The regular meeting of the City Council of the City of Auburn was held at 8:00 P.M~ in
the Counci I Chambers at the City Hal I.
The meeting was cal led to order by Mayor Gaines.
Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Aaby and Sonnemann.
Minutes of the previous meeting, held November I, 1965 were approved as mai led.
BIDS
Bids were opened at 3 P.M. October 10, in the Counci I Chambers as fol lows:

STREET CONSTRUCTION -- R St. SE between 29th and 33rd SE
Heisserman Construction, total bid $16,506.70. This bid was accompanied by a 5% Bid
Bond and was the only bid received.

CORRESPONDENCE
Approval of ~¢ Gas Tax Project No.5, R Street Southeast, and Project No.6 15th St. SW I
was received from the State Highway Commi~sion.
Mayor Gaines asked that these letters be placed on fi Ie.
Engineer's Estimate No. I in favor of the Heisserman Construction Company, Inc., for
work done on 15th St. SW showing the amount of $5,818.80 due as of 10/29, payable from
the Gas Tax Project No.6 of the Arterial Street Fund, was submitted for approval.
It was moved by Lea and seconded by Sonnemann that Engineer's Estimate No. I be approved,
and Heisserman Construction Company, Inc. be paid $5,818.80 from the Gas Tax Project No.
6 of the Arterial Street Fund for work done on 15th St. SW.

The Northern Pacific Rai Iway Co. submitted proposed permit in favor of the City of Auburn
to cover the water main to be constructèd beneath their tracks.
The Green River Golf and Country Club submitted a letter regarding possible City
acquisition of land presently owned by the Golf Club.
It was moved by Aaby and seconded by Lea that the Mayor be authorized to proceed along
the lines of possible acquisition of a golf course for the City.

Robert Kuzmer, Broker, submitted a letter on behalf of Archie Meade requesting use of I
city uti Ii ties on mobile home park on the East side of R St. SE between 21st and 25th S
Mayor Gaines referred this request to the Water-Sewer Committee.
A letter was received from J. Edgar Hoover of the Federal Bureau of Investigation
stating Chief of Police Hugh R. Darby of Auburn had successfully completed the 76th
Session of the FBI National Academy.
Mayor Gaines asked that this letter be given to Police Chief Hugh R. Darby for his fi les.
The Auburn Planning Commission recommended that the request of J. J. Rice to rezone from
R-3 to C-3 property located on the corner of 5th and F Sts. SE be approved.
It was moved by Sonnemann and seconded by Aaby that the City Clerk be instructed to cal I
for a public hearing to be held 8:00 P.M. Monday, December 6, 1965, on the request of

J. J. Rice to rezone from R-3 to C-3 property located on the corner of 5th and F Sts. SE
MOTION CARRIED
The parents club of the Holy Fami Iy School submitted a letter asking permission to operate
a stand for sale of fireworks in 1966.
Mayor Gaines asked that this letter be placed on fi Ie, and the City Clerk write a letter
to this organization stating that permission to operate a firewòrks stand wi I I not be
granted unti I after the first of the year, and that they should resubmit their request
after this date.

Vadda Armstrong submitted a letter inquiring why Counci I did not remove all gambling
devices when they removed punchboards.
Mayor Gaines asked that this letter be placed on fi Ie.
A letter was received from Johnson and Crane requesting street lights on Hi-Crest Drive.
Mayor Gaines referred this request to the Street Committee.
Warren R. Pugh, Architect, submitted a letter requesting personal interview in regard
to considering his qualifications as architect for the proposed Civic Center.
Mayor Gaines referred this letter to the Citizens Committee for Civic Center.
Richard E. Wolff, consulting engineer for West Auburn water supply line, submitted a
letter discussing bid of Campbel I & Welter.
A petition signed by 24 persons, together with engineer's certification, was submitted
to the counci I requesting the formation of L.I .D. for curb and gutter, sidewalk, drainage
& paving on 8th Street Southeast between D & H St. SEe
It was moved by Lea and seconded by Sonnemann that the City Attorney be instructed to
draw up the necessary Ordinance to implement the formation of this L.t.D.

