Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann. Minutes of the previous meeting held May 17, 1965 were approved as mai led. PUBLIC HEARING Mayor Gaines declared the public hearing open on the request of Norman & D. I Mi I ler to rezone from R-2 to C-I, property located at 3625 Enumclaw Highway. The Auburn Planning Commission recommended this request be granted. It was moved by Calkins and seconded by Hoyt that the public hearing be closed. NOTION CARRIED It was moved by Calkins and seconded by Aaby that the Council concur with the recommendation of the Planning Commission and grant the request of Norman & D. Mi I ler to rezone from R-2 to C-I, property located at 3625 Enumclaw Highway, and instruct the City Attorney to draw up the necessary Ordinance to implement same. NOTION CARRIED Mayor Gaines declared the public hearing open on the request of Mark Hedman to rezone from R-2 to R-4 property located at 27th and D Sts. S. E. The Auburn Planning Commission recommended this request be granted. A petition signed by twenty-four residents of the area protested the rezoning of this property. Dave Kunz, Gertrude H. Brown, Robert Berens, and Frank Steward al I spoke against the rezoning of this property. It was moved by Calkins and seconded by Kline that the public hearing be closed. It was moved by Sonnemann and seconded by Fitzsimmons that this motion be tabled. ROLL CALL VOTE: Hoyt, Lea, Fitzsimmons, Aaby, and Sonnemann, YES; Kline, Calkins, NO. MOTION CARRIED Mayor Gaines declared the publ ic hearing open on the request of Dario Cugini for Special Property Permit for the construction of a service station on property located at N. E. Corner of PS Highway #5 and Dogwood St. S. E. The Auburn Planning Commission recommended this request be granted. It was moved by Fitzsimmons and seconded by Sonnemann that the public hearing be closed. MOTION CARRIED It was moved by Fitzsimmons and seconded by Sonnemann that the Council concur with the Planning Commissions recommendation and grant the request of Dario Cugini for Special Property Permit for the construction of a service station on property located at N. MOTION CARRIED I Mayor Gaines declared the public hearing open to consider Resolution No. 190 for official adoption, which said Resolution is a reaffirmation of the need in the City for additional low rent housing units and authorization for amending the Cooperation Agreement existing between the Housing Authority of the County of King, Washington and the City of Auburn, dated October 6, 1964. It was moved by KI ine and seconded by Aaby that the public hearing be closed. Mayor Gaines referred this letter to the Water-Sewer Committee for action. Harold Hagestad, City Engineer, submitted a letter requesting permission to al low Wi I liam F. Baumgras two weeks of Mi litary leave, with pay. It was moved by Kline and seconded by Lea that Harold Hagestad, City Engineer, be granted permission to al low wi I I iam F. Baumgras two weeks of leave, with pay, beginning June 14, 1965 and concluding June 25, 1965. (Mi titary Leave). NOT I ON CARR I ED A letter was received from Statewide City Employees Retirement System concerning reinstitution of retirement contributions for Betty Roberson. It was moved by Kline and seconded by Aaby that the city extend Betty Roberson's retirement from December 1964 through June 1965, and that a contribution of $278.00 to Statewide City Employees Retirement System to cover this period be approved. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED A letter from the King County Park and Recreation Department stated they have referred our request for a recreation leader to the King County Park Board for consideration. Mayor Gaines asked that this letter be placed on fi Ie. A letter was received from United Homes Corporation regarding Road Improvements Forest Ridge Addition. This matter was referred to the Street Committee and Councilman Lea was asked to bring back a recommendation to the Counci 1. Correspondence was received from the Grand Commandery of Knights Templar of Washington expressing their thanks and appreciation to the people responsible for their cordial reception. Mayor Gaines asked that this letter be placed on fi Ie. A letter was received from Sly the & Company, Inc. offering their services as Financial Consultant to the City of Auburn for the advance refunding of the redeemable portions of the $400,000 Auburn Water and Sewer Revenue bond issue dated Apri I I, 1960, and the $1,000.00 Auburn Water and Sewer Revenue bond issue dated Jan. I, 1963. ~C'é"<-cßC'<-"'<'<-c The recommendation of Finance Committee concerning the proposed contract with Blythe & Company for refinancing of Water Sewer Revenue Bonds outstanding was read. It was moved by Kline and seconded by Aaby that the proposal of Blythe & Company, Inc. be accepted and the Mayor and City Clerk be authorized to sign this agreement. ROLL CALL VOTE: AI I Counci'men voting YES. !lOTION CARRIED Harold Hagestad, City Engineer, reported that the Washington State Game Commission has approved the F~ Street Agreement. It was moved by Lea and seconded by Sonnemann that the City Attorney be instructed to draw up the necessary Resolution to cal I for a public hearing to be held July 6, 1965 to vacate a portion of