The regular meeting of the City Counci I of the City of Auburn was held at B:OO p. m.
in the Counci I Chambers at the City Hall.
Mayor Gaines cal led the meeting to order.
Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann.
Minutes of the previous meeting, held May 16, 1966 were approved as mai led.

Mayor Gaines declared the public hearing open on the Assessment Roll of Local Improvement
District No. 169.
It was moved by Hoyt and seconded by Fitzsimmons that the public hearing be closed.
NOTION CARRIED
It was moved by Kline and seconded by Nickson that the Assessment Rol I for L.I.D. No.
169 be confirmed as presented to the City Counci I and that the City Attorney be instructed
to draw up the necessary ordinance to implement same.

Mayor Gaines declared the public hearing open on the Assessment Rol I of Local Improvement
District No. 164.
It was moved by Nickson and seconded by Aaby that the public hearing be closed.

It was moved by Nickson and seconded by Fitzsimmons that the Assessment Roll for L.I.D.
No. 164 be confirmed as presented to the City Counci I and that the City Attorney be
instructed to draw up the necessary ordinance to implement same.

Mayor Gaines declared the public hearing open on the request of Monarch Investment
Company to rezone property located on the west side of F Street between 24th and 25th:
Parcet I from R-2 to SPU, legally described as The E 120' of the S~ of the swi of the
SEi of the swi in Sec. 19, T 21 N R 5 EWM; and Parcel 2 from R-2 to R-4, legally
described as: The si of the swi of the swi in Sec 19, T 21 N R 5 EWM, EX for the E 120'.
The Auburn Planning Commission recommended that this request be granted for the following
reasons: I. It is bordered by M-2 zoning to the west and undeveloped property to the
south and north; 2. It fal Is within the overall development of the area in accordance
with the comprehensive plan. Consideration should be given to the dedication of the
easterly 30 ft. for the development of F St. arterial, dedication of the southerly 20 ft.
for the future development of 25th St. S.E. and the dedication d the West 25 ft. for the
development of D St. S.E.
Steve Anderson, representative of Monarch Investment Company, asked that they be required
to dedicate only 25 ft. for the construction of F St.
It was moved by Fitzsimmons and seconded by Nickson that the public hearing be closed.

It was moved by Sonnemann and seconded by Aaby that we concur with the Planning
Commissions recommendation and grant the request of Monarch Investment Company to
rezone Parcel I from R-2 to SPU and Parcel 2 from R-2 to R-4 property located on the west
side of F St. between 24th and 25th, and instruct the City Attorney to draw up the
necessary Ordinance to implement same.

Mayor Gaines declared the public hearing open on the request of Robert S. Steele to
rezone from R-2 to R-4 property located south of 27th at approximately 0 Street S.E.,
legally described as: The W 296.7' more or less of Block 6, Hilen's Park Addition to
Auburn.
The Auburn Planning Commission recommended that this request be granted for the I
following reasons: I. It is surrounded by property presently zoned M-2, SPU for
nursing home and R-4; 2. The only access is 0 St. to 29th St. S.E. which is a main
arterial; 3. It fal Is within the overall development of the area in accordance with
our comprehensive plan. Consideration should be given to the dedication of the
southerly 25 ft. for the development of 28th St. and consideration should be given by
the City Counci I for vacation of 0 St. S.E. which lies adjacent to the west boundary
of this property as it would serve no purpose as a street.

It was moved by Nickson and seconded by Aaby that the public hearing be closed.

Mayor Gaines declared the public hearing open on the request of George Aaby for SPU
from R-2 on property located on 8th St. N.E., east of H St., legally described as:

The Auburn Planning Commission recommended that the SPU request be granted requesting,
however, that the fire lanes as shown on the plot plan be increased to 10 feet in width
and street dedications as shown on plot plan should be considered. Reasons for the
recommendation were as follows: I. This property is in I-A area of the Comprehensive
Land Use Plan; 2. The architect has attempted to hold the buildings in conformance
with the whole general area; 3. Access will be provided into an area that has had no
previous access.
It was moved by Hoyt and seconded by Nickson that the public hearing be closed.

