The regular meeting of the City Counci I of the City of Auburn was held at 8:00 P.M. in
the Counci I Chambers at the City Hal I.
Mayor Gaines cal led the meeting to order.
Counei Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby, and Sonnemann.
Minutes of the previous meeting, held February 7, 1966, were approved as mai led.
BIDS
Bids, opened at 3 P.M. February 17, 1966, for curb, gutter, sidewalks and paving
Arbor Vista area, LID 170, were as fol lows;

Mayor Gaines stated that a report would be made on this later in the meeting.
PUBLIC HEARING
Mayor Gaines reopened the public hearing on the request of Viola Grant to rezone
from R-2 to R-4 property located on I and 14th Streets NE.
A letter from Brightman, Holm Bereiter and Stone pointed out the position of their
cl ient in protesting any purported withdrawal or dropping of the rezone appl ication.
Steve Lone speak i ng for Mrs. Grant stated that she wou I d st i II like to wi thdraw her
petition to rezone.
Cal Sperline spoke in favor of granting this rezone.
It was moved by Nickson and seconded by Hoyt that the publ ic hearing be closed.
MOTION CARRIED
The Auburn Planning Commission recommended that this request be granted because it
confroms to the City's comprehensive land use plan, provided that the South 30 ft. of
the described property be deeded to the City for street purposes. The Planning
Commission recommended the providing of sidewalk, curb and adequate street surfacing
on this property. Counci Iman Sonnemann inquired if the necessary street dedication had
been made. Planning Director Geo. Schuler stated it had not.
It was moved by Nickson and seconded by Lea that the request of Viola Grant to rezone
from R-2 to R-4 property located on I and 14th Streets NE be denied.

It was moved by KI ine and seconded by Sonnemann that the request of J & B Construction
Co. for rezoning from R-2 to R-4 property located at 7th and F Streets NE be brought
off the tab I e.
MOT I ON CARR I ED
Mr. and Mrs. D. L. White spoke in opposition to the rezoning of this property as they
felt the streets in this area were inadequate to handle any increase in traffic.
Planning Director George Schuler presented to the counci I a proposal for additional
streets in this area to handle the traffic, and stated that this zoning would be in
accord with the City's Comprehensive Plan.
Mrs. Lyden stated that she felt the streets in this area were adequate.
It was moved by Kline and seconded by Hoyt that the publ ic hearing be closed.
MOTION CARRIED
It was moved by Kline and seconded by Hoyt that the request of J & B Construction Co.
for rezoning from R-2 to R-4 property located at 7th and F Streets NE. be granted.
It was moved by Lea and seconded by Sonnemann to table the motion with the idea that
the property owners provide the city with a deed dedicating the south 36 feet for
street purposes on or before the March 7, 1966 meeting of the City Council.

CORRESPONDENCE
Interim payment to Richard Wolff, Consulting Engineer, for engineering and inspection
services on West Side Water System, of $4,087.00, work 25% complete, was submitted for
approval.
R. B. Tollefson, Uti lities Superintendent submitted City Engineer Harold A. Hagestad's
approval of this payment.
It was moved by Fitzsimmons and seconded by Sonnemann that the counci I concur with the
recommendation of the City Engineer Harold A. Hagestad, and approve payment of
$4,087.00 from the Water Sewer Construction Fund to Richard Wolff, Consulting Engineerlr
for engineering and inspection services on West Side Water System.

Report and recommendations of the Auburn Planning Commission were as fol lows:
The APC recommended the request of R. Fordice for rezoning from R-2 to R-4 property
located between 19th and 21st on F Street SE be approved.
The APC recommended that the request of James p. Hawley to rezone from R-2 to R-4
property located on H Street NE between 4th and 5th be denied.
The APC recommended that the request of Jones-McLaughlin to rezone from R-2 to R-4
property located on Harvey Road N of 12th Street NE be approved.
The APC recommended that the request of Mardel Investment Company to rezone Parcel A
from R-2 to C-I and Parcel B from R-2 to R-4, property located East of East Val ley
Highway at 17th be approved.
The APC recommended that the request of Ruby ^~roni to rezone from R-2 to R-4 property
located on 8th Street NE off Auburn Avenue be approved.
The APC recommended that the request of Dr. G. Nickelsen to rezone Pareel
to R-3 and Pareel 2 from R-2 to R-4 property loeated at 7th & F Street NE

on property loeated at 4005 Auburn Avenue be approved.
The APC reeommended that the request of United Homes Corp. to rezone from R-2 (SPU)

