The meeting was called to order by Mayor Gaines. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann. Minutes of the previous meeting held Apri I 19, 1965 were approved as mai led. PUBLIC HEARING Mayor Gaines declared the public hearing open on Local Improvement District No. 156 assessment roll. Planning Director Schuler outlined the type of improvement and where located. A letter was received from Richard Fordice in reference to LID No. 156. Planning Director Schuler answered Mr. Fordice's question concerning this LID. It was moved by Calkins and seconded by Fitzsimmons that the public hearing on LID No. 156 assessment rol I be closed. NOTION CARRIED It was moved by Lea and seconded by Calkins that the city attorney be instructed to draw up the necessary ordinance to approve the assessment rol I on LID No. 156. MOTION CARRIED Mayor Gaines declared the public hearing open on Local Improvement District No. 157 assessment rol I. Planning Director Schuler outlined the type of improvement and where located. Sam Mathiesen, 600 "M" Street Southeast, stated he was opposed to this assessment. It was moved by Calkins and seconded by Fitzsimmons that the public hearing on LID No. 157 assessment rol I be closed. It was moved by Aaby and seconded by Calkins that the public hearing on LID No. 158 assessment rol I be closed. NOTION CARRIED It was moved by Lea and seconded by Kline that the city attorney be instructed to draw up the necessary ordinance to approve the assessment roll on LID No. 158. Bocek to annex to the City of Auburn property located SE of the city ~ I imits and North of the Stuck River. t:: CJ Planning Director Schuler outlined the location. It was moved by Calkins and seconded by Hoyt that the public hearing on the petition of John R. and Laverne G. Bocek to annex to the City of Auburn property located SE of the city limits and North of the Stuck River be closed. MOTION CARRIED It was moved by Sonnemann and seconded by Calkins that the city accept the I petition of John R. and Laverne G. Bocek to annex to the City of Auburn property located SE of the city limits and North of the Stuck River, and the city attorney be instructed to draw up the necessary ordinance implementing this annexation under the terms that the area shal I assume their share of the bonded indebtedness of the City of Auburn, and that this ordinance be presented to the counci I after the 80ard of Review has bet and approved this annexation. NOT I ON CARR I ED It was moved by Sonnemann and seconded by Calkins that the Board of Review be convened to take action on the annexation to the City of Auburn property located SE of the city limits and North of the Stuck River. I The following bids were opened at 3 p. m. Apri 1 29, 1965, for sale of $215,000.00 interest bearing Water-Sewer Revenue Warrants for temporary financing of Lea Hill Sewer Line and Sewer Lagoon Modification prior to sale of Water-Sewer Revenue Bonds: Bidder Interest NATIONAL BANK OF WASHINGTON NATIONAL BANK OF COMMERCE 3-1/8 percent 3.47 percent A letter from Blythe and Company agreeded to submit bid for the additional $215,000.00 of City of Auburn Water and Sewer Revenue Bonds. The Finance Committee minutes recommended the acceptance of the low bid of the National Bank of Washington for purchase of interest bearing Revenue Warrants for temporary financing of Water-Sewer Construction Fund at an interest rate of 3 1/8 percent. It was moved by Fitzsimmons and seconded by Calkins that we concur with the recommendation of the Finance Committee and award the bid for purchase of interest bearing Revenue Warrants for temporary financing of Water-Sewer Construction Fund at an interest rate of 3 1/8 percent to National Bank of Washington. ROLL CALL VOTE: All Counci Imen voting YES. MOTION CARRIED I I I I 371f AUBURN. WASHINGTON NONDAY MAY 3. 1965 CORRESPONDENCE A petition was received from John D. Wadkins, 1905 Howard Road, for creation of a Local Improvement District for construction of an 8~ Sanitary Sewer for approximately 1,040 ft. on Howard Road-Enumclaw Highway to 21st St. SEe This Petition was accompanied by City. Engineer Harold A. Hagestad's certification that the estimate of the cost and expenses of proposed LID No. 161 is $12,026.22 and that the signatures contained on the petition submitted for this LID consitute 72.38% of total assessable square footage and 72.50% of the total frontage. It was moved by Fitzsimmons and seconded by Calkins that the city attorney be instructed to draw up the necessary ordinance to implement the formation of this LID. NOT I ON CARR I ED R. B. Tollefson, Utilities superintendent, submitted a request to the counci I for permission to authorize the attendance of Jerry Keesee at the Inland Empire Sewage Wastes School at Pullman, Washington, June 9 through I I. It was moved by Fitzsimmons and seconded by Aaby