The regular meeting of the City Counci I of the City of Auburn was held at 8:00 p.m.
in the Counci I Chambers at the City Hall.
Mayor Gaines called the meeting to order.
Councilmen present: Hoyt, lea, ¡<line, Fitzsimmons, Nickson, Aaby and Sonnemann.
Minutes of the previous meeting, held June 6, 1966 were approved as mailed.
ANNEXATION PETITION
A petition to circulate annexation petition in the Thomas area accompanied by
Engineer's certification that the signatures represent 27.88 percent of the area I
was presented to the Council.
Mayor Gaines referred this matter to the Annexation Committee.
Counci Iman Sonnemann called for a meeting of the Annexation Committee to be held
June 27, 1966 at 8:00 p. m., and asked that all interested persons attend.
Residents of the Thomas area submitted a petition protesting annexation to the
City of Auburn.

to rezone from R-I to C-3 property located at 1440 17th St. S.E., legally described

SE! of sd Sec; th S 89°38'351/ W 299.64' al9 the N in; th S 0°06' West parallel to

The Auburn Planning Commission recommended this request be granted as this property
is surrounded by C-3 zoned property, is across from ^~2 zoning and falls within
the overall development of the area in accordance with the City's Comprehensive
Plan. Consideration should be given to the dedication of the North 10 ft. for the
over-all development of 17th St. Arterial.
It was moved by Nickson and seconded by Hoyt that the public hearing be closed.

Commissions recommendation and grant the request of Howard E. Bothell to rezone
from R-I to C-3 property located at 1440 17th St. S.E., and instruct the City
Attorney to draw up the necessary Ordinance to implement same.

Mayor Gaines declared the public hearing open on the request of M. Fitzsimmons
to rezone from R-3 to C-3 property located on the S. E. corner of E. ^~in and
M Sts, legally described as: Tr I-East Auburn Acres N 90' of W 70', and East Aub.
Acres Addn. Trl less W 70' and less S 270' and W 40' less # 270' of Tr 2. 18-21-5.
The Auburn Planning Commission recommended that this request be granted as it is
located on two major arterials and across the street from an existing service station
and shopping center and falls in the City's overall development plan for E. Main St.
It was moved by Sonnemann and seconded by Nickson that the public hearing be closed.

It was moved by Sonnemann and seconded by Nickson that we concur with the Planning I
Commissions recommendation and grant the request of M. Fitzsimmons to rezone from
R-3 to C-3 property located on the S. E. corner of E. h~in and M Sts, and instruct
the City Attorney to draw up the necessary Ordinance to implement same.

The Auburn Planning Commission recommended to the City Counci I that this request
be granted, the E 100 ft. being rezoned from R-2 to SPU, as this is adjacent to
property proposed for R-4 zoning to the South, faces F St. S.E., which street was
requested to be improved as an arterial in the near future, has another proposed
access from D St. S. E., and fits in with the overall development of the City's
Comprehensive Plan. Consideration, however, should be given to the vacation of
the present plat if this zoning is granted and of re-Iocating the present Cedar
lanes Dr. southerly so that 22nd St. S. E. would extend directly West of a proposed
right-of-way as suggested in the Wi lIard Kee rezoning request, immediately
fol lowing, thus allowing 22nd St. to extend Wèst frombetweén D & H St. with no
jogs whatsoever.
Kenneth Ingal Is, Attorney representing ^~. Snopko, spoke in favor of granting this
rezone.
It was moved by Nickson and seconded by Aaby that the public hearing be closed.

Commissions recommendation ro grant the request of F. Snopko to rezone from R-2
to R-4 the Plat of Cedar lanes No 3, and instruct the City Attorney to draw up
the necessary Ordinance to implement same.

Mayor Gaines declared the public hearing open on the request of 'Nil lard Kee to
rezone from R-2 to SPU property of D St. S.E. immediately north of 23rd, legally
described as: the N 180' by 333' lying N of res. 2216 D St. S. E., Auburn, or N
180' of S 285' of W2 of ~V! of SE! of ~1! less Co. Rd. 19-21-5.
The Auburn Planning Commission recommended that this request be granted because
property is adjacent to ^~2 zoned property and fal Is within the overal I development
plan of the area. Consideration, however, should be given to the dedication of
the S. 50 ft. for the extension of 22nd St. S. E. and the W. 25 ft. for the overal I
developmont of D St. S. E.
A later letter dated June 14, 1966, from George A. Schuler, Planning Director,
stated Mr. Kee issued a letter authorizing dedication for streets and asking that
request be changed from R-2 to R-4 instead of the R-2 to SPU. The Auburn Planning
Commission recommended that R-4 zoning be approved.
It was moved by Kline and seconded by Hoyt that the public hearing be closed.

rezone from R-2 to R-4 property located off Harvey Rd at 12th N. E., legally described

Auburndale Add. to the City of Seattle Div. #2, as per plat rec. in Vol. 13 of
Plats, pg 92 rec. of King Cty., situate in City of Auburn, St. of Wn.
The Auburn Planning Commission recommended that this request be granted as property
is adjacent to R-4 zoning and falls within the overall development of the area in
accordance with the City's Comprehensive Plan. Consideration should be giv.n to
the dedication of the S. 5 ft. to provide adequate right-of-way on 12th St. N.E.
It was moved by Kline and seconded by Nickson that the public hearing be closed.