NOTION CARRIED
The APC reeommended that the City Counei 1 request the Park Board to eonsider the
dedication of a portion of the NW portion of the City Park for street purposes.
Mayor Gaines referred this matter to the Street Committee and the Park Board.
The APC reeommended that the City Counei I consider for adoption the City of Auburn I
Comprehensive Land Use Plan eovering area presently under annexation.
Mayor Gaines asked that this reeommendation be plaeed on fi Ie.
t~s. Van Woolery submitted a letter regarding A Street SE.
A letter from the Green River Flood Control Zone District five-man Advisory Committee
reported on their organizational meeting February 8, 1966.

The fol lowing Zone Change Appl ieations were submitted to the Couneil:
The request of Frances Hoyt, James Noceri and Richard McChesney to rezone from R-2 to
R-4 property located on 25th Street between K and F Streets SE.
The request of Wi I I Andre to rezone from R-3 to R-4 property loeated off Enumelaw
Highway on 12th Street SE.
The request of Horace D. Green to rezone from R-I to R-4 property located on M Street
South of Ninth SE.
The request of John Starkovich to rezone from R-3 to C-I property loeated at 1010 East
Main Street.
The request of Walter L. Maryianski to rezone from R-2 to C-I property located at
2025 Howard Road.
The request of Mervin S. Carriere to rezone from R-2 to R-4 property located at

Mayor Gaines referred these requests to the Planning Commission.
The Auburn Planning Commission requested a meeting with the Counci I for appraising
procedures, funetions and goals of the Commission.
Mayor Gaines asked that the Auburn Planning Commission meet with the Auburn City
Counci I March 14, 1966, at 7:30 P.M., in the !^ayors Office.
The fol lowing applieations for fireworks permits were submitted to the Counci I:
I. Pay N Save Drugs for stand at 202 Cross Street SE.
2. American Legion Post #78 at Safeway lot, A Street SE & 3rd
Both appl ¡cations were accompanied by State Fire Marshal Lieense.
It was moved by Aaby and seeonded by Sonnemann that Pay N Save Drugs and Parents
Club of the Holy Fami Iy School be granted fireworks permits.

Wi I I iam M. Nieoletta submitted an appl ication for a Cabaret Lieense.
Mayor Gaines referred this request to the Police and License Committee.
The Auburn Cemetery Board requested that the 40 pereent of receipts from sale of grave
space now being plaeed in the Endowed Care Fund be reduced to 25 pereent, due to
increased maintenance eosts.
Mayor Gaines referred this request to the Finance Committee.
Lewis Hitcheock, acting for Herman English, of Auburn Aerie #2298, Order of Eagles,
submitted a letter stating that their organization wi I I be hos1"ing the State of
Washington Youth Convention on June 24, 25, 26th, and requested permission to hold a
parade on Saturday, June 25th starting at 3 P.M., and requested permission for the
use of the City Park faei I ities for sleeping and events of the day.
Mayor Gaines referred these requests to the License and Pol ice Committee.

Mayor Gaines reported that he had appointed a committee for naming of the R Street
Bridge.
AUD I ENCE
Mayor Gaines introdueed Bruee Bi I Ie, the new Recreation Director, for the City of
Auburn.
Planning Director George Schuler presented new eighteen mi I I ion dollar land
development plan to be established on the old airport site.

