It was moved by Sonnemann and seconded by Hoyt that the City Clerk be instructed to
return the certified check and bid bonds to the unsuccessful bidders upon signing of
contract with General Pipe Line Construction.
PUBLIC HEARINGS
MOT I ON CARR I ED
Mayor Gaines declared the public hearing open on the request of Viola Grant to rezone
from R-2 to R-4 property located on I and 14th Streets NE.
Cal Sperline, representative of Chinook Land and Homes, spoke in favor of granting this
rezoning.
Viola Grant submitted a letter to the Counci I requesting that her petition to rezone
be withdrawn.
A petition was submitted by four residents in the area stating they were in favor of
the granting of this rezone. III
The Auburn Planning Commission recommended this request be granted as it conforms to
the City's Comprehensive Land Use Plan, provided that the South 30 ft. of the
described property be deeded to the City for street purposes. The Planning Commission
recommended the providing of sidewalk, curb and adequate street surfacing on this
property.
It was moved by Nickson and seconded by Sonnemann that the Pub I ic Hearing on the Viola
Grant rezone be continued at the next meeting of the Counci I on February 21, 1966.

Mayor Gaines declared the publ ic hearing open on the request of the Jelco Corporation
for a Special Property Use Permit to construct a nursing home on NE corner ôf 29th
and M Street SEe
Kenneth Ingal Is, Attorney representing Jelco Corporation, spoke in favor of granting
th i s reques t.
The Auburn Planning Commission recommended that this request be granted as this use
conforms to the City's Comprehensive zoning ordinance and al I the requirements as
specified by Zoning Ordinance No. 1702 have been met.
It was moved by Hoyt and seconded by Sonnemann that the public hearing be closed.

It was moved by Lea and seconded by Hoyt that the Counci I concur with the Planning
Commission's recommendation and grant Jelco Corporation a Special Property Use Permit
to construct a nursing home on the NE corner of 29th and M Streets SEe

a Special Property use permit to operate an Auto Wrecking Yard on property zoned M-2
and located on 2nd Street NW.
The Auburn Planning Commission recommended this request be granted as al I requirements
of Auburn Ordinance No. 1702, Zoning Ordinance of the City, have been met, and that
this request conforms to the comprehensive zoning plan of the City of Auburn.
Del Heisserman spoke in favor of granting this request.
It was moved by Hoyt and seconded by Lea that the public hearing be closed.

It was moved by Sonnemann and seconded by Hoyt that the Counci I concur with the
Planning Commission's recommendation and grant C. A. Heisserman a Special Property
use permit to operate an Auto Wrecking Yard on property zoned M-2 and located on
2nd Street NW.

CORRESPONDENCE
Rita M. EI I is submitted a request to rezone from R-2 Residential to R-4 Multiple
Fami Iy property located at 1529 8th Street Northeast.
Mayor Gaines referred this request to the Planning Commission.
Elmer L. Spencer submitted a request to rezone from A-I to R-4 property located on
the West side of the West Val ley Highway, 600 ft. south of Peasley Canyon intersection.
Mayor Gaines referred this request to the Planning Commission.
The Auburn Park Board submitted a request for a sprinkler system at the GSA Park.
Mayor Gaines referred this request to the ~inance Committee.
Robert A. Bennett, employee in the Engineering Department who has been drafted, submitted
a request for a leave of absence during his mi litary service.
It was moved by Kline and seconded by Sonnemann that this request be granted.

after Ordinance No. 1850 has been presented to the Counci I.

City Engineer H. A. Hagestad submitted request for Mayor Gaines, Uti lity Supt.
Robert Tollefson, George Schuler and him to attend a spring meeting of the Washington
State Chapter of the American Pub I ic Works Association March 9, 10 and I I, 1966 in
Olympia,
Hagestad also submitted a request for permission to attend the 17th Annual Road Bui Idèrs
CI inic at Washington State University March 16, 17 and 18, 1966.
It was moved by Lea and seconded by Sonnemann that the City Engineer be al lowed to
attend one of these meetings.
It was moved by Kline and seconded by Hoyt that the original motion be amended to
table the matter unti I the February 21, 1966 meeting of the City Counci I.

Mayor Gaines referred this matter to the Street Committee and Water-Sewer Committee.
City Engineer Harold Hagestad submitted Engineer's Estimate 2 (Final Estimate), showing
$4,388.76 due Heisserman Construction Company, Inc. for work done on the R Street
Contract, payable from the Arterial Street Fund.
Accompanying the estimate was a letter certifying that the work under the Heisserman
Construction Company contract for street improvements on R Street SE., Arterial Gas Tax
Fund #6, had been completed in conformance to the plans and specifications and
recommended that it be accepted by the City.
It was moved by Lea and seconded by Hoyt that work under the Heisserman Construction
Company contract for street improvements on R Street SEe be accepted, and that Heisserman
Construction Company, Inc. be paid $4,388.76 from the Arterial Street Fund for work
done on the contract.

It was moved by Lea and seconded by Sonnemann that Heisserman Construction Company be
paid the retained percentage of $1,527.52 upon the furnishing of clearance by the I
Tax Commission and Department of Labor and Industries, and if no liens or claims are
fi led within 30 days after acceptance.

