The meeting was cal led to order by Mayor Gaines. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann. Minutes of the previous meeting held January 18, 1965 were approved as mai led. PUBLIC HEARINGS I Mayor Gaines declared the public hearing open on the appl ication of C. R. Gustaves to ezone from R-3. (Residential t,wo:fami Iy) to C-I (Light Commercial) property located at the orner of E. Main and L Sts. N. ~. The Planning Commission recommended this request be granted. It was moved by Calkins and seconded by Hoyt that the public hearing be closed. MOTION CARRIED It was moved by Calkins and seconded by Aaby that the Counci I concur with the Planning Commission's recommendation to grant the rezoning from R-3 CF<esidential two-fami Iy) to C-I (Light Commercial) Property located at the corner of E. Main and L Sts. N. E. and Instruct the City Attorney to draw up the necessary OrdinanceJo implement same. MOTION CARRIED Mayor Gaines declared the public hearing open on the application of Myron Massey for a Special Property Use on property located at East Main and H Sts. The Auburn Planning Commission recommended this request be granted. It was moved by Sonnemann and seconded by Calkins that the public hearing be closed. MOTION CARRIED Mayor Gaines declared the public hearing open on the request of Kenneth Lane to rezone from r:-4 (Residential, multiple family district) to C-I (Light Commercial) property located at 6th and Auburn Avenue N. E. The Auburn Planning Commission recommended this request be denied. It was moved by Hoyt and seconded by Sonnemann that the public hearing be closed. MOTION CARRIED It was moved by Kline and seconded by Fitzsimmons that the request of Kenneth Lane to rezone from R-4 (Residential, multiple family district) to C-I (Light Commercial) property located at 6th and Auburn Avenue N. E. be granted, and that the City Attorney be instructed to draw up the necessary Ordinance to implement same. MOTION CARRIED Mayor Gaines declared the public hearing open on the annexation petition for land IIIYing between 17th and 26th Sts. N. E. and the present East City Limits and Green River. I Mr. and Mrs. Albert LaPlante of 1936 J St. Northeast asked questions about annexation Into the City of Auburn. It was moved by Sonnemann and seconded by Calkins that the public hearing be closed. MOTION CARRIED 334 AUBURN, WASHINGTON MONDAY FEBRUARY I, 1965 It was moved by Sonnemann and seconded by Calkins that the annexation petition for land lying between 17th and 26th Sts. N. MOTION CARRIED CORRESPONDENCE I A letter from the State Department of Health announced that a Certificate of Competency is being issued Gary Towel I, employee of the Water-Sewer Department, for successfully passing examinations which qualify him for the higher rating. Mayor Gaines asked that this letter be placed on fi Ie, and personally congratutéted Mr. T owe I I . A letter from the Washington State Pollution Control Commission approved Engineering Report on a Study of the Auburn Sewerage Treatment Lagoon. Mayor Gaines asked that this letter be placed on fi Ie. A letter from the State Department of Health approved the Engineering Report on Sewage Lagoon Modifications with provisions regarding the removal of fi I I in the grit channe I . Mayor Gaines asked that this letter be placed on fi Ie. A letter from the Auburn Planning Commission reported on a special meeting held January 21, 1965 at 4:00 p. m. The Auburn Planning Commission recommended the request of Myron Massey to rezone from A-I (Agricultural) to C-I (Light Commercial) property located across from Town and Country Restaurant be granted subject to certain provisions. I It was moved by Fitzsimmons and seconded by Aaby that a public hearing be held by the City Counci I of the City of Auburn at 8:00 p. m. February 15, 1965, in the Counci I Chambers of the Auburn City Hal I on the request of Myron Massey to rezone from A-I (Agricultural) to C-I (Light Commercial) on property located across from the Town and Country Restaurant. MOTION CARRIED The fol lowing recommendations were made by Fire Chief R. K. Calkins for increases in rate of Volunteer Firemen: Fire Cal 1- $2.00; Each additional hour - $1.50; and dri II time, per hour - $1.50. It was moved by Hoyt and seconded by Fitzsimmons that the Counci I grant the increases in rate of Volunteer Firemen as recommended by Fire Chief R. K. Calkins, ROLL CALL VOTE. Hoyt, yes; Lea, yes; Kline, yes; Fitzsimmons, yes; Calkins, yes; Aaby, yes; and Sonnemann abstained from voting as he is a Volunteer Firemen. MOTION CARRIED The fol lowing estimates were submitted to the Counci I for approval, all estimates having been approved by City Engineer Harold Hagestad: I. Rainier Asphalt Paving Company, Estimate No.3, retàined percentage on work done on L.I .D. #155. $13,912.86 IT was moved by Lea and seconded by Sonnemann that Rainier Asphalt Paving Company be I paid $13,912.86 as shown on Estimate No.3 as retained percentage on work done on L. I . D. # 155. ROLL CALL VOTE. AI I Counci Imen voting YES. MOTION CARRIED 2. Val ley Cement Construction Company, Estimate No.3, work on L.I .D. #156, less retained percentage. $6,452.67 It was moved by Lea and seconded by Sonnemann that Val fey Cement Construction Company be paid $6,452.67 as shown on Estimate No.3 for work on L.I .D. #156. Scherting submitted application to rezone from R-3 (Residential )to C-3 (Commercial) property located at 15th Street between A and B Sts. S. E. A petition was received to circulate a petition for annexation to the City of Auburn property located between R St. S. E. and Green River, south of East Main St. thence south to the present city limits. The petition was signed by 14 property owners, and was accompanied by City Engineer Hagestad's certification that the signatures represented owners of 22.08 per cent land value in the area for which annexation to city is petitioned. This petition was referred to the Annexation Committee, chairman Counci !man Sonnemann. I A letter from Hugh G. Goldsmith and Associates requested the City establish a policy for road bonds for al I plats. This matter was referred to the City Attorney and the Engineering Department, and Counci Iman Lea was asked to report on the outcome. A letter was received from Jack L. Sprenger, Chairman of the Insurance Committee, recommending the city carry bond coverage for city treasurer and city clerk. It was moved by Aaby and seconded by Hoyt that the counci I authorize expenditure to carry bond coverage for city treasurer and city clerk as recommended by Jack L. Sprenger. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Joe Starkovich submitted a request for vacation of right-of-way. This request was referred to the Planning Department. John D. Wadkins submitted a request for Special property use on property located on 21st Street S. E. in rear of present bowling alley, for skating rink purposes. This request was referred to the Planning Commission. Raven Transfer & Storage Company submitted a claim for damages for damages to truck I in the amount of $211.53. This claim was referred to the City's Liabi lity Insurance Carrier. The First Baptist Church submitted a request for a Special Property Use on land at 25th & M Street Southeast, South of the Pioneer Elementary School. This request was referred to the Planning Commission. A letter was received from the Auburn Chamber of Commerce requesting a public hearing on the proposed pub! ic housing for senior citizens. Mayor Gaines said he would cal I a meeting on this matter at a later date. AUD I FNCE Mr. John Eby reported that he was having a drainage problem in front of his business on "C" Street Southwest. He also informed the Counci I of damaged road surfacing at the intersection of "R" Street Northeast and Henry Road. Counci Imen Lea was asked to investigate these problems. ~~YOR'S APPOINTMENTS Mayor Gaines appointed the for lowing citizens to serve on the "Community Youth Committee" to establ ish the Neighborhood Youth Corp. program in the City: I Mrs. James W.