R Place S.E. (Game Farm Road)/ MOTION CARRIED 3 S,ß! AUBURN, WASH I NGTON MONDAY JUNE 7, 1965 This matter was referred to the Planning Commission. ~~" o ~ c::: lJ C. A. Heisserman submitted a special property use permit application to operate an auto wrecking yard on property located at 2nd & F St. N.W. Harvey & Ruth Brinkley submitted a zone change appl ication to rezone from R-2 to C-2 and R-5 property located at 3804 Enumclaw Highway. This application was referred to the Planning Commission. A request to circulate an Annexation Petition for area bounded on the East by the Mi Iwaukee Rai Iroad Tracts, on the South by 8th Street N.W., on the West I by the top of West Hi I 1 and on the North by 288th, signed by 16 property owners in the area, was submitted to the Council for approval. This request was accompanied by Engineer's Certificate stating that signatures represent owners of 49.357 percent of land value in the proposed annexation. Mayor Gaines asked that the annexation committee hold a meeting June 14, 1965 at 7:30 p. m. to consider this request for annexation. A letter from Harold Hagestad, City Engineer, requested permission for Robert Tollefson to attend the American Water Works Association Conference in Portland, Oregon from June 27 through July 2, 19b:>. It waS moved by Fitzsimmons and seconded by Aaby that Robert Tollefson be granted permission to attend the American Water Works Association Conference in Portland, Oregon from June 27 through July 2, 1965. MOTION CARRIED Submitted for approval was payment of $335.00 from L.I .D. No. 160 Fund to Heisserman Construction Co. It was moved by Lea and seconded by Calkins that Heisserman Construction Co. be paid $335.00 from L.I .D. No. 160 Fund for retained percentage on contract for curb and gutter, excavation bal last and asphalt surfacing on 1st St. N.E. between Land M Sts. N.E. ROLL CALL VOTE: All Councilman voting YES. NOT 1 ON CARR I ED I Submitted for approval was payment of $2584.25 from the Water Sewer Construction Fund to Richard E. Wolff, Consulting Engineer, for Inspection Services, Lea Hi II Water System, March 27 to May 21, 1965. It was moved by Fitzsimmons and seconded by Sonnemann that Richard E. Wolff, Consulting Engineer, be paid $2584.25 from the Water Sewer Construction Fund for Inspection Services on the Lea Hi II Water System, March 27 to May 21, 1965. ROLL CALL VOTE: AI I Counci Iman voting YES. NOTION CARRIED A petition was received requesting the creation of a L.I.D. on "0" Street Southeast between 33rd and 37th Street Southeast, for grading, bal lasting, curb and gutter and asphalt paving. The petition contained signatures of 77% of the property frontage and area. It was moved by Lea and seconded by Hoyt that the City Attorney be instructed to draw up the necessary Ordinance to implement this L.I .D. NOTION CARRIED The minutes of the Board of Adjustments meeting held June 7, 1965 were read and ordered placed on fi Ie. A request was received from Carson and Barnes Circus to rent five acres in vicinity of Sewage Treatment Plant on or about July 14, 1965. I It was moved by Kline and seconded by Calkins that five acres in vicinity of Sewage Treatment Plant be rented to Carson and Barnes Circus subject to the approval of the Water Sewer Committee and License Committee. MOTION CARRIED ~ The White niver Val ley Historical Society requested funds for one half of maintenance costs of proposed museum, the other half to be requested from the City of Kent. Mayor Gaines referred this request to the Finance Committee & City Attorney. I I I AUBURN, WASHINGTON MONDAY JUNE 7, 1965 387~ R. B. Tollefson, Uti lities Supt., submitted ten copies of a proposed agreement with the Tribal Counci I of the Muckleshoot Indians, the United State Public Health Service and the City of Auburn. Submitted for approval was Progress Estimate No.8 in favor of Austin Construction Company for $2,542.04 on Lea Hi I I Water System contract, payable from the Water-Sewer Construction Fund. This estimate was submitted by Richard E. Wolff, Consulting Engineer, and payment approved by Harold A. Hagestad, City Engineer. It was moved by Fitzsimmons and seconded by Sonnemann that Austin Construction Company be paid $2,542.04 on Lea Hil I Water System contract, from the Water Sewer Construction Fund as per Estimate No.8 submitted by Richard E. Wolff, Consulting Engineer. ROLL CALL VOTE: AI I Counci'men voting YES. MOTION CARRIED Henry and Alma Knickerbocker submitted a quit claim deed to the City of Auburn for land located on 8th N.E. between Harvey Road and R Street for street purposes. MOTION CARRIED NEW BUSINESS It was moved by Fitzsimmons and seconded by Kline that the City Attorney be instructed to record the right of way agreement for sewer pipe line from the Department of Natural Resources. MOTION CARRIED Mayor Gaines asked that the term of office for the fol lowing persons be extended through December 31, 1965. Cemetery Board, Robert Dietzen; Civil Service Board, Ken Lane; Library Trustees, Ken Schoenfeld; Park Board, George Nickelsen; Planning Commission, Ed Ryan; Board of Adjustments, Ed Ryan. It was moved by Kline and seconded by Sonnemann that the Counci I concur with the Mayor's request and extend the term of these offices through December 31, 1965.