It was moved by Hoyt and seconded by Nickson that we concur with the Planning Commissions
recommendation and grant the request of George Aaby to rezone from R-2 to SPU on
property located on 8th St. N.E., east of H St., and instruct the City Attorney to draw
up the necessary Ordinance to implement same.

CORRESPONDENCE
A claim for damages in the amount of $100,000.00 was filed against the City of Auburn I
May 27, 1966, by George Dragness, Jr., father of Susyn Dragness who was allegedly
injured when a car in which she was riding collided with a tree at 37th and B Sts.
N.W. on March 12, 1966.
Mayor Gaines referred this matter to the City's Insurance Company.
A petition was received for formation of a Local Improvement District fi led by six
residents of the area for construction of 6" Cast Iron Water Main and Fire Hydrants on
CSt. N.E. between 30th N.E. and 35th St. N.E.

City Engineer Harold A. Hagestad submitted Engineer's Certificate certifying estimate
cost to be $9,438.00; that the aggregate actual valuation of improvements in the
proposed L.I.D. for the purposes of general taxation is $20,880.00; that the signatures
on the petition constitute 79.17% of the total frontage and 79.17 of the total area in
the proposed Improvement District.
It was moved by Lea and seconded by Kline that the City Attorney be instructed to draw
up the necessary Ordinance to implement the formation of this L.I.D.

The Auburn Planning Commission recommended that the following requests be granted:
I. The request of Howard E. Bothell to rezone from R-I to C~ property located

2. The request of M. Fitzsimmons to rezone from R-3 to C-3 property located on the
S.E. corner of E. Main and M Streets.
3. The request of Frank Snopko to rezone the plat of Cedar Lanes No.3 from R-2
to R-4.
4. The request of Wi liard Kee to rezone from R-2 to SPU property located on D
Street S.E. immediately North of 23rd.
5. The request of Ken Sturgeon to rezone from R-2 to R-4 property located on 12th
N.E.
It was moved by Kline and seconded by Nickson that the City Clerk be instructed to cal I
for a public hearing to be held June 20, 1966 at 8 p. m., on the requests of Howard E.
Bothell, M. Fitzsimmons, Frank Snopko, Wi I lard Kee and Ken Sturgeon to rezone.

Warren S. Earley submitted letter requesting sanitary sewer service on his property
located on the south side of 26th St. S.E.
Mayor Gaines referred this request to the Water-Sewer Committee.
Engineer's Estimate No.2 in favor of Heisserman Construction Company for $5,187.10
due on Excavation, Ballasting, Curb and Gutter and surfacing on 27th St. S.E. F to H
and D S.E., 26th to 27th, from LID No. 171 Fund was submitted by Harold A. Hagestad,
City Engineer for approval.
It was moved by Lea and seconded by Hoyt that the Counci I concur with Engineer's
Estimate No.2 and pay Heisserman Construction Company $5,187.10 for work done on
L.I.D. No. 171.

United Homes Corporation submitted a letter requesting vacation of a narrow strip of
land on PSH /1:5.

Mayor Gaines referred this matter to the Street Committee for study and recommendation.
It was moved by Kline and seconded by Lea that the City Clerk be instructed to draft a
letter to United Homes Corporation requesting them to fi II out proper application for
street vacation and pay required fee for same.

Ten residents on the 500 and 600 blocks of 6th, 7th and F Sts. S.E. submitted a petition
requesting City to repair the pavement in the vicinity of 6th and F Sts. S.E.

