Mayor Gaines cal led the meeting to order. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann. Minutes of the September 6, 1966, Counci I Meeting as mai led were corrected as fol lows: Those portions of the Publ ic Hearing on the Assessment Rol I were corrected to read L.I .D. No. 168 instead of L. I .0. No. 170 With these corrections, the minutes were approved as mai led. BIDS I Bids wer-e opened at 3 p. m. It was moved by Lea, and seconded by Hoyt, that the public hearing be closed. No. 170 as presented to the City Counci 1 be confirmed and the City Attorney be instructed to draw up the necessary ordinance to implement same. MOTION CARRIED fAayor Gaines declared the publ ic hearing open on the request of John Wadkins to rezone from M-2 to R-5 þroperty located at 3405 A St. S.E., legally described as Tax Lot 35, Sec. 30 T 21 NR5 EW/\¡\, S 219.46' of the N 731.5' of the West 793.94' of Gov Lot f~3, less State Road, formerly known as Curly Baker's Tavern. It was moved by Aaby, seconded by KI ine, that the public hearing be closed. I MOTION CARRIED It was moved by Kline, seconded by Nickson, that this rezone be approved and the City Attorney be instructed to draw up the necessary ordinance to implement same. MOTION CARRIED CORRESPONDENCE The resignation of Ray Schumsky as a member of the Auburn Planning Commission was read. It was moved by Fitzsimmons, seconded by Aaby, that Schumsky's resignation be accepted. MOTION CARRIED A letter from Alex Sonnichsen requested confirmation that the City of Auburn can and wi I I dispose of sewage from the City of Pacific and also asked for a statement of cost for this service. The letter was referred to the Uti 1 ities Committee. A letter from Archie Meade requested water and sewer service for a Abbi Ie Homesite and Park located between the Harvey Road and R St. S.E. I Th; 5 mat ter was a r so re ferred to the Ut; I; t; e5 Coorn; Itee. The certification of assessed valuation of property within Allen B. A request for formation of an l..I.D. for excavation, ballasting, storm drainage, curb and gutter and asphaltic concrete surfacing on 26th St. S.E. between F and H Sts. S.E. was presented by 16 residents in the area. Engineer's certification that the estimate of improvements wi I I not exceed the sum of $10,500; that the aggregate actual valuation of the real estate, including 25% of the actual valuation of the improvements in the proposed L.I.D. is $23,025; that the signatures on the petition constitute 100 percent of the total frontage and 100 percent of the total area in the proposed district. It was moved by Lea, seconded by Sonnemann, that the city attorney be instructed to draw up the necessary ordinance to implement this L. I .D. MOT ION CARR I ED I An agreement was presented by Blyth & Co. to provide financial consulting services of the firm for the City of Auburn including the provision that Blyth & Co., Inc. agrees to submit bid for bond issue of $1,125,000 on Revenue Bonds for financing the West side Water Line and West Interceptor Sewer Line; that the fee for this service wi I I be a maximum of $3,000. It was moved by Nickson, seconded by Aaby, that the Mayor and City Clerk be authorized to sign this agreement on behalf of the city. Inc., contractors on the West Side Water Lines, amounting to the sum of $2.165.37 was presented to the Counci I by Richard E. Wolff, consulting engineer. It was moved by Fitzsimmons, seconded by Nickson, that the Change Order G & J Construction Co., Inc. in the sum of $26,165.37 be approved. ROLL CALL VOTE: AI I Counci Imen voting YES. MOT I ON CARR I ED A request was submitted by Carleton G. Tollefson on behalf of Cor-Tee, Inc. for an 8" water I ine to service a new bui Iding at 37th S.E. approximately 600 ft,east of A St, S.E. The request was referred to the Uti I ities Committee. I A letter from George Schuler, Planning Director, recommended that work performed by Heisserman Construction Co. under L.I.D. No. 170 be accepted. It was moved by Aaby, seconded by Sonnemann, that the work on L.I.D. No. 170 contracted by Heisserman Construction Co. be accepted and if no leins or claims are fi led within 30 days and upon clearance of the Tax Commission and Dept. of Labor, the retained percentage may be paid. MOTION CARRIED Recommendations presented by