HOUSING ADVISORY COtNAITTEE - COUNCILtMN HOYT
Counei Iman Hoyt reported that a meeting of the Housing Advisory Committee was held
Thursday night, at whieh they discussed the need for additional staff in the bui Iding
inspeetion department and reeommended that the matter be turned over to the Finance
Committee.
STREET COMMITTEE - COUNCILA~N LEA
City Engineer Harold A. Hagestad reported that the eities of Kent, Renton, Tukwi I la, I
and Auburn, along with King County and the State Highway Commission were forming
a traffic study group to eompi Ie the needs of the various cities and county
interchange locations to eonnect up with arterials and streets in the South King
County Area.
It was moved by Lea and seconded by Niekson that City Engineer Harold A. Hagestad
be given permission to proceed with this study group.
MOT I ON CARR I ED
City Engineer Harold A. Hagestad reported that Alex Sonnichsen, Engineer for
construction of curb, gutter, sidewalks and paving Arbor Vista area, has not
submitted a reeommendation on the bid of Heisserman Construetion on LID #170.
AIRPORT COt~ITTEE - COUNCIL^~N KLINE
Counei Iman Kline reported on the progress of the Auburn Airport Committee.
WATER-SEWER COh~ITTEE - COUNCIL^~N FITZSI^¥AONS
Harold A. Hagestad reported on the progress of obtaining easements for the West
Side Sewer Line. He also reported that final plans on the project must be made
avai lalbe to the Polution Control Cømmission by Apri I 51, 1966 if we are to be able
to obtain the 30% Federal Grant on the project. In order that final plans wi I I be
eomplete by this date, eore dri I I ings of the val ley floor must be taken right away.
Counei Iman Fitzsimmons ehairman of the Water-Sewer Committee asked that neeessary corel
drillings be taken from the Boeing Faeility North to West Main Street immediately.
Counei Iman Fitzsimmons asked that al I persons involved in granting of easements for
the new West Side Sewer Line be eontaeted to meet with the Water-Sewer Committee
Thursday night after which the decision wi I I be made.
PURCHASING CO~~ITTEE - COUNCIL^~N NICKSON
Counei Iman Nickson reported that a meeting of the Purehasing Committee wi I I be held
Wednesday with Jaek Sprenger, Chairman of the City's Insuranee Committee, to diseuss
neeessary ehanges in the City's Insurance Plan.
POLICE COmAITTEE - COUNCIL^~N SONNE^~NN
Counci Iman Sonnemann reported that the Poliee Committee was in favor of increasing
the amount of False Arrest Insurance to double the present coverage.
Mayor Gaines referred this matter to the Finance Committee.
Counei Iman Sonnemann also reported that the Poliee Chief has requested two additional
po lice 0 ff i cers .
Mayor Gaines referred this request to the Finanee Committee.

Mayor Gaines reported that a meeting of the Finanee Committee wi I I be held Friday
morning at 9:00 A.M.
Counci Iman Sonnemann reported that the Pol iee Committee was in favor of housing
dogs pieked up in Algona.
It was moved by Sonnemann and seeonded by Aaby that the city attorney be instrueted
to draw up simi lar agreements between the Cities of Algona, Pacific and the City of 1
Auburn for housing dogs at the Auburn City Pound which have been picked up in these commu~i
ties.

quarter eomplete in their replaeement of street lights in the City of Auburn.
City Engineer Harold A. Hagestad recommended that Heisserman Construction Co. be
awarded the bid on construction of curb, gutter, sidewalks and paving LID #170
subjeet to approval of Alex Sonnichsen, Engineer, and the Street Committee.
PARK DEPARTMENT - Park Superintendent George Freemire
Park Superintendent George Freemire reported that Mrs. Les Gove donated four trees
to the Park Department.

present West City Limits; and between the present North City Limits and 288th Street.
NEW BUSINESS
Counei Iman Lea reported that the Street Committee had made a list of priority
reeommendations to be sent to the Washington State Highway Department.
City Clerk Mrs. Heritage read the letter drafted by the Street Committee to the
Washington State Highway Department.
It was moved by Lea and seconded by Nickson that the Mayor be authorized to sign this
letter and send it to the Washington State Highway Department.
MOTION CARRIED
CLAIMS
It was moved by Niekson and seeonded by Aaby, that the claims as approved by the
Audit Committee be paid.
MOTION CARRIED
There being no further business, the meeting was deelared adjourned at 10:25 P.M. I
