The regular meeting of the City Council of the City of Auburn convened at 8:00 p. m. in
the Council Chambers at the City Hall.
Mayor Gaines called the meeting to order.
Councilmen present: Hoyt, lea, Kline, Fitzsimmons, Nickson, Sonnemann, and Aaby.
It was moved by Hoyt, seconded by Nickson, that the minutes of the April 3, 1967 Council
Meeting be approved as mailed.

The Auburn Planning Commission recommended this request be denied, as surrounding
area is made up of fine homes.
It was moved by Hoyt, seconded by lea, that the public hearing be closed.

It was moved by Aaby, seconded by Nickson, that we concur with the recommendation of
the Planning Commission and deny the request of Robert S. Graves to rezone from R-2
to R-3 property located at 1420 - 6th St. N.E.

Mayor Gaines declared the public hearing open on the request of W. J. Horn to rezone ~
from R-I to SPU (apartments) property located on Harvey Rd. between 10th & 12th N.E.
legally described as the S 150' of lots 18 & 19, and E 20' of lot 20 & S 30' of W 20'
of lot 20 & S 30' of lot 21, C. D. Hi Ilmank Auburndale Addition. (No. 5-67)
The Auburn Planning Commission recommended this request be granted, as it falls with-
in the overall Comprehensive Plan; R-4 zoning is to the north and it abutts a main
thoroughfare.
It was moved by Aaby, seconded by Hoyt, that the public hearing be closed.

It was moved by Aaby, seconded by Kline, that we concur with the recommendation of
the Planning Commission and grant the request of W. J. Horn to rezone from R-I to
SPU (apartments) property located on Harvey Rd. between lOth & 12th N.E., and the
city attorney be instructed to draw up the necessary ordinance to provide for this
rezoning.

rezone from R-2 to SPU (apartments) property located at 909 29th St. S.E. legally
described as the E! of the E! of the SW! of the NW! of the HE! of Sec 30, T 21 N R
5 EWM, In King Co., Washington. (No. 9-67)
The Auburn Planning Commission recommended this request be granted with the provision
that a 50 ft. right-of-way be dedicated for street purposes for the extension of
28th St. to the West, EX the section of the property lying north of 28th St. S.E.,
as it Is located on a main thoroughfare (29th St. S.E.) and is across the street from
present R-5 zoning and an M-2 area.
Jim Pearson, Charles Fancher, Ronald Peck, Ray Nixon, Vincent Campbell and Richard
Hancock spoke against the granting of this rezone request.
It was moved by Kline, seconded by Nickson, that the public hearing be closed.

The following recommendations of the Auburn Planning Commission made at their
April 4, 1967 meeting were read:
I. That the request of E. B. laRosa to rezone from R-2 to SPU (apartment purposes)
property at 1202 - 14th St. N.E. be denied. (No. 13-67)
2. That the request of John D. Wadkins to rezone from C-I to C-3 property on the
East side of Howard Road across from the bowling alley be granted. (No. 15-67)
3. That the request of Church of the Nazarene to rezone from SPU for nursing home
purposes to SPU for church purposes property located at the NE corner of 29th
and M St. S.E. be granted. (No. 16-67)
4. That the request of Fred l. Brannon to rezone from A-I to SPU (nursing home)
property located at approximately 28th" I N.E. be granted. (No. 18-67)
5. Tbat the request of Archie Meade to rezone from R-2 to C-3 property located top

It was moved by Aaby, seconded by NIckson, that the city clerk be instructed to call
for a public hearing to be held 8 p. m. May I, 1967, on the foregoing requests.

H. T. Hughes submitted a Zone Change Application to rezone from R-3 to C-I property
located on the SE corner of Main and l Street S.E.
It was moved by Sonnemann, seconded by Aaby, that the request of H. T. Hughes to
rezone from R-3 to C-I property located on the SE corner of Main and l Street S.E.
be referred to the Planning Commission.

A letter was received from AI Rossi, President Auburn Park Board, requesting an emergen-
cy appropriation of $775 to cover cost of hiring two summer junior leaders.
Mayor Gaines referred this request to the Finance Committee for study and recommendation
to the Counc i I .
The State Department of Health submitted a letter approving plans for water main con-
sturction - l.I.D. No. 186.

Eugene H. Sage, attorney representing Seaport Development Company, submitted a letter

Mayor Gaines asked that this letter be placed on fi Ie, and that Seaport Development
Company be notified of any developments in the Swanson rezone request.
A letter was reeeived from the Housing Authority of the County of King for Cooperation
Agreement for additional low-income family units for Auburn.
The final payment of $1,536.95 to Evergreen Fence Company for Sewage Disposal Plant
Fencing was submitted for approval.
The Engineer's Certification of completion accompanied the final payment.
It was moved by Fitzsimmons, seconded by Sonnemann, that Evergreen Fence Company be paid
$1,536.95 for Sewage Disposal Plant Fencing, and that the contract be accepted and if
no I i ens or cl aims are filed wi th i n 30 days after acceptance and upon receipt of
clearance from the Tax Commission and Dept. of labor and Industries the performance bond,
in the form of cash deposited, be returned.

