The regular meeting of the City Council of the City of Auburn was held at 8:00 P.M. In
the Council Chambers at the City Hall.
Mayor Gaines called the meeting to order.
Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann.
Minutes of the previous meeting, held April 4, 1966 were approved as mailed.
BIDS
Bids for the purch.se of two patrol cars were-opened at 3 p.m. April 14, 1966, and were I

Mayor Gaines declared the public hearing open on the Assessment Rol~ for L.I.D. No. 166.
It was moved by Sonnemann and seconded by Nickson that the public hearing be closed and
that the Assessment Roll for L.I.D. No. 166 be confinmed as presented to the City Council
and that the City Attorney be instructed to draw up the necessary ordinance to implement
same.

Mayor Gaines declared the public hearing open on the request of Will Andre to rezone prop-
erty located off the Enumclaw Highway on 12th St. S.E. from R-3 to R-4.
The Auburn Planning Commission recommended that the request of Will Andre to rezone be I
granted and that consideration should be given to the dedication of the North 15 feet of
this property for street purposes.
It was moved by Hoyt and seconded by Nickson that the public hearing be closed.

located off the Enumclaw Highway on 12th St. S.E. from R-3 to R-4 be granted, and that the
City Attorney be instructed to draw up the necessary Ordinance to implement same.
It was moved by Lea and seconded by Aaby to amend the original motion to grant the rezone
subject to the dedication of the North 15 feet of this property for street purposes.

Bill Dean requested that the dedication of the north 30 feet for development of 20th st. I
S.E. be changed to 25 feet.
It was moved by Kline and seconded by Nickson that the public hearing be closed.

sions recommendation and grant the request of Howard H. Bothe I I to rezone from R-I to C-3
property located on 17th St. S.E. and the Enumclaw Highway.

Mayor Gaines declared the public hearing open on the request of O. R. Chase and Associates
to rezone property on the former Auburn Airport site as follows: Parcel I from C-I to
C-3; Parcel 2 from LF to C-2 and Parcel 3 from R-I to R-4.
The Auburn Planning Commission recommended that the request of O:~I. Chase and Associates
to rezone be granted, and that consideration be given to development of a landscaping
area to provide a buffer between R-4 *nd C-3 development and single family residences as
well 85 dedication of a triangle of property in the S.E. corner of Parcel I to allow for a
more desirable connection between sections of Dogwood Street.
Mr. Brown, representing O. R. Chase, showed proposed plan for the area.

Paul Sencevicky, resident at 2545 24th S.E., and Walter Luhtala, resident at 2535 24th St.
S.E., stated their opposition to this rezone.
Hayes Holman, School Superintendent, stated that consideration should be given for a 10
acre tract of land in the development for school purposes.
John Kelly, President of the School Board, stated that a 10 acre tract of land in the
development should be set aside for a school.
It was moved by Kline and seconded by Hoyt that the public hearing be continued until the
next meeting, and in the interim the Park Board, Fire Committee, and Street Committee study
the plans and make their recommendation to the Council.

Mayor Gaines declared the public hearing open on the request of Kenneth Embery to rezone
from R-2 to R-4 property located at 711 R St. N.E.
The Auburn Planning Commission recommended that the request of Kenneth 8mbery to rezone be
denied.
Kenneth Embery stated that he was interested In getting only the rear 125 feet of his
property rezoned.
It was moved by Sonnemann and seconded by A.by that the public hearing be closed.

and Richard McChesney to rezone be denied.

Mayor Gaines declared the public hearing open on the request of Mardel Investment
Company to rezone from R-2 to R-4 Parcel B of property located east of the East Valley
Highway at approximately 17th St. N.E.
Fred Hokanson, attorney for Mardel Investment Company, presented Council with an agreement
from the Mardel Investment Company pursuant to the rezone. He also showed architects
sketch of apartments.
Mr. Mrs. Fleck, Mr. Mrs. LaPlante, and Malcolm White spoke against the rezoning of this
property.