The City of Algona submitted a request for a contract with the City of Auburn for
housing dogs picked up in Algona at the Auburn City Pound.
Mayor Gaines referred this request to the Police Committee.
Harold Y. Hopkins, Executive Director of the Housing Authority of King County, submitted
a letter in reference to the Apartment Development for the Elderly.
Mayor Gaines referred this matter to the Street Committee.
George t^cLaughl in submitted a Zone Change Application requesting rezoning from R-2 to R-4
property located o~ M Street SE in the 3600 block.
Mayor Gaines referred this Zone Change Appl ication to the Planning Commission.
The Grace Baptist Church submitted a Zone Change Appl ¡cation requesting rezoning from R-2
to R-4 on property located in the 3400 block of the Enumclaw Highway.
Mayor Gaines referred the rezoning request of the Grace Baptist Church to the Planning
Commission.
Wi I liam J. Edwards submitted the preliminary plat of River Run Addition to the Counci I
for approval.

Mayor Gaines referred this request to the Engineering Department and the Planning
Commission.
A petition requesting formation of a Local Improvement District for the construction
of curb & gutter excavation, bal lasting, asphalt concrete surfacing & storm drainage to
a roadway width of 34 feet on 27th Street SE between D & F Street SE and D Street SE
between 26th & 27th Street SE was presented to the Counci I.

City Engineer H. A. Hagestad submitted a certification that the estimated cost of L.I .D.
No. 171 is $16,1 I 1.86, that the only outstanding and unpaid assessment against the
property is L.I .D. #137 Water Mains ($786.771, that the aggregate actual valuation of the
real estate is $27,450.00, that the signatures contained on the petition constitutes
78.8% of the total frontage, and 75.5% of the total area in said, proposed improvement
district.
It was moved by Lea and seconded by Sonnemann that the City Attorney be instructed to
draw up the necessary Ordinance to implement the formation of this L.I .D.

John D. Wadkins submitted a request for permission to burn in the area of the High
Point Housing location at 4th and Division Streets SW.
Fire Chief Calkins stated he was opposed to burning in this area, as he felt it to be
unsafe.
Mayor Gaines referred this request to the Fire Committee.
Kenneth D. Lane, Val ley Land Office, submitted a letter relative to the commercial
zoning of the property lying north of town and belonging to Mr. Myron Massey, requesting
that the rezoning go ahead on al I of the property except the south 140 feet.
Mayor Gaines referred this request back to the Planning Commission.
W. E. Peters submitted a Zone Change Application requesting rezoning from R-2 to R-4
property located at 712 19th Street Southeast.
Mayor Gaines referred this request to the Planning Commission.
Richard E. Wolff, Consulting Engineer, submitted Progress Estimate No.2 {Final 1
showing $11,807.95 due Campbel I & Welter for work done on the Boeing Supply Line Stage I.
Uti I ities Superintendent R. B. Tollefson submitted recommendation that this project be
accepted by the City and payment be made on this estimate, and if no I iens or claims are
fi led within 30 days of acceptance, the balance of $7,565.08 be paid to the contractor.

It was moved by Sonnemann and seconded by Nickson that the work done by Campbel I &
Welter under contract on the Boeing Supply Line Stage I be accepted, and that Campbel I
& Welter be paid $11,807.95 for work done on the project.

It was moved by KI ine and seconded by Sonnemann that Uti Ii ties Superintendent R. B.
Tollefson be instructed to write a letter to the Boeing Company requesting them to
pay the City of Auburn $7,129.30 for additional costs incurred due to a change in plans
by the Boeing Company not to remove three rai Iroad tracks, thereby making it necessary
to cross under these tracks increasing the amount of casing pipe from 226' to 359'.

It was moved by Sonnemann and seconded by Nickson that retained percentage of $7,565.08
be paid to Campbel I and Welter upon the furnishing of clearance by the Tax Commission
and Department of Labor and Industries, and if no I iens or claims are fi led within
30 days after acceptance.

The Finance Committee recommended to the City Counci I that $14,884.27 be transferred
from the Parking Meter Fund to L.I .D. #155 Fund, to provide funds toward payment of
City of Auburn's costs in Local Improvement District #155, and to close out the
Parking Meter Fund.
Mrs. Van Woolery submitted a letter requesting the counci I make some improvements on
A Street SEe
City Engineer H. A. Hagestad reported that he had contacted the Northern Pacific
Rai Iroad about obtaining caution flashers for the underpass on A Street SEe
IAeyor Gaines asked that Mrs. Van Wol lery's letter be answered.

Mayor Gaines proclaimed the week of February 6 to 12, 1966 as National Electrical Week
in recognition of the contribution electricity and the electrical industry have made to
the strength and progress of our nation.
APPOINTMENTS
Mayor Gaines appointed Dr. Bob Thompson to the Park Board to fi I I position vacated by
Mr. Schweikl.
Mayor Gaines rearranged standing Counci I Committees as fol lows: I

It was moved by Lea and seconded by Hoyt that the City Clerk be instructed to call for
bids on L.I .0. No. 170 for the construction of streets in Arbor Vista Addition, bids to
be received by the City Clerk on or before 3:00 P.M. Thursday, February 17, 1966,
specifications and bid forms to be obtained from the office of the City Clerk, all bids
to be accompanied by a five percent bid bond or certified check.
