The regular meeting of the City Counci I of the City of Auburn was held at 8:00 P.M. in
the Counci I Chambers at the City Hal I.
The meeting was cal led to order by Mayor Gaines.
Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Aaby and Sonnemann.
Minutes of the previous meeting, held November 15, 1965, were approved as mai led.
PUBLIC HEARING
Mayor Gaines declared the public hearing open on the request of J. J. Rice to rezone
from R-3, Two Fami Iy District, to C-3, Heavy Commercial District, property located at
5th and F Street Southeast.
The Auburn Planning Commission recommended that this request be granted.
It was moved by Aaby and seconded by Hoyt that the public hearing be closed.
MOTION CARRIED
It was moved by Kline and seconded by Sonnemann that the request of J. J. Rice to
rezone from R-3 to C-3 property located at 5th and F Street Southeast be granted.

CORRESPONDENCE
Police Chief Hugh R. Darby requested permission to take his 1965 vacation in 1966.
Harold A. Hagestad, City Engineer, submitted a request asking that George McLaughlin be
permitted to take seven days of his 1965 vacation in 1966 and that Ben Liesmaki be per-
mitted to take six days of his 1965 vacation in 1966.
It was moved by Kline and seconded by Aaby that Chief Darby be al lowed to take his 1965
vacation in 1966 and that George McLaughlin be permitted to take seven days of his 1965
vacation in 1966 and that Ben Liesmaki be permitted to take six days of his 1965 vacation
in 1966.

The fol lowing recommendations were made by the Finance Committee:
The Finance Committee recommended that the City Counci I approve the purchase by the
Firemen's Relief and Pension Fund of LID #162 Warrants totaling $5.80 and LID #166
warrants totaling $1,160.66 as investments.
It was moved by Sonnemann and seconded by Kline that the Counci 1 concur with the
recommendations of the Finance Committee and approve the purchase by the Firemen's
Relief and Pension Fund of LID #162 Warrants totaling $5.80 and LID #166 warrants totaling
$1,160.66 as investments.

The Finance Committee retommènded that thé City 'Còuncilapprove the use of $4,000
accumulated credit in lieu of payments to Statewide Retirement.
It was moved by Aaby and seconded by Hoyt that the City Counci I concur with the
recommendation of the Finance Committee and approve the use of $4,000 accumulated credit
in lieu of payments to Statewide Retirement.

MOTION CARRIED
The Finance Committee recommended that the Counci I approve an emergency ordinance
appropriating approximately $600 of unbudgeted Current Expense Funds for construction
of a gas chamber at the animal pound.
It was moved by Kline and seconded by Lea that the City Attorney be instructed to

The Finance Committee made recommendations for consideration of selection of a bond
consu I t ant.
Mayor Gaines asked that this matter be taken up later in the meeting.
The Auburn Park Board recommended the City Counci I approve payment of $1327.51 to
Evergreen Fence Co. of Puyal fup for construction of the 5th and K Street Bal I Park
fence and backstop.
It was moved by Sonnemann and seconded by Kline that Evergreen Fence Company of
Puyal lup be paid $1,327.51 for construction of the 5th and K Street Bal I Park fence
and backstop.

MOTION CARRIED
Evelyn A. Baker fi led a claim for damages in the amount of $20,000 for alleged I
injuries sustained when she tripped on a divider on the city parking lot on B St. SE.
Mayor Gaines stated that a copy of this claim had been forwarded to the City's
Insurance Company.
Franchise No. 3618 granting to the City of Auburn the right to construct, operate and
maintain a 16" water main upon a portion of Primary State Highway No. 2-EL. was submitted
to the Counci I for approval.
It was moved by Fitzsimmons and seconded by Aaby that the Mayor and City Clerk be
authorized to sign Franchise No. 3618.
MOTION CARRIED
Final Engineer's Progress Estimate to W. J. Schade & Sons in the amount of $6,128.65
for Sewer Lagoon P~difications contract was submitted for approval, also submitted
for approval, was acceptance of the project and authorization to pay the retained
percentage of $1,590.00 after 30 days contingent upon receipt of release from the
State Tax Commission and Dept. of Labor.
It was moved by Fitzsimmons and seconded by Sonnemann that W. J. Schade be paid
$6,128.65 for Sewer Lagoon Modifications as shown on Engineer's Final Progress Estimate.
MOTION CARRIED
It was moved by Fitzsimmons and seconded by Aaby that the work on the Sewer Lagoon I
Modification Project be accepted and that the retained percentage of $1,590 be paid
after 30 days upon receipt of release from the State Tax Commission and Department
of Labor and provided no I ¡ens have been fi led.

Carey & Kramer submitted Change Order No. I on the W. J. Schade & Sons, Inc., Sewer
Lagoon Modifications contract for approval.
It was moved by Fitzsimmons and seconded by Sonnemann that the Counci I approve Change
Order No. Ion the W. J. Schade & Sons, Inc., Sewer Lagoon hlodifications contract as
recommended by consulting engineers, Carey & Kramer, and that the Mayor and City Clerk
be authorized to sign this change order.

