Mayor Gaines cal led the meeting to order. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Aaby and Sonnemann. It was moved by KI ine and seconded by Hoyt that the minutes of the September 19, 1966 Counci I Meeting be approved as mai led. MOTION CARRIED BIDS Bids were opened for sale of up to $1,125,000 revenue warrants for water and sewer construction pending sale of Revenue Bonds on Monday, September 26, 1966 at 3 p. m. Only one bid was submitted, that of the National Bank of Washington. The bid quoted a rate of 4.70 from date of issue to maturity and specified warrants are to be redeemed from sale of Water-Sewer Revenue bonds on a date nine months from September 30, 1966. This bid was referred to the Finance Committee for their study and recommendation. Bids were opened at 3 p. m. September 22. for installation of curb and gutter, excavation, bal lasting, crushed stone paving, storm sewer, sanitary sewer and water mains on F St. S.E. between 21st St. S.E. and 25th St. S.E. and on 25th St. S.E. 23rd St, S. and 22nd St, S.E. between 0 and F Sts. PUBL I C HEAR I NGS Mayor Gaines declared the publ ic hearing open on RESOLUTION NO. 229 for the construction and installation of concrete curbs and gutters, excavation, bal lasting, storm drainage and two course bituminous surfacing 34 feet in width between curbs along a portion of 21st Street N.E., between Auburn Avenue and I Street N.E. AI Laughl in, representative for A & B Leasing Company, stated they were in favor of Resolution No. 229. Charles p. Kern, attorney for Joe Klontz, stated his cl ient was against Resolution No. 229. It was moved by Kline and seconded by Nickson that the public hearing be closed. tv'OT I ON CARR I ED It was moved by Lea and seconded by Fitzsimmons that the city attorney be instructed to draw up the necessary ordinance to implement this Local Improvement District. MOT I ON CARR I ED Mayor Gaines declared the public hearing open on RESOLUTION NO. 231 for the construction and installation of an 8 inch lateral sanitary sewer line, together with 6 inch side sewers therefrom along a portion of 26th Street S.E. between D Street and F Street S.E. Mrs. Robert Berens submitted a petition, allegedly signed by 70% of the property owners to be assessed, opposing RESOLUTION NO. 231. It was moved by Hoyt and seconded by Nickson that the publ ic hearing be closed. MOT I ON CARR I ED Mayor Gaines declared the publ ic hearing open on RESOLUTION NO. 232 for the construction and installation of an 8 inch lateral sanitary sewer line, together with 6 inch side sewer therefrom along a portion of 21st Street S.E. between F and H Streets S.E. Eugene Cerino, Mrs. Robert Epperson, Mrs. Edgar Schl ittenhart, Mrs. Bonnie Roach and Richard Fordice spoke against Resolution No. 232. Kenneth Johnston asked questions concerning payment of assessments. Dick Schulz, and Ray Viola stated they felt there should be an overal I plan for the sewer system. Frank Kessner asked about the location of trunk sewer in the area. It was moved by Fitzsimmons and seconded by Nickson that the public hearing be closed. MOT ION CARR I ED It was moved by Fitzsimmons and seconded by Nickson that the city attorney be instructed to draw up the necessary ordinance to implement the formation of this local Improvement District. MOTION CARRIED Mayor Gaines declared the publ ic hearing open on RESOLUTION NO. 233 for the construction and installation of an 8 inch lateral sanitary sewer line, together with 6 inch side sewers therefrom along portions of 29th St. S.E. between M and R Streets S.C. and R Street S.E. between 29th Street and R Place S.C. Mrs. Lawrence Babylon, Otis Love, Mrs. Ernest Schooler, Oscar Babylon, Herman Goudy, Dick Lynde and Mrs. Hart spoke in opposition to Resolution No. 233. Vivian Hart said she did'nt received a notice of public hearing. It was moved by Kline and seconded by Sonnemann that the publ ic hearing be closed. It was moved by Fitzsimmons and seconded by Hoyt that the public hearing be closed. Nickson, ABSTAIN. MOTION CARRIED Mayor Gaines declared the publ ic hearing open on RESOLUTION 235 for the construction and installation of an 8 inch trunk sewer line along a portion of the Enumclaw Highway between the west boundary of Chinook School and the east City Limits. It was moved by Sonnemann and seconded by Fitzsimmons that the public hearing be closed. CORRESPONDENCE ~ A letter was received from the Washington State Highway Commission relative to the installation of traffic lights on state