I n the Counci I Chambers at the Ci ty H., I . Mayor Gaines called the meeting to order. Councilmen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Sonnemann, and Aaby. It was moved by Sonnemann and seconded by Nickson that the minutes of the February 6, 1967 Council Meeting be approved as writteD. NOTION CARRIED I BIDS The following firms submitted proposals for photogrammetric and survey services for an area of approximately 36 sq. miles. I. Teledyne, Inc. Geotronics Division, Monrovia, California. 2. McElhanney Surveying &I Engineering Ltd., Vancouver I, British Colunbia and Harry P. Jones, Bellevue. 3. Jay Whiteford & Associates, Seattle, Washington. 4. Walker and Associates, Seattle, Washington. Proposals were opened at 3 p. m. February 16, 1967, and were turned over to the Engineer- ing Department for study and analysis. PUBLIC HEARINGS Mayor Gaines declared the public hearing open on the Assessment Roll of Local Improve- ment District No. 177. It was moved by Aaby and seconded by Sonnemann that the public hearing be closed. MOTION CARRIED I It was moved by Sonnemann and seconded by Aaby that the Assessment Roll of L.I.D. No. 177 as presented to the City Council be confirmed and the City Attorney be instructed to draw up the necessary ordinance to Implement same. MOTION CARRIED MAYOR Gaines declared the public hearing open on the Assessment Roll of Local Improve- ment District No. 172. Lloyd W. Anderson and Howard G. Ehle questioned the amount of their assessments. City Engineer Fred Poe requested time to study the matter. It was moved by Lea and seconded by Nickson that the public hearing on L.I.D. No. 172 be continued until the March 6, 1967, Council Me.tlng. NOT I ON CARR I ED Mayor Gaines declared the public hearing open on the request of Howard Hadley to rezone from Unci. to C-3 property located I! miles North of the West Valley Highway and West Main Street Intersection on the West Valley Highway. (No. 86-66) The S! of the S! of the SE. of the SE. of Sec 2-21-4 Less 30' on E & 30' on W for rds, Co. of King. The Auburn Planning Commission recommended this request be granted as it is located on the West Valley Highway, a major city arterial; is zoned industrial to the east; is a logical buffer between east industrial areas and residential area to west; and conforms to the over-all development plan for the West Valley Highway. I It was moved by Hoyt and seconded by Aaby that the public hearing be closed. NOT I ON CARR I ED It was moved by Aaby and seconded by Hoyt that the city attorney be Instructed to draw up the necessary ordinance to Implement the request of Howard Hadley to rezone from UncI. to C-3 property located on the West Valley Highway. Klontz to rezone from Unci. to C-I property on 21st NE adjacent to Hoyt Motors Co. (No. 88-66). Lots 10 & II, Jos. E. Klontz Second Addn. The Auburn Planning Commission recommended this request be granted as it falls within the over-all comprehensive land use plan and is surrounded by C-I zoning on south and west. It was moved by Sonnemann and seconded by Aaby that the public hearing be closed. NOTION CARRIED It was moved by Sonnemann and seconded b,y Nickson that the city attorney be I instructed to draw up the necessary ordinance to implement the request of, Joseph E. Klontz to rezone from UncI. to C-I property on 21st NE adjacent to Hoyt Motors Co. MOT I ON CARR I ED Mayor Gaines declared the public hearing open on the request of Temple Investment Co. to rezone from R-2 to C-3 property on Enamel.. Highway across from the Chinook Schoof. Ufo. 90-66) The W! of tt'le foIl: The NE4 of the SW* of the SE4 of the SW* of Sec 21-21-5, King Co., EX the W 10' and EX the N 30'. The Auburn Planning Commission recommended this request be granted as property is on a major arterial, there is C-3 zoning to the northeast and C-I to west and It falls within the over-all plan for Enu.claw Highway. Consideration should be given to dedication of the west 15 feet for street purposes. It was moved by Hoyt and seconded by Lea that the public hearing be closed. N{JT I ON CARR I ED It was moved by Nickson and seconded by Aaby that the city attorney be instructed to draw up the necessary ordinance to implement the request of Temple Investment Co. to rezone from R-2 to C-3 property on Enamcl.. Highway across from the Chinook School. /fN)T I ON CARR I ED I CORRESPOM>ENCE Recommendations of the Auburn Planning Commission made at their February 8, 1967, meeting were as follows: I. That the request of Galli, Dykstra to rezone from R-I to R-2 property located between 14th and 26th Sts. NE and 0 St. NE and Green River be granted. (No. 93-66). 2. That the request of Galli, Dykstra and Swanson to rezone from Unclas. to R-2, R-3, R-4, NS and SPU property located between 14th and 26th Sts. NE and 0 St. NE and Green River be granted. (No. 94-66). It was moved by Hoyt and seconded by Nickson that the city clerk be instructed to call for a public hearing to be held 8 p. m. March 6, 1967 on the request of Galli, Dykstra; and Galli, Dykstra and Swanson to rezone. NOT I ON CARR I ED A letter was received from the Steelhead Trout Club of Washington commending the City on the formation of a Stream Bank Access Committee. Mayor Gaines asked that this letter be placed on file. Mr. and Mrs. Leonard J. Christianson and Mr. and Mrs. George McLaughlin submitted a request for street lights on M Place SE. Mayor Gaines referred this request to the Engineering Department. I Robert E. Smith of Auburn School of Dance Arts submitted a request that parking on Third St. NE from Auburn Avenue north to CSt. NE be limited to two hours, Monday through Saturday. Mayor Gaines referred this request to the Street Committee. Alva C. Long submitted a report on the status of the hearings on the merger between the Great Northern, Northern Pacific and the Chicago-Burlington and Quincy Railreads. Mayor Gaines asked that this report be placed on file. AUBURN, WASH I NGTON NONDAY FEBRUARY 20. 