Mayor Gaines called the meeting to order. Counci Imen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Sonnema~n, and Aaby. It was moved by Fitzsimmons and seconded by Hoyt that the minutes of the February 20, 1967 Council Meeting be approved as mai led. '183 and E.D.A. Project 07-1-00108 2A were referred to the Engineering Department for study and recommendation. I PUB II C HEAR I NGS Mayor Gaines continued the public hearing on the Assessment Roll of Local Improvement District No. 172. Lloyd W. Anderson asked questions concerning his assessment. His questions were answered by City Engineer Fred Poe. It was moved by Sonnemann and seconded by Nickson that the public hearing be closed. MOTION CARRIED It was moved by Sonnemann and seconded by Aaby that the Assessment Roll of L.I.D. No. 172 as presented to the City Council be confirmed and the city attorney be instructed to draw up the necessary ordinance to implement same. MOTION CARRIED C6·¡i ~ ~AUB~N. WASftlNGTON ~NOAY 1MRCft 6. 1967 c.ü ~ Qð ¡.."",¡ "'!';j Mayor Gaines declared the public hearing open on the request of Galli, Dykstra to rezone from R-I to R-2 property located between 14th St. N.E. & 26th St.. N.E. & o St. N.E. & Green River and legally described as Gov't Lot 9, Sec 7-21-5. Gov't Lot 6, 8-2f-5. (Ne. 93-66) The Auburn Planning Commission recommended this request be granted as the developer has established his high density district In conformance with the requirements of our Comprehensive Plan, namely these high density areas are adjacent to arterial or collector streets, close proximity to schools and open splices. He is also providing screening between the single family portion of the development and the high density by the use of duplex dwellings. This is considered a planned unit development. I David Kennedy and William Foote, representing the firm of Livingstone Moore & Wallace Inc., Consulting Engineers, outlined plans for the new development. It wesmoved by Hoyt and seconded by Aaby that the public hearing be closed. MOT! ON CARR I ED It was moved by Kline and seconded by Aaby that the city attorney be instructed to draw up the necessary ordinance to implement (No. 93-66) request of Galli, Dykstra to rezone from R-I to R-2 property located between 14th St. N.E. & 26th St. N.E.& 0 St. N.E. and Green River. NOTION CARRIED Mayor Gaines declared the public hearing open on the request of Galli, Dykstra & Swanson to rezone from Unclassified to R-2, R-3, R-4, NS property located between 14th N.E. & 26th N.E. & 0 St. N.E. and Green River and legally described as Gov't Lots 10 & 12, Sec 7-21-5, Govt. Lot 7, 8-21-5. Maple Grove Tr. Unrec. TR 10, II & 12 & that por of TR 9 lying Ely of the C/I of projected M St. N.E. (No. 94-66) The recemmendation of the Auburn Planning Commission was the same as on the foregeing request (No. 93-66) William Foote, representing the firm of Livingstone Moore & Wallace Inc., Consulting Engineers, outlined plans for this portion of the new development. It was moved by Kline and seconded by Nickson that the public hearing be closed. I MOTION CARRIED It was moved by Kline and seconded by Nickson that the city attorney be instructed to draw up the necessary ordinance to implement (No. 94-(6) request of Galli, Dykstra & Swanson to rezone from unclassified to R-2, R-3, R-4, NS property located between 14th N.E. and 26th N.E. and 0 St. N.E. and Green River. MOTION CARRIED CORRESPONDENCE A- The Auburn Planning Commission recommended that the request of Fred Brannon to rezone Parcel A from A-i to C-3 property located in the 2800 block on Auburn Avenue lying between Auburn Avenue and Green River be granted. (No. 2-67) It was moved by Kline and seconded by Sonnemann that the city clerk be instructed to call for a public hearing to be held 8 p. m. March 20, 1967, on the request of Fred Brannon to rezone. Bocek to rezone from R-5 and Unclassified to R-4 property located East of Hemlock Drive between the Enumclaw Highway & White River. 