highways within the city limits. Mayor Gaines asked that this fetter be placed on fi Ie, and that copies of same be given to the Street Committee and Engineering Department. A letter from wm N. Murphy, 3315 0 Street S.E. requested exemption from requirement to construct sidewalk in fro~t of this property. vvtn. Murphy stated that if a sidewalk was constructed there would be a 20" drop off .t end of s.me. I It was moved by Kline and seconded by Aaby that the Counci I concur with the recommend- ation of the street committee, that ~~. Murphy be required to put sidewalk in front of his home. MOT I ON CARR 1 ED R. E. Wolff, consulting engineer on South and South West Water Supply Lines submitted Progress Estimate No.2 for the sum of $15,953.16 in favor of G and J Construction Company. Certification of Engineer accompanied this Progress Estimate. It was moved by Fitzsimmons and seconded by Sonnemann that G and J Construction Company be paid $15,953.16 as approved by Richard E. MOT I ON CARR I ED Hi I 1 & Ingman, consulting engineers for the West Interceptor Sewer Project submitted Progress Estimate No.2 for the sum of $170,957.70 in favor of Frank Coluccio Construction Co. It was moved by Fitzsimmons and seconded by Nickson that Frank Coluccio Construction Co. be paid $170,957.70 as per Progress Estimate No.2. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED I Hi I I & Ingman, consulting engineers, submitted an invoice in the amount of $7?022.12 for engineering services for West Interceptor Sewer for the month of August, 1966. MOTION CARRIED Richard E. Wol ff, consulting engineer, submitted an invoice in the amount of $1414.28 for inspection of construction for South & Southwest Water lines from 8/20/66 to 9/24/66. It was moved by Fitzsimmons and seconded by Sonnemann that Richard E. Wolff be paid $1414.28 for inspection of construction for South & Southwest Water Lines. ROLL CALL VOTE: AI I Counci Imen voting YES. MOT I ON CARR I ED The Auburn Planning Commission recommended that the request of Kenneth A. Embery to rezone from R-2 to R-4 be granted on property located on 7th and Henry Road N.E. (No. 66-66). It was moved by Sonnemann and seconded by Aaby that the city clerk be instructed to cal I for a publ ic hearing to be held on the request of Kenneth A. Embery to rezone I from R-2 to R-4 property located on 7th and Henry Road N.r., October 17, 1966 at 8 p. m. MOTION CARRIED Wel Is B. McCurdy submitted a petition for vacation of a portion of the J. W. Lund Road lying between Primary State Highway No.2 and the South City Limits. The certification of Fred W. Poe, city engineer, that the signer of above petition represents 100 percent of the adjacent property owners accompanied the petition. It was moved by Sonnemann and seconded by Aaby that the city attorney be instructed to draw up the necessary resolution call ing for a publ ic hearing, November 7, 1966 at 8 p. m., on the vacation request of Wet Is B. It was moved by Lea and seconded by Sonnemann that Heisserman Construction Company be paid $1,196.00 from L.I.D. No. 177 Fund for 2 course bituminous surfacing on M Street N.E. between 12th and 14th Streets, as per Engineer's Estimate No. I. ROLL CALL VOTE: AI I Counci Imen voting YES. /I\OT I ON CARR I ED Kenneth Embery submitted a request addressed to Utility Committee regarding sewer service for six-plex apartment unit at 710 Henry Road. It was moved by KI ine and seconded by Aaby that the city attorney be instructed to draw up the necessary easement for sewer and the mayor and city clerk be authorized to sign same. MOT I ON CARR I ED Richard E. Wolff, consulting engineer, submitted the monthly progress report On the South & South West Water Lines, Project 07-1-00108. Mayor Gaines asked that this report be placed on fi Ie, and that the Water-Sewer Committee be given a copy of same. R. E. Nash submitted an invoice in the amount of $2,768.00 plus safes tax for sludge removal. The Engineering Department recommended this amount be paid. It was moved by Fitzsimmons and seconded by Nickson that R. E. Nash be paid $2,768.00 plus sales tax for sludge removal. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED Fred Poe, city engineer, recommended that the contract for construction under L.I .D. No. 176 be awarded to Slead's Septic Tank Systems. It was moved by Sonnemann and seconded by Nickson that Sleads Septic Tank Systems be awarded the bid for construction under L. I .D. No. 176. MOTION CARRIED Robert M. Doherty submitted a letter addressed to Fred Poe, city engineer, stating that the Auburn Lions Club would I ike to undertake as a project installation of public rest rooms in two or three strategic locations within the city, requesting authorization to proceed and assurance that the city would accept and maintain them upon their completion. Mayor Gaines referred this matter to the street committee and uti Ii ties committee, and asked that a copy of this proposal be given the Park Board. The Val ley Regional Planning Commission submitted a request for $200.00 as the City of Auburn's share of expenses. Mayor Gaines referred this request to the Finance Committee. D. Belfoy submitted a Zone Change Appl ication requesting change in zoning from R-2 to R-4 on property located south of 2900 block on the Enumclaw Highway. It was moved by Nickson and seconded by Sonnemann that these two requests be referred to the Planning Commission. A\OT I ON CARR I ED The Auburn Junior Chamber of Commerce submitted a letter requesting permission to instal I a "Parkette" on "B" Street S.E. between Main Street and the al ley to the south. Mayor Gaines referred this request to the Street Committee. George Nickelsen, park board commissioner, submitted a letter requesting permission be granted to George Schuler and George Freemire to attend ån Interagency Committee Meeting in Wenatchee on Saturday, October 8. t94 AUBURN, WASHINGTON MONDAY OCTOBER 3, 1966 w :;r::, ~ ¡..".. MOTION CARRIED A letter received from the Auburn Cemetery Board stated they had decided on asphaltic concrete surfacing for roads within the cemetery grounds and recommended acceptance on the low bid of Rainier Asphalt Paving Company in the amount of $13,440. It was moved by Sonnemann and seconded by Nickson that Rainier Asphalt Paving Company be awarded the bid in the amount of $13,440 for construction of roads in the cemetery. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED I A letter received from the Auburn Chamber of Commerce stated they would indorse and support Initiative 226. Enclosed was a check in the amount of $50.00 for the support of this initiative. Mayor Gaines asked Mrs. Heritage to write the Auburn Chamber of Commerce thanking them for this gesture. Mr. and Mrs. Gordon J. Anderson submitted a letter objecting to their garbage charge. PROCLAtMTIONS Mayor Gaines des i gnated the week of October 8, 1966 as Tire Sáfety Week. It was moved by Hoyt and seconded by Nickson that Dick Scharf be granted permission to attend the annual bui Iding officials course at Pullman and also grant him permission to take a city vehicle. MOT I ON CARR I ED I WATER-SEWER COM~ITTEE - COUNCILtMN FITZSI^~\ONS It was moved by Fitzsimmons and seconded by KI ine that the Water-Sewer Department be instructed to repair 33rd Street S.E. west of R Street S.E. which was damaged by water undermining the roadway when two stub services crossing the Street were ruptured. MOT I ON CARR I ED CITY CODE COMMITTEE - COUNCILMAN NICKSON Counci Iman Nickson reported that the City Code Committee had met on proposals for city code, and these proposals would be submitted to the legislators. ANNEXA T ION CO/W'll! TTEE - COUNC I LMAN SONNEMANN A petition for permission to circulate a petition on annexation of property located at 104 R Street S.E. Auburn was submitted by David Schuur. It was moved by Sonnemann and seconded by Nickson that the petition for annexation of property to the City of Auburn as submitted by David Schuur be accepted, and that he be authorized to circulate the second petition, said petition to include, that if the area is annexed by the City of Auburn, it wi I I assume its prorate portion of the existing bonded indebtedness of the City of Auburn. OLD BUSINESS Counci Iman Sonnemann brought the Stuck River Annexation under discussion. It was moved by Sonnemann and seconded by Aaby that proceedings to annex the Stuck River area be dropped. REVIEW OF EXPENDITURE SECTION OF CURRENT EXPENSE BUDGET, SECTION BY SECTION It was moved by Nickson and seconded by Sonnemann that the Expenditure Section of the Current Expense Fund Budget totaling $870,140.00 be approved. MOTION CARRIED It was moved by Fitzsimmons and seconded by Sonnemann to close the Public Hearing on the 1967 Budget. MOT ION CARR I ED It was moved by Fitzsimmons and seconded by Sonnemann that the City Counci I approve the entire 1967 Budget with the corrections noted and instruct the city attorney to draw up the necessary ordinances implementing its adoption and setting the tax levy.