Assistant City Engineer Joseph R. Kempston requested authorization to advertise for bids
l.I.D.s No. 182 and 189 to be opened on May lOth.
It was moved by Fitzsimmons, seconded by Hoyt, that the city clerk be instructed to
call for bids on l.I.D. No. 182 (sanitary sewers - Sherman Acres) and l.I.D. No. 189
(sanitary sewer on 21st St. S.E. from H to K st. S.E.), bids to be opened May 10, 1967.

for l.I.D. No. 183 in the amount of $10,564.55 be paid South End Concrete Products.

C. A. Bailey of Auburn Cab Co., Inc. submitted a letter requesting the City of Auburn
to raise their taxi fares from $0.10 each 1/4 mile to $0.10 each 1/5 mile.
Mayor Gaines referred this request to the license Committee for reeommendation.
The Finance Committee recommended approval of an emergency ordinance providing $2500.00
for the purchase of a pol ice motorcycle to replace the one totaled in a recent coil ision.
A petition was submitted to the council for the formation of a local Improvement
District for the construction of curb, gutter & sidewalk on 4th St. S.E. between CSt.
S.E. and the first alley east of CSt. S.E.
The Engineer's Certificate Which accompanied this petition stated cost estimate to III
be $1,233.75 and that the signatures on petition constitute 77.61 percent of the
total frontage and 74.06 percent of the total area'in the proposed Improvement district.

be $114,190.00 and the signatures on petition constitute too percent of the tote'
frontage and 100 percent of the total area in the proposed improvement district.
It was moved by lea, seconded by Nickson, that the city attorney be instructed to
draw up the necessary ordinance to create an l.I.D. for construction of excavation,
ballasting, surfacing and storm drainage on 15th St. S.W. between the West Valley
Hwy. and the Chicago, Milwaukee Railway RIW.

Paul Sencevicky reported that he had a petition signed by fifteen persons against the
Meade request to rezone.
Reinhart Klelnannounceä that a Town Meeting would be held at the Green River Junior
College 8 p. m. Thursday, April 20, 1967, and invited all interested persons to attend.

Councilman Hoyt reported that the Building Inspector will attend the Annual Building
Officials Short Course in Tacoma, April 27 & 28, 1967.
STREET COMMITTEE - COUNCILMAN lEA
Councilman lea reported that the Street Committee has called a meeting of the property
owners along the Enumclaw Highway from M Street S.E. to the Echo lake Cutoff to
discuss widening of the driving surface to five lanes.
Councilman lea reported that the Street Committee was working on a street widening
program throughout the city.
Councilman lea stated that the Street Committee was studying the proposal submitted by
Mayor Durrell R. McAbee of the City of Algona regarding the routing of the Valley I
Freeway through Auburn and Algona.
Councilman lea stated that they were ready to take action on the lund Road Vacation.

Councilman Kline reported on proposals submitted for the sale of the Crest Airpark, and
that Pacific Raceways had refused the cities offer to purchase property for a Municipal
Airport.
Councilman Kline reported that copies of the Northwest American Airport Feasibility
Study would be made available to the public at a charge of $1.00 per page.
It was moved by Kline, seconded by Fitzsimmons, that the Airport Committee authorize
release of the Northwest American Airport Feasibility Study to the public at a charge

Councilman Aaby reported that the County Commissioners have released the final draft
on the lease agreement for the Issac Evans Park.
It was moved by Aaby, seconded by Hoyt, that the Mayor and City Clerk be authorized to
sign a contract with Goss, Proctor and Bauman, Golf Course Architects, for the consturction
of an eighteen hole golf course, subject to the County Commissioners signing of the
lease agreement for the Issac Evans Park.
It was moved by Kline, seconded by Fitzsimmons, to amend the motion to include that
III Goss, Proctor and Bauman be required to have Professional liability Insurance in the
amount of $125,000, and that the city bear the cost of said insurance.

City Engineer Fred Poe reported that the State Highway Department has delivered a
proposed agreement for the widening of the Entnclaw Highway from the Echo lake Cutoff
to "M" St. S.E.

authorized to sign the agreement with the State Highway Department for the widening
of Enumclaw Highway from the Echo lake Cutoff to 'IMII Street S.E.

City Attorney Smythe reported he had received two quit claim deeds for street purposes,
one from G. Belden and K Thompson and one from Mary Kitna, and _ water easement from
Earl Johnson.

to record the aforementioned deeds and easement.