It was moved by Kline and seconded by Nickson that the public hearing be closed.
The Auburn Planning Commission recommended that this request be granted because it conforms
with the Comprehensive Land Use Plan of the City provided that the South 25 feet of the
property lying between Auburn Avenue and I Street be dedicated to the City of Auburn for
street purposes, together with a dedication of a 60 ft. right of way to continue I Street
to said property owners Northerly boundary and further recommended that the property
owners dedicate 25 ft. from their NOrtherly boundary for street purposes. Also, that
consideration should be given for dedication of the NE portion as may be necessary for
street as described in plan.
Mayor Gaines called a recess at 10:30 p.m.
Mayor Gaines reconvened the meeting at 10:40 p.m.
It was moved by Hoyt and seconded by Nickson that the Council cøncur with the Planning
Commissions recommendation and grant the request of Mardel Investment Company to rezone
from R-2 to R-4 Parcel B of property located east of the East Valley Highway at approxi-
mately 11th Street N.E. subject to receipt of dedications.
It was moved by Kline and seconded by Lea that the original motion be amended to include
changes in agreement as follows: in paragraph one of the agreement the words thirty days
be filled in the blank, in paragraph two after the work planting, that the words and
maintain be inserted, and that Mardel Investment Company include in the agreement that
they will agree to participate in l.I.D.'s for street purposes on both the North and
East side of their property.

The following zone change applications were presented to the Council as follows:

3. Request of Willard Kee to rezone from R-2 to Special Property Use property

at 1440 17th Street S.E.
5. Request of M. H. Fitzsimmons to rezone from R-3 to C-3 property located at
East Mai n & M.
Mayor Gaines referred these applications to the Planning Commission.
Complaint fi led April 7, 1966 by Ernest F. Crane, Attorney, on behalf of Evelyn A. and
Hal l. Baker for $20,000 damages for alleged injuries sustained when Evelyn A. Baker
fell on parking lot located on B Street S.E.
Mayor Gaines referred this claim to the City's Liability Insurance Company.

Mayor Gaines referred this claim to the City's Liability Insurance Company.
General Services Administration submitted letter stating the application of the City of
Auburn to purchase a portion of the GSA Center has been accepted and conveyance of
property will be forthcoming.
Mayor Gaines asked that this letter be placed on file.
Warren C. Gonnason, King County Engineer, submitted a letter stating hearing will be held
at 10 a. m. April 20, 1966, in the Town Hall at Tukwila on the West Side Green River
Watershed Study.
Total Telecable, Inc. submitted a letter in regard to providing cable television service I
to Auburn.
Mayor Gaines referred this to Councilman Aaby, chairman of the committee concerned with
cable television.
The Green River Golf & Country Club, Inc. submitted a letter rejecting the offer of City
to purchase shares of Golf Club at $400.00 and suggesting a figure of $100.00 per share.
Mayor Gaines asked that this letter be placed on file.
Northwest American, Inc. presented the Council with a proposal for an economic study to
determine the feasibility of developing an airport at Auburn.
Mayor Gaines stated that a report on this topic would be made later in the meeting.
The Auburn Planning Commission made the following recommendations.
I. That the request of Henry B. Knickerbocker to rezone from R-I to R-4 property
located on the North side of 8th St. N.E. be granted.
2. That the request of Puget Sound Power Co. to rezone from S.P.U. to R-4 property
located on ~,Street scross from King County Housing be granted.
It was moved by Aaby and seconded by Sonnemann that the City Clerk be instructed to call I
for a public hearing on the request of Henry B. Knickerbocker to rezone, and on the
request of Puget Sound Power Co. to rezone, to be held May 2, 1966 at 8 p. m., in the
Council Chambers at the City Hall.

Seventeen property owners submitted a petition for formation of an L.I.D. for installation
of 611 and 4" cast Iron water mains and fire hydrants on 4th St. S.E. between Rand T Sts.
S.E. and on T St. S.E. between East Main and 4th St. S.E.
The Engineers certificátion which accompanied this petition certified that estimated
cost of construction is the sum of $9,788.54; that the aggregate actual valuation of
real estate is $53,065.00 and that the signatures submitted for proposed local Improvement
District No. 173 constitute 60.67% of the total frontage and 59.46% of the total area in
said proposed improvement district.