Mayor Gaines referred this matter to the Street Committee for investigation.
The fol lowing recommendations of the City Finance Committee were submitted by John
Kelly, City Treasurer and Secretary of the committee.
I. Approval of the emergency ordinance appropriating $2500.00 from Current
Expense unbudgeted funds for an additional secretary in the Engineering
Department. (Ordinance No. 1902)
2. Approval of Ordinance No. 1911 providing for issuance of $35,000.00 G. O.
Bonds for Cemetery improvements, interest and redemption of bonds to be paid
from Cemetery Fund receipts.
3. Approval of emergency ordinance providing $330.00 per month, plus payroll
taxes, to provide an additional clerk for the municipal court.
4. Approval of emergency appropriation in the amount of $1875.60 for purchase of
Cushman Scooter for use of meter man.
5. Approval of emergency appropriation to cover part time police cadet salaries
for remainder of 1966.
6. Recommend City Treasurer be authorized to make investments of local LID
warrants:as fo I lows : LI 0 Guaranty Fund $27.79; Fi re Re lief & Pens ion Fund I

Linson Constructors submitted application for Side Sewer License.
Mayor Gaines referred this application to the License Committee.
A letter accompanied by two executed and three conformed copies of an Offer of Grant
in an amount not to exceed $186,000 from the U. S. Department of Commerce for Federal
assistance in construction and equipping water transmission and distribution lines in
Auburn was received.
A letter accompanied by two executed and three conformed copies of an Offer of Grant
in an amount not to exceéd $484.500 from U. S. Department of Commerce for Federal
assistance to construct or equip a sewer collection system in Auburn was received.
Submitted for approval payment of fee of $1620.00 from the Water-Sewer Construction
Fund to the Northern Pacific Rai Iway Company for Permit No. 96699, granting permission
for City to instal I water mains along and across railway property.
PROCLAMATIONS AND ANNOUNCEMENTS
Mayor Gaines recognized Lucretia Metzler, Connie Stonack and Margaret Thorp, 1966 Auburn
delegates to Girls State.
Mayor Gaines announced that the Jaycee all-city drive for signatures for Initiative I
/1:226 would be held Thursday evening, June 16, 1966.
AUO I ENCE
Carl Soderquist, resident at 137 11th Street S.E., reported that his car had been
stolen and stripped. He requested that the City stiffen the penality for buying
stolen goods.
Charles Hough presented petitions for Initiative /1:236 which is for the elimination of
public rai I road crossings.
Gordon Hess requested that the stop signs be reinstalled on the West Val ley Highway,
as there removal is resulting in accidents.

Counci Iman Lea reported that these stop signs were removed in order to speed flow of
traffic from industrial area. He said, however, that he would take this matter under
study.

STREET COMMITTEE - COUNCILMAN LEA
It was moved by Lea and seconded by Nickson that the Mayor and City Clerk be authorized
to execute the Street portion of the Offer of Grant from the U. S. Department of
Commerce upon receipt of the necessary documents.

Counci Iman Kline reported that Mr. Herren of Pacific Northwest American was in receipt
of the questionnaires which were distributed to owners of airplanes in the area, and
wi II have study completed in the near future.
WATER-SEWER COMMITTEE - COUNCILMAN FITZSIMMONS
It was moved by Fitzsimmons and seconded by Nickson that the Mayor and City Clerk be
authorized to sign Permit Agreement No. 96699 with the Northern Pacific Rai Iway Company
for permission to install cast iron water mains along and across rai Iway property and
that $1620.00 permit fee be paid subject to approval of Economic Development Administration
Grant.

Inc. be awarded the bid for construction of the West Side Interceptor Sewer, on their

sign contract for same upon receipt of approval and authority to award contract from the
office of the Economic Development Administration, U. S. Department of Commerce.

Counci Iman Sonnemann reported that it was the recommendation of the Annexation
Committee that the second petition on the annexation in the area of Stuck River be
circulated and that said petition should include that the area to be annexed shall
assume the indebtedness of the City of Auburn.
It was moved by Sonnemann and seconded by Aab~ that the City approve the circulation
of the second petition for annexation of the Stuck River area, and said petition
should include that the area to be annexed shall assume their prorata share of out-
standing bonded indebtedness of the City of Auburn.
