HomeMy WebLinkAbout10-04-1965 AUBURN, WASHINGTON NONDAY OCTOBER 4, I 965 cv :x: '~ 22 '~ The regular meeting of the City Counci I of the City of Auburn was held at 8:00 P.M. in the Counci I Chambers at the City Hal I. The meeting was cal led to order by Mayor Gaines. Counci Imen present: Hoyt, Kline, Fitzsimmons, Calkins, Aaby and Sonnemann. Counci Imen absent: Lea. Minutes of the previous meeting, held September 20, 1965 were approved as mai led. PUBLI C HEAR I NG I Minutes of the special meeting, held October I, 1965 were approved as read. Mayor Gaines declared the public hearing open on the Comprehensive Street Program for the City of Auburn covering the ensuing six years. Amendments to the Comprehensive Street Program as submitted by Harold Hagestad, City Engineer were read. Mrs. Ken Hancock of 625 8th Street Southeast asked the Counci I to consider the surfacing of Bth Street Southeast. It was moved by Calkins and seconded by Hoyt that the public hearing be closed. MOTION CARRIED It was moved by Calkins and seconded by Kline that the amendments to the Comprehensive Street Program be approved and that the City Attorney be instructed to draw up the necessary Resolution to implement same. NOT I ON CARR I ED Mayor Gaines declared the public hearing open on the request of Vernon C. Canfield to rezone from R-3 to C-I property located at 1248 East Main. The Auburn Planning Commission recommended that this request be granted. I It was moved by Kline and seconded by Hoyt that the public hearing be closed. MOTION CARRIED It was moved by Calkins and seconded by Kline that the counci I concur with the Planning Commissions recommendation and grant the rezone from R-3 to C-I property located at 1248 East Main and that the City Attorney be instructed to draw up the necessary Ordinance to implement same. NOTION CARRIED Mayor Gaines declared the public hearing open on the request of Robert L. Warburton to rezone from M-2 to R-5 (Mobile Home Park) property located at 900 29th Street Southeas t. The Auburn Planning Commission recommended that this request be granted. It was moved by Fitzsimmons and seconded by Calkins that the public hearing be closed. NOTION CARRIED It was moved by Aaby and seconded by Kline that the counci I concur with the Planning Commission's recommendation and grant the request of Robert L. Warburton to rezone, and that the City Attorney be instructed to draw up the necessary Ordinance to implement same. NOT I ON CARR I ED I Mayor Gaines declared the public hearing open on the Preliminary Budget for the City of Auburn for 1966. It was moved by Hoyt and seconded by Fitzsimmons that the Budget be considered later in the meeting. NOT I ON CARR I ED I I I AUBURN, WASHINGTON MONDAY OCTOBER 4, 1965 23 CORRESPONDENCE Commonwealth, Inc. submitted a letter urging the early completion of work on R Street S.E. Mayor Gaines referred this letter to the Street Committee. Clark, Coleman & Rupeiks, Inc. submitted a letter regarding the contemplated planning program for the city. Mayor Gaines referred this matter to the Finance Committee. Harold A. Hagestad, City Engineer, submitted a letter to the Counci I requesting permission for Mayor Gaines and himself to attend the meeting of the State Chapter of the American Public Works Association in Spokane October 13, 14 and 15, 1965. It was moved by Kline and seconded by Sonnemann that the Counci I grant permission for the Mayor and City Engineer to attend the American Public Works Association meeting in Spokane. MOTION CARRIED The North American Life Assurance Company submitted rates for renewal of insurance coverage contract. Mayor Gaines referred this matter to the Purchasing and Finance Committees. Auburn Chamber of Commerce submitted a letter commending the deliberations of the City which successfully brought the announcement concerning the Boeing Company's decision to locate here. Mayor Gaines asked that his letter be placed on fi Ie. Harold A. Hagestad, City Engineer, submitted Estimate No.2 in favor of