the Finance Committee were: That $1,000 for option money on purchase of the Green River Golf Club be provided by emergency ordinance; that $500.00 be transferred from the Miscellaneous Account in the General Government Division to Travel, Subsistence, etc. Account in the Police Department Division, both in the Current Expense Fund; that $2, I 12 be transferred from the Cadet Salary account to the Salaries and Wages account, both in the Police Dept. Division of the Current Expense Budget; that emergency funds be provided Tor the salary of Jack Lange, newly appointed supervisor for the Street Dept. for the remainder of 1966. No action was taken by the committee for provision of funds for the proposed Airport. Recommendations from Fred Poe, City Engineer, were: That contracts be awarded the low bidders on L.I .D. projects; that King Construction Co. be awarded the contract for L.I.D. No. 172 and Slead's Tank Systems be awarded the contract for construction I for L.I.D. No. 157, 173, and' 175. It was moved by Sonnemann, seconded by Nickson, that King Construction Co. be awarded the contract for construction of L. ¡ .0. project No. 172. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED It was moved by Sonnemann, seconded by Nickson, that Slead's Septic Tank Systems be awarded the contract for construction for L.I.D. Nos. 167, 173 and 175. MOTION CARRIED City Attorney Smythe presented the proposed agreement between the City of Auburn and the Boeing Company relative to payment by the latter for their share in the present water-sewer extensions under progress by the City. It was moved by Fitzsimmons, seconded by Sonnemann, that the agreement provide that payment to the city be made within 10 days after execution of the agreement; that the date for completion of the work be set 30 days after the completion date of construction contracts and with these provisions, the Mayor and City Clerk be authorized to sign on behalf of the city. MOTION CARRIED An agreement was presented by Hi I I & Ingman, Consulting Engineers, to provide a study and report of the Lea Hi I I Service Area for a fee of $400.00. I It was moved by Fitzsimmons, seconded by Kline, that the Mayor and City Clerk be authorized to sign the agreement with Hi I I & Ingman for the Lea Hi I I Service Area report on behalf of the City. MOT I ON CARR I ED Mayor Gaines presented the 1967 Prel iminary Budget to the Counci 1 and announced the final hearing and adopfion would be held at the October 3, 1966 meeting. I I I 18'1' AUBU~~WASHINGTON MONDAY SF: PTEMBER 19, _ 1966 COUNCIL COM~ITTEE REPORTS Counci Iman Lea reported that the Street Commi ttee recommends that a G. O. Bond issue of $1,450,000 for streets be submitted to the voters on the November 8, 1966, ballot. It was moved by Lea, seconded by Nickson, that the City attorney be instructed to draw up the necessary ordinance to place a General Obligation Bond issue of $1,450,000 for city streets on the November 8, 1966, ballot. MOT I ON CARR I ED Counci Iman Fitzsimmons reporting for the Uti Ii ties Committee said that the committee had decided to deny the request of Auburn Concrete to dispose of their septic tank pumpings into their disposal plant and the company has been so advised. Counci Iman Sonnemann stated that the Police-License Committee was advocating a restricted hunting ordinance which would be presented later in the meeting. He also stated he had met with the property owners for the proposed annexation of property adjacent to Northwest City Limits. It was moved by Sonnemann, seconded by Nickson, that the property owners be granted permission to circulate the second petition, same to include the provision that area wi I I assume its pro-rate share of the existing bonded indebtedness. MOTION CARRIED NEW BUSINESS The final petition requesting annexation to the City of Auburn of property located adjacent to the Northwest city limits was presented together with Engineer's certification that the signatures represent owners of 100 percent of property value in the area. It was moved by Sonnemann, seconded by Nickson, that a Public Hearing be held on this petition at 8 p. m. October 17,1966. MOT I ON CARR I ED It was moved by Fitzsimmons, seconded by Nickson, that the claims as approved by the audit committee be paid.
