Regular meeting of the City Counci I of the City of Auburn, held at 8:00 p. m.
in the Council Chambers at the City Hal I.
The meeting was called to order by Mayor Gaines.
Councilmen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann.
Minutes of the previous meeting held June 7, 1965 were approved as mailed.
PUBLIC HEARING
Mayor Gaines declared the public hearing open on the Assessment Roll for
Local Improvement District No. 155 (Off-Street Parking).
Sander W. Olson and Alice C. Olson submitted a letter opposing Assessment No. 21
of L.I.D. No. 155.
Arthur G. Barnett, Attorney for Edward R. Ester, submitted written objection to
Assessments No. 14, No. 15, No. 35, and No. 12 of L.I.D. No. 155 and Arthur G. Barnett
spoke in opposition to L.I .D. No. 155 in support of the written protest.
Ruben A. Nystrand submitted written protest of Assessment No. 29 of L.I.D. No' 155
and Ruben A. Nystrand spoke in opposition to L.I.D. No. 155 in support of the written
protest.
Cora Augustavo submitted notice of objection to the assessment roll of L.I.D. No.
155 and Ernest Crane, Attorney for Cora Augustavo, stated reasons for his clients
objection to her assessment.
Copy of letter to Johnson and Crane, Attorneys-At-Law, from Sears, Roebuch and Co.,
Seattle, concerning free off-street municipal parking lots was submitted to the Council
by Mr. Crane.
Howard H. Bothell submitted written objection to Assessment No. 71 of L.I.D.
No. 155 and Jack Hawkins, Attorney for Howard H. Bothell, spoke opposing Assessment
No. 71 of L.I.D. No. 155.
The following persons submitted written objection to Assessment Roll of L.I.D.

H. W. Mullendore submitted written protest to Assessment No. 44 of L.I.D. No. 155
and H. W. Mullendore spoke in opposition to this assessment in support of the written
protest.
Gene and Bella Kasper submitted written protest against Assessment Roll of
L.I.D. No. 155 pertaining to their property at East Main and C Street and their
adjoining property at 265 East Main. Mr. Kasper read his protest to the Council.
Sam Russ spoke in opposition to Assessment No.8 and Assessment No.9 of L.I.D.
No. 155. No written protest to this assessment was filed.
Mayor Gaines adjourned the meeting until 10:00 p. m., and the Council went to
view the lots of the protestants included in L.I.D. No. 155 in order to consider their
objections to their Assessments in L.I.D. No. 155.
Mayor Gaines declared the meeting of the Auburn City Council reconvened at
10:00 p. m.

It was moved by Sonnemann and seconded by Aaby that the Public Hearing on the
Assessment roll for Local Improvement District No. 155 be closed.

It was moved by Calkins and seconded by Fitzsimmons that the Council confirm
the Assessment Roll for Local Improvement District No. 155 as presented to the
City Clerk, and that the City Attorney be instructed to draw up the necessary I
Ordinance to implement same.
ROLL CALL VOTE: All Counci Imen voting YES.

CORRESPONDENCE
Richard E. Wolff submitted a letter recommending the construction by Austin
Construction Co. on Lea Hill Water System be accepted by the City. Approved by
R. B. Tollefson, Utility Supt.
It was moved by Fitzsimmons and seconded by Sonnemann that the construction
by Austin Construction Co. on Lea Hill Water System be accepted and the retained
percentage, amounting to $24,716.41 including sales tax, be paid in 30 days, provided
no liens or claims are filed and clearance is secured from the State Tax Commission
and the Department of Labor.
ROLL CALL VOTE: All Councilmen voting YES.
MOTION CARRIED
The State Department of Health submitted a letter approving plans and
specifications for SewaQe LaQoon Modifications.
Mayor Gaines asked that this letter be placed on file, and a copy of the letter be
given to the Water-Sewer Committee.
The Washington State Pollution Control Commission submitted a letter approving I
plans and specifications for SewaQe Ladoon Modifications.
Mayor Gaines asked that this letter be placed on file, and a copy of the letter be
given to the Water-Sewer Committee.
The Washington State Pollution Control Commission submitted a letter stating
funds are not available at this time for the grant request submitted by the City
for construction of sewaQe treatment works~Fiscal 1966.
Mayor Gaines asked that this letter be placed on file, and a copy of the letter
be given to the Water-Sewer Committee.
Rev. John C. Egerdahl submitted a letter protesting the lack of enforcement
of dOQ ordinance after his daughter had been bitten by a neighbor's dog.
Mayor Gaines stated that the Dog Warden had been contacted concerning this matter,
and asked that City Attorney Smythe answer Rev. John C. Egerdahl's letter.
Mack F. McEuen and Mervin S. Carriere submitted a Zone Change Application for
change in zoning from R-3 (two-family) to R-4 (Multiple family) on property located
at 1309 M St. S.E.
This application was referred to the Planning Commission.
The Auburn Chamber of Commerce submitted a letter requesting that courtesy
parking be restricted to off-street parking areas and complimenting the city on
the addition of the new litter containers.
Mayor Gaines asked that this letter be placed on file, and a copy be given to the
Street Committee.
Alex Sonnichsen submitted a letter with prints of preliminary plat of Arbor
Vista with sanitary sewer layout, street drainage plan, water system and grade;
also print of final plat of Arbor Vista. Division No. I.
Mayor Gaines referred this matter to the Planning Commission, and asked that copies
be given to the Fire Chief, Engineering Dept., Water-Sewer Committee, and Utilities
Superintendent.