A letter was received from Alex Sonnichsen in which he suggested the Park Department care
for R Street SE parking strip.
Mayor Gaines referred this matter to the Park Board.
Counci Iman Brian Calkins submitted a letter of resignation to the Counci I.
It was moved by Fitzsimmons and seconded by Aaby that the resignation of Brian Calkins
as Counci Iman be accepted.
MOTION CARRIED
Mayor Gaines asked the City Clerk to write a letter to Brian Calkins expressing the
appreciation of the Counci I for the work he had done as Counci Iman.

AUD I ENCE
Mrs. Toy, Mr. Everett, and Oscar Leonard spoke against the provIsions of Ordinance 1679
forcing persons to put sidewalks in front of their homes in plats which are without
sidewalks. Mrs. Toy submitted a letter and a petition signed by property owners in the
area opposing the installation of sidewalks. Counci Iman Lea, Counci Iman Fitzsimmons, and
Counci (man Sonnemann spoke in favor of sidewalks being required in the City regardless of
their location.

It was moved by Lea and seconded by Hoyt that the Counci I concur with the Street
Committees recommendation to enforce Ordinance No. 1679 and require Mrs. Toy and
Mr. Everett to instal I sidewalks in front of their homes.

Councilman Fitzsimmons reported that the Water-Sewer Committee had given Wi I liam
Murphy written commitment that the City of Auburn would lower the sewer line to serve
buildings on his property.
Counci Iman fitzsimmons reported that the Water-Sewer Committee recommended that the
Mayor be authorized to sign the application for matching funds under Plan No.2 as
submitted by Hi I I & Ingman.
Mr. Wood, representative of Hi I I & Ingman, briefed the Counci I on Plan No.2, and
stated that copies of this plan were avai lable in their office.
It was moved by Fitzsimmons and seconded by Kline that the Counci I direct the engineering
firm of Hi I I & Ingman to proceed with Plan No.2.
ROLL CALL VOTE: All Counci Imen voting YES.

Counci Iman Aaby reported that the License Committee had received application for a
pool table at the Depot Cafe.
It was moved by Aaby and seconded by Sonnemann that the application for pool table at the
Depot Cafe be approved.

It was moved by Aaby and seconded by Kline that the City Clerk be instructed to cal I for
sealed bids for supplying the City with heating and diesel fuel oi I at the City's
supply tanks for the year 1966, bids to be opened 3 p. m. Thursday, December 2, 1965.

It was moved by Sonnemann and seconded by Fitzsimmons that the City Clerk be instructed
to call for sealed bids for all legal publications of the City during the year 1966,
bids to be opened 3 p. m. Thursday, December 2, 1965.

PUBLIC WORKS DEPARTMENT - CITY ENGINEER HAROLD A HAGESTAD
City Engineer Harold A. Hagestad reported that 15th Street SW wi 1 I be open Wednesday
morning.
He also reported on an alternative location for the valley freeway and discussion of
another interchange which could possib.y hook up with 15th St. SW.

Superintendent George Freemire reported that the installation of backstop and fence
at the 5th and K Street Bal I Field was complete.

RESOLUTION OF THE CITY OF AUBURN, WASHINGTON AUTHORIZING THE CANCELLATION AND RELINQUISH-
MENT OF AN EASEMENT RECEIVED BY THE PREDECESSOR IN INTEREST OF THE CITY OF AUBURN FROM

City Attorney Smythe stated that the water line should be constructed beneath the
Northern Pacific Rai Iway Co. tracks under the City's Franchise to the Northern Pacific
Rai Iway Company which granted them right-of-way for their tracks.
City Engineer Harold A. Hagestad reported that he had finished his study of parking
Ordinance No. 1819.
NEW BUSINESS
City Attorney Robert Smythe reported that he had received a quit claim deed from
Robert and Amelia Miraldi.
It was moved by Fitzsimmons and seconded by Kline that the City Attorney be instructed
to record this deed.

Robert Smythe, City Attorney, read correspondence between Martin Selig and he concerning
Mr. Selig's Neighborhood Shopping Center.
It was moved by Kline and seconded by Sonnemann that the City Attorney be instructed to
notify Martin Selig that he must conform to the zoning ordinance relating to Neighborhood
Shopping Centers or action wi I I be taken against him.
