The regular meeting of the City Council of the City of Auburn convened at 8:00 p. m.
in the Council Chambers at the City Hall.
Present were: City Clerk Elisabeth Heritage, Councilmen lea and Aaby.
There being no quorum, it was moved by Aaby, seconded by lea, that the meeting be
continued until 8:00 p. m. Monday, March 27, 1967.

Mayor Gaines called the meeting to order.

It was moved by Hoyt and seconded by Lea that the minutes of the March 6, 1967 Council
Meeting be approved as mailed.

Mayor Gaines declared the public hearing open on the request of Fred Brannon to rezone
Parcel A from A-I to C-3 property located in the 2800 Block on Auburn Avenue between
Auburn Avenue and I St. N.E. and legally described as That por of the fol legdesc prop
lying W of projected "I" Street NE; that certain tr of land situated In and being a
part of the W. H. Brannên D. C. #37 in Sec 6-21-5 particularly bounded and desc as fol:
Beg at a pt which is 30' E and S 0°59' E 157.6' of the NW cor of sd D.C.; running the
N 89°10' E 2170.1' to the W bank of White River; th alg sd bank of sd River S 17°24' W,

The Auburn Planning Commission re~mmended that this request be granted with the
stipulation that the Engineering Department study the East Valley Highway right-
of-way with the idea in mind of expanding it to five lanes and setting aside the
necessary footage which would be needed from this parcel, and provided the 60 foot
right-of-way for the extension of "I" Street N.E. be dedicated and consideration
be given by the Engineering Department for the dedication of 28th Street N.E. in
the proximity of the northern por of the southern boundary line of Parcel A bordering
the East Valley Hwy. for the following reasons: It abutts a State Hwy., there is
commercial and R-4 zoning to the South, Industrial to the North and fits in with
the over-all plan for the East Valley Highway Development.
It was moved by Aaby and seconded by Nickson that the Public Hearing be closed.

It was moved by Sonnemann and seconded by Nickson that the recommendation of the
Auburn Planning Commission be approved and that the city attorney be instructed
to draw up the necessary ordinance to provide for rezoning from A-I to C-3 as
requested.

It was moved by Sonnemann and seconded by Nickson that the city clerk be instruct- II
ed to cal I for a public hearing to be held 8 p. m. April 3, 1967, on the foregoing
requests.

The City Council received a request to circulate an annexation petition for annexation
of property located south of present city limits between PSH *5 and M Street S.E.
Accompanying this request was certification of city engineer that the request to
circulate annexation petition contains signatures of the owners of 49.98 per
cent according to the assessed valuation of the property.
Councilman Sonnemann called a meeting of the initiating parties of this annex-
ation to be held 7:00 p. m. March 30, 1967, to determine whether the area shall
assume the existing bonded indebtness of the city.
The State Department of Health submitted a letter approving plans and specifications
Central Valley Line - Water Main E.D.A. Project 07-1-00108 2A.
Mayor Gaines asked that this letter be placed on file and that a copy be given
to the Engineering Department.
Fire Chief R. K. Calkins submitted a letter requesting permission for three officers
and himself to attend the annual "ConInand School" to be held in Yakima from Apri I 10
through April 13, 1967.
It was moved by Sonnemann and seconded by Aaby that this request be granted.

Recommendations of the Insurance Advisory Committee maQe at their March 15, 1967
meeting were as follows:
I. That United State Fire Insurance Company be awarded the bid for liability
insurance for the City of Auburn.
2. That the City of Auburn institute a safety program.
3. That the policy be written to include the XCU coverages and to delete the
collision insurance on city vehicles.

It was moved by Sonnemann and seconded by Aaby that we accept the recommendations
of the Insurance Advisory Committee made at their March 15, 1967 meeting concern-

It was moved by Kline and seconded by Fitzsimmons that the original motion be
amended to include the C611ision premium.

It was moved by Sonnemann and seconded by Hoyt that the foregoing requests for

J. W. McMasters and Dale Coulin submitted an application for Cabaret License for the
Ideal Tavern.
Mayor Gaines referred this application to the License Committee.
City Engineer Fred Poe submitted a letter requesting that Ken Morrision and Bob
Kinderknecht of the Sewer Department be allowed to attend the Pollution Control Works
School at Washington State Uni'versity on April 10-13, 1967.
It was moved by Sonnemann and seconded by Nickson that this request be granted.

The Auburn Cemetery Board requested approval of a contract with Western Monumental
and Marble Inc., Tacoma, Washington, for construction of a monument and entrance at
the Auburn Cemetery.
Cemetery Superintendent Ed Gallian showed drawings of the proposed monument.

It was moved by lea and seconded by Nickson that the recommendation of the Auburn
Cemetery Board be approved and that the mayor and city clerk be authorized to
sign a contract with Western Monumental and Marble Inc., for construction of a
monument and entrance at the Auburn Cemetery.

A letter was received from the Washington State Highway Commission in which they
stated they had reviewed the City of Auburn request for installation of a traffic
signal at the intersection of Second Street S.E. and tiC" Street S.E. on Sign Route
167, but could not Justify the installation of a light at this location.
Mayor Gaines asked that this letter be placed on file and that a copy be given
to the Engineering Department and Councilman Lea.

instructed to call for bids for the installation of excavation, ballasting,
crushed stone, paving, curb & gutter, sidewalks, catch basins, storm & sanitary
sewers & water mains on 30th & 31st Sts. SE between M & R & 0 St. between 30th
& 31st SE (L.I.D. No. 186), bids to be opened 3:00 P.M. Wednesday, April 12, 1967.

Mayor Gaines requested the council members who had made the trip to California to be
at Valley National Bank Tuesday morning at 9:20 a.m. for a radio KASY interview.
Councilman Aaby reported that he would present Alva Long and Council Members with a t
list of the qualifications of the Golf Course Architectural Firm of Goss, Bauman, and
Proctor.

Pfanning Director Schuler reported that he had received two deeds for 15th Street
one from the Diamond Ice Co. and one from the80eing Co. He reported that the
Boeing Co. deed had a stipulation in it which stated that if 15th Street was not
continued to the West Valley Highway the property would revert back to them.
It was moved by Sonnemann and seconded by Fitzsimnons that the mayor be II
authorized to sign an agreement with the Boeing Co. that if 15th Street was
not continued to the West Valley Highway that the property wouid revert back
to them.