that Jerry Keesee be granted permission to attend the Inland Empire Sewage Wastes School at Pullman, Washington as per R. B. Tollefson, Uti Ii ties Superintendent, request. f.NJTION CARRIED Harold A. Hagestad, City Engineer, submitted a request to the counci I for permission for Mayor Gaines, Harold Hagestad, Robert Tollefson and George A. Schuler to attend the American Public Works Conference in Wenatchee. It was moved by Lea and seconded by Hoyt that Mayor Gaines, Harold Hagestad, Robert Tollefson and George A. Schuler be granted permission to attend the American Public Works Conference in Wenatchee May 5,6 and 7. NOTION CARRIED A letter from the Washington State Pollution Control Commission approved the Lea Hi I I Interceptor, Lateral Sewer & Lift Station Construction Addendum No.2. This letter was referred to the Water-Sewer Committee. A letter from the State Department of Health approved the Lea Hi I I Interceptor Sewer Addendum No.2. This letter was referred to the Water-Sewer Committee. A letter from the Washington State Pollution Control Commission contained offer of a $5,700 grant to the City of Auburn to assist in the construction of waste stabilization pond alteration and improvement. Mayor Gaines stated there would be a resolution later in the meeting on this matter. A letter from the Auburn Park Commission recommended the acquistition of the Dave Botting Soos Creek Property as a future park site. Mayor Gaines appointed Councilman Sonnemann to meet with the Auburn Park Commission on this matter. A letter from Wi I liam D. Hibray protested the installation of lighting on 5th and K St. Bal I Park. A letter from Jack A. Hawkins, representative of residents in the area of 5th and K St. Sal I Park, explained the problems incurred as a result of this bal I park and suggested some improvements that could be made. Mayor Gaines asked that copies of these two letters be sent to the Park Commission. The report of the Board of Adjustment on the public hearing held Apri I 2, 1965, was read, as follows: The request of Albert Farrow to instal I a house trai ler in his back yard at 820 S St. SEe was approved for a period of one year subject to annual review. The Board also approved the request of Forrest Wohlhueter for a variance al lowing him to construct a home meeting necessary side and front yard setback requirement but short of the rear yard setback as set forth in Zoning Ordinance No. 1702. It was moved by Sonnemann and seconded by Aaby that the city clerk be instructed to call for a public hearing to be held 8 p. m., May 17, 1965, in the counci I chambers at the city hal I on the request of Mrs. Agnes Marty to rezone from A-I to I M-I property located on 30th St. NW between Auburn Avenue and A St. NW. MOTION CARRIED Richard E. Wolff, consulting engineer, submitted Progress Estimate No.3 in favor of Pittsburg DesMoines Steel Company showing $5,729.40 due as of April 26, 1965 from the Water-Sewer Construction Fund. This estimate was approved by City Utility Superintendent R. B. Tollefson. It was moved by Fitzsimmons and seconded by Kline that Progress Estimate No.3 be approved and Pittsburg DesMoines Steel Company be paid $5,729.40 from the Water-Sewer Construction Fund. Wolff, Consulting Engineer, submitted Progress Estimate No.7 in favor of Austin Construction Company showing $18,247.66 due as of April 26, 1965 from the Water-Sewer Construction Fund. This estimate was approved by City Utility Superintendent R. B. Tollefson. It was moved by Fitzsimmons and seconded by Sonnemann that Progress Estimate No.7 be approved and Austin Construction Company be paid $18,247.66 from the Water-Sewer Construction Fund. ROLL CALL VOTE: All Counci Imen voting YES. NOT ION CARR I ED I A letter from the Washington Department of Health approved the sewer extensions for the Plat of Forest Ridge. Mayor Gaines asked that this letter be placed on file. A letter from the Washington State Pollution Control Commission approved the Sanitary Sewer Extensions for the Plat of Forest Ridge. Mayor Gaines asked that this letter be placed on file. Mayor Gaines asked that copies of these two letters be given the Planning Commission and the Engineering Department. R. I. Heinz submitted an application to rezone from R-3 to C-I property located on the SW corner of E Main and K Sts. This matter was referred to the Planning Commission. A letter from the Farmers Home Administration stated they plan to vacate their present quarters in the City Hall, May 17, 1965. Mayor Gaines asked that this letter be placed on fi Ie. A letter from Jack Sprenger, Chairman City Insurance Committee, recommended a I ·'number of improvements to the insurance coverage for the city, and suggested a council representative be appointed to work with the Insurance Committee. Mayor Gaines appointed Counci Iman Aaby and Counci Iman Hoyt to