial) on property located across from Town and Country Restaurant unti I such time as City Engineer and developers work out a suitable street plan for the area. Gustaves to rezone from R-3 (Residential two-fami Iy) to C-I (Light Commercial) property located at the corner of E. Main and L Sts. N. E. be granted. It was moved by Sonnemann and seconded by Calkins that the Counci I cal I for a public hearing to be held February I, 1965, at 8 p. m. on the request of C. R. Gustaves to rezone from R-3 (Residential two-fami Iy) to C-I (Light Commercial) property located at the Corner of E. Main and L Srs. N. E. MOTION CARRIED The Auburn Planning Commission recommended that the request of Kenneth Lane to rezone Irom R-4 (Residential, multiple fami Iy district) to C-I (Light Commercial) property located t 6th and Auburn Avenue N. E. be denied. It was moved by Kline and seconded by Calkins that the Counci leal' for a public hearing to be held February r, 1965, at 8 p. m. on the request of Kenneth Lane to rezone from R-4 !Residential, multiple family district) to C-I (Light Commercial) prcperty located at 6th and Auburn Avenue N. E. MOTION CARRIED Hugh G. Goldsmith & Associates submitted the Final Plat of Forest Ridge to the Counci I for approval. Mayor Gaines asked that this plat be turned over to the Planning Director, with copies of the plat being distributed to heads of departments, he also asked the Counci Imen to make themselves fami liar with this matter. AUD ENCE Attorney Alva Long reported on the status of the Rai Iroad Merger. MAYor~ ' S PROCLANA T IONS Mayor Gaines proclaimed January 17 to 23, 1965, as Junior Chamber of Commerce Week. I COUNC I L COtNv\1 TTEE REPORTS FIRE COM~ITTEE -- COUNCILtAAN HOYT Counci Iman Hoyt reported that the Fire Committee had met on the matter of increasing payment to Volunteer Firemen, and the results of this meeting would be presented to the Counci I at their next regular meeting. POLICE CONMITTEE--COUNC'L^~N KLINE Counci Iman Kline reported there would be a meeting of the Police Committee and Fire Committee January 19, 1965. WATER-SEWER COMfIlI TTEE--COUNC I LN\AN F I TZS I Mf/lÛNS Counci Iman Fitzsimmons reported thôt the Water-Sewer Committee hôd met with the Water Commissioners of Water District #64 to discuss entering into a joint venture to serve this area with water. MOTION CARRIED ANNEXATION COMMITTEE--COUNCILMAN SONNEMANN Councilman Sonnemann reported that the Annexation Committee had met and all the petitions are back in, with a certification by the City Engineer that said petition bears the signatures of the owners of 84.84 per cent in value, according to the assessed valuation for general taxation of the property for which annexation to the City of Auburn is petitioned. It was moved by Sonnemann and seconded by Calkins that the Counci I cal I for a public hearing to be held February I, 1965, at 8 p. m., on the petition for annexation, and the City Clerk be instructed to post three notices of the hearing in the area. MOTION CARRIED DEPARTMENT HEAD REPORTS PUBLIC WORKS DEPARTMENT--ENGINEER HAROLD HAGESTAD Engineer Hagestad asked the Counci' to take note of the sanitary disposal container in the hal I outside the Counci I Chambers, at this container is being considered for use in the downtown parking lots. He reported that he is working on detai Is of a proposal which would provide drive up I mai I slots and a new type of telephone booth in the down-town area. He reported that installation of the new 20,000 Lumen Light System has been started on M Street and Harvey Road from the Enumclaw Highway to the Elks Club. PARK DEPARTMENT--SUPERINTENDENT FREEMIRE Superintendent Freemire reported that the fol lowing people had donated trees for the park: ROY GUSTAYES, HARRY KENNEDY, FRED RADTKE, FRANK ~ILLER, KATIE BISSELL and RAY SONNEMANN. VALLEY SUPPLY CO-OP donated 2 hours labor w/Boom Truck lifting out Rhododendron bushes. ORDINANCE NO. 1749 It was moved by Lea and seconded by Calkins that Ordinance No. 1749 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROHIBITING THE MAKING, GIYING, TURNING IN, OR FILING OF FALSE FIRE ALARMS AND FALSE REPORTS OF CRIMES TO THE AUTHORITIES OF THE CITY OF AUBURN, AND PROYIDING PENALTIES FOR THE YIOLATION THEREOF," be adopted. MOTION CARRIED ORDINANCE NO. 1752 I It wes moved by Fitzsimmons and seconded by Calkins that Ordinance No. 1752 entitled IAN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, DECLARING A PUBLIC EMERGENCY TO EXIST AND APPROPRIATING THE SUM OF $35.00 FROM THE EXTRA PAYROLL ACCOUNT OF THE GENERAL GOYERNMENT DIYISION OF THE CURRENT EXPENSE ~UND, $245.00 FROM THE EXTRA PAYROLL ACCOUNT, WATER DIYISION OF THE WATER FUND, AND $140.00 FROM THE EXTRA LABOR ACCOUNT OF THE SEWER DIYISION OF THE WATER FUND, TO PROYIDE NECESSARY FUNDS FOR THE SALARY OF THE UTILITY SUPERINTENDENT OF THE CITY OF AUBURN," be introduced. MOTION CARRIED ORDINANCE NO. 1753 It was moved by Calkins and seconded by Sonnemann that Ordinance No. 1753 entitled "AN ORDINANCE O¡::' THE CITY OF AUBURN, WASHINGTON DECLARING A PUBLIC EMERGENCY TO EXIST, CREAT ING A "WI1NESS FEE ACCOUNT" IN THE GENERAL GOVERNMENT DIYISION OF THE CURRENT EXPENSE FUND OF THE CITY, AND TRANSFERRING THE SUM OF $200.00 FROM THE MISCELLANEOUS ACCOUNT OF THE GENERAL GOYERNMENT DIYISION OF THE CURRENT EXPENSE FUND OF THE CITY FOR SAID ACCOUNT," be introduced. MOTION CARRIED OLD BUSINESS ATtorney Smythe asked the Counci I to take action on the Farrow property Transfer. I t was moved by letter on the Farrow he City Attorney. Calkins and seconded by Aaby that the Mayor be instructed to sign the property transfer wi th the approval of the Water-Sewer Commi ttee and MOTION CARRIED Attorney Smythe reported on the status of the Swanson Law Sui t and the Brown Law Sui t. NEW BUSINESS Mayor Gaines reported that he is receiving information concerning new legislation which is being proposed in Olympia, and asked for volunteers to form a committee to study this information and keep up on the happenings in Olympia.
