Counci Imen present: Hoyt, Lea, KI ine, Fitzsimmons, Nickson, Aaby and Sonnemann. It was moved by Nickson and seconded by Hoyt that the minutes of the December 19, 1966 Counci I Meeting be approved as mai led. MOT I ON CARR I ED I PUBt I C HEAR I NGS Mayor Gaines declared the public hearing open on the request of Jennie M. Crouch to rezone from R-3 to R-4 property located on 15th St. S.E., east of R St. and legally described as the E 82.5' of fol: Beg at SF cor of GL2 th W 376.63' th N 00-54-58 E 583.5' to TPOB th F 152.5' th S 00-54-58 west 150 ft. th W 152.5' th N 00-54-58 east 150 ft. to TPOG. The Auburn Planning Commission recommended that this request be granted as property is immediately north of existing R-4 zoning and immediately west of sru zoned property, is in an older area of Auburn, would constitute a buffer between the rai Iroad yards and the area east, and falls within the over-all Comprehensive Plan of the City. Consideration should be given to the dedication of the southerly 30 ft. for development of 15th St. S.E. It was moved by KI ine and seconded bv Aaby that the publ ic hearing be closed. MOTION CARRIED It was moved by Hoyt and seconded by Nickson that the request of Jennie M. Leonard Garneau, part owner of Valley Bldg. Center, Inc., spoke in favor of the rezone. It was moved by Aaby and seconded by Kline that the publ ic hearing be closed. MOT ION Cí\RR I ED Mayor Gaines declared the publ ic hearing open on the request of Rosa Rutledge to rezone from Unclas. to R-4 property located at I st. N.E., N of 22nd St., and legally described as Lots 42, 43 and 44, Blk I, Maplewood Addition to Auburn. The Auburn Planning Commission recommended to the City Counci I that this request be granted as it fits in with the over-all land use plan of the city. It wi II provide a buffer between the C-I property on Auburn AVe. directly to the west and properties east of this and is located on a major col lector street having a 60 ft. right-of-way. It was moved by Aaby and seconded by Nickson that the publ ic hearing be closed. CORRESPONDENCE Ralph E. Frankl in, attorney for Alfred DeCoria, submitted a letter expressing dissatis- faction in the cities handl ing of connection charges for sewer I ine on N Street S.E. Mayor Gaines referred this matter to City Attorney Smythe and Counci Iman Fitzsimmons. Washington State Pollution Control Commission submitted a letter approving plans for Plat of Southdale No.2 Sewer Fxtension. The Department of Health submitted a letter approving plans for Plat of Southdale No.2 Sewer Extension. Mayor Gaines asked that these two letters be placed on fi Ie. Raven Transfer & Storage Company submitted a letter requesting a no parking stal I on Northwest corner of approach to al ley and fifteen minute parking on East side of Street across from al ley, to north corner of 3rd Street Northwest. I Mayor Gaines referred this matter to Counci Iman Lea and theStreet Committee. A letter from the Ci ty of Tacoma advised the counci I of their desire to establ ish a storage reservoir on land owned by the City of Auburn. Mayor Gaines referred this matter to the Engineering Department and Uti ities Committee. The Auburn Planning Commission made the fol lowing recommendations: I. That the request of Thomas Agee to rezone from SPU (Prof. Bldg.) to C-I on property located at 803 East Main be granted (No. 87-66) 2. That Ordinance No. 1702, Section 22, Item A-2 be amended to read: Multi-family and Apartment Houses. MOTION CARRIED A request was submitted for formation of an L.I.D. for excavation, ballasting, I asphaltic concrete surfacing, curb & gutter and storm drainage on 7th St. N.E. between F & G St. N.E. signed by four residents in the area. Engineer's certification that estimate of improvements wi I I be the sum of $6,454.40; that the signatures on petition constitute 100% of the total frontage and 100% of the total area in proposed district accompanied this request. It was moved by tea and seconded by Sonnemann that the city attorney be instructed to draw up the necessary ordinance to implement the formation of this L.I.D. Planning Director Schuler reported on a letter received from Washington ~\utual Savings Bank requesting a construction and permanent easement for a storm sewer from their faci I ity at 24 A Street N.E. across the city parking lot fronting on B Street and adjoining the northeast corner of their property. It was moved by Lea and seconded by Sonnemann that Washington Mutual Savings Bank be granted this easement. It was moved by Nickson and seconded by Fitzsimmons that the motion be amended to provide that the easement shal I contain a provision authorizing the city to have the easement relocated in the event such relocation becomes necessary. It was moved by Hoyt and seconded bv Nickson that the city attorney be instructed to draw up the necessary ordinance to provide for an inside levy in the amount of $436,000 for an Auburn Municipal Airport. MOT I ON CARR I ED Counci Iman Kline reported that it was the recommendation of the Airport Committee that Puget Sound tiodel Airport, Inc. be granted a lease for the operation of radio controled model airplanes. Counci Iman KI ine outl ined the terms of the lease agree- men t . It was moved by Kline and seconded by Nickson that the city attorney be instructed to draw up the necessary lease agreement between the City of Auburn and Puget Sound Model ;'\irport, Inc. as outlined by Councilman Kline.
