Mayor Gaines cal led the meeting to order. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Aaby and Sonnemann. Minutes of the previous meeting, held December 6, 1965, were approved as mai led. ELECTION OF COUNCILMAN It was moved by Kline, seconded by Lea, that Ted Nickson be elected to fi I I the vacancy in the City Counci I due to the resignation of Brian Calkins. MOTION CARRIED City Attorney Smythe administered the Oath of Office and Mayor Gaines declared Nickson duly instal led as Counci Iman. BIDS Bids opened at 3 p. m. NDTION CARRIED The proposals submitted for purchase of Revenue Warrants in an amount not to exceed $870,000.00 for interim financing of the West Side Water and Sewer faci lities were as follows: Auburn Branch, National Bank of Commerce National Bank of Washington 3.52% Interest 3.60% Interest The Finance Committee recommended the proposal of the National Bank of Commerce be accepted. It was moved by Aaby, seconded by Fitzsimmons, that the Revenue Warrants for temporary financing of the West Side Water and Sewer faci Ii ties be sold to the Auburn Branch, National Bank of Commerce, as per their proposal dated December 20, 1965 , and that the Mayor and City Clerk be authorized to sign the acceptance of this proposa I. NOT I ON CARR I ED CORRES PONDENCE A letter from the Auburn Park Board requested the City Counci I to cal I for bids for tractor with mower attachment. It was moved by Sonnemann, seconded by Hoyt, that the City Clerk be authorized to cal I for bids for the purchase of a tractor with mower attachment for the Park Department, bids to be received on or before 3:30 p.m. Thursday, December 30, 1965. NOT I ON CARR I ED 50 c,ù AUBURN, WASHINGTON NONDAY DECEMBER 20, 1965 Jelco Corporation submitted an Application for Special Property Use for a convalescent home on the corner of 29th St. SE and M St. SEe Mayor Gaines referred this request to the Planning Commission. Submitted for approval with recommendations from the City Engineer's Office that it be paid was an invoice from Hi I I and Ingman for $7,303.08, which amount represented approximately 17 percent of the design fee for engineering services for the West Interceptor Sewer a per contract dated October 6, 1965. It was moved by Fitzsimmons, seconded by Kline, that payment to Hi I I and Ingman of $7,303.08 be approved. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED I A petition for formation of an LID for installation of sewer on property located on Enumclaw Highway, east of Hemlock St, was submitted by the owners together with Engineer's Certificate that the signatures on the petition constituted 100 percent of the total frontage and area and that the estimated cost of construction was $4,990.00. It was moved by Fitzsimmons, seconded by Sonnemann, that the City Attorney be instructed to draw up the necessary ordinance to implement this LID. MOTION CARRIED Engineer's Progress Estimate No. I in favor of Heisserman Construction Co. for work on the parking lot contract, Les Gove Park, in the amount of $10,649.35 was submitted for approval. It was moved by Lea, seconded by Aaby, that Engineer's Progress Estimate No. I in favor of Heisserman Construction Co. for $10,649.35, payable from the Municipal Park Construction Fund, be approved. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED The Clerk read City Engineer Hagestad's recommendation that the work by the Heisserman Construction Co. on the Les Gove Park parking lot contract be accepted I as of December 20, and that the 10% retainage of $1,183.26 be paid after 30 days and upon receipt of necessary clearances. It was moved by Lea, seconded by Sonnemann, that the work performed by Heisserman Construction on the parking lot contract for Les Gove Park be accpeted as of December 20, 1965, and that upon receipt of clearance by the Tax Commission and Dept. of Labor and Industries, and if no liens or claims have been fi led within 30 days after acceptance, the balance due contractor of $1,183.26 be paid. MOTION CARRIED Engineer's Progress Estimate No. I in favor of Heisserman Construction Co. for street construction for LID No. 162 in the amount of $11,074.37 was submitted for approval together with City Engineer Hagestad's recommendation that the work be accepted as of December 20, 1965, and that the 10% retainage of $1,230.48 be paid after 30days upon receipt of the necessary clearance. It was moved by Kline, seconded by Sonnemann, that payment of $11,074.37 from LID No. 162 Fund as presented in Engineer's Estimate No. I be approved; that the work on th i s contract be accepted as of December 20, 1965, and that upon recei pt of clearance by the Tax Commission and Dept. of Labor and Industries and if no liens or claims have been fi led within 30 days after acceptance date, the balance of $1,230.48 be paid the contractor. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED I Harold A. Hagestad, City Engineer, requested that George Schuler be permitted to transfer five days of his 1965 vacation to the calendar year 1966. It was moved by Kline, seconded by Hoyt, that this request be granted and the City Attorney be instructed to draw up the necessary resotution al lowing George Schuler to take five days of his 1965 vacation in 1966. MOTION CARRIED A letter from the Auburn Chamber of Commerce asked the City Counci I to endorse and participate in the formation of a community-wide research and study committee to assist with future planning for the City. It was moved by Aaby, seconded by Lea, that the City Counci I endor$e the proposition of a community-wide research and study committee as outl ined in the letter from the Chamber of Commerce. MOTION CARRIED I I I AUBURN, WASHINGTON tv\ONDA Y DECEMBER 20. 1965 5 t A letter from Chief of Pol ice Darby, directed to Ted Lea, Chairman of the Street Committee, relative to traffic problems in the City, was read at the request of Counci Iman Lea, The Street Committee wi I I take the suggestions under advisement. A Zone Change Application fi led by Dr. George Nickelsen requested change from R-2 Residential to R-3 and R-4 Residential zoning on property at 7th and F Sts. NE. The Application was referred to the Planning Commission. A letter from the King County Commissioners requested City approval for formation ~ of the Green River Flood Control Zone District. Mayor Gaines cal led a Counci I committee meeting for Monday evening, December 27, 1965, for study of this request before action is taken. The Finance Committee recommended that the Counci I approve purchase of the fol lowing financing warrants as an investment by the Firemen's Relief and Pension Fund: LID #162, $5.80; LID #163, $135.16; LID #166, $18,502.43; LID 167, $24.48. It was moved by Sonnemann, seconded by Nickson, that investments of LID funds as outlined by the Firemen's Rei ief and Pension Fund be approved. MOTION CARRIED The Finance Committee recommended that the sum of $1,018.00 be paid the Water Fund from LID Guaranty Fund in accordance with recommendation of the State Uti lities Examiner. It was moved by Sonnemann, seconded by Hoyt, that this payment be approved. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED AUD I ENCE Rober t Kuzmer, appear i n g for his c I i en t, Arch i e Meade; I rv Severson and Wa I I Y Walters spoke in behalf of Meade's request for city water and sewer services for a proposed Trai ler Park on Indian land located on the east side of R St. SE between 21st and 25th Sts. A. J. Nelson, Ruth Gates, Mrs. Floyd Anderson and Mrs. Loffer asked questions and pointed out adverse effects of this type of development in the proposed area. Counci Iman Fitzsimmons stated it was the duty of the Water-Sewer Committee to increase the revenue by giving water-sewer services where needed but he felt that this particular request was more a Planning Commission problem as many questions had been raised regarding the advisibi I ity of the development. He suggested the applicants re-apply through the Planning Commission. It was moved by Fitzsimmons, seconded by Nickson, that the City deny water-sewer services as requested by Robert Kuzmer on behalf of Archie Meade. ROLL CALL VOTE: Hoyt, No; AI I other Counci Imen YES. MOTION CARRIED Robert B. Benson presented a letter protesting charges in lieu of assessment on hook-up for water services to his home at 1528 8th Street NE. His protest waS referred to the Water-Sewer Committee with the suggestion he attend their next meeting. PROCLAMATIONS AND APPOINTMENTS Mayor Gaines appointed Frank Wi Iber to the Cemetery Board on a 4-yr. term ending December 30, 1969. It was moved by Sonnemann, seconded by Hoyt, that the Counci I concur with this appointment. MOTION CARRIED Mayor Gaines re-appointed Ken Lane to the Civi I Service Board for a 6-year term ending December 30, 1971. It was moved by Aaby, seconded by Fitzsimmons, that his appointment be approved. MOTION CARRIED Mayor Gaines re-appointed George Nickelsen to the Park Board for a 3-year term ending December 30, 1968 It was moved by Aaby, seconded by Sonnemann, that the Counci I concur with this appointment. MOTION CARRIED Mayor Gaines appointed Cal Scarff, Martin Yourglich and Gene Colburn as Associate Members of the Park Board for I-year terms ending December 30, 1966. It was moved by Fitzsimmons, seconded by Hoyt, that the Counci I concur with these appointments. I MOTION CARRJED Mayor Gaines re-appointed Ed Ryan to the Planning Commission for a 5-year term ending December 30, 1970. It was moved by Fitzsimmons, seconded by Sonnemann, that the Counci I concur with this appointment. MOTION CARRIED Mayor Gaines re-appointed Phi I Aspinwal I and Ken Weeks to the VAl ley Planning Commission for 3-year terms ending December 30, 1968. It was moved by Fitzsimmons, seconded by Nickson, that the Counci I concur with these appointments. MOTION CARRIED Mayor Gaines re-appointed Dr. Gordon Thomas as Health Officer for the City for the period ending December 30, 1966. It was moved by Sonnemann, seconded by Aaby, that the Counci I concur with this appointment. MOTION CARRIED I "- Mayor Gaines re-appointed Roberta Morley as City Historian for the period ending December 30, 1966. It was moved by Hoyt, seconded by Sonnemann, that the Counci I concur with this appointment.
