The meeting was cal led to order by Mayor Gaines. Counci Imen present: Hoyt, Lea, KI ine, Fitzsimmons, Calkins, Aaby and Sonnemann. Minutes of the previous meeting, held October 4, 1965 were corrected to read: NEW BUSINESS Mayor Gaines reconvened the Public Hearing on the proposed 1966 Budget for the City of Auburn. With this correction the minutes were approved as mai led. BIDS for Water Mains, Sanitary Sewer and Storm II 166, as fo I lows : Bids were opened at 3 p. m. Casebolt Company subject to approval by the Water-Sewer Committee. CORRES PONDENCE The Auburn Park Board submitted a letter to the Counci I requesting the City call for bids for construction of backstop and fence for Bal I Park and for Blacktopping the Les Gave Parking Area. It was moved by Sonnemann and seconded by Calkins that the City Clerk be instructed to cal I for bids for the installation of curb, concrete sidewalk, excavation, ballast and paving on parking lot located at S.W. corner of the Les Gave Park. bids to be opened II 3:00 P.M. Thursday, October 28, 1965, plans and specifications to be obtained from the office of the City Clerk. MOTION CARRIED It was moved by Sonnemann and seconded by Calkins that the City Clerk be instructed to cal I for bids for the construction of a steel fence and backstop at the 5th and K Sts. Ballfield, bids to be opened 3 P.M. Thursday, October 28, 1965, specifications to be obtained at the office of the City Clerk. MOTION CARRIED The Auburn Planning Commission recommended the request of Herman M. Nirschl to rezone from A-I, Agricultural, to M-I, Light Industrial, property located on the East Val ley Highway, be granted subject to the fol lowing provision: The So. 30 feet be dedicated for continuation of 37th St. NE; also that a 60 ft. right-of-way be dedicated to continue CSt. NE north to connect to an existing street of the county north of Mr. Nirschl's property which lies outside of the corporate limits of the city. It was moved by Kline and seconded by Sonnemann that the City Clerk be instructed to cal I for a public hearing to be held 8:00 P.M. Monday, November I, 1965, on the request of Herman M. Nirschl to rezone from A-I to I~I property located on the East Val ley Highway. MOT ION CARR I ED The Auburn Planning Commission recommended the request of Harry D. White to rezone from II R-2, Residential, to R-4, Multiple Fami Iy Residential property located at 605 29th ST. SE be granted with the provision that the north 25 feet of the property described be dedicated to the City for right-of-way. It was moved by Kline and seconded by Sonnemann that the City Clerk be instructed to cal I for a public hearing to be held 8:00 P.M. Monday, November I, 1965, on the request of Harry D. White to rezone from R-2 to R-4 property located at 605 29th St. SEe MOTION CARRIED The Auburn Park Board submitted a letter to the Counci I recommending that Richard Haag Associates be paid a balance of $5,049.00 for Landscape and Architectural Fees for the Les Gave Park on the condition that the relationship with Haag Associates be terminated and that Haag wi I I turn over the complete set of plans for future development upon receipt of this sum. I I I AUBURN, WASHINGTON OCTOBER 18, 1965 29 MONDAY It was moved by Kline and seconded by Aaby that the City Counci I concur with the recommendation of the Auburn Park Board and instruct the City Attorney to draw up the necessary agreement to implement same, and the Mayor and City Clerk be authorized to sign said agreement. MOTION CARRIED The Boeing Company submitted a letter to the Counci I regarding the development of streets for public use to the Auburn property recently acquired by Boeing. City Engineer Harold Hagestad reported that he was working on this matter at the present time. Harold Hagestad, City Engineer, submitted for approval Engineer's Estimate No. I, in favor of City Transfer Co. for $2,957.76 which is the total amount due for seal coat bituminous surfacing on 21st & 29th SE and 4th NE. It was moved by Lea and seconded by Calkins that Engineer's Estimate No. I be approved and $2,957.76 be paid City Transfer for seal coat bituminous surfacing on 21st & 29th SE and 4th NE· MOTION CARRIED Uti lity Superintendent Tollefson submitted a letter