The regular meeting of the City Council of the City of Auburn was held at 8:00 P.M. in ~j
the Council Chambers at the City Hall.
Mayor Gaines called the meeting to order.
Councilmen present: Hoyt, Lea, Kline, Fitzsimnons, Nickson, Aaby and Sonnemann.
Minutes of the previous meeting, held March 7, 1966 were approved as mailed.
BIDS
Bids, opened at 3 P.M. Thursday, March 17, 1966, were read as follows:
LID No. 171, Curb & Gutter, Excavation, Ballasting, Storm Sewer and Asphalt Paving on
27th Street S. E. from D to F Street; 0 Street S.E. from 26th to 27th Street S. E.
Heisserman Construction: Bid not including sales tax $13,027.95; accompanied by
5 percent bid bond. Time for construction, 30 days.

Mayor Gaines declared the public hearing open on the Assessment Roll of LID No. 160
It was moved by Aaby and seconded by Hoyt that the public hearing be closed.

confirmed as presented to the City Council and that the City Attorney be instructed
to draw up the necessary Ordinance to implement same.

Mayor Gaines declared the public hearing open on the petition for annexation to the
City of Auburn of land lying between the West Valley Highway and the present West City
Limits; and between the present North City Limits and 28Sth Street.
Engineer's certification accompanyIng the petition certified that signatures on the
petition represented 78.55 percent of the total assessed valuation of land and improve-
ments for entire area proposed to annexation. It also stated that if the area is decreased
to exclude portion lying North of 37th Street N.W., the signatures would represent 90.04
percent of the total assessed valuation for remaining land and improvements.

AI Laughlin property owner in the area stated that he circulated the petition and found
the residents generally in favor of the annexation.
It was moved by Kline and seconded by Sonnemann that the pUb'ic hearing be closed.

It was moved by Sonnemann and seconded by Fitzsimmons that the City Counci I accept the
petition for annexation to the City of Auburn of land lying between the West Valley
Highway and the present west City Limits; and between the present North City Limits and
2BBth Street, and the City Attorney be Instructed to draw up the necessary ordinance
implementing this annexation under the tenms that the area shall assume their share of
the bonded indebtedness of the City of Auburn.

It was moved by Kline and seconded by Sonnemann that the Mayor be instructed to hold
the necessary Board of Review to approve this annexation.

The following applications were submitted:

Richard G. Knowles to rezone from R-2 to R-4 property located in the BOO block of
iOth Street N.E.
Bill T. Smith to rezone from R-I to R-4 property located at 510 M Street S.E.
George Aaby for Special Property Use for property located on South side of 8th
N.E. near the intersection of I Street.
Mary K'tna to rezone from R-2 to C-I property located on the Enumclaw Highway and
Howard Road.
Auburn West Associates to rezone from M-I to C-3 property located on the East side
of the West Valley Road North and South of the Echo Lake cut-off.
Mayor Gaines asked thàt the application of Auburn West Associates be held in abeyance, and
that this application be referred to the Engineering Department for study in connection
with the location of the Valley Freeway.
Mayor Gaines referred all other applications to the Planning Commission.
City Attorney Smythe submitted opinion on the museum bequest provided in the wi I' of
Edward Hart.

Mayor Gaines referred this to the Park Board, Library Board, and the White River Historical
Society.
City Engineer Marold A. Hagestad recommended acceptance of the bid of 'Heissenman Construct-
ion Co., Inc. for construction work for LiD No. 171 in the amount of $13,027.95.
He a'so recommended acceptance of the bid of Heisserman Construction Co., Inc. for
construction work for LiD No. '6B in the amount of $12,199.01.
it was moved by Lea and seconded by Sonnemann that Heisserman Construction be awarded the
bid for construction work for LID No. 171 in the amount of $13,027.95 as recommended by
the City Engineer.

The Green River Golf and Country Club submitted a letter advising that an appraisal
of the golf course property has been made with a sales value of $172,000 as of
February 9, 1966.
Mayor Gaines asked that this letter be placed on file.
The State Highway Commission submitted agreement for Council approval providing for
participation of the City of Auburn with other south King County cities, King County
and the State for a traffic study of the Green River Valley from the Pierce County Line
to lake Washington. Total cost will be $55,000.00 with Auburn's share to be $5,000.00

Edythe Mackay submitted a letter protesting lack of sidewalks along the Enumciaw Highway.

of $3,565.17 due the Heisserman Construction Co. from LID No. 169.

$3,565.17 for work done on LID No. 169.

City Engineer Harold A. Hagestad submitted certification that the work by He'sserman
Construction Co. has been completed on liD No. 169 and recommended it be accepted by the
city.

the City Engineer to accept the work of Helsserman Construction Co. on LID No. 169, and
if no liens or claims are f' led within 30 days after acceptance, the balance due Heisserman
of $396.13 be paid.

and If no liens or claims are filed within 30 days after acceptance, the balance due
Heisserman of $125.40 be paid.

It was moved by Sonnemann and seconded by Nickson that General Pipeline Construction Co.
be paid $17,960.53 for work done on LiD No. 165.

dedicated for street purposes.
That the request of Myron ¥85sey to rezone from A-I to C-I property located on Auburn
Avenue and 40th Street N.E be granted and further recommended the dedication of
portions of property for street purposes.

requ~t of Myron Massey, V. E. Peters, and Horace Green.