1967 f) C. l.ì £c~ ,) ~, Ray DeKay submitted a letter reporting M St. between 12th and 14th Sts. NE is in need of repair. Mayor Gaines referred this matter to the Street Committee. The folfowing Zone Change Applications were submitted to the Counci I: I. Request of Dianne and Robert Graves to rezone from R-2 to R-3 property at 1420 6th St. SEe (No. 8-67). 2. Request of Eric and Bengt Von Haartman to rezone from R-2 to SPU property at 909 29th SEe (No. 9-67). I It was moved by Sonnemann and seconded by Aaby that the foregoing request for zone change be referred to the Planning Commission for recommendation. NOTION CARRIED City Engineer Fred Poe submitted Final Assessment Roll for L.I.D. No. 167 fn the amount of $20,960~91. (water main & fire hydrants on 30th St. NE &I NW between B St NWand Auburn Avenue). City Engineer Fred Poe submitted Final Assessment Roll for L.I.D. No. 173 in the amount of $12,821.80. (water main on T St. SE, Main to 4th. and 4th St. SE between R & T St. and S St. SE between 3rd and 4th). It was moved by Nickson and seconded by Aaby that the city clerk be instructed to call for a public hearing to be held 8 p. m. April 3, 1967, on the Assessment Roll of Local Improvement District Nos. 167 and 173. NOTION CARRIED City Engineer Fred Poe submitted a letter requesting permission for Jack Lange, Street Supervisor &I himself to attend the Annual Road Builder's Clinic in Pullman on March 15, 16, and 17. It was moved by Lea and seconded by Nickson that the council concur with this request. MOT I ON CARR I ED I Submitted for approval: Side Water Line $5,720. Invoice from Richard E. Wolff, 75% of fee due Phase 2-A West Payment authorized by City Engineer. It was moved by Fitzsimmons and seconded by Sonnemann that Richard E. WOlff be paid $5,720 for engineering on Phase 2-A West Side Water Line. ROLL CALL VOTE: All Councilmen voting YES. NOTION CARRIED Jack L. Sprenger, chairman of the Insurance Committee for the city, submitted a letter outlining bid specifications for the liability coverage for the city. Mayor Gaines referred this matter to the Insurance Committee. I The Finance Committee made the following recommendations: I. That City of Auburn pay cost of Coach Air Transportaion fare for Attorney Long ~. representing City of Auburn at hearing on Railread merger in Washington D. C. from Miscellaneous Account in General Government Division of the Current Expense Fund. 2. That approximately $850.00, less trade-in, be authorized from Miscellaneous Account In General Government Division of the Current Expense Fund for purchase of replacement mimeograph machine for city. 3. That an account be established In the Current Expense Fund, LID Revofving Account, estimated receipts and disbursements $5,000.00. 4. That an additional polican.n be authorized for the Auburn Police Department as requested by Police Chief Darby. 5. That the City Engineer be authorized additional personnel, one draftsman, and one assistant inspector. It was moved by Nickson and seconded by Lea that the City of Auburn þay cost of Coach Air Transportation fare for Attorney Long to and from Washington D. C. to represent the City of Auburn at hearing on Railroad merger. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 2 6 (!UBURN. MOTION CARRIED It was moved by Lea and seconded by Nickson that the city attorney be instructed to draw up the necessary ordinance to establish a Local Improvement District Revolving Account. HOT! ON CARR I ED It was moved by Kline and seconded by Nickson that the city attorney be instructed to I draw up the necessary ordinance to provide an additional policeman in the Police Department and two additional employees in the Engineering Department. NOTION CARRIED PROC LAMA T IONS Mayor R. E. Gaines proclaimed February 19-26 as Brotherhood Week. Mayor R. E. Gaines proclaimed February 26 to March 4, 1967 as National Vocation Week. COUNCIL COMMITTEE REPORTS STREET COMMITTEE - COUNCILMAN LEA Councilman Lea reported that W. M. Foster, district engineer, had responded to tt'leir request for traffic control lights at the intersection of CSt. SE &I 6th St. SE, and the Intersection of West Valley Highway and Peasley Canyon Road, by stating that he did not feel tt'lese locations warranted traffic control lights at the present time. UTILITIES COMMITTEE - COUNCILMAN FITZSIMMONS It was moved by Fitzsimmons and seconded by Sonnemann that the Mayor and City Clerk be authorized to sign a contract with Hili &I Ingman, consulting engin.ers, fora Comprehensive Sewer Study, upon approval of the City Attorney, City Engineer, and I Utilities Committee, contract amount not to exceed $24,000. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED DEPARTMENT HEAD REPORTS RECREATION DEPARTMENT - RECREATION DIRECTOR BRUCE BILLE Recreation Director Bruce Bille invited councilmen to attend the first Life Time Sports Advisory Committee Meeting to be held March I, 1967, at 7:30 p. m., in the Council Chambers of the City Hall. ORDINANCES AND RESOLUTIONS It was moved by Kline and seconded by Nickson that the city attorney be authorized to read the Ordinances and Resolutions by title only. Quit Claim Deed from Florence A. Morrision for Street Purposes. Quit Claim Deed from John Juris and Anna Juris for Street purposes. It was moved by Aaby and seconded by Lea that the city attorney be authorized I to record the aforementioned deeds. MOT I ON CARR I ED Mayor Gaines reported that he had sent an Invitation to the Kent Councilmen to meet with Auburn Councilmen March 13, 1967, on municipal problems of a mutual nature. APPROVAL OF CLAIMS It was moved by Sonnemann and seconded by Aaby, that the claims as approved by the Audit Committee be paid. CLAIMS WARRANTS _349 thru 11430 $19,891.72 NOT!