It was moved by Fitzsimmons and seconded by Sonnemann that the City Attorney be instructed
to draw up the necessary Ordinance to implement the fonmation of this L.I.D.

Frances Anderson, resident at 2515 ;¡ Street S.E.,submltted a letter to the Council
protesting fluoridation of water in the City of Auburn.
Mayor Gaines referred this letter to Councilman Fitzsimmons, chairman of the Water-Sewer
Commi ttee.
Amendment to the present lease between the City of Auburn and King County for the Aukeen
District Court changing location In city hall and increasing rent to $200.00 per month
was presented to the Council.
It was movéd by Sonnemann and seconded by Nickson that the Mayor and City Clerk be
authorized to sign the amended lease between the City of Auburn and King County.

COMMITTEE REPORTS
STREET COMMITTEE - COUNCILMAN LEA
Councilman Lea reported that he had checked into the protest made by Central Painting
Company in regard to "NO PARKING" Zone on west side of E Street S.E. between Main and
first alley south of Main Street, and found that an Ordinance passed in 1962 established
this zone, but that it had just recently been posted.

Councilman Kline reported that it was the recommendation of the Airport Committee that
the services of Northwest American, Inc. be procured to make an economic study to
determine the feasibility of developing an airport in Auburn.
It was moved by Kline and seconded by Fitzsimmons that the City Attorney be instructed
to draw up the necessary Ordinance to procure the services of Northwest American, Inc. to
make an airport feasibility study.
WATER-SEWER COMMITTEE - COUNCILMAN FITZSIMMONS
It was moved by Fitzsimmons and seconded by Nickson that the City Clerk be instructed to
call for bids on the West Side Water Line, bids to be opened May 12, 1966 at 3 p.m.

Counci Iman Fitzsimmons reported that the Water-Sewer Committee wi II hold a meeting April
27, 1966 at 8:00 p.m., in the Council Chambers at the City Hal" to discuss the topic
of fluoridation in the City of Auburn and urged all interested persons to attend.
POLICE COMMITTEE - COUNCILMAN SONNEMANN
Councilman Sonnemann reported that the Police Committee recommends that Valley Motors
be awarded the bid for two patrol cars.

It was moved by Sonnemann and seconded by Nickson that Valley Motors be awarded the bid
for purchase of two patrol cars at net cost to city of $2692.23.

Nr. Murphy stated that he objected to the height of "0" Street Southeast, and said he
felt that the water standing in the catch basins on this street constitued a hazard.
Emil Bitzer stated that he had been told at the time the L.I.D. was proposed that the
street would be only six inches higher than the property, but after it was constructed
it was two feet higher than the property.
George Schuler, planning director, said that the street was put in at this grade at the
request of the property owners to cut the cost of the L.I.D., he also stated that all
catch basins hold water.
DEPARTMENT HEAD REPORTS

City Treasurer John Kelly reported on the Finance Committee meeting held April 14, 1966.
at which the following recommendations were made:

t. That an emergency appropriation be made from unbudgeted funds in the amount of
$6400.00 for a feasibi lity survey in connection with the proposed municipal
airport, that this appropriation be made on a reimburseable basis, with repay-
ment to be made from funds to be obtained from the sale of Airport Revenue Bonds.
2. That budget transfer of $222,44 from the Clerk In Treasurer Department to extra
payroll in general government be made.
3. That the Treasurer be authorized to purchase as investments, L.I.D. warrants of
the City of Auburn as follows: Cemetery Endowed Care Fund $24,474.94, Water Fund
$22,500.00, Fire Rei ief &, Pension Fund $12,999.03, and L.I.D~ Guaranty Fund $36.50.
It was moved by Sonnemann and seconded by Nickson that the recommendations of the FInance
Committee be approved.

City Engineer Harold A. Hagestad reported that the week of Apri I 25 thru 29, 1966 has
been designated as Clean-Up Week in the City of Auburn.
PARK DEPARTMENT - PARK SUPERINTENDENT GEORGE FREEMIRE
Park Sup~rintendent George Freemire reported that the grand opening of the Les Gave Park

He also reported that the remainder of the sprinkler System for the G.S.A. park would be
delivered April 19, 1966.