A petition for formation of a local improvement District for construction of an 8"
Diameter sanitary sewer to serve property between Auburn Avenue and I Street N.E.
between 22nd and 26th N.E. and 22nd Street between first alley east of Auburn Avenue
and I Street N.E. and I Street N.E. between 20th and 22nd Street N.E. was submitted
by 15 residents in the area.
Engineer's Certification accompanied this petition estimating the cost to be $23,519.33
and certified that the signatures on petition constituted 64.48 percent of the total
frontage and 66.16 of the total area in .aid proposed improvement district.
It was moved by Fitzsimmons and seconded by Aaby that the City Attorney be instructed
to draw up the necessary Ordinance to implement the formation of this LID.

The Auburn Cemetery Board submitted request for a grant of $20,000 for Cemetery
develøpment.
City Engineer Harold A. Hagestad submitted suggestion that Clean-up Week for City be set
for week of April 18 to 25.
Mayor Gaines asked the Newspapers to alert the citizenry.
Engineer's Estimate dated March 16, i966 was submitted for approval, showing $3,251.86
due G. C. Casebolt for work done on LID 166.

the following: II} That $36,759.64 be issued in interest bearing warrants to provide
funds to make up deficit in LiD No. 155; (2) That the Mayor be authorized to proceed
with drive for obtaining signatures for initiative No. 226; (3) That the Cemetery
Fund be allowed to issue $20,000.00 of Revenue Bonds to provide funds for capital
improvements; (4) That $500.00 be paid from Miscellaneous Account In General Government
Division of Current Expense Fund for paving at the gasoline pump at the fire station;
(5) That $1109.00 be appropriated for use as fol lows: $300.00 Car Expense-Recreation
Director, $500.00 Assistant Director Salary, $300.00 for Miscellaneous Supplies and
Expense for Recreation Oirector; (6) That the Comprehensive Plan be pursued; and (7)
That a meeting be held with council representatives to consider overal' picture of
expenditures being considered at this time.
Mardel Investment Company, Inc. submitted letter requesting the Council defer consideration
of Ordina~ce No. 1869 in order to allow a more complete examination of the rezone
application.
PROCLAMATIONS AND APPO'NTMENTS
Mayor Gaines proclaimed the week of March 13-20, 1966 as International DeMelay Week I
for the City of Auburn.
Mayor Gaines appointed Councilman Ted Lea and Ted Nickson to work with the Finance
Conwnittee in settl~g up tentative plans and guide lines for financing several city
projects presently under consideration. (A meeting of this committee was scheduled
for 7:30 P.M. Tuesday, March 29)
COUNCIL COMMITTEE REPORTS
STREET COMMITTEE - COUNCILMAN LEA
It was moved by Lea and seconded by Sonnemann that Sahlberg Equipment be awarded the
bid for Paint Striper for the Street Department for $3407.37.
COuncilman Lea pointed out that the bids of Air Mac, Inc. and Star Machinery did not
meet the specifications.

AIRPORT COMMITTEE - COUNG'lMAN KLINE
Councilman Kline reported that the Airport Committee had met March 10, 1966, at which
time they were presented with an Engineer's proposai for Airport Feasibility Study, but I
no action was taken.
INSURANCE COMMITTEE - COUNCILMAN NICKSON
Councilman Nickson reported that it was the recommendation of the Insurance Committee
that the Comprehensive and Collision Coverage on all City vehicles be dropped; that
the property damage coverage be Increased to $100,000; that the policy should be
written on an Occurrence basis insofar as property damage is concerned, rather than on
an Accident basis; that employees be added to the Blanket Uabi' ity Pol icy; and that
a $250.00 deductible be put on the property damage portion of the policy.
It was moved by Aaby and seconded by Nickson that the Council concur with the recommendations
of the Insurance Committee.

PLANNING DEPARTMENT - PLANNING DIRECTOR GEORGE SCHULER
Planning Director George Schuier reported that he was in receipt of an easement from
Jeff's Orphans Home.
It was moved by Sonnemann and seconded by Hoyt that the Mayor and City Clerk be authorized
to sign the easement agreement with Jeff's Orphans Home.

it was moved by Kline and seconded by Sonnemann that the request of James Hawley to
rezone from R-I to R-4 property located on H Street N.E. between 4th and 5th Street
be brought off the table.

The Auburn P'anning Commission recommended that this request be denied because it does
not fit in with the over-all comprehensive land use plan of the City.
It was moved by Nickson and seconded by Aaby that the Council concur with the recommenda-
tion of the Planning Commission and deny the request of James Hawley to rezone from
R-I to R-4 property iocated on H Street N.E. between 4th and 5th Street.
It was moved by Kline and seconded by Sonnemann that the Planner be allowed to withdrew
his application to rezone. '

to rezone from R-2 to R-3 and R-4 property located at 7th and F Streets N.E. be granted.

Max Bice of KTNT-TV, Herb Stark and George Russe' I of the Tacoma News Tribune discussed
their application for a Community Television Franchise in the City of Auburn.
Mayor Gaines asked these gentlemen to meet with the committee appointed to study this
application, Councilman Aaby, Chairman, Councilman Lea, and Councilman Kline.
Petition for Initiative Measure 226 providing cities share in sales and use tax receipts
of the state was read.

It was moved by Sonnemann and seconded by Hoyt that the Council go on record as endorsing
Measure 226.

Mayor Gaines reported that a meeting would be held March 31, 1966, at 8 P.M. in the
Council Chambers to discuss this matter.
City Attorney Smythe read contracts covering care of impounded dogs for the City of Algona
and City of Pacific.
It was moved by Sonnemann and seconded by Nickson that the Mayor and City Clerk be author-
ized to sign the contracts with the City of Algona and City of Pacific for care of
impounded dogs.

City Attorney Smythe read the covenant from United Homes Corp., and reported that he
had received a $4,000.00 bond from them.