Heisserman Construction Company showing payment due as of September 29, 1965, less the 10% retainage as $8,791.39, for work on 8th Street Northeast from Harvey Road to R St. Payable from the Arterial Street Fund. It was moved by Sonnemann and seconded by Calkins that Heisserman Construction Company be paid $8,791.39 from the Arterial Street Fund as per Engineer's Estimate No.2. Hagestad, City Engineer, submitted for approval Estimate No. I in favor of Heisserman Construction Company showing payment due less the 10% retainage as $1216.43, for Street work on 9th & H St. S.E. Payable from L.I.D. #163 Fund. It was moved by Sonnemann and seconded by Fitzsimmons that Heisserman Construction Company be paid $1216.43 from L.I .D. #163 Fund as per Engineer's Estimate No. I. The Town & Country Restaurant submitted application for Cabaret License. Mayor Gaines referred this application to the License Committee. Carey and Kramer, Consulting Engineers, submitted Progress Estimate in favor of W. J. Schade & Sons, Inc. showing amount due on contract for Sewage Lagoon Modifications as $8,854.80/ It was moved by Fitzsimmons and seconded by KI ine that W. J. Schade & Sons be paid $8,854.80 as shown due on Progress Estimate submitted by Carey and Kramer, Consulting Engineers. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED 24 AUBURN, WASHINGTON NONDAY OCTOBER 4. 1965 c.~j .~ j-t, MAYOR'S PROCLAMATION Mayor Gaines proclaimed the week of October 4 through 9, 1965, as Professional Nurse Week in the City of Auburn. AUDIENCE John Chamber, representative of the Gear Lords Car Club, presented the Council with a proposal to install a "Drive Carefully" sign. Mayor Gaines referred this matter to Counci Iman Sonnemann and the Street Committee. COUNCIL COMMITTEE REPORTS I WATER-SEWER COMMITTEE - COUNCILMAN FITZSIMMONS It was moved by Fitzsimmons and seconded by Sonnemann that the City enter into a contract with Hi I I & Ingman for west sewer trunk & interceptòr system at the regular A.S.C.E. percentage, and authorize the mayor and city clerk to sign this contract subject to the approval of the City Attorney. NOTION CARRIED LICENSE COMMITTEE - COUNCILMAN CALKINS It was moved by Calkins and seconded by Kline that the Mandarin Cafe application for Cabaret License be approved and Cabaret License be issued. MOTION CARRIED It was moved by Calkins and seconded by Fitzsimmons that the Town & Country Restaurant application for Cabaret License be approved and Cabaret License be issued. MOT ION CARR I ED I I I AUBURN, WASHINGTON 25 MONDAY OCTOBER 4, 1965 NEW BUSINESS Mayor Gaines reconvened the Public Hearing on the proposed 1966 Budget for the the City of Auburn. The Counci I considered the Expenditure Section of the Current Expense Budget, section by section. It was moved by Calkins, seconded by Fitzsimmons that the Expenditure Section of the Current Expense Fund Budget totaling $654,955 be approved. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Revenue Section of the Current Expense Fund Budget was reviewed. It was moved by Aaby, seconded by Fitzsimmons, that the Revenue Section of the Current Expense Fund Budget totaling $654,955 be approved. ROLL CAll VOTE: Aaby, Sonnemann, Hoyt, Fitzsimmons and Calkins, YES; Kline, NO. MOTION CARRIED The Street Fund Expenditure and Revenue Sections of the Budget were considered section by section. It was moved by Sonnemann, seconded by Fitzsimmons that the Expenditure and Revenue Sections of the Street Fund Budget, each of which totaled $179,200 be approved. ROLL CAll VOTE: AI I Counci Imen voting YES. ^~TION CARRIED The Expenditure and Revenue Sections of the Arterial Street Fund Budget were considered. It was moved by Hoyt, seconded by Calkins, that the Expenditure and Revenue Sections of the Arterial Street Fund Budget, each of which totaled $56,400 be approved. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED The Equipment Rental Fund Budget was reviewed. It was moved by Aaby, seconded by Fitzsimmons that the Expenditure and Revenue Sections of the Equipment Rental Fund Budget, each of which totaled $7,500 be approved. ROLL CALL VOTE: AI I Councilmen voting YES. MOTION CARRIED The Expenditure and Revenue Sections of the Firemen's Relief and Pension Fund Budget were considered. It was moved by Hoyt, seconded by Sonnemann, that the Expenditure and Revenue Sections of the Firemen's Relief and Pension Fund Budget, each of which totaled $239,037 be approved. ROLL CAll VOTE: AI I Councilmen voting YES. MOTION CARRIED The Expenditure and Revenue Sections of the Library Fund Budget were considered. At the request of the library Board, the Salary and Wages Section was adjusted to read as fol lows: librarian, $7,800; Administrative Assistant, $4,584; Chi Idren's librarian, $4,584; Clerical Assistant, $4,152; Extra Payrol I, $2,300; Janitor- Caretaker, $2,400; Total $25,820. The Word "Pamphlets"was deleted from the New Books and Pamphlets item in Capital Outlay. It was moved by and the Revenue be approved. ROLL CALL VOTE: Calkins, seconded by Aaby, that the Expenditure Section as corrected Section of the Library Fund Budget, each of which totaled $42,905 AI I Counci Imen voting YES. MOTION CARRIED The Expenditure and Revenue Sections of the Water Fund Budget were reviewed section by section. It was noted that the Excise Tax account had been ommitted and corrections were made as fol lows in the Expenditure Sections: Water Division, Maintenance and Operation Classification, $8,500 was inserted for Excise Tax, correcting total in this classification to $69,750 and total for the Water Division to $187,296. Sewer Division, Maintenance and Operation Classification, $1,200 was inserted for Excise Tax, correcting total in this classification to $36,200 and total for the Expenditure Section of the Sewer Division to $92,876, and making the grand total for the Water Fund Expenditure Section $387,177. $9,700 was added to the Estimated Cash Balance in the Revenue section, making the grand total of the Revenue Section of the Water Fund Budget, $387,177. It was moved by Expenditure and $387,177. It was moved by Hoyt, seconded by Sonnemann, that the Counci I approve the Expenditure and Revenue Sections of the Cemet~ry Fund Budget, each of which totaled $29,860. ROLL CAll VOTE: AI I Counci Imen voting YES. NOTION CARRIED The Clerk read the Bond Redemption Section of the 1966 Budget. It was moved by Aaby, seconded by Hoyt, that the Counci I approve the Bond Redemption Section of the 1966 Budget as follows: 1950 Sewer Redemption Fund Expenditure and Revenue Sections, both of which totaled $18,095; the 1960 Water-Sewer Revenue Bond Redemption Fund Expenditure and Revenue Sections, both of which totaled $107,890; I the Fire Hall Bond Redemption Fund Expenditure and Revenue Sections, both of which totaled $12,475; the Jai I Faci I ity Bond Redemption Fund Expenditure and Revenue Sections, both of which totaled $9,410; the Municipal Park Bond Redemption Fund Expenditure and Revenue Sections, both of which totaled $5,535 and the Municipal library Bond Redemption Fund Expenditure and Revenue Sections, both of which totaled $16,340. MOTION CARRIED It was moved by Calkins, seconded by Fitzsimmons, that the Public Hearing on the 1966 Budget for the City of Auburn be closed. MOTION CARRIED It was moved by Fitzsimmons, seconded by Calkins, that the Counci I approve the 1966 Budget as corrected in its entirity and instruct the City Attorney to prepare the necessary ordinances implementing its adoption and setting tax levies. MOTION CARRIED ORDINANCE NO. 1828 It was moved by Calkins and seconded by Fitzsimmons that Ordinance No. 1828 I entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, ADOPTING THE BUDGET FOR THE CITY OF AUBURN, WASHINGTON, FOR THE YEAR A.D. 1966," be introduced and adopted. It was moved by Aaby and seconded by Kline that the Public Works Department be directed to proceed as soon as possible on the R Street Southeast Project. I City Engineer Harold Hagestad stated his position in this regard.