work with the Insurance Committee. It was moved by Lea and seconded by Sonnemann that the resignation of George Blinn as street superintendent be accepted effective May 10, 1965. MOTION CARRIED Mayor Gaines instructed City Clerk Elisabeth Heritage to write a letter to George Blinn thanking him for his years of service to the City. A letter from the Knights of Columbus requested a permit to sell safe and sane fireworks in the City of Auburn. Mayor Gaines referred this request to the License Committee. Carey and Kramer submitted an invoice for approval in the amount of $2.642.41 to be paid from the Water-Sewer Construction Fund for engineering for the Sewer Lagoon Modifications. It was moved by Fitzsimmons and seconded by Sonnemann that Carey and Kramer be paid $2,642.41 from the Water-Sewer Construction Fund for engineering on the Sewer Lagoon Modification. Hagestad, City Engineer, submitted Engineer's Estimate No. I in favor of Heisserman Construction Company of $3,015.00 from LID Fund No. 160, for curb and gutter excavation bal last and asphalt surfacing on 1st NE between Land M Sts. NE as per unit bid. It was moved by Lea and seconded by Hoyt that Engineer's Estimate No. I be approved and Heisserman Construction Company be paid $3,015.00 from LID Fund No. 160, for installation of curb and gutter, excavation bal last and asphalt surfacing on 1st NE between Land M Sts. It was moved by Lea and seconded by Hoyt that Clark. Coleman and Rupeiks, Inc. be paid $2,090.00 from LID No. 155 Fund and $910.00 from Street Fund for Traffic and Parking Study. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED Robert Hoyt submitted application to rezone from R-2 to C-I property located adjacent to the Rhododendron Motel on Auburn Avenue. This application was referred to the Planning Commission. MAYOR'S PROCLAMATIONS AND APPOINTMENTS Mayor Gaines appointed Frank DeLuca and Fred Poe to the advisory committee of Flood Control Zone District for the Green River Watershed area. It was moved by Calkins and seconded by Sonnemann that the City Council approve the Mayor's appointment of Frank DeLuca and Fred Poe to the advisory committee of Flood Control Zone District for The Green River Watershed area. NOT ION CARR I ED Mayor Gaines appointed George McLaughlin as acting street superintendent, effective as of May 10, 1965. It was moved by Aaby and seconded by Sonnemann that the Mayor's appointment of George McLaughlin as acting street superintendent be approved. MOTION CARRIED o Mayor Gaines proclaimed May 21 and 22 as Poppy Days for the City of Auburn. 3 74AUBURN, WASH I NGTON NONDAY MAY 3. 1965 AUO I ENCE AI Shaughnessy stated he was opposed to the installation of lights on the 5th and K St. Ball Field No.2 unti I adequate fences and back stop have been installed and a curfew has been put into effect. Mrs. Hibray, Ida Nelson, and Mr. Hibrary also spoke against the installation of these lights unti I improvements have been made to the ball field. Sam Mathiesen offered his property for sale for park purposes. "', o ~ t::: ('"J Mayor Gaines stated that he would talk to the park commission concerning these I improvements. COUNC I L COfvWlI TTEE REPORTS COMMITTEE ON DRIVE-IN PARKING LOTS - COUNCILMAN HOYT Counci Iman Hoyt reported that he had met with Kenneth Ingalls, attorney representing Drive-In Restaurant Owners, and they had made a rough draft of an ordinance which would give the Police Department authority to maintain control on private property. COUNCIL DISCUSSION ON LIGHTING FOR BALL PARK It was moved by Lea and seconded by Fitzsimmons that Auburn Electric be awarded the bid for installation of lighting on the 5th and K St. Bal I Field No.2 in the amount of $3215.68. Richard DeRemer stated that he felt some revisions should be made to the back- stop. ROLL CALL VOTE: Lea, Kline, Fitzsimmons, Calkins, Sonnemann, and Hoyt, YES. Aaby, No. MOT I ON CARR I ED Mrs. J. R. Boyer asked about assessments for sewer on 312th. City Engineer Harold Hagestad stated there was no Local Improvement District in this area at the present time. Mayor Gaines asked that City Engineer Harold Hagestad contract Mrs. J. R. Boyer regarding this matter. COUNCIL COMMITTEE REPORTS STREET COMMITTEE - COUNCILMAN LEA Counci Iman Lea reported that the Street Committee had met and discussed the plat of Forest Ridge and the plat of Sportsman Paradise, and had informed the engineers of these projects that they concured with the city engineer in his decision not to accept certain features in the preliminary plats. City Engineer Harold Hagestad stated that all the problems have been resolved on the plat of Forest Ridge. WATER-SEWER COMMITTEE - COUNCILMAN FITlSI^WONS Counci Iman Fitzsimmons reported that the Water-Sewer Committee had met with Mr. Wyckoff, representative of Rowland Construction, concerning the trunk sewer line in Sherman Acres, and it was decided that the trunk line would be run down Dogwood Avenue. Counci Iman Fitzsimmons reported that the Water-Sewer Committee had met with a group and discussed the possibi Ii ties of providing water on Indian Land. LICENSE COMMITTEE - COUNCILMAN CALKINS Counci Iman Calkins reported that he had received a letter from the Knights of Columbus, requesting a permit to sel I safe and sane fireworks in the City of Auburn, but that no more licenses could be issued this year. Mayor Gaines then referred this matter to the Fire Chief for reply. I I I I I AUBURN, WASHINGTON MONDAY MAY 3. 