in the Counci I Chambers at the City Hal I. \
Mayor Gaines cal led the meeting to order.
Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann.
Minutes of the previous meeting, held December 20, 1965, were approved as mai led.
BIDS
Bids opened at 3:30 P.M. December 27, 1965, for a tractor with mower attachment for
the Park Department as fol lows:

A letter was received from the Park Board requesting the Counci I approve the awarding
of this bid to Evergreen Equipment Company at the bid price of $5055.02.
CORRESPONDENCE
Jack B. Campbell submitted appl ication for Motor Vehicle Wrecke~ Permit.
Mayor Gaines referred this appl ication to Counci Iman Aaby, Chairman of the License
Commi ttee.
James p. Hawley submitted Zone Change Application requesting rezoning from R-I to
R-4 on property located on H Street Northeast between 4th and 5th on West side.
Mayor Gaines referred this request to the Planning Commission.
A letter from the Board of Certification for the State of Washington of the Pacific
Northwest Pollution Control Association announced that a Certificate of Competency is
being issued to Jerry L. Keesee. The certificate indicates an increase in qualifications
for the recipient in being advanced to Group 111.
R. B. Tollefson, Uti lities Superintendent, submitted a letter commending Mr. Keesee
for his interest and perseverance in working toward a greater degree of competency.
Mayor Gaines congratulated f,~. Keesee for this achievement and asked Uti lities
Superintendent Tollefson to give Keesee this Certificate of competenc~
A letter was received from the Washington State Pollution Control Commission approving
Change Order No. I - Sewage Lagoon ^~difications.
Mayor Gaines asked that this letter be placed on fi Ie.
Richard E. Wolff, Consulting Engineer, submitted Progress Estimate No. I of Stage I
of the West Side Water Line, showing the amount of $41,060.85 due Campbel I & Welter
Construction Company payable from the Water-Sewer Construction Fund.

resignation of Ken Schoenfeld as pre~ent and member of the Board and commenting
on his fine leadership as president of that group.

Mayor Gaines asked that this letter be placed on fi Ie, and that a letter be written
to Mr. Schoenfeld expressing the City's appreciation of the fine job done by him as
president and member of the Auburn Public Library Board.
The Auburn Planning Commission recommended that the request of J & B Construction
Company to rezone from R-2 to R-4 property located at 7th and F Sts. NE be granted
provided the south 36 feet be dedicated to City for street.
It was moved by Kline and seconded by Hoyt that the City Clerk be instructed to cal I
for a public hearing to be held January 17, 1966 at 8 p.m. òn the request of J & B
Construction Company to rezone from R-2 to R-4 property located at 7th and F Sts. NE.
MOTION CARRIED I
The Auburn Planning Commission recommended that the request of Hugh Goldsmith for
final acceptance of the plat of Forest Ridge Addition be approved.
Mayor Gaines asked that this letter be placed on fi Ie.
Ruby Moroni submitted a request from R-2 to R-4 property located on 8th NE and F Sts.
Richard O. Fordice submitted a request to rezone from R-2 to R-4 property located at 20th
and F sts. SE.
Mayor Gaines referred this request to the Planning Commission.
City Engineer Harold Hagestad submitted Estimate No. I in favor of Heisserman
Construction Company for work on R St. SE street and sewer contract, showing amount
due as of December 31, 1965, less 10 percent retainage as $9,358.92, payable from
Arterial Street Fund.
It was moved by Lea and seconded þy Sonnemann that Heisserman Construction be paid
$9,358.92 from the Arterial Street Fund for work on R St. SE street and sewer contract.

Kenneth D. Lane submitted a letter requesting action on the Massey rezoning ordinance
be held in abeyance for another 30 days, and be placed on the agenda for the
February 7, 1966 Counci I Meèting.

City Attorney Smythe stated that a letter should be written informing them that the
necessary dedications should be made before the February 7, 1966 Counci I Meeting to
insure favorable action by the Counci I.
A copy of a letter from the Cemetery Board to Ed Gal lian notifying him of his
appointment as Superintendent of the Auburn Cemetery effective as of January I, 1966
was read.
Mayor Gaines asked that this letter be placed on fi Ie.
COUNCIL CO~^'TTEE REPORTS
STREET CO~~fTTEE - COUNCIL^~N LEA
Counci Iman Lea reported that the Street Committee had met with Mr. McCloud of the I
State Highway Department, and he reported that we would be getting three traffic
control fights. He also stated that money had been allocated by the State Highway
Department for widening of the Enumclaw Highway subject to residents along highway
approving an L.I .D. for strom sewer and curbs.
POLICE COMMITTEE - COUNCILÑ~N KLINE
Counci Iman Kline reported that the Police Committee discussed the City's false arrest
coverage, and were in receipt of estimates on this insurance as submitted to them by
the Insurance Committee. He also reported that Chief Darby had requested a Line
Sergeant subject to the avai labi lity of funds. This would require an additional
$600.00 a year. The need for additional men on the Poliæ Force was also discussed.
The matter of making accident reports avai fable to insurance companies was considered

OLD BUSINESS
A letter was received from the King Cou~ty Commissioners requesting city approval for
the creation of the Green River Flood Control Zone District accompanied by a suggested ìC
form.
It was moved by Kline and seconded by Hoyt that the Mayor and City Clerk be
instructed to sign the form to approve the creation of the Green River Flood Control
Zone District as required by R.C.W. 86.15.040.

City Treasurer John Kelly informed the Counci I that the first notices on L.I .D. #155
have been sent out and that any assessments paid before January 21, 1966 wi I I be
without penalty, interest or costs.
It was moved by Sonnemann and seconded by Aaby that the Evergreen Equipment Company
be awarded the bid for Tractor and Nounted tAower Attachment for the Park Department
in the amount of $5,055.02.

It was moved by Sonnemann and seconded by Aaby that Ordinance No. 1843 entitled
"AN ORD I NANCE OF THE CITY OF !,UBURN, WASH I NGTON, DECLAR I NG A PUBL I C EMERGENCY TO
EXIST AND APPROPRIATING THE S~A OF $4700 FROM UNBUDGETED FUNDS IN THE WATER FUND
OF THE CITY OF AUBURN, TO THE EXCISE TAX ACCOUNT AND UTILITY TAX ACCOUNT, BOTH IN
THE ~~INTENANCE AND OPERATION CLASS, WATER DIVISION OF THE WATER FUND OF THE CITY
OF AUBURN BUDGET, TO PROVIDE NECESSARY FUNDS FOR THE PAYMENTS DUE IN SAID ACCOUNTS
FOR THE BALANCE OF THE YEAR 1965," be adopted.

City Attorney Robert Smythe reported that representatives of the Federal Aviation
Agency wi I 1 be out January 4, 1966 to look over the proposed airport site.
Counci Iman Kline asked Uti lities Superintendent Tollefson to report on the progress
being made in getting easements for the new West Side Sewer Line.
Uti Ii ties Superintendent Tollefson reported that they were sti I I working on getting
the easements for the new sewer line, and he said he felt the City would probably have
to enact condemnation proceedings on some of them.

It was moved by Fitzsimmons and seconded by Hoyt, that the claims as approved by the
Audit Committee be paid.