Harry E. Monson submitted application for Pet Shop License, this pet shop to be
located in Auburn at I I I East Main.
Counci Iman Aaby reported that the Health Officer had approved the premises.
It was moved by Aaby and seconded by Fitzsimmons that this appl ication be approved
and that Harry E. I~nson be granted a Pet Shop License.
MOTION CARRIED
John D. Wadkins submitted appl ication for a Skating Rink License.
It was moved by Aaby and seconded by Sonnemann that this application be approved and
that John D. Wadkins be granted a Skating Rink License.

Blythe & Company Inc. submitted a contract providing for financial consulting
services for proposed west side water and sewer extensions for approval.
It was moved by Sonnemann and seconded by Lea that the contract between City of Auburn
and Blythe & Company Inc. providing for financial consulting services for proposed
west side water and sewer extensions be approved, and the Mayor and City Clerk be
authorized to sign this contract.

It was moved by Sonnemann and seconded by Fitzsimmons that John Kelly, City Treasurer,
be authorized to negotiate for the sale of revenue warrants for temporary financing
of West Side water and sewer lines.

NOTION CARRIED
The Washington State Pollution Control Commission submitted a letter to the Council
stating the city's appl ication for a federal grant to aid in financing the west
side &ewer extension has been denied but wi I I be re-rated in June, 1966.
Mayor Gaines asked that this letter be placed on fi Ie.
A petition signed by 38 residents in southeast Auburn was submitted requesting the
city adopt an ordinance regulating the use of gravel pits inside the city limits.
Pictures of the area in question were turned over to the Counci I.
Mayor Gaines referred this matter to the City Attorney and the Engineering Department.
Mary Flood resident at 1814 27th Street Southeast, and Max Scott resident at 2016 U
Street Southeast spoke in regard to this request.
Mayor Gaines asked the Councj I to look over the site.
Viola Grant submitted a zone change application to the Counci I asking that property locat-
ed on I Street Northeast between 14th and 16th Street Northeast be rezoned from R-2,
Residential, to R-4, Residential Multiple Fami Iy.
Mayor Gaines referred this application to the Planning Commission.
E. B. Kasper submitted a letter objecting to the ethics used by the city in handl ing
the L.I.D. No. 155 (Off Street Parking) project.
City Attorney Smythe, Counci Imen Lea, KI ine and Aaby defended their stand on this
project.

Mayor Gaines asked City Clerk Elisabeth Heritage to answer Mrs. Van Woolery's letter.
Alex Sonnichsen submitted Engi~eer's Estimate No. I in favor of G. C. Casebolt
Company showing the amount due as of December 6, 1965, less the 15% retainage, as
$17,341.77. The City's Engineering Department submitted a letter approving this
payment.
It was moved by Sonnemann and seconded by Aaby that G. C. Casebolt Company be paid
$17,341.77 as shown on Engineer's Estimate No. I from L.I .D. #166 Fund.

MAYOR'S APPOINTMENT
Mayor Gaines appointed City Engineer Harold A. Hagestad and Counci Iman Bob Kline on
a liason committee representing the city to work with study group for smog control
in Puget Sound region.
AUDIENCE
John Payne, Attorney representing the residents of South Dale and Arrow Head Park
Additions, requested the city withhold Auburn City services; e.g. water, sewage,
and garbage disposal on seventeen acres of the leased 24.68 acres, Government Lots
3 and 4, Section 20, Township 21 N. Range 56, W.M. A petition signed by 58
residents of the area was submitted to the Counci I for consideration.
tArs. Anderson, Mrs. T. Loffer, Mr. Chi Ids, Mr. Duke Dalquist, and Mr. Jim Wood gave
their reasons for this request.
Mr. Kuzmer and Mr. Meade stated they would show slides of the proposed developments
of the property at the next Counci I N~eting on December 20, 1965.
Mayor Gaines asked that this matter be held over unti I the next meeting of the
Counci I on December 20, 1965.

STOPPING, STANDING, OR PARKING OF VEHICLES DURING CERTAIN HOURS ON CERTAIN STREETS
WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN PURSUANT TO SECTION 13 OF

Counci Iman Fitzsimmons requested the Counci Imen to attend the next meeting of the
Water-Sewer Committee.
City Attorney Smythe reported on the screening of Martin Selig's Neighborhood
Shopping Center.
NEW BUSINESS
City Attorney Smythe reported that he had received a quit claim deed from the E. S. H.
Corporation for street purposes.
It was moved by Lea and seconded by Sonnemann that the City Attorney be instructed to
record the quit claim deed from E. S. H. Corp. for street purposes.

City Attorney Smythe reported that he had received as easement from Wash. Company, I
Inc. for installation of a Fire Hydrant.
It was moved by Fitzsimmons and seconded by Hoyt that the City Attorney be instructed
to record the easement from the Wash. Company, Inc. for the installation of a Fire
Hydrant.
