The regular meeting of the City Counci I of the City of Auburn was held at 8:00 P.M.
in the Counci I Chambers at the City Hal I.
Mayor Gaines cal led the meeting to order.
Counci Imen present: Hoyt, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann.
Minutes of the previous meeting, held May 16, 1966 were approved as mailed.

Mayor Gaines declared the public hearing open on the request of Richard G. Knowles to I
rezone from R-2 to R-4 property located on lOth St. N.E. East of Auburn Avenue.
It was moved by Kline and seconded by Nickson that the public hearing be closed.

It was moved by Aaby and seconded by Sonnemann that the public hearing be closed.

Mayor Gaines declared the public hearing open on the request of Mary Kitna to rezone from
R-2 to C-I property located on the Enumclaw Highway at 17th Street S.E.
Mr. Tennent presented plat of the area they wish to rezone.
Earl Johnson, speaking in behalf of Mrs. Kitna, stated that Mrs. Kitna would deed property
for street purposes.
It was moved by Nickson and seconded by Fitzsimmons that the public hearing be closed.

from A-I to R-4 property located South of PSH '2 and 200' West of the West Val ley Highway.
It was moved by Nickson and seconded by Aaby that the public hearing be closed.

It was moved by Aaby and seconded by Nickson that we concur with the Planning Commissions
recommendation and grant the request of Elmer R. Spencer to rezone from A-I to R-4 property
located South of PSH 62 and 200' West of the West Valley Highway, and instruct the City
Attorney to draw up the necessary Ordinance to implement same.

CORRESPONDENCE
The Washington State Pollution Control Commission and Washington State Department of Health
submitted letters approving plans and specifications of the West Interceptor Sewer.
IlMayor Gaines asked that these two letter be placed on file.
R. E. Wolff, Consulting Engineer on West Water Supply Lines submitted invoice for 75% of
the basic fee of $16,000, or $12,000 less previous payment of $3,500, which makes $8,500
net amount due at this time.
It was moved by Fitzsimmons and seconded by Sonnemann that R. E. Wolff, Consulting Engineer
on West Water Supply Lines be paid $8,500 for engineering services, at such time as E.D.A.
gives their approval or disapproval of this project.

Hill & Ingman, Consulting Engineer on West Interceptor Sewer submitted invoices for 50%
of fee of $42,959.32 or $21.479; less previous payment of $7,303.08, which makes
$14,176.58 net amount due at this time.

It was moved by Fitzsimmons and seconded by Sonnemann that Hi II & Ingman, Consulting
Engineer on West Interceptor Sewer be paid $14,176.58 for engineering services, at such
time as E.D.A. gives their approval or disapproval of this project.

Mayor Gaines referred this application to the License Committee.

Julian P. Foss on behalf of himself and minor chi Idren Peter, Joseph, and Jerry Michael
submitted claim for damages in the sum of $8,723.00 for alleged damages incurred
March 12, 1966, in an automobile accident at the intersection of 292nd St. South and
B Street.
Mayor Gaines referred this Claim for Damages to the City's Insurance Company.
Dr. Michael M. Mahoney submitted a Zone Change Application requesting change from
Special Use (includes multiple dwelling units) to Multiple Dwelling for 2/3 of property
on: 19th & E Street Southeast.
Mayor Gaines referred this application to the Planning Commission.
Dr. Glenn B. Rice submitted application for Veterinary Hospital License.
Mayor Gaines referred this application to the License Committee.
The Auburn Planning Commission made the following recommendations:
The A. P. C. recommended that the request of Robert S. Steele to rezone from R-2 to R-4
property located south of 27th S.E. on approx. D St. S.E. be granted and that consideration
should be given to the dedication of the southerly 25 feet for the development of 28th St.
and consideration should be given by the City Council for the vacation of D St. S.E. I
which lies adjacent to the West Boundary of this property as it would serve no purpose
as a street.
The A. P. C. recommended that the request of Monarch Investment Company to rezone
Parcel I from R-2 to SPU and Parcel 2 from R-2 to R-4 property located on the west
side of F St. between 24th and 25th Street S.E. be granted and that consideration should
be given to the dedication of the Easterly 30 ft. for the development of F St. Arterial,
dedication of the Southerly 20 ft. for the future development of 25th St. S.E. and the
dedication of the West 25 ft. for the development of D St. S.E.
The A. p. C. recommended that the Street Committee of the Auburn City Councl I study the
conditions prevai ling on and around F St. between 21st S. E. and 29th St. S. E., to
consider the possibi lity of making F st. S.E. an arterial street in the City.
The A. P. C. recommended that the request of George Aaby to rezone from R-2 to SPU
property located on 8th St. N.E., East of H St. be granted, requesting however, that the
fire lanes as shown on the plot plan be increased to ten (10) feet in width, and that
consideration should be given to the street dedications as shown on the plot plan.
It was moved by Sonnemann and seconded by Nickson that the City Clerk be instructed to
cal I for a public hearing to be held 8 p. m. June 6, 1966, on the requests of Robert S.
Steele, Monarch Investment Company, and George Aaby to rezone.

Mayor Gaines asked that the street committee study the conditions prevai ling on and
around F St. between 21st S.E. and 29th St. S.E., to consider the possibility of
making F st. S.E. an arterial street in the City as recommended by the Auburn Planning
Commission, and asked that they report back at the next meeting of the City Council.

Alex Sonnichsen & Associates, Civil Engineers, submitted an invoice for Engineering
Services on l.I.D. No. 170 showing the amount of $1,322.50 due at this time.
It was moved by Sonnemann and seconded by Hoyt that Alex Sonnlchsen & Associates be
paid $1,322.50 for Engineering Services on L.I.D. No. 170.