1965 375' DEPARTMENT HEAD REPORTS PARK DEPARTMENT - PARK SUPERINTENDENT GEORGE FREEMIRE Park Superintendent George Freemire reported that Les Gove Park has been seeded. He stated that Joe Nishimoto donated the uæof his tractor for a week to accomplish the job. WATER-SEWER DEPARTMENT - UT I L ITY SUPER I NTENDENT ROBERT TOLLEFSON Uti lity Superintendent Robert Tollefson reported that the Lea Hi I I Water Tank has sprung another leak since the earth quake. He stated that the Lea Hi I I sewer is now under construction. ENGINEERING DEPARTMENT - CITY ENGINEER HAROLD HAGESTAD City Engineer Harold Hagestad reported that two chimneys were lost off the Sewage Treatment Plant Operator's house, and that some damage had been sustained at the Sewage Treatment Plant and the City Hal I. Mayor Gaines reported that he had contacted a structual engineer to make a survey of the city hal I after the earth quake. ORDINANCE NO. 1774 It was moved by Kline and seconded by Fitzsimmons that Ordinance No. 1774 be returned to the floor at this time for discussion and action. MOTION CARRIED It was moved by Kline and seconded by Fitzsimmons that Ordinance No. 1774 entitled "AN ORD I NANCE OF THE CITY OF AUBURN, WASH I NGTON, DECLAR I NG A PUBLI C EMERGENCY TO EX 1ST AND APPROPRIATING THE SUM OF $8,800.00 FROM UNBUDGETED FUNDS IN THE "ClFRENT EXPENSE FUND" OF THE CITY OF AUBURN TO PROV IDE NECESSARY FUNDS FOR THE EMPLOYMENT OF TWO DRAFTSMEN BY THE PUBLIC WORKS DEPARTMENT OF THE CITY DURING THE REMAINDER OF THE CALENDAR YEAR 1965." be introduced. Counci Iman Lea said he felt the engineer had good solid reasons for hiring the two draftsmen, but there had been requests from other departments and money had not been avai lable. He said it had been pointed out that the expense would be reimbursed by projects outside the city budget but even so he was not convinced that we should move into this obligation. Counci Iman Kline inquired of City Engineer Harold Hagestad, if with the addition of the two draftsmen, his department would be able to engineer and design those street, water and sewer projects that have been proposed for the current year without hiring further engineers to provide plans'and specifications. Hagestad stated that with the two new men, his department could handle the projects proposed at this time but it was impossible to guarantee no additional help would be needed as other projects not now contemplated might come in thus increasing the work load beyond the capacity of his office even with this additional help. He assured the Counci I his staff would certainly work ful I time and that general water, sewer and street projects would be within their capabi Ii ties. Counci Imen lea and Aaby spoke in favor of hiring the new men. Sonnemann pointed out a good share of their salary would come from other funds and that consulting engineers on the lea Hi I I installations were being paid from the Water-SeWér Construction Fund. Attorney Smythe said he had drafted an agreement between the Washington State Game Commission and the City of Auburn for right-of-way on R Street Southeast extension. He read this agreement to the counci I. AUBURN, WASH I NGTON NONDAY MAY 3, 1965 377," It was moved by Lea and seconded by Fitzsimmons that the city attorney be given authorization to deliver this agreement to the Washington State Game Commission, and at such time as the Washington State Game Commission approves this agreement the mayor and city clerk are authorized to sign said agreement. NOTION CARRIED Attorney Smythe asked for authorization to record the fol lowing easements. Easement between David A. Botting and Ruby S. Botting, Roger W. Brown and Lois B. Brown - "Grantors", and City of Auburn - "Grantee" I Easement between the 1001 Club, a Washington corporation - "Grantors", and City of Auburn - "Grantee" Easement between John L. Thamert and Oma M. Thamed - "Grantors", and City of Auburn "Grantee" It was moved by Sonnemann and seconded by Kline that the city attorney be authorized to record these easements. It was moved by Kline and seconded by Sonnemann that the City Attorney be authorized to record the deed between Clarence Tillman & Judith A. Tillman - "Grantor" and the City of Auburn - "Grantee" for street purposes.
