JULY 6, 1965
Regular meeting of the City Council of the City of Auburn, held at 8:00 p. m. in
the Counci I Chambers at the City Hall.
The meeting was called to order by Mayor Gaines.
Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Calkins, Aaby, and Sonnemann.
Minutes of the previous meeting held June 21, 1965 were approved as mailed.
PUBLIC HEARING
Mayor Gaines declared the public hearing open on Resolution No. 191 providing for
hearing on vacation of a portion of R Place S.E.
It was moved by Calkins and seconded by Hoyt that the public hearing be closed.
NOTION CARRIED
It was moved by Fitzsimmons and seconded by Calkins that the City Attorney be
instructed to draw up the necessary Ordinance to implement the vacation of a portion
of R P I ace S. E.

CORRESPONDENCE
William A. and LaVerle W. Berens submitted a zone chanQe a~plication requesting
that property located at 2236 Auburn Avenue be rezoned from R-2 to C-I.
Mayor Gaines referred this zone change application to the Planning Commission.
Starkovich Bros. submitted a letter requesting vacation of easement across the
vacated portion of the street. The water line which previously crossed this area
has been moved and installed in the present street right-of-way at the expense of
Starkovich Bros.
It was moved by Sonnemann and seconded by Kline that the City Attorney be instructed
to draw up the necessary Ordinance to implement the vacation of this easement.
NOTION CARRIED
Report and recommendations of the Auburn Planninc¡ Commission were read.
The Auburn Planning Commission recommended that decision on the petition of
John Bocek to rezone from R-2 to R-5 property located across from the Chinook School
on the Enumclaw Highway be postponed until an agreement between Bocek and adjacent
property owners is worked out.
The Auburn Planning Commission recommended that the request of R¥ I. Heinz to rezone
from R-3 (two-family district) to C-I (light commercial) property located at the
S.W. corner of East Main and K Sts. be granted.
The Auburn Planning Commission recommended that the request of William L. SnodQrass
to rezone from A-I (agricultural) to M-I (light industrial) property located on B
St. N.W. at 30th be granted.
The Auburn Planning Commission recommended that the request of Richard Huseby to
rezone from R-2 (residential) to R-4 (residential multiple family) property located
at H and 18th St. S.E. be granted provided the easterly 30 feet be dedicated for
street right-of-way.

The Auburn Planning Commission recommended that the request of Robert Hoyt to rezone
from R-2 (residential) to C-I (light commercial) property located adjacent to the I
Rhododendron Motel on Auburn Avenue be granted provided that the easterly 30 feet
and northerly 20 feet be dedicated for street right-of-way.
The Auburn Planning Commission recommended that the request of Willard Kee to rezone
from R-2 (residential) to R-5 (mobile home park district) property located at 2216
D St. S.E. be denied because it would not conform to existing zoning prevalent in
the district.

It was moved by Kline and seconded by Sonnemann that the City Clerk be instructed
to call for a public hearing to be held August 2, 1965 at 8 p. m. in the Counci I
Chambers at the City Hal I on the request of R. I. Heinz to rezone from R-3 to C-I
property located at the S.W. corner of East Main and K sts., on the request of
Wi II i am L. Snodgrass to rezone from A-I to M-I property located on B St. N.W. at
30th, on the request of Richard Huseby to rezone from R-2 to R-4 property located
at H and 18th St. S.E., on the request of Robert Hoyt to rezone from R-2 to C-I
property located adjacent to the Rhododendron Motel on Auburn Avenue, and on the
request of Wi I lard Kee to rezone from R-2 to R-5 property located at 2216 D St. S.E.

It was moved by Calkins and seconded by Sonnemann that the resignation of Robert
E. Dietzen from the Cemetery Board be accepted.
NOTION CARRIED
Dr. Naomi E. PettenQi II submitted a letter of resiQnatlon as City Health Officer
and enclosed a summary of calls received during the previous 18 months.
It was moved by Aaby and seconded by Sonnemann that the resignation of Dr. Naomi
E. Pettengi II as City Health Officer be accepted.

Notice was submitted re-schedulinQ the July I, 1965 meetinq of the Auburn Board
of Adjustment to 8:30 p. m. July 7, 1965.
General Services Administration submitted a letter to the Council with offer to
~ the City of Auburn surplus portions of the G.S.A. Center in Auburn.
Mayor Gaines referred this matter to the Finance Committee for study, and asked
them to come back with recommendation to the Council.
It was moved by Sonnemann and seconded by Fitzsimmons that the City Attorney be
instructed to draw up the necessary Resolution indicating the City's desire to
purchase the property in accordance with the Finance Committies recommendation.

Hi I I and Ingman, Consulting Engineer, submitted for approval Engineer's Estimate '2,
showing $32.753.51 due W. J. Schade & Sons. Inc. on the lea Hill sewer line contract,
as of July I, 1965. Payable from the Water-Sewer Construction Fund.
It was moved by Fitzsimmons and seconded by Kline that W. J. Schade & Sons, Inc.
be paid $32,753.51 for work done on the lea Hill sewer line contract, as of July I,
1965, from the Water-Sewer Construction Fund.
ROLL CALL VOTE: AI I Councilmen voting YES.
MOTION CARRIED
R. E. Wolff, Consulting Engineer, submitted Engineer's Estimate '4, showing $224.10
due the PittsburQ-Des Moines Steel Co. as of July I, 1965, on tank contract for the
Lea Hill Water System. Payable from the Water-Sewer Construction Fund. Included
with the estimate was certification by Mr. Wolff that work under the contract has
been oompleted and the recommendation that the work be accepted by the city.