Alex Sonnichsen & Associates, Civi I Engineers, submitted Estimate in Favor of the Heisserman
Construction Company, Inc. for work done on L.I.D. No. 170 showing an amount due, less the
15% retainage, of $16,848.05.
It was moved by Sonnemann and seconded by Nickson that Heisserman Construction Company, Inc.
be paid $12,458.12 from L.I.D· No. 170 fund and $4,389.93 from Arterial Street Fund for
work done on L.I.D. No. 170.

Ingineer Harold A. Hagestad submitted estimate in favor of General Pipeline Construction Co.,
howlng $1,122.36 sales tax due on Estimate HI and Final Estimate, payable at this time.
It was moved by Fitzsimmons and seconded by Sonnemann that General Pipeline Construction Co.,
be paid $1,122.36 from L.I .D. '165 Fund as per Engineer's Estimate.

Engineer Harold A. Hagestad submitted certification that work has been completed by General
Pipeline Construction on L.I.D. No. 165 and recommended approval of payment of $4715.81
plus sales tax of $198.06 for a total of $4913.86, be paid after 30 days upon clearance from
Tax Commission and Dept. of Labor.
It was moved by Fitzsimmons and seconded by Nickson that work done by General Pipeline
Construction on L.I.D. No. 165 be accepted and if no leins or claims are filed within 30
days after acceptance and upon receipt of clearance from the Tax Commission and Dept. of
Labor and Industries, the retained percentage plus sales tax totaling $4913.86 be paid.

Harold A. Hagestad recommended Bothel I Chevrolet, Cadi Ilac Inc. be awarded the bid for a
~ ton truck for the Water Department.
Richard E. Wolff recommended that G & J Construction Company low bidder for construction
of the South and Southwest Water Lines be awarded the bid for $164,309.96, which included
Istatesãtes tax.
Fred W. Poe, Consulting Engineer, submitted preliminary plat of "Martha Helsserman's 2nd
Addition."
Mayor Gaines referred this to the Planning Commission.
Frank Berger submitted application for Cabaret License.
Mayor Gaines referred this application to the License Committee.
Mrs. Van Woolery submitted letter regarding A Street Southeast.
The White River Valley Historical Society submitted a letter regarding space for a Historical
Museum in the Leslie Gove Park adjacent to the new Library. 'I
Mayor Gaines appointed James Shaughnessy, A. Rossi, Robert Smythe, Thomas Agee, and himself
to work on a committee to effectuate a workable arrangement to provide for a Historical
Museum.
A petition to create a Local Improvement District for the construction of Curb & Gutter,
Excavation, Ballasting, Storm Drainage & 2 course bituminous surface on lOth St. N. E. bètween
K St. & M st. N.E., to a width of 34 ft. was submitted by eight property owners in the area.
Harold A. Hagestad certified that the estimated cost of this improvement would be $8,803.20,
land that there are no local improvement district assessments outstanding and unpaid against
the property, and that the aggregate actual valuation of the real estate for the purposes of
general taxation is $26,160. and that signatures contained on the petition constitutes 51.78%
of the total frontage, and 54.11% of the total area.
It was moved by Sonnemann and seconded by Hoyt that the City Attorney be instructed to draw
up the necessary Ordinance to implement the formation of this L.I.D.
Seven property owners in the area of Stuck River submitted request to circulate a petition
for annexation.
Harold A. Hagestad certified that the notice for annexation bears the signatures of the
owners of 27.52 per cent of the assessed valuation in the area.
Mayor Gaines referred this request to the Annexation Committee.

It was moved by Fitzsimmons and seconded by Kline that the Council approve the awarding
of a contract to construct the Southwest and the South-End Water Supply Line- Stage 2 to
G. & J. Construction Company of Seattle, Washington on their low bid including the
alternate bids bringing the total bid to $157,687.10 plus State Sales Tax; providing prior
approval of plans and specifications and authority to award contract is granted by the
Office of the Economic Development Admini$tration, U. S. Department of Commerce.

Counci Iman Fitzsimmons reported that the Water-Sewer Committee felt that the question of
whether to fluoridate water in the City of Auburn should be put on the November ballot for
a vote of the people.
It was moved by Fitzsimmons and seconded by Kline that the City Attorney be instructed to
draw up the necessary Ordinance to get the question of fluoridation on the November ballot.

Counci Iman Kline reported on the progress of Northwest American Inc., in relation to the
airport feasibi lity study.

up the necessary Ordinance to govern the granting of a T. V. Cable franchise.

Counci Iman Sonnemann reported that the Street Committee was currently studying a one way
street pattern running East and West for the City of Auburn.
LICENSE COMMITTEE - COUNCILMAN SONNEMANN
It was moved by Sonnemann and seconded by Nickson that Dr. Glenn B. Rice be granted a
Veterinary Hospital License subject to approval of the City Heálth Officer.

the people living in the area be notified of this meeting.

Superintendent Freemire reported that dedication ceremonies wi II be held Memorial Day for
the Weapons which were presented to the City of Auburn at the Veterans Day Event held
November, 1965.
OLD BUSINESS
The Washington State Highway Commission directed a letter to the City Engineer relative to
Ithe location of the Val ley Freeway and requesting decision on the request of Auburn West
Associates and Investment Exchange Corporation to rezone from M-I to C-3 property located
East of the West Valley Highway and North and South of the Echo Lake Cut-off Road be
deferred until they have obtained more definite information on the highway location.
Mayor Gaines referred Auburn West Associates and Investment Exchange Corporation request to
rezone to the Planning Commission.