2. Request of Valley Sand & Gravel Co., Inc. to rezone from R-I to C-I property located top of Muckleshoot Hill in Plat of Auburn View Heights. 3. Request of M. A. Gunderson to rezone from R-2 to R-4 property located at /012 14th St. N.E. presently zoned R-2. 4. Request of E. B. LaRosa for S.P.U. on property located at 1202 14th St. N.E. presently zoned R-2. 5. Request of John D. Wadkins to rezone from C-I to C-3 property across from 1905 Howard Road. 6. Request of Archie Meade for S.P.U. on old Auburn Airport property. 7. Request of David Dehline to rezone from Unclassified to R-4 property located on the west side of M Street Northeast between 18th and 22nd N.E. 8. Request of George & LeRae McLaughlin to rezone from R-2 to R-4 property located on MPlaceSoutheast. 10. Request of Fred Brannon for S.P.U. on property located approximately 28th & I St. N.E. II. Request of Archie Meade to rezone from R-2 to C-3 property located top of Enwmclew Hill triangle property between new and old highways. It was moveQ by Sonnemann and seconded by Aaby that the foregoing requests for Zone Change and S.P.U. be referred to the Planning Commission for recommendation. MOTION CARRIED I The Washington State Pollution Control Commission and the State Department of HeaJth submitted letters approving plans and specifications Local Improvement Districts, No. 180 and 183, and approving revised plans Local Improvement Districts No. 179 and 18 I. Mayor Gaines asked that these letters be placed on file and that copies of same be given to the Engineering Department. A petition was submitted to the council for the formation of Local Improvement District No. 189 for the construction of 8" Sanitary Sewer, Manholes & Street Repair on 21st St. S.E. between H & K Streets Southeast. The Engineer's Certificate which accompanied this petition stated cost estimate to be $8,385.00 and that the signatures on petition constitute 72.83% of the total frontage and 72.83% of the tohl area in the proposed improvement district. It was moved by Fitzsimmons and seconded by Nickson that the city attorney be instructed to draw up the necessary ordinance to implement the formation of this L. I .D. N{)TION CARRIED Submitted for Approval: Recommendations of Fred Poe, City Engineer. I I. Bid by Evergreen Fence Company of $1,475.00 plus sales tax for Sewage Lagoon Fencing. It was moved by Sonnemann and seconded by Fitzsimmons that Evergreen Fence Company be awarded the bid for Sewage Lagoon Fencing for $1,475.00 plus sales tax. Contract with Richard Wolff, Consulting Engineer, for engineering and super- vision før the construction of Well No.2 near 5th Street N.E. and ilK" Street N.E. It was moved by Fitzsimmons and seconded by Sonnemann that the mayor and city clerk be authorized to sign a contract with Richard WOlff, Consulting Engineer, for engineering and supervision for the construction of Well No.2 near 5th Street N.E. and "Kit Street N.E. MOTION CARRIED 3. Proposal of Teledyne, Inc. for aerial topography of $523.80 per square mile. It was moved by Fitzsimmons and seconded by Nickson that the mayor and city clerk be authorized to sign a contract with Teledyne, Inc. for aerial topography for $523.80 per square mi Ie. I It was moved by Kline and seconded by Nickson to amend the motion to read that the aerial topography not exceed forty square miles. It was moved by Fitzsimmons and seconded by Sonnemann that South End Concrete Products Company, Inc., be awarded the contract for L.I.D. It was moved by Sonnemann and seconded by Fitzsimmons that the contract with Slead's Septic Systems on L.I .D. 1176 be accepted and if no leins or claims are fi led within 30 days after acceptance and wpon receipt of I clearance from the Tax Commission and Department of Labor and Industries, the retained percentage of $7,729.21 be paid. ROLL CALL VOTE: AI I Councilmen voting YES. NOTION CARRIED e. Hill & Ingman, payment for engineering services on West Interceptor Sewer for $36.56. It was moved by Nickson and seconded by Sonnemann that Hil I & Ingman be paid $36.56 for engineering services on the West Interceptor Sewer. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED City Engineer Fred Poe requested authorization to advertise for bids on the following: I. 11M" street N.E. Water Project. 2. L.I.D. No. 186 for construction of curb & gutter, asphalt paving, storm drainage, water mains, fire hydrants, sanitary sewers on 30th & 31st St. S.E. between "Mil and "R" St. S.E. and "0" St. S.E. between 30th and 31st St. S.E. It was moved by Fitzsimmons and seconded by Nickson that the city clerk be instructed to call for bids on the "M" Street N.E. Water Project and L.I.D. No. 186, bids to be opened 3 p. m. March 30, 1967. NOT ION CARR I ED I A petition was submitted to the city council requesting authority to circulate a petition for annexation of South Auburn Garden Tracts. Accompanying this petition was the certification 4r thl all tl rla~t¡ðß of the city engineer that the request to circulate annexation petition contained signatures of the owners of 52.14 percent according to the assessed valuation of the property. Councilman Sonnemann called a meeting of the initiating parties of this annexation to be held 7:30 p.m. March 30, 1967, to determine whether the area shall assume the existing bonded indebtness of the city. Bruce Bi lie, Recreation Director, requested permission to attend the 20th Annual Northwest District NRPA Recreation and Park Conference at Banff, Alberta, Canada, April 23-26, 1967. AUBURN. NOTION CARRIED PROCLA1M T IONS Mayor Robert E. Gaines proclaimed the week of March 12-19, 1967, as International DeMolay Week. AW I ENCE I Mðyor Gaines introduced Charles Berguson a new member of the Auburn Planning Commission. Charles Berguson, attorney, speeking in behalf of Alva Long, asked the following questions of the Chairman of the Golf Course Committee Councilman Aaby. I. What qualifications does the Golf Course Architectural Firm of Goss, Bauman, and Proctor pocess? 2. What was the manner in which this firm was selected? 3. What was the manner in which the bid or proposa' was let? Mr. Aaby stated that after consulting with several firms, the Golf Course Architec- tural Firm of Goss, Bauman, and Proctor was the unanimous choice of the Annexation Corm! i tt ee. Mayor Gaines announced that a team would be starting to take a census of the City of Auburn on Monday, March 20, 1967. Council Committee Reports AIRPORT COMMITTEE - COijNCILMAN KLINE Councilman Kline reported that he had met with L. A. Powe in regard to the acquisition of the Pacific Raceways, Inc. property. I Councilman Kline reported that he had received a letter from George R. Smith of Auburn requesting that he be considered as an owner of a flight school at the proposed Municipal Airport. TELECABlE COMMITTEE - COUNCILMAN AABY Councilman Aaby reported that telecable will be provided free to governmental bodies and schools. DEPARTMENT HEADS RECREATION DIRECTOR - BRUCE BILLE, RECREATION DIRECTOR Recreation Director Bruce Bille reported on activitIes of the Recreation Department. NOTION CARRIED 2 7' ~UBmH, WASH I NGTON NDNDAY MARCH 6, 1967 It was moved by Fitzsimmons and seconded by Sonnemann that Frank Coluccio Construction Company be awarded the bid for construction of the Central Valley Water Transmission Line (LD.A. Project 07-1-00108 2A) for $97,820.50, and that the mayor and city clerk be authorized to sign the contract with Frank Coluccio Construction Company for said construction subject to E.D.A. approval. NOTION CARRIED It was moved by Kline and seconded by Nickson that the City Council request the Planning Commission to make recommendation to amend that portion of Ordinance No. 1702 which relates to maximum and minimum density in R-4 zoning, and also amend Ordinance No. 1702 to provide that private drives be of a width which would allow access of fire trucks.