It was moved by Fitzsimmons and seconded by Aaby that $224.10 be paid Pittsubrg
Des Moines Steel Co. on tank contract for the Lea Hi II Water System from the
Water-Sewer Construction Fund, and that the work under the contract be accepted by
the city, and upon the furnishing of clearance by the Tax Commission and Dept. of
Labor and Industries, and if no liens or claims are fi led within 30 days after
acceptance, the balance of $8,266.09 be paid the contractor.
ROLL CALL VOTE: All Councilmen voting YES.

Harry S. Jones submitted zone chanQe application requesting change in zoning from
R-4 to C-I on property located on 2nd and Division N.W.
Mayor Gaines referred this zone change application to the Planning Commission

Approval was received from the WashinQton State HiQhway Commission of City of Auburn
Gas Tax Proiect No.4 -- construction on 8th St. N.E. at an estimated cost of
$20,000.00.

Mayor Gaines asked that the Street Committee and Engineering Office be informed of
this.
A ~ was received from Betty Roberson thanking the City Council, City Officials,
Department Heads and their staffs for their kind cooperation and assistance.
Mayor Gaines asked that this note be placed on file.
APPOINTMENTS

Mayor Gaines appointed Dr. Gordon G. Thomas as City Health Officer.
It was moved by Calkins and seconded by Aaby that the appointment of Dr. Gordon G.
Thomas as City Health Officer be approved.

COUNCIL COMMITTEE REPORTS
STREET COMMITTEE - COUNCILMAN lEA
Councilman Lea reported that the call for bids on 8th Street Northeast construction
wi I I be forthcominQ in the near future.
POLICE COMMITTEE - COUNCILMAN KLINE
Councilman Kline reported that Ordinance No. 1798 which was to be presented to the
Council for approval later in the meeting provides funds for the Chief of Police
to attend F.B.I. law Enforcement School in WashinQton D. C., and the Police Committee
is in favor of this appropriation.
FINANCE COMMITTEE - COUNCILMAN SONNEMANN
Councilman Sonnemann reported that the Finance Committee had met with Bob Sims I'
concerning the call for bids on refinancinQ bond issue Water-Sewer Revenue Bonds,
and due to a sudden rise in interest rates on the bond market it was decided to
cancel the call for bids for refinancing until more favorable conditions exist on
the market.
Counci Iman Sonnemann reported that delivery date on fire enQine is July 12. 1965,
and Fire Chief has ordered flight tickets for persons going East to drive it out
from factory.
DEPARTMENT HEAD REPORTS
PARK DEPARTMENT - GEORGE FREEMIRE, PARK SUPERINTENDENT
George Freemire, Park Superintendent, reported on installation of liQhts in ~
park.
ORDINANCE NO. 1797
It was moved by Sonnemann and seconded by Calkins that Ordinance No. 1797 entitled
"AN ORDINANCE OF THE CITY OF AUBœN, WASHINGTON, AMENDING SECTION 5.41.030 OF THE
AUBURN CITY CODE, SAID SECTION 5.41.030 RELATING TO AND REGULATING TRAILER COACHES
AND THE PARKING THEREOF WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN, PURSUANT
TO SECTION 3 OF ORDINANCE NO. 857 OF THE CITY OF AUBURN.II, be introduced and adopted.

It was moved by Kline and seconded by Sonnemann that Ordinance No. 1801 entitled

PASSED JUNE 21, 1965, PROVIDING FOR THE ISSUANCE AND SALE OF $665,000.00 PAR VALUE
OF "WATER AND SEWER REVENUE BONDS, 1965, II AND RE PEALI NG ORD I NANCE NO. 1795, ALSO
PASSED JUNE 21, 1965, PROVIDING FOR THE ISSUANCE AND SALE OF $320,000.00 PAR VALUE
OF "REFUNDING WATER AND SEWER REVENUE BONDS, 1965, ISSUE NO. I," AND $905,000.00

OLD BUSINESS
Counci Iman lea asked what action was being taken concerning Special Property Use
under C-I zoninQ.
George Schuler, Planning Director, reported that the Planning Commission was
working on this at the present time, and would have a recommendation for the Council
in the near future.
Councilman Kline asked if li~hts for parkinQ lots were included in l.I.D. #155.
George Schuler, Planning Director, reported that lights were not included in the L.I.D.
Harold Hagestad, City Engineer, reported that some lights have been placed on lots,
and that a mercury vapor light has been ordered for the luther lot.
NEW BUSINESS
Robert Smythe, City Attorney, reported he had received a ~ from Henry Knickerbocker
for land for street purposes.
It was moved by Fitzsimmons and seconded by Sonnemann that City Attorney Smythe be
instructed to record the deed from Henry Knickerbocker for land for street purposes.

It was moved by Fitzsimmons and seconded by Calkins that the claims as approved by
the Audit Committee be paid.
