WASHINGTON TUESDAY JULY 5. 1966 141 The regular meeting of the City Counci I of the City of Auburn was held at 8:00 p.m. in the Counci I Chambers at the City Hal I. Mayor Gaines cal led the meeting to order. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann. Minutes of the previous meeting, held June 20, 1966, were approved as mai led. BIDS One bid was opened at 3 p. m., June 30, 1966, for removal of approximately 310,000 gallons of wet sewage sludge, plus an estimated 155,000 gallons of di lution water from the City of Auburn sewage treatment plant located on Henry Road and 8th St. N.E. and read as fol lows: R. E. NASH 1700 gal Ion loads, $8.00 per load, for approximately 465,000 gal Ions, plus sales tax. Bid was accompanied by a certified check for $110.00. Time: work to commence within 5 days after acceptance of proposal and be completed within 45 working days thereafter. Bids were opened at 3 p. m., July 5, 1966, for the sale of $35,000.00 G. O. PUBLIC HEARINGS Mayor Gaines declared the public hearing open on the request of A. L. Brister to rezone from R-2 to SPU (for duplex and apartment use) property located on F St. S.E., S of Cedar Dr., legally described as: The W! of the N~ of the S~ of the SE! of the SW! of 19-21-5 in King Cty., Wn. EX roads and the E 25' conveyed to the City of Auburn, Wn. for streets by deed rec. under Auditor's Fi Ie #5752896. The Auburn Planning Commission recommended to the City Counci I that this request be granted for the fol lowing reasons: I. It fal Is within the overall development plan of the area. 2. Abutts R-5 zoning to the West and ~2 zoning to the NW. 3. Abutts FSt. S:E", to the East, which street was requested to be improved as an arterial in the near future. Consideration should be given to the continuance of 23rd St. S.E. to the WEST to D St. by a 50 ft. right-of-way and the dedication of the Westerly 25 ft. for the continuation of D St. S.E. It was moved by Kline and seconded by Sonnemann that the public hearing be closed. NDTION CARRIED It was moved by Kline and seconded by Hoyt that the City Attorney be instructed to draw up the necessary Ordinance to implement the rezoning of property located on F St. S.E., S of Cedar Dr., from R-2 to SPU as requested by A. L. Brister, and that the Planning Director be instructed to contact A. l. Brister in regard to right of way dedications. It falls within the overall development plan of the area and 2. more specifically to the environments of the Enumclaw Highway. Consideration, however, should be given to the dedication of the Easterly 25 ft. for a street connection from Enumclaw Highway south to the section line, the South 25 ft. for the continuation of the street coming along the section line, and the dedication of the West 25 ft. for street purposes for access to the property. It was moved by Sonnemann and seconded by Nickson that the public hearing be closed. NOTION CARRIED I It was moved by Sonnemann and seconded by Nickson that the City Attorney be instructed to draw up the necessary Ordinance to implement the rezoning of property located on Enumclaw Hwy. in the 3800 block from R-2 to R-4 as requested by John R. Stucker, and that the Planning Director be instructed to contact John R. Stucker in regard to right of way dedications.as amended in plot plan. NDTION CARRIED CORRESPONDENCE Alva C. long submitted a letter in regard to Cadet Policemen. Mayor Gaines asked that this letter be placed on fi Ie. Foster & Marshal, Inc., submitted a letter in regard to financing services for city projects. Mayor Gaines asked that this letter be placed on fi Ie. A petition signed by 33 citizens of the area requested that the stop sign at the intersection of Peasley Canyon Road and West Valley Highway be put back. Mayor Gaines referred the matter to the Street Committee, and asked that a copy of the petition be forwarded to the Highway Department. John D. Wadkins submitted an application for a Cabaret License for the purpose of holding young adult dances at the Hi I Iside Roller Palace, 1825 Howard Rd~ I Mayor Gaines referred this application to the License Committee. The Auburn Planning Commission recommended that the following requests be granted:. The request of Joseph Boyce to rezone from R-2 to SPU (Duplex & apartment use) property located on Rand M Sts. S.E. The request of W. G. Nelson to rezone from R-2 to SPU and D. E. Halvarson to rezone from R-2 to SPU adjoining properties located at 25th and D Sts. S.E. The request of Michael M. Mahoney to rezone from SPU to R-4 property located at 19th and E Sts. S.E. It was moved by Sonnemann and seconded by Nickson that the City Clerk be instructed to cal I for a public hearing to be held 8 p. m., July 18, 1966, in the Counci I Chambers at the Auburn City Hall on the afore mentioned requests to rezone. The request of Mark A. Hedman to rezone from R-2 to Special Property Use (for apartment purposes) property located at 27th & D Street S.E. It was moved by Kline and seconded by Nickson that the requests of John D. Wadkins, John C. Frankhauser, Christopher & Mary Geizler, and Mark A. WASHINGTON TUESDAY JULY 5. 