requesting permission for Jerry Keesee and himself to attend the Pacific Northwest Pollution Control Association Conference in Vancouver, B.C., November 3rd through 5th. It was moved by Calkins and seconded by Fitzsimmons that Uti lity Superintendent Tollefson, Plan Operator Keesee, Councilman Fitzsimmons and Counci Iman Kline be granted permission to attend the Pacific Northwest Pollution Control Association Conference. MOTION CARRIED Permission was requested for John Kelly, City Treasurer; Elisabeth Heritage, City Clerk; and Ann Joy, Clerk's Secretary; to attend the Washington Municipal Finance Officers conference in Spokane October 20, 21 and 22. It was moved by Calkins and seconded by Hoyt that John Kelly, City Treasurer; Elisabeth Heritage, City Clerk; and Ann Joy, Clerk's Secretary; be granted permission to attend the Washington Municipal Finance Officers Conference. MOTION CARRIED The Finance Committee recommended the fol lowing: I. Approval of an Emergency Ordinance to cover a deficit of $2,800.00 in the Garbage Collection & Expense Account in the 1965 Budget. 2. Approval of an Emergency Ordinance to cover expenses in connection with litigation on L.I.D. No. 155 approximating $4,000. 3. Recommendation that if Counci I enters into agreement with Clak, Coleman and Rupeiks for comprehensive study, payment of $12,000 be shared equally by water, street and current expense funds, one half to be paid in 1966 and the second half in 1967. 4. Recommendation that Counci I cal I for proposals from Financial Consultants for services in connection with financing anticipated expansion of Water and Sewer Systems. 5. Recommendation to F. R. & P. Board for investment of funds. 6. Committee felt no action was necessary on matter of financing life insurance as this item is included in 1966 budget. The Counci I discussed the recommendations of the Finance Committee. The Housing Authority of the County of King stated $315.96 would be paid the City in lieu of taxes on the Senior Housing project for 1965 and an estimated $2,280.00 would be the 1966 payment. Mayor Gaines asked that this letter be placed on fi Ie. Alva C. Long, Attorney, requested the Counci I to take steps to shut down Radio KASY on~ Sundays. /" Mayor Gaines referred this matter to the City Attorney. A petition for Street Lights was submitted by seven property owners of the 18, 19 & 20 hundred block of M st. SEe Mayor Gaines referred this petition to the Street Committee and the Engineering Department. 30 AUBURN, WASH I NGTON (.:~ MONDAY OCTOBER 18, 1965 Hi I I & Ingman, Consulting Engineers, stated work on the Lea Hi I I Interceptor Sewer was complete except for re-inspection next summer. Mayor Gaines ordered this letter be fi led and that a copy of the letter be given to the Engineering Department. AUD I ENCE Mr. A. C. Boelke, resident at 520 6th Street Southeast, complained of vibrations in his home caused by street conditions. Mayor Gaines asked the Counci I to look into this matter, and said he would personally inspect the condition. COUNCIL COMMITTEE REPORTS I FIRE COMMITTEE - COUNCILMAN HOYT It was moved by Hoyt and seconded by Lea that permission be granted Ed Henderson to attend Fire Inspectors School to be held the last week end in November at Vancouver, Washington, and that permission be granted R. K. Calkins, Fire Chief, to attend the conference of the Washington State Fire Chiefs, to be held November 18, 19 & 20 at Spokane. MOT ION CARR I ED It was moved by Hoyt and seconded by KI ine that the City Clerk be instructed to cal I for bids on the Home Monitoring system for the Fire Department. Bids to be opened 3 P.M. Thursday, October 28, 1965. MOTION CARRIED STREET COMMITTEE - COUNCILMAN LEA It was moved by Lea and seconded by Kline that the City Clerk be instructed to cat I for bids for the installation of Storm Sewer, Excavation, Bal lasting & Asphalt Surfacing on R Street Southeast between 29th St., & 33rd St. SE., bids to be opened 3 P.M. Wednesday, November 10, 1965. MOTION CARRIED. I It was moved by Lea and seconded by Kline that the City Clerk be instructed to cal I for bids for the installation of concrete curb & gutter, excavation, crushed surfacing top course, asphalt paving, storm sewer and catch basins on "0" Street Southeast between 33rd and 37th Street SE., bids to be opened 3 P.M. Thursday, October 28, 1965. NOTION CARRIED POLICE COMMITTEE - COUNCILMAN KLINE Councilman Kline reported that the Police Committee had met with the Mayor and City Attorney regarding the responsibi lities of said committee. WATER-SEWER COMMITTEE - COUNCILMAN FITZSIMMONS It was moved by Fitzsimmons and seconded by Sonnemann that the G. C. Casebolt Company be awarded the bid for installation of Water Mains, Sanitary Sewer and Storm Sewers for Arbor Vista, LID No. 166 for $35,641.42 ~nd the City Attorney be instructed to draw up the necessary contract to implement same, and the Mayor and City Clerk be authorized to sign the contract. MOTION CARRIED It was moved by Fitzsimmons and seconded by Kline that the Mayor and City Clerk be authorized to sign an agreement with Richard Wolff for engineering work in connection I with furnishing a water supply to southwest Auburn, subject to the approval of the agreement by City Attorney and Water Committee; basic engineering services not to exceed the sum of $16,000. MOTION CARRIED It was moved by Fitzsimmons and seconded by Calkins that the City Clerk be instructed to call for bids for construction of approximately 2900 feet of 16" water I ine in ~ ~uthwest Auburn, bids to be opened at 3 p. m. Wednesday, November 10, 1965. MOT ION CARR I ED It was moved by Sonnemann and seconded by Fitzsimmons that bid bonds be returned to the unsuccessful bidders after the contract is signed by the G. C. Hagestad reported that he had been meeting with representatives of Puget Western in regard to easement for sewer line on their property and felt no problem existed in acquiring same. MOTION CARRIED ORDINANCE NO. 1831 It was moved by KI ine and seconded by Calkins that Ordinance No. 1831 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION 9.14.010 OF THE AUBURN CITY CODE, SAID SECTION 9.14.010 RELATING TO AND PROVIDING FOR THE DESIGNATION OF ARTERIAL HIGHWAYS SITUATE WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN, PURSUANT TO SECTION I OF ORDINANCE NO. 1740 OF THE ORDINANCES OF THE CITY OF AUBURN: AND REPEALING SECTION 12 OF ORDINANCE NO. 1750 AND SECTION 32 OF ORDINANCE NO. 1429," be introduced. MOT I ON CARR I ED ORDINANCE NO. 1832 It was moved by Calkins and seconded by Hoyt that Ordinance No. 1832 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, DECLARING A PUBLIC EMERGENCY TO EXIST AND APPROPRIATING THE SUM OF TWO THOUSAND EIGHT HUNDRED DOLLARS ($2,800.00) FROM UNBUDGETED FUNDS IN THE CURRENT EXPENSE FUND OF THE CITY OF AUBURN TO THE GARBAGE ACCOUNT IN THE MAINTENANCE AND OPERATION CLASS, GENERAL GOVERNMENT DIVISION OF THE CURRENT EXPENSE FUND BUDGET, TO PROVIDE NECESSARY FUNDS FOR THE PAYMENT OF GARBAGE COLLECTION SERVICES FOR THE BALANCE OF THE YEAR 1965," be introduced. MOTION CARRIED ORDINANCE NO. 1833 It was moved by KI ine and seconded by Calkins that Ordinance No. 1833 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, DECLARING A PUBLIC EMERGENCY TO EXIST, CREATING AN "L.I.D. 155 COURT EXPENSE ACCOUNT" IN THE MAINTENANCE AND OPERATION CLASSIFICATION, GENERAL GOVERNMENT DIVISION, CURRENT EXPENSE FUNDS, AND APPROPRIATING THE SUM OF FOUR THOUSAND DOLLARS ($4,000.00) FROM UNBUDGETED FUNDS IN THE CURRENT EXPENSE FUND OF THE CITY OF AUBURN TO SAID ACCOUNT," be introduced. MOTION CARRIED RESOLUTION NO. 199 I t was moved by Hoyt and seconded by Sonnemann that Reso I ut i on No. 199 ent i tied "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON RELATING TO THE TRANSFER OF FUNDS IN VARIOUS MUNICIPAL DEPARTMENTS OF THE CITY OF AUBURN, TO PROVIDE NECESSARY FUNDS FOR THE OPERATION OF SAID DEPARTMENT," be introduced and adopted. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED NEW BUSINESS It was moved by Aaby and seconded by Lea that the City Counci I direct the Mayor to order the punchboards be removed by November I, 1965. It was moved by Fitzsimmons and seconded by Kline to table the motion. ROLL CALL VOTE: Fitzsimmons, Sonnemann, Hoyt, & Lea, YES; Calkins & Aaby, NO; Kline, ABSTAIN. MOTION CARRIED The Mayor's letter asking for revitalization of the observance of Veterans Day was read. Mayor Gaines asked that the Counci I get behind this program.