Georqe Scofiéld Co., Inc. submitted a request for sewer hook-up for their new
Auburn plant.
^~yor Gaines referred this request to the V/ater-Sewer Committee and the Engineering
Department.
Dr. H. R. Ansinqh submitted two letters protesting the manner in which the decision
of the Aaby ~ezoning decision was made.

Mayor Gaines asked the City Attorney to answer Dr. Ansingh's letter and also instruct
the Auburn Planning Commission as to proper procedure in notifying persons for public I
hearing.
A letter was received from ~rs. VanWoolery urging improvements on A St. S. E.
It was moved by Aaby and seconded by Nickson that Mrs. Heritage be instructed
to answer Mrs. Van Woolery's letter.

Gravel Removal on land located west of West Valley Highway~ tracts immediately N
and S of City of Auburn water reservoir.
Gertrude Hintz submitted application for rezone roquesting change in zoning
classification from R-3 to C-I on property located at 1335 M Street Southeast.

Dave Bottinq submitted petition for vacati~ of right-of-way on a portion of 3rd
St. N. E. lying between K and L Sts. r1. E.
Engineer's certification that signatures on petition represent 100% of the property
owners accompanied this petition.

to draft the necessary Resolution to call for a public hearing to be held on the
request of Dave Botting for vacation of right-of-way on a portion of 3rd St. N.E.
lying between K and l Sts. N. E., public hearing to be held, August I, 1966, at
8 p. m.

to call for a public hearing to be held on the request of Frank Snopko for vacation
of plat of Cedar lanes No.3, public hearing to be held, July 18, 1966, at 8 p.m.

Counci Iman KI ine asked that referral of the two rezone appl ications of Jeff's Orphans
Home to the Planning Commission by the ^~yor be repealed, and that these two
applications be reconsidered at this time.
After discussion, it was moved by Kline and seconded by Fitzsimmons that the two
rezone applications of Jeff's Orphans Home be referred to the Planning Commission.

~att and Eine Petola submitted claim for damaqes in the amount of $25.00 for alleged
injuries sustained in an automobile collision involving their car and city patrol car.
The Auburn Planning Commission made the following recommendations at their June 7, 1966,
meeting:
That the request of A. L. ßrister to rezone from R-2 to SPU (for duplex and apartment use)
property located on F St. S. E., S. of Cedar Drive be granted.
That the request of John R. Stucker to rezone from R-2 to R-4 property located in the
3800 block on the Enumclaw Highway be granted.
It was moved by Sonnemann and seconded by Aaby that the City Clerk be instructed
to call for a public hearing to be held, July 5, 1966, at 8 p. m. on the request
of A. l. Brister to rezone from R-2 to SPU and on the request of John R. Stucker
to rezone from R-2 to R-4.

The Auburn Park Board submitted request for emer~ency appropriatio~ of $5,953.00
to supplement the extra payroll óf the Park Department.
Mayor Gaines referred this request to the Finance Committee.
Payment of $9,408.84 to Hi I I and Inqman, Consulting Engineers, from the Water-Sewer
Construction fund for amount due as of June 15, 1966 was submitted for approval
as follows: 90% of $34,320.55 or $30,888.50, less previous bi Ilings of $21,479.66;
net due $9,408.84.
It was moved by Fitzsimmons and seconded by Sonnemann that Hi II and Ingman, Consulting
Engineers, be paid $9,408.84 from the Water-Sewer Construction Fund for Engineering
Services on the West Interceptor Sewer.

Committee, and asked Counci Iman Hoyt to work with the Street Committee giving the
committee power to act.
James Waldowski, representative of Cawdrey & Vemo, Inc., stated that the barricades
would be up approximately four months.
Qreator Kent Area Chamber of Commerce submitted a letter requesting the Auburn
City Counci I to hold in abeyance any action on the annexation request from the
J:.homas area.
Mayor Gaines referred this letter to the Annexation Committee.
The Auburn Cemetery Board submitted a letter requestinR a transfer of $2000.00 .

subject material, bids to be opened 3 p. m., June 30, 1966, and al I bids must be
accompanied by a certified check or bid bond equal to 5% of the bid price.

Discussion was had on two recent fires in Auburn.
Fire Chief Calkins asked for additional manpower in the Fire Department.
City Attorney Smythe reported that he had received a quit claim deed from Bert E.
Nelson & Charlotte R. Nelson, and Wi II Andre and Mary Katharine Andre, for street
purposes, also a quit claim deed from Massey Food Center, Inc. for street purposes,
and a quit claim deed from Myron W. Massey for street purposes.
It was moved by lea and seconded by Sonnemann that the City Attorney be instructed to
record the aforementioned quit claim deeds.