1966 143 Auburn School District No. 408 submitted a letter requesting an 8 inch water service to loop property located east of the East Val ley Highway between 24th and 26th Sts. S.E. to provide fire protection for new Junior High Bui Iding. Mayor Gaines referred this request to the Water-Sewer Committee. A petition to annex to the City of Auburn property located adjacent to the southerly marginal line of the existing city limits filed by 22 residents in the area was presented to the Counci I. Engineer's certificate to the effect that the signatures represent the owners of 75.73 percent in value of the property in the area accompanied the above petition. It was moved by Sonnemann and seconded by Aaby that the City Clerk be instructed to call for a public hearing to be held 8 p. m., July 18, 1966, in the Counci I Chambers at the Auburn City Hal I on the annexation. MOT I ON CARR I ED T & A Construction Co., Inc., Seattle, submitted an application for Side Sewer license. Mayor Gaines referred this application to the license Committee. Washington State Pollution Control Commission submitted a letter stating the city's recent application for a grant under the Federal Water Pollution Control Program, Was not allowable and the file on the application was closed. Mayor Gaines asked that this letter be placed on fi Ie.. The Finance Committee made the fol lowing recommendations: That no funds be appropriated by emergency ordinance from unbudgeted funds for dues, supplies and tuition registration for course at Pullman as requested by the Bui Iding Inspector, but that these supplies be purchased from miscellaneous Current Expense. That $2,200.00 be appropriated to supplement existing extra payrol I and payrol I costs in the Park Department. That the request of the City Clerk that reimburseable accounts be increased from $3,000.00 to $8,000.00 be approved. That the request of the Uti lities Committee for emergency appropriations totaling $56,700.00 be approved. That $565.00 be transferred from the library Fund unbudgeted monies to Library Bu i I ding and Grounds Account. ;< Mayor Gaines asked that this letter be placed on fi Ie. The White River Valley Historical Society submitted a letter requesting that property adjacent to the Auburn Library be formally placed in their jurisdiction for the bui Iding of a historical museum. Mayor Gaines asked that this matter be taken up under new business. Powel I Homes, Inc. submitted a letter requesting the installation of a main sanitary sewer line to the boundary of the plat of Southdale #2. Mayor Gaines referred this matter to the Water-Sewer Committee. Ralph C. Berghuis, Chairman of the Bridge Naming Committee, submitted for Counci I approval the name of Levi Bal lard Bridge for the new bridge across the Stuck River extending from R Street S.E. to the Oraveltz Road. ON CARR I ED ORDINANCE NO. 1918 It was moved by lea and seconded by Nickson that Ordinance No. 1918 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, GRANTING A SPECIAL PERMIT FOR THE USE OF CERTAIN PROPERTY SITUATE WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN, FOR APARTMENT HOUSE PURPOSES. II I Attorney Kenneth Ingalls, representing protestants in the area, pointed out reasons why these people were against granting this Special Property Use Permit. Robert Cowden, representing builders, spoke in favor of the granting of this Special Property Use Permit. John Evans, ^~. Eaton, hTS. Knight, Mrs. Franham, and Don Rottle spoke against the granting of this Special Property Use Permit. Mrs. Verna Brownlee stated she was in favor of this request being granted. It was moved by Kline and seconded by Nickson that Ordinance No. 1918 be amended to include that a cyclone fence with redwood inserts be placed on the West and South side of the property. NOTION CARRIED It was moved by Sonnemann and seconded by Kline that National Bank of Washington be awarded the bid for purchase of $35,000.00 General Obligation Cemetery Bonds, 1966, maturing 1968 through 1976; effective interest rate 4.1227% as per their bid proposal.