J. Eldon Opheim, General Manager Port of Seattle, submitted a report on the )(
naviQation study in conjunction with flood control proQrams in the Duwamish-Green
River Valley.
Mayor Gaines asked that this letter be placed on fi Ie, and that a copy of the letter
be given to the Engineer.
OLD BUSINESS
It was moved by Sonnemann and seconded by KI-ine that the request of Mark Hedman to
rezone from R-2 to R-4 property located at 27th and D Sts. S.E. be brought off the
table.
MOTION CARRIED
After discussion by the Council it was moved by Kline and seconded by Aaby that this
matter be tabled until the Street Committee comes up with a conclusive decision on
whether D St. S.E. will be extended.

Mayor Gaines asked that all persons affected by this rezone be notified when final
decision is to be made.

Robert M. Smythe, City Attorney, submitted an opinion on use of city funds
for operation and maintenance of a historical museum as requested by the ~
River Valley Historical Society.

Mayor Gaines stated he would write a letter to the White River Valley Historical
Society and inclose a copy of the written opinion as presented by Robert Smythe,
Ci ty Attorney.
City Clerk, Elisabeth Heritage, stated she had received the Actuarial Valuation
of the Firemen's Pension Fund as of April I, 1965, made by Milliman & Robertson, Inc.,
and has it on file in her office.
Harold A. Hagestad, City Engineer, submitted a letter stating the Street
Committee had approved negotiations for sale of street liQht fixtures to P.S.P. & L.
as proposed and requesting City Council to direct City Attorney to prepare the
necessary authorization for sale at a price of $9,180.00.
It was moved by Lea and seconded by Sonnemann that the City Attorney be instructed
to draw up the necessary papers to implement the sale of street light fixtures to
p.S.P. & L.

The report of the June 18. 1965 MeetinQ of the Board of Adjustments was read.
Mayor Gaines asked that this report be placed on file.
Alex sonnichsen submitted a letter transmitting petition to vacate plat executed
by Commonwealth Properties. Inc.. and others.
It was moved by Sonnemann and seconded by Calkins that the City Clerk give the
requisite notice calling for a public hearing August 2, 1965, at 8 p. m. in the
Counci I Chambers at the City Hall on the petition of Commonwealth Properties, Inc.,
G. E. Odegard, Letah Odegard, Roy Gustaves, Eveleyn Gustaves, R. B. Chase, and
Frances Chase to vacate a portion of Corrected Plat of Sportsmans Paradise Estates
Division No.2.

It was moved by Lea and seconded by Fitzsimmons that the City Attorney be
instructed to draw up the necessary Ordinance to implement the purchase of right
of way on "R" Street S.E., for $4,000.00.

STREET CO/NAITTEE - COUNCILMAN LEA
Councilman Lea reported that the Street Committee held a meeting to discuss a
letter received from United Homes Corporation regarding Road Improvements in
Forest Ridge Addition. Councilman Lea reported that three inch asphalt paving on
neighborhood streets was not required under city ordinance. He also reported
thà~ the Street Committee was not in favor of allowing sidewalks to abut curb lines.

authorized to call for bids on the sale of $665,000.00 Water and Sewer Revenue
Bonds, 1965; $320,000 Refunding Water and Sewer Revenue Bonds, 1965, Issue No. I
and $905,000.00 Refunding Water and Sewer Revenue Bonds, 1965, Issue No.2, bids
to be opened 10 a. m., July 14, 1965 at the City Hall.

amount of $7647.37 as submitted by Hill and Ingman in favor of W. J. Schade and
Sons, Inc., Contractors, be paid from the Water-Sewer Construction Fund.

It was moved by Fitzsimmons and seconded by Sonnemann that Richard E. Wolff,
Consulting Engineer, be paid $3225.70 for Tank Inspection, and Engineering Services
from the Water-Sewer Construction Fund.

Mayor Gaines asked Elisabeth Heritage, City Clerk, to work with Councilman Aaby
on Ordinance No. 1779, relating to rates of regular and overtime compensation for
certain employees of the City of Auburn.

entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION I OF
ORDINANCE NO. 1716 OF THE ORDINANCES OF THE CITY OF AUBURN, SAID SECTION RELATING
TO AND ESTABLISHING THE PARKING TIMES AND LIMITATIONS ON THE OFF-STREET PARKING FACILITIES

OLD BUSINESS
Councilman Sonnemann reported that the Annexation Committee had met to consider
the annexation petition submitted to the Council at their June 7, 1965 meeting and
that the Annexation Committee recommends that the petitioners be allowed to circulate
a second petition in accordance with the laws of the State of Washington, such
petition to include the statement that said area, if annexed by the City of Ayburn,
will assume its pro rata portion of the existing bonded indebtedness of the City of
Auburn. .
It was moved by Fitzsimmons and seconded by Calkins that the persons requesting
annexation of this area to the City of Auburn be allowed to circulate a second
petition in accord ante with the laws of the State of Washington, such petition to
include the statement that said area, if annexed by the City of Auburn, will assume
its pro rata portion of the existing bonded indebtness of the City of Auburn.

instructed to record the Klontz